line 1 WHEREAS, West Nile virus is a mosquito-borne disease that line 2 can result in debilitating cases of meningitis and encephalitis and line 3 death to humans, horses, avian species, and other wildlife; and line 4 WHEREAS, In 2013, West Nile virus resulted in 14 human line 5 deaths in California and over 372 individuals in 31 counties tested line 6 positive for the virus, of which over 240 developed neuroinvasive line 7 disease; and line 8 WHEREAS, The State Department of Public Health and the line 9 federal Centers for Disease Control and Prevention predict West

line 10 Nile virus will again pose a public health threat in California in line 11 2014; and line 12 WHEREAS, Adequately funded mosquito and vector control, line 13 disease surveillance, and public awareness programs, coupled with line 14 best management practices on public and private lands, are the

line 1 best ways to prevent outbreaks of West Nile virus and other line 2 diseases borne by mosquitoes and other vectors; and line 3 WHEREAS, Mosquitoes and other vectors, including, but not line 4 limited to, ticks, Africanized honeybees, rats, fleas, and flies, line 5 continue to be a source of human suffering, illness, and death, and line 6 a public nuisance in California and around the world; and line 7 WHEREAS, Excess numbers of mosquitoes and other vectors line 8 spread diseases, reduce enjoyment of both public and private line 9 outdoor living spaces, reduce property values, hinder outdoor work,

line 10 reduce livestock productivity, and have a negative impact on the line 11 environment; and line 12 WHEREAS, Professional mosquito and vector control based line 13 on scientific research has made great advances in safely reducing line 14 mosquito and vector populations and the diseases they transmit; line 15 and line 16 WHEREAS, Established mosquito- and vector-borne diseases line 17 such as plague, Lyme disease, flea-borne typhus, and encephalitis, line 18 and new and emerging vector-borne diseases such as hantavirus, line 19 arenavirus, babesiosis, and ehrlichiosis cause illness and sometimes line 20 death every year in California; and line 21 WHEREAS, Two invasive mosquito species in California, Aedes line 22 albopictus, the Asian tiger mosquito, which was detected in line 23 southern California in 2011, and Aedes aegypti, the yellow fever line 24 mosquito, which was detected in central and northern California line 25 in 2013, are posing new public health threats due to their capability line 26 to transmit potentially deadly or debilitating diseases, such as line 27 dengue, yellow fever, and chikungunya, diseases that are not line 28 currently transmitted in California, as well as other line 29 encephalitis-causing viruses; and line 30 WHEREAS, Mosquito and vector control districts throughout line 31 the State of California work closely with the United States line 32 Environmental Protection Agency and the State Department of line 33 Public Health to reduce pesticide risks to humans, animals, and line 34 the environment while protecting human health from mosquito- line 35 and vector-borne diseases and nuisance attacks; and line 36 WHEREAS, Best management practices, emphasizing line 37 nonchemical approaches, have been developed to guide mosquito line 38 control that can significantly reduce mosquito populations for new line 39 development and on state and private lands; and

line 1 WHEREAS, The State Department of Public Health maintains line 2 information on how to eliminate risks from vectors at both line 3 www.cdph.ca.gov and www.westnile.ca.gov, which the public is line 4 encouraged to review; and line 5 WHEREAS, The public’s awareness of the health benefits line 6 associated with safe, professionally applied mosquito and vector line 7 control methods will support these efforts, as well as motivate the line 8 state and the public to eliminate mosquito and vector breeding line 9 sites on public and private property; and

line 10 WHEREAS, Educational programs have been developed to line 11 include schools, civic groups, private industry, and government line 12 agencies, in order to meet the public’s need for information about line 13 West Nile virus, other diseases, and mosquito and vector biology line 14 and control; and line 15 WHEREAS, Public awareness can result in reduced production line 16 of mosquitoes and other vectors on residential, commercial, and line 17 public lands by responsible parties, avoidance of the bites of line 18 mosquitoes and other vectors when the risk of West Nile virus and line 19 other disease transmission is high, detection of human cases of line 20 mosquito- and vector-borne diseases that may otherwise be line 21 misdiagnosed for lack of appropriate laboratory testing, and the line 22 formation of mosquito or vector control agencies where needed; line 23 and line 24 WHEREAS, Public awareness can result in action to provide line 25 adequate funding for existing mosquito and vector control agencies line 26 or to create control agencies in areas where there are no existing line 27 controls; and line 28 WHEREAS, West Nile Virus and Mosquito and Vector Control line 29 Awareness Week will increase the public’s awareness of the threat line 30 of West Nile virus and other diseases and the activities of the line 31 various mosquito and vector research and control agencies working line 32 to minimize the health threat within California, and will highlight line 33 the educational programs currently available; and line 34 WHEREAS, The Mosquito and Vector Control Association of line 35 California has designated the week of April 20 to April 26, 2014, line 36 inclusive, as West Nile Virus and Mosquito and Vector Control line 37 Awareness Week in the State of California; now, therefore, be it line 38 Resolved by the Assembly of the State of California, the Senate line 39 thereof concurring, That the Legislature hereby declares that the line 40 week of April 20 to April 26, 2014, inclusive, be designated as

1) Mosquitoes and other vectors, including but not limited to ticks, Africanized honeybees, rats, fleas, and flies, continue to be a source of human suffering, illness, death and a public nuisance in California and around the world.

Morgenthau, Jr., pled for assistance after personally line 4 witnessing the systematic massacre of Armenians; and line 5 WHEREAS, Near East Relief’s efforts resulted in delivering line 6 $117 million of in assistance between 1915 and 1930, including line 7 the delivery of food, clothing, and materials for shelter, and setting line 8 up refugee camps, clinics, hospitals, and orphanages; and line 9 WHEREAS, The generous philanthropy of the American people,

SUMMARY: This measure would commend the service delivered by Near East Relief to the survivors of the Armenian Genocide and the Assyrian Genocide. Specifically, this resolution makes the following legislative findings:

1) During the Armenian Genocide of 1915 through 1923, 1.5 million men, women, and children of Armenian descent lost their lives at the hands of the Young Turks regime then ruling the Ottoman Empire in its attempt to systematically eliminate the Armenian race.

2) In response to the Genocide and at the behest of President Woodrow Wilson and the United States State Department, the Near East Relief organization was founded and was provided unprecedented complete access to all United States Government documents and files concerning the plight of Christian minorities.

3) The generous philanthropy of the American people, including many Californians, directly resulted in the salvation of the Armenian and Assyrian refugees. Near East Relief’s efforts resulted in delivering $117 million in assistance between 1915 and 1930, including the delivery of food, clothing, and materials for shelter, and setting up refugee camps, clinics, hospitals, and orphanages.
