ABird’sEyeView:UsingAirborneTechnologyinTrafficEnforcementOperationTRIADD(TargetingRecklessIntimidatingAggressiveandDistractedDrivers)isOhioStateHighwayPatrol’sdirectedpatrolprogram.Itisdesignedtoworkwithpartneringagenciestofocusonstatisticallyhighcrashareas.VisualSpeedMeasurement(VSM)enforcementhasgivenusthefreedomandflexibilitytopinpointandtargetoperationswheretheproblemexistsasopposedtobeinglockedintooperatingoveranexistingairspeedzone.Withthistechnology,theyarebetterequippedtofocusonallaggressivedrivingbehaviors,includingspeed,followingtooclose,failuretoyield,improperpassing,markedlanes,andotherviolations.Theseviolations,combinedwithamodifiedmethodofofficerinterception,haveproventobeeffectiveinidentifyingdistracteddrivingfromtheair.CombiningVSMenforcementwiththeTRIADDprogramandinfrared(IR)technologyhasallowedustoexpandtheseoperationsintonighthourswherewefocusonviolationsconsistentwithimpaireddriving.AnOverviewofMADD'sNationalLawEnforcementImpairedDrivingSummitInNovemberof2018,MADDhostedtheNationalLawEnforcementImpairedDrivingSummit,fundedunderaNHTSACooperativeAgreement.TheSummitwasattendedbylawenforcementleadersfromacrossthecountryalongwithkeyMADDandNHTSAstaff.Thissessionwillhighlightkeytopicsthatwereidentified,includingbarrierstoenforcementofimpaireddrivinglawsalongwithstrategiestoreduceandeliminatethosebarriersaswellastheprogressmadeandfutureplanssincethesummit.ApplyingYourRoleasALeadertoTrafficSafetyWiththeexpandingroleofthelawenforcementagencyovertheyears,policeexecutivesareconstantlybeingforcedtomakechoicesbetweencompetingprioritiesfortheiragencyresources.Asparticipationintrafficenforcementhaswaned,roadwaysafetyhassufferedresultinginthelossofinnocentlives.Thissessionisdesignedtofamiliarizeexecutiveswithbestpracticesintrafficsafetyandemphasizethelifesavingvalueofleadershipinrecommittingtheagencytoparticipationintrafficsafetyinitiatives.

DrugRecognitionExpertTestimony:OpportunitiesandPitfallsinFrye&DauberttypehearingsFornearly30years,theexpertiseofDrugRecognitionExpertshasbeenchallengedincourtsthroughouttheUnitedStatesandCanada.DefenseattorneyshavearguedthatDREispsuedo-science,andthatDREsaren'tqualifiedtogiveopinionsondrug-impairment.InordertodeterminewhetherDREevidencecanbeadmitted,courtsmayhold'Frye,''Daubert,'orsimilarhearingsduringwhichprosecutors,throughwitnesses,seektoconvincethecourtofthevalidityandreliabilityoftheDECPprocedures.TheacceptanceoftheDECPprocessbyrelevantscientificcommunitiesisausualissue.ADREmaybecalledupontoexplaintothecourtthecontinueddevelopmentoftheDECPprogram,itsfoundationalprinciples,andtheroleoftoxicology.ThispresentationisdesignedtohelpDREsandprosecutorsinpreparationofthesehearingstomaximizeonopportunitiesandavoidpitfalls,tohelpestablishacceptanceoftheDECProgramandDREtestimony.DrugsYouMayHaveHeardAboutandJustMayBetheCauseofYourFalseNegativeTherearemanydrugsthatmaybethesourceoftheimpairmentthatdonotalwaysshowupintoxicologytesting.DrugssuchasthethreeK’s(Kratom,KhatandKava)aswellasdrugslikeEsketamine,Loperamide,Tramadol,Tapentadol,newsleepingpills,designerbenzodiazepinesandPhenibutcauseimpairmentbutmaynotalwaysbeabletobedetected.Thissessionwilldiscussthesedrugs,howtheyfitintotheDREmatrixandhowanegativetoxicologydoesnotalwaysdepictthecauseofimpairment.Fatalcombination:Alcohol&cannabisimpairmentanalysisWiththelegalizationofcannabisbecomingmoreprevalent,ourroadwaysarebecomingmoredangerous.Inthispresentation,wewillexaminetherisingtrendofimpairmentfromalcoholandcannabis.Instructorswillanalyzethisgrowingtrendthroughtangiblefieldinvestigations.Thispresentationwillalsoprovideparticipantswithtoolsandbestpracticesduringaninvestigation.Usingtheseinvestigativetools,participantswillbetterunderstandthetranslationofimpairmentfromalcoholandcannabisandbeabletoapplythistoafieldinvestigationorcollision.Howtheuseofanon-profitcansupplementyourstate'simpaireddrivingtrainingprogramWhileeverystate'strainingprogramissetupdifferently,theonecommonalityisthatmanyprogramsarelimitedinfunding.InMississippi,auniquenon-profitorganizationcalledS.T.O.R.M.(SobrietyTrainedOfficersRepresentingMississippi)wasestablished.TheirmissionistoprovidequalityandspecializedtrainingtobetterequipofficersintheareaofDUIdetectionandenforcementthroughinnovativecommunity-basedfundingsources.Weprideourselvesinmaintaininguptodatetrainingwithsupplementallegalsupportfromourareaprosecutors.

ThispresentationwillreviewhowS.T.O.R.M.began,whatS.T.O.R.M.doesandhowanorganizationlikethiscouldbenefitimpaireddrivingprogramsinotherStates.InterdictionfortheProtectionofChildrenInterdictionfortheProtectionofChildren(IPC)helpspatrolofficersidentifyandrescueendangeredorexploitedchildrenandidentifythosewhoposeahigh-riskthreattoachild.Whilepatrolofficersarewell-trainedandhighlyproficientinmakingobservationsofsuspiciousbehaviorsleadingtoarrestsandsuccessfulinterdictionsofillicitdrugs,weaponsandcurrency,attendeeswilllearnavictim-centeredapproachtoprotectchildrenandidentifythosewhooffendagainstchildren.Topicsincludeunderstandingvictimsandoffenders,legalissuesandauthority,workingwithchildren,andtheofficer’sroletounderstandingindicators,intelligencereporting,andidentifyingandworkingwithlocal/stateresourcessuchaschildandvictimservices.Kratom:AnopioidaccomplicewithmanyfacesKratomisanunregulatedandunscheduledsubstancethatisderivedfromaplantinSoutheastAsia.ItisrapidlymakingitswayintoeverycommunitybutisnotwellknowntoLawEnforcement.TheDEAconsideredschedulingandorbansonthesubstanceandweremetwithoppositionfromtheindustryandthepublic,claimingKratomisasafealternativetoopioidaddiction.Unlikeothersubstances,Kratommimicsmultiplecategories,dependingonthedoseaswellasthecoloroftheveinsoftheplant.Thispresentationaddressesthedetectionandidentificationofthesubstance,whatimpairmentandtoxicologymaylooklike,andhowtopresentcasesforprosecutingimpairedindividualsaspresentedformbothaDREandtoxicologyperspective.LeadershipinTrafficSafetyThispresentationisdesignedtobemotivationalinnaturetoassistattendeesinunderstandinghowperceptionsshapeourviewofoursurroundings.Manypeopleassumetheywillmakeadifferenceintheworldwhentheyreachacertainstatus,whetherthatisfinancial,positional,relationship,age,orsomeothermethodweeachusetodeterminesuccess.Throughoutthepresentation,toolswillbeprovidedtoassistothersinunderstandingthedifferencebetweenauthorityandpowerandthepowersthateachofushavetomakeadifferenceinwhateverpositionwearein.Personalexamplesaswellasliteratureresearch,andotherdeliverymethodsreinforcethedeterminationtomakeadifferenceinsavingandchanginglives.

LinkingSFSTImpairmenttoIndividualDrivingTasksUnderstandingthedevelopmentoftheStandardizedFieldSobrietyTests(SFSTs)andhowtheyrelatetospecificdrivingtasksarevaluabletoolswhenitcomestoarticulatingimpairmentincourt.ThiscoursewillexaminethedevelopmentoftheSFSTbatteryandhowtheyrelatetospecificdrivingtasks.Wewillalsodelveintothecomplextaskofdrivingamotorvehicle,usingthehierarchaltask-analysismodelandlinkspecificdrivingtaskstospecifictasksperformedwhileevaluatingtheSFSTs.MaximizingYourDatatoDeployResourcestoReduceCrashesandFatalitiesTheDDACTSmodelintegrateslocation-basedcrashes,crime,callsforserviceandenforcementdatatoestablisheffectivemethodsfordeployingcriticalresources.Itusesnon-biasedandevidence-basedstrategiestosuccessfullyreducesocialharmwhilemitigatingcommunitytension.Thisworkshopwillfocusonhowexecutivesandtrafficsafetyofficerscanuseaneffectivecrashmodeltomakeefficientdata-drivendecisions,withresourcedeploymentandallocationthatcommunitymemberswillrespectandunderstand.NewDREOrientationTheprocesstobecomeadrugrecognitionexpert(DRE)canbealongandsometimesexhaustiveprogression.ButonceDREstatusisattained,theybecomeanextremelyvaluableassettotheiragencyandcommunity.DREsarethe“experts”whenitcomestodetectingdrugimpairing.Theyalsobecomeavaluableresourceinotherareasofpublicsafetyanddrugprevention.Inthisworkshop,newDREswillbetterunderstandtheirroles,theirvaluetotheirdepartmentandcommunity,andlearnhowtheycantaketheirexpertisetoahigherlevel,becomingrolemodelsforotherofficers.Theywillalsolearntheimportanceofprofessionallyrepresentingtheirdepartment,theirstateandtheDrugEvaluationandClassificationProgram,andhowtheirinvolvementcanhelpshapetheoverallsuccessoftheDECProgram.NHTSAUpdateRepresentativesfromNHTSA'sEnforcementandJusticeServicesDivisionandOfficeofBehavioralSafetyandResearchwillprovideinformationonthelatestinformationasitpertainstoimpaireddrivingenforcementandresearchprojectspertainingtotheseissues.
