NOTICE OF RACE 2020 AUSTRALIAN 29er CHAMPIONSHIP [DP] means that the penalty for a breach of that rule may at the discretion of the protest committee be less than disqualification. [NP] means that the rule that shall not be grounds for protests by a boat.

1 RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 The Prescriptions and Special Regulations of Australian Sailing Inc. (AS) – Part 2; Section 5.01 life jackets devices will apply. It is the responsibility of all competitors to ensure

that life jackets comply with a standard equivalent to those listed in the regulations.

1.3 Relevant International 29er Class Association Rules. 1.4 The 29er Class Race Management guidelines (see International Class website under Events and Race Management) will apply. 1.5 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.6 If there is a conflict between languages the English text will take precedence. 1.7 RRS Appendix T – Arbitration, will apply

2 ADVERTISING [DP] [NP] 2.1. All advertising will be in accordance with World Sailing Regulation 20. 2.2. Boats may be required to display event sponsor's name(s)/logo(s). If required, the Organising Authority will supply these items and they shall be affixed and/or worn as prescribed at registration. 3 ELIGIBILITY AND ENTRY 3.1. Competitors shall enter and support vessels shall register by completing the on-line entry

form on the event website https://www.bys.asn.au and paying the required fees. Late

entry fee applies after midnight Friday 6 December 2019.

3.2 Late entries may be accepted at the discretion of the OA upon payment of the late entry fee, up until 1800 hours Tuesday, 1 January 2020. 3.3 Entry is open to all boats of the International 29er classes, with no restrictions on gender. 3.4 Australian competitors shall be financial members of their respective state 9er Class Associations. All competitors shall comply with World Sailing Eligibility Rules. International competitors shall be members of their respective 29er class association. 3.5 Australian competitors shall be financial members of AS and a club affiliated with AS. International competitors shall be financial members of their respective MNA. 3.6 Eligible boats may enter online: 29er Australian Championship 2020 On-line Entry

but exclude any booking and credit card merchant fees detailed in the online entry

system. Entry Fees cover Welcome Function (2 tickets) and Presentation Dinner (2 tickets)

4.2 The required fees are as follows: Regatta entry AUD $400.00 Late entry additional AUD $50.00 4.3 If any entry is cancelled by the competitor, the entry fee will be refunded as follows: Cancellation Date Entry Fee Refund Three weeks before the event 100% Two weeks before the event 50% One week before the event 0% 5 PROPOSED FORMAT OF RACING 5.1. The AUS 9er Championship regatta series will consist of a maximum of 15 races for the 29er class. There will be maximum of four (4) races sailed on any day. 5.2. Five (5) races must be completed to constitute the AUS 29er Championship. 6 SCHEDULE 6.1. The proposed schedule is as per below: (note: there is no invitation race)

6.2. The start times for the second and succeeding races on each day will be as soon as

practical after the conclusion of the preceding race.

6.3. On Wednesday 8th January 2020 there will be no warning signal made after 1600hrs.

7 MEASUREMENT

The format for measurement will be as follows:

7.1. The 29er has closed class rules. Please read the class rules they are on the International

29er class website. It is the skipper’s responsibility to ensure that their boat conforms to

their class rules.

7.2. This shall be a self-declaration measurement i.e. the correct class measurement form is to

filled in and signed off by the skipper. See attachment 3 at the end of this NOR for 29er

declaration forms. The required serial numbers for the foils, sails and mast sections, and

spreaders will be recorded on the measurement form.

7.3. Any weights from last year’s Nationals should still be fitted to all weighed boats.

7.4. All boats will be weighed as part of the measurement process.

7.5. During the course of the regatta random boats will be selected to have the hulls check weighed for

compliance. It is the skipper’s responsibility to ensure that their boat conforms to their class rules.

7.6. All forestays will be measured and sealed by a class sticker by team of measurers.

7.7. Only one set of sails and one forestay shall be used throughout the duration of the

Championship.

7.8. Substitution of damaged or lost equipment will not be allowed unless approved by the

class measurer (technical committee). Requests for substitution shall be made to the

technical committee at the first reasonable opportunity, including retrospectively, provided

that, in the case of a retrospective application, a ‘Request for Substitution of Equipment

Form’ is completed and submitted to the technical committee prior to the end of protest

time of the day in which the substitution occurred.

8 SAILING INSTRUCTIONS

8.1. The sailing instructions will be available via the event website prior to the 2nd

January 2020

9 VENUE

9.1. The regatta will be hosted by Blairgowrie Yacht Squadron, Victoria

10 COURSES

10.1 The courses will be windward-leeward courses with race target times of 30 minutes. (See

attachment 2.)

11 PENALTY SYSTEM

11.1 Rule 44.1 is changed such that the “two turns penalty” is replaced by the “one turn

penalty”.

12 SCORING

12.1 The Low Points Scoring System of RRS Appendix A will apply.

12.2 Five races are required to be completed to constitute a series.

12.3 When fewer than six races have been completed, a boat’s series score will be the total of her race

scores.

12.4 When from six to nine races have been completed, a boat’s series score will be the total of

her race scores excluding her worst score.

12.5 When ten (10) races or more have been completed, a boats series score will be the total of

her race scores excluding her two (2) worst scores.

13. SUPPORT VESSELS AND PERSONNEL [NP] [DP] REGISTRATION

13.1 If called upon support boats will be required to act as rescue boats. Support boats shall

13.2 All support vessels shall be registered with the Organising Authority and will be required to

comply with local legislation and event support vessels regulations. The Organising

Authority may refuse registrations and accept later registrations at their sole discretion.

Local marine regulations specify the safety equipment to be carried and conditions under

which life jackets (PFD 1) are to be worn. A copy of the regulations is available at

safety-equipment-for-powered-vessels and life jackets- devices

13.3 Coaches supporting athletes at the Championship shall register with the OA prior to the

commencement of racing. Registration entitles coaches to a range of benefits including

launching facilities, communication with athletes and access to race

course outside of 100m of any competitors or mark between the preparatory signal and

finish of last boat, except when asked to assist by the Race Committee.

13.4 Support and spectator vessels that do not register will not be permitted to launch or

retrieve from BYS premises, or berth there overnight; the OA reserves the right to remove

such vessels from their premises.

13.5 Support vessels while afloat must display a numbered white flag supplied by the

Organising Authority.

14 BERTHING [DP]

14.1 Boats shall be kept in their assigned places either in the dinghy park or afloat as

described by the Organising Authority during registration and check-in.

14.2 Trailers shall not to be left within the boat park during the regatta. All trailers maybe stored

in the areas provided by the organising authority. Any trailers left within the boat park may

be moved /relocated at the discretion of the Organising Authority.

• 29er Australian National Championship Perpetual Trophy - awarded to the first placed Australian

entrant.

• 1st, 2nd, 3rd overall (Open)

• 1st All Female Perpetual Trophy (skipper and crew) - awarded to other first placed Australian

entrant.

• 1st Female Skipper Perpetual Trophy - NB for mixed crew – awarded to the first-placed

female Australian entrant with male crew.

• 1st Junior Skipper Perpetual Trophy - awarded to the first placed Australian entrant whose age is

under 18 on 31 December 2019.

• 1st Junior Perpetual Trophy will be awarded to the first skipper and crew whose age is under 18 on

31 December 2019 (team can be male, female or mixed).

16. RADIO COMMUNICATION [DP]

16.1 Except in an emergency, a boat shall neither make radio or data transmissions while racing

nor receive radio or data communications not available to all boats. This restriction also

applies to mobile telephones.

17. DISCLAIMER OF ENTRY

17.1 It is the competitor's decision to enter the event or to start and continue in any race.

Competitors shall accept that their participation in the event is at their exclusive risk in

every respect. See Rule 4, Decision to Race. The Organising Authority, and the host club,

their officers, members, servants and agents accept no responsibility in respect of loss of

life, personal injury or loss or damage to property which may be sustained by reason of

their participation or intended participation in this event or howsoever arising in connection

with this event.

18 MEDIA RIGHTS TO USE NAME OR LIKENESS

18.1 By participating in the Championship competitors automatically grant to the Organising

Authority, Aus 9er Class Association and their sponsors, the right in perpetuity to make,

use and show, from time to time at their discretion, any motion pictures and live, taped or

filmed television and other reproductions of the athlete during the period of competition

without compensation.

18.2 Boats may be required to carry cameras, sound equipment or positioning equipment as

specified by the Organising Authority.

18.3. Competitors may be required for interviews and press conferences at the Championship.

19 INSURANCE

19.1 Each participating boat shall be insured with valid third-party liability insurance with a

minimum cover of AUD $10mil per event or equivalent.

19.2. It is the skippers responsibility that a signed declaration for insurance that is current for the

regatta duration shall be made at registration. The Organising Authority may request a

copy of the Certificate of Currency.

20 COMPETITOR SAFETY REQUIREMENT

20.1. It is the skippers responsibility to complete a signed declaration at registration that their boat, the

skipper and crew comply with the Australian Sailing Special Regulations Part 2 for Off The Beach

boats.
