David Smales

Chief Executive Officer, Energy Queensland

David leads Australia’s largest electricity Distribution and Retail group which was

formed in 2016 with the merger of Ergon Energy and Energex. He is committed

to creating a bright new future for the State of Queensland’s energy ecosystem,

its communities and customers through the transformation of the Energy

Queensland group of companies.

David began his international career in the United Kingdom over 30 years ago,

and has subsequently worked for a number of large blue chip energy companies,

which have included National Power; Scottish and Southern Energy; Centrica;

and Origin Energy.

Experience gained in rapidly-changing dynamic markets has, over time,

provided David with deep capability and specialisms in growing, integrating and

transforming businesses to deliver exceptional and sustainable results. Central

Belinda Allen

Senior Economist, Commonwealth Bank of Australia

Belinda Allen is a Senior Economist at the Commonwealth Bank. She has

extensive experience as a financial markets economist. Belinda joined the

Commonwealth Bank in 2017. Her work primarily involves developing and

communicating views on the Australian and international economies.

Prior to joining the Bank, Belinda spent over 10 years at Colonial First State

Global Asset Management, the Bank’s asset management arm, as a Senior

Analyst in the Economic and Market Research team. Here Belinda developed

extensive experience in analysing both the Australian and global economies as

well as the various investment markets.

Belinda works in the Institutional Banking and Markets division of the

Commonwealth Bank. This division is responsible for managing the Group’s

relationships with major corporate, institutional and government clients and

providing a full range of capital raising, transactional and risk management

products and services.

Belinda holds a Bachelor of Economics and Bachelor of Applied Finance from

Macquarie University and has been awarded the Chartered Financial Analyst

(CFA) designation. Belinda is also a Committee Member on the New South

Wales Women in Economics Network.

Professor Simon Jackman

Chief Executive Officer, United States Studies Centre

Twitter: @SimonJackman

Simon Jackman commenced as Chief Executive Officer of the United States

Studies Centre in April 2016. Between 1996 and 2016, he was a Professor of

Political Science and Statistics at Stanford University.

Simon's teaching and research centres on public opinion; election campaigns;

political participation; and electoral systems with special emphasis on American

and Australian politics. His research has appeared in the leading journals of

political science, including the American Political Science Review; the American

Journal of Political Science; the Journal of Politics; Public Opinion Quarterly;

Political Analysis; the British Journal of Political Science; Electoral Studies and

the Australian Journal of Political Science. He is the author of Bayesian Analysis

for the Social Sciences (Wiley 2009), a widely used textbook on Bayesian

statistical methods with an emphasis on applications in the social sciences.

Simon’s current research projects focus on the opportunities and challenges of

web-based survey research; the political and scientific consequences of under-

representing unlisted or hard-to-reach populations in social research; predictive

models of political behavior; and methods for large scale, automated coding and

analysis of political speech.

Simon was born and raised in Brisbane, and graduated with first class Honours

in Government from the University of Queensland. He earned his doctorate at

the University of Rochester and Princeton University. His first academic

appointment was at the University of Chicago, followed by a Visiting Fellowship

at Australian National University, prior to taking up his appointment at Stanford.

Simon was a Visiting Professor at the United States Studies Centre from 2009

until he commenced his role as Chief Executive Officer in 2016.

Professor Elizabeth Spencer

Dean for College of Business, Law and Governance,

James Cook University

Professor Elizabeth Crawford Spencer (Liz) holds a Bachelor of Science from

Trinity College; a Master of Community and Regional Planning from the

University of Texas; a Juris Doctorate from the University of Arizona; and a PhD

from Bond University.

She has a background in real estate and community and regional development

and has run her own consulting company in real estate asset management. Her

legal experience included an associate role with a boutique firm in Dallas, Texas

and editorships with Kluwer Law International and the International Court of

Justice in The Hague before embarking on an academic career.

As an academic she has taught in a variety of areas of law and her scholarship

in commercial law and regulation has earned her recognition domestically and

overseas. In addition to her many refereed articles, she is the author of three

books: Elizabeth Crawford-Spencer and Francina Cantatore, Effective

Intellectual Property Management for Small to Medium Businesses and Social

Enterprises: IP Branding, Licenses, Trademarks, Copyrights, Patents and

Contractual Arrangements, BrownWalker Press 2018; Spencer, EC editor,

Relational Rights and Responsibilities: Perspectives on Contractual

Arrangements in Franchising, Bond University Press, 2011; and Spencer, EC,

The Regulation of Franchising in the New Global Economy, Edward Elgar, 2010.

Liz has been an invited speaker at international events and conferences in

Australia, the United States and Asia, including the Macquarie University Division

of Law Research Seminar Series; the Franchise Council of Australia National

Conference; Law Asia; the International Society of Franchising; the European

Network on the Economics of the Firm; and the Vietnam Conference on

Corporate Governance. She has chaired the International Society of Franchising

Annual Conference and the first Australian Franchise Law Colloquium.

Liz also conducts research in the areas of non-profit governance and contracting

relationships in development cooperation and consults with industry, the

profession and governmental bodies.
