Demographics

Demographics Summary

Dr. Joseph A. Fowler Elementary will begin its 6th year of service in our community supporting students in PK to 5th grade. Because the neighborhoodcontinues to expand, our current enrollment of 1282 exceeds our projected enrollment by almost 50 students. Therefore, additional teachers (one pre-kindergarten, two first-grade, two fifth-grade, one 3rd grade) have joined our Fowler family for the 2019-2020 school year. Our average class size meets the1:22 state standard.

Due to our growth, the district funds .5 of a second curriculum instructional specialist and Fowler funds the other .5. We will utilize the second curriculuminstructional specialist (CIS) to continue to support improvement in reading, classroom instruction, and RtI to build quality goals to close gaps on studentachievement. The second CIS will also meet with our instructional aides for a PLC to build skills to support our at-risk students because of the following:Reading MAP data revealed 59% of our 1st grade students scored at the norm or higher; 59% of our kindergarten students are at average or above; 60% ofour second grade students are reading at the average or above level on MAP.

Our discipline referrals were reduced last year with the implementation of CHAMPS. However, we still had 1,129 referrals. At the beginning of the schoolyear as student integrate into the school setting, our primary learners lack experiences with appropriate interactions with other children.

Our average attendance is 94%. Primary grades are typically absent more often than intermediate grades. The average attendance for intermediate grade was96%. When compared to schools with similar demographics, we are in the lowest quartile.

Due to the change of discipline and attendance, our primary teachers will be working on strategies from Dan St. Romain. Our primary learners need morepractice with adhering to learning and social expectations in a school setting with 21 other students.

Demographics Strengths

Our professional staff (7 PK teachers, 9 kindergarten teachers, 10 first grade teachers, 9 second grade teachers, 9 third grade teachers, 9 fourth gradeteachers, 9 fifth grade teachers, 2 SPED teachers, 1 RICA teacher, 1 ARI teacher, and 1.5 ELL teachers) meets all Texas Education Agency certificationrequirements.

-The district provides 1.5 instructional specialists to support our staff, 3 assistant principals, and 3 counselors.

We have highly qualified aides who have a minimum of 2 years of college to work with our students. We have an ARI aide who is working alongside of ourARI teacher to build reading success with our children who are below the 30th percentile on MAP.

-The MAP lexiles are used to predict performance on STAAR. New students to Fowler in the ‘all students’ student group scored 73% compared tocontinuously enrolled students who scored 83% both at the approaches and above. Continuously enrolled students in reading is the exact same score justmentioned. Math is 93% for those continuously enrolled compared to those non-continuously enrolled at 82%. Our writing is 69% continuously enrolledcompared to 62%. In science, 68% passed in the continuously enrolled to our 54% non-continuously enrolled. Our ELL students (supported with one full-time teacher and one half-time teacher as well as a full-time aide) scored well in approaches, but scored lower in the meets and masters categories.

-Parents checked out iPads to support reading and math for ELL students and families at home.

-Technology is integrated into classrooms with 2:1 ratio of students to devices.

-STAAR reading scores were 79% at approaches and above. Their math is 84% at approaches and above, writing 63%, and science at 50%.

Student Academic Achievement

Student Academic Achievement Summary

Students improved on MAP assessments, but the growth in reading is lower than math, which is also reflected in our STAAR scores. When looking atschool norms for projected growth, the observed growth for 1st and 2nd grades was lower in the spring than in the fall. In reading, kindergarten was theonly grade level that met the observed growth goal (observed growth goal or projected growth goal?).

Students in kindergarten are growing in reading and math and exceeded their expected growth in reading. The MAP data for math showed every grade levelexceeded the school norms for projected growth. (You jumped from MAP to STAAR – group all STAAR data together and all MAP data together) OurLEP students are scoring lower than other populations in writing, science, and reading.

STAAR scores demonstrated that closing the gap in achievement is a strength. Scores for the "all students" group in reading has grown and scores as awhole school have grown. Students in the two or more races student group have grown in meets and masters, but will be a targeted support group for2019-20. Students in the white student group have also grown, but did not meet the target of 60, so we will provide them with targeted support. Our specialeducation population is achieving growth in the approaches level, but did not meet the meets or mastery levels or the target of 19%. This will be are thirdtarget supported group for STAAR. \

Student growth is higher in math than in reading, science, and writing. Our targeted support groups for math are predicted at this time to be none. However,the number of student at the meets and masters level on STAAR reading, writing and science is low. We will work towards the meets and mastery levels forall students. Our GT students are scoring well in reading and math, but we will work on them improving in writing and science

In primary grades, vocabulary and word attack skills are areas of concern and vocabulary, literary concepts, and informational concepts are areas of concernin intermediate grades. In 2018-2019, we began focusing on Marzano's vocabulary lists to develop vocabulary rich classrooms, and students improved.Limited vocabulary negatively affects comprehension and a student’s ability to read higher level material.

The STAAR test and MAP are correlated by the lexile measures. In 2018-2019, the lexile measure for passing STAAR reading for 3rd grade is 505L-710L(MAP 195-206 RIT) for approaches, 4th grade 670L- 835L (MAP 204-213 RIT), and 5th grade 735L-895L (MAP 207-216). For students to score in themeets category in 2020, lexile measure levels for 3rd will be 730L-825L (MAP 207-213RiT), 4th 880L-980L MAP (215-221), 5th 940L-1065L (MAP219-226), and the 6th grade lexile measure is 730L. Beginning of the year MAP data indicated that 10% of our students are ready to meet the approacheslevel; therefore, teachers must implement high-yield strategies to close instructional gaps.

Highly qualified instructional aides, retired teachers, and an ARI (Accelerated Reading Instruction) aide work with struggling learners in small groupsduring intervention. The purchase of MyOn provides students access to books in hand with electronic devices. iPads are also used to help ELL students.ELL students are higher in the approaches category, but we need to help them increase percentages in the meets and masters categories.

Eighty-two percent of 3rd grade ELL students scored approaches compared to 78% for the all students student group. Of that group, 35.5% were at meets

The meets and masters levels on math are a strength for Fowler and we will continue to useimagine learning, ST Math, and rigorous instruction aligned toTEKS. Science and writing scores continue to be a struggle for our campus. Students are improving on the revising and editing portion of the writing test,but struggle with compositions because of sentence structure punctuation. Again, working on vocabulary and phonics will help our students attack theexam. In science, students struggle with vocabulary and the readability of the test.

To meet the needs of our students, our Title I aides, ARI teacher, ARI aide, ELL teachers, and ELL aide push in to classrooms for intense small groupinstruction for all other grades. Title I aides assist first, second, third, fourth and fifth grades. These highly qualified aides will serve students during ourintervention time, which are built into the schedule. Teachers are given planning days to prepare well-designed lessons for interventions and acceleration.Our CISs design professional development opportunities for our aides and instruct them weekly on effective ways to "push-in" to classes for readinginstruction for all areas. We also use Title I funds for an ARI teacher to work with our at-risk students according to MAP, teacher recommendations, F&Pdata, classroom grades, and STAAR data. School Processes & Programs

School Processes & Programs Summary

All professionals at Fowler meet Texas Education Agency certification requirements. Para-professional staff members meet the highly qualifiedrequirements of the Every Student Succeeds Act. We maintain this qualified staff by hiring the best-qualified teachers and staff through an interviewcommittee process. New teachers are supported at the campus level by an assigned mentor and experienced teachers are assigned a buddy. All Fowlerteachers and staff have opportunities to build capacity and leadership by becoming a chair or co-chair of a campus academic committee, membership in SiteBased Decision Making team, Campus Conduct Committee, Campus Employee Advocacy Committee, or grade level leader with the expectation to closethe gap between the achievement of our student groups in the areas of math, reading, science, and writing. Meetings are held after school or duringProfessional Learning Communities during the day. Staff development funds are set aside for training other than district provided training to include P.E.teacher, Music teacher, and Librarian. Teachers and staff are expected to bring back information from any training to present to their grade level or to thewhole staff on professional development days. District level experts are also available upon request for any campus needing extra support with curriculumand to support the new teacher or professional. We support teachers with their growth by having them set goals and working with them to achieve theirgoals. We also send teachers to conferences.

We are surveying our staff to see what needs should be addressed. We work hard to honor staff members on the campus and meet their needs by providingsupport in the classroom with discipline, curriculum, and administrative support. The culture of the campus is built around team and we work to supporteach other like a family to keep the best of the best. We provide the curriculum materials and support team building. We will do team building activitiesthroughout the year. We are working on maintaining staff by recognizing their talents and strengths.

To provide the best resources for teachers to use with students and to teach at the level of RIGOR necessary for staff, technology support along with F/Papps and iPads are provided. Campus book study materials, technology training, and planning time are provided for teachers. During planning times,exchange of times for teachers to observe each other and grow during the school day. This will provide opportunities for vertical team instruction.

Within our instructional rounds data, we have targets posted and aligned to the IFD above 90%. However, the DOK (depth of knowledge) of the tasks are ata level 2. We are working on PLC's and planning to impliment lessons with the rigor necessary to improve student growth.

We also funding an ARI teacher to work with our at-risk students on the campus in small groups. These students are identified by MAP, teacherrecommendations, F%P data, classroom grades, and STAAR data. Due to reading being a lower area on the campus, we also have added a highly qualifiedaide to work with our children in reading.

Tutoring is offered after school for children who are in need as identified by MAP, teacher data, and RtI.

Intervention time was designed for students needing additional instruction. Teachers provided tutorials and/or enrichment for all students during the dayaccording to the campus master schedule. The highly qualified instructional aides assist during intervention time as well. After-school tutoring was an

option for struggling students. To intervene early, we also recruit early childhood students in the spring during the prekindergarten round-up. This helpsensure that early childhood students attend school on the first day of the fall semester. We offer several library activities for early literacy to build a love forreading and support our children.

We provide our ELL students with an opportunity to check our iPads to build language and reading.

The goals for the campus and district are linked by our common, guaranteed, and viable curriculum and the LEARN Model: Lead with the Curriculum,Expert Instructional Delivery, Assessments Ongoing, and Respond to Needs. The delivery of instruction using our gradual release model helps withbuilding students who use academic knowledge and build independent learners who are able to show their knowledge and explain it.

Professional Learning Communities (PLC) are used to maintain high standards for all students while growing staff to meet student needs. It it also a timewhere teachers can share with each other their best practices.

Perceptions Summary

The administrative staff and teachers of this campus were able to establish and maintain high expectations for the students and teachers so that all could seethe growth of our students. Our mission is to provide a quality education in a safe, positive, and nurturing environment for students. The daily schedules forstudents and staff were planned. The office staff recorded all student tardies and automated calls were made to let parents know their child was not inattendance at 9:30. The assistant principals called families whose students were tardy at incremental times to ensure that all students continually learn andhave access to an education. The Fowler Student Handbook was given to families and is on-line for reference as needed to our community.

Community meetings are held to elicit feedback on the campus plan, Title I elements, the Home-School compact, and academic meetings that help withbridging communication. Connect-Ed phone calls, emails, and texts are set to help with communication as well. The SBDM is used to review the campusplan, set goals for our campus and look for effective ways to impact student learning and growing. The SBDM meetings are announced and the dates are allset consistently for the year to be the fourth Monday of every month.

Involving our community in our school is important. Our counselors have taken the initiative to provide support for our families in need. We work towardsopening our school to the families and community to build our culture.

Our parent evenings are attend by one third of our parents. (465 parents attended reading night, 342 attended math and science night. 100% of parents attendparent conferences in October last year)

Our music performances are attended by about one third of the parents who have students at the grade level performing. Kindergarten was an exception withall parents except two attending. PtO meeting held by themselves without a performance for that same evening had 11-12 parents attend.

We are reaching out to families to check out the technology, join us with MyOn, and provide feedback. A survey sent home had less than a 50% return rate.Parent conferences are still our best time to get information to parents to review, see data and check out our technology. Monthly newsletters go home withinformation about activities completed and upcoming. We send home how to login into technology on campus from home as well as how to reach us.Connect phone calls have a 75% anwsering rate, emails are at 95% and text messages 90% for getting out quick information.

Each afterschool performance for a grade level will also have a component of academic expectations that we are working on for their children. The thirdthursday of each month will have a program.
