In accordance with Section 1.450 of theIHSA Constitution, the Board of Directors hasapproved the Terms and Conditions governingthe 2019-20 IHSA Bass Fishing TournamentSeries.

I. SCHOOL CLASSIFICATION

Competition in the IHSA Bass FishingTournament Series will be a one class tourna-ment.

II. DATES AND SITES

A. Individual Tournament Series Datesand Sites: 1) The sectional tournament shall beon Thursday, April 30, 2020 (Thursday of Week43 in the IHSA Standardized Calendar).Tournament sites and team assignments will beposted online. Note: All Sectional tournaments shallbe a one-day tournament. In the event of can-cellation due to weather, the next Monday, May4th (Monday of Week 44 in the IHSAStandardized Calendar), shall be the make-update. 2) State Final: May 15 and 16, 2020,Friday and Saturday, Week 45 IHSAStandardized Calendar.

III. ONLINE ENTRIES, WITHDRAWALPROCEDURES, AND ELIGIBLITY

The policy for Original Entry Deadlines,Late Entries and Late Withdrawals shall be thepolicies and procedures regarding entry for allIHSA-sponsored sport/activities included in the2019-20 Entry Policies and Procedures.

A. Online Entries All member schools must enter theirschool into the state series competitionthrough the IHSA School Center on the IHSAWebsite at www.ihsa.org. The deadline forentry is February 1, 2020. The 2019-20 EntryPolicies and Procedures outlining the onlineentry procedures for all IHSA-sponsored tour-naments can be found in the Schools Center onthe IHSA website.

B. Late Entries Any attempt to enter a sport or activityonline after the established deadlines will bedenied. Schools that wish to enter after thedeadline will be considered late. To be consid-ered for late entry, the Principal/OfficialRepresentative must contact the IHSA adminis-trative officer in charge of that sport or activity.The penalty for late entry shall be a payment of$100.00 for that sport/activity by the school.

C. Breach of Contract By-law 6.041(Withdrawal Procedure) To withdraw without penalty, the Principalmust notify the IHSA Office, in writing, of theschool’s withdrawal from Bass Fishing prior tothe seeding meeting date and/or the date theList of Participants is due for that sport. If aschool withdraws after the seeding meetingdate/List of Participants due date and/or doesnot show up for competition, the school will becharged a $100 penalty. If applicable, theschool may be charged for any additional finan-cial loss sustained by the offended school(s) orthe Association as a result of such breach.

D. Eligibility All member schools in good standing mayenter a team. This is open to male or femalestudents in your school.All students must meet the eligibility require-ments as outlined in Section 4.000 in theIHSA by-laws.

IV. HOST FINANCIAL ARRANGEMENTS

A. Sectional Host Allowance:Sectional hosts shall pay all local expenses andshall receive a guarantee of $200.00.

B. Admission Fees: 1) In the State Tournament Series,ticket prices have been established by the IHSABoard of Directors.

C. Rights Fees for TV and Radio: See the IHSA web site (www.ihsa.org) forthe fees to be charged by Local Managersand/or the IHSA for television and cable broad-casts and radio originations. The Policy regard-ing media requirements for each LocalManager is contained in these Terms andConditions.

V. TOURNAMENT ASSIGNMENTS

Schools will be assigned geographicallyto one of 22 IHSA sectional tournaments. Thestate final will have up to three (3) qualifyingboats from each of the sectional tournaments.The fourth place boat from each sectional willserve as the alternate qualifier from the sec-tional. If one of the three advancing boats can-not participate at the state finals, the alternateboat will replace the originally-qualified boat.Boats that cannot participate at the state finalshave until Wednesday following the sectionaltournament to notify the IHSA of its decision tonot participate.

VI. TOURNAMENT STRUCTURE ANDTIME SCHEDULES

A. Sectional Tournaments Sectional time schedules will beannounced by the local tournament managers.Early weigh-ins at the sectional are at the dis-cretion of the local manager. If allowed, partic-ipants are then finished from further participa-tion at the sectional.

Time Schedule for the State FinalTournament:

pre-fishing starting immedi-ately after the boat has beensafety checked. Safetychecks will be done on a firstcome, first serve basis.

5:30 p.m. Safety meeting

Based on the Pre-tournament draw forrelease, competing boats will be placed in oneof the three flights for the purposes of theboat’s return in each day of the tournament.Each flight will consist of approximately one-third of the total number of boats participatingin the state finals. Boats will be released inorder of the pre-tournament draw on day 1 ofthe tournament and in reverse order of thedraw on day 2.

VII. ADVANCEMENT OF WINNERS

A. Advancements: 1) Sectional: A maximum of three(3) boats from each sectional will advance tothe state finals. The three advancing boats willbe those boats with the most amount of totalweight of caught fish. If fewer than three (3)boats catch fish in a sectional tournament, onlythose boats that cause fish will be able toadvance to the state finals.

VIII. TOURNAMENT RULES

A. Fishing is defined as having a lureattached to a line and a rod and reel with therod in hand. All bass must be caught alive in aconventional sporting manner. All lures mustadhere to state regulations. All bass must becaught on artificial bait by casting only. Onlyone fishing rod may be used at a time. All fish-ing must be conducted from the boat.

B. All sectionals will be set for at least 5hours of fishing and can not exceed 8 hours onthe water. This might have to be varied becauseof weather. A sectional tournament is consid-ered to be complete if half of the minimum pos-sible scheduled tournament time has beenfished (2.5 hours). If the tournament is post-poned until the next Monday, no fish will counttowards the next day weigh-ins.

C. If weather shuts down the Sectionalonce it has been rescheduled for Monday, thewinner will be determined by the fish caughtduring the time allotted for that sectional on thesecond day.

D. State final will consist of two days offishing with a maximum of eight (8) hours offishing each day, when possible.

E. If weather shuts down either day ofthe state final once it has started, that day’sweight will be determined by the fish caughtduring the time allotted for that day.

F. In the state final, if one of the days iscompleted and the other day is not able to befished because of weather, the winner(s) will bedetermined by the one-day weigh-in.

G. All participants must be back in forweigh-in by their designated time at both thesectional and state final tournaments. Thiswould vary only if a weather alert has beenissued which might shorten that day’s tourna-ment. It is the participant(s) responsibility tomake sure the boat is back to the weigh-in siteby the designated time.

H. At the state finals, the state finalsmanager can allow boats to exit the water ata location other than the pre-determinedreturn site in the event severe weatheroccurs/may occur that may shorten a day ofthe state finals. The state finals manager willnotify schools if he/she invokes this option. Ifused, a boat may only leave the water whentournament personnel are present and havechecked the boat’s live well. Once a boat hasleft the water, it may not re-enter the water tofish any more for that day and must report tothe weigh-in area for weigh-ins. Any fishcaught and brought to weigh-ins will not beweighed until the established start time forweigh-ins. The state finals manager will beresponsible for identifying any other exitlocations for the state finals lake and notify-ing schools of those in advance of the statefinals.

I. There will be a one pound deductionfor every minute a participant is late gettingback for weigh-ins up to 15 minutes. After 15minutes, no weight will be allowed for that day.It is the participant’s responsibility to notify thetournament manger in advance of the designat-ed return/ closing time of any problems thatmay have occurred.

J. There will be a five fish limit per boat.Fish may be culled if a participant(s) has fivefish (5) in the live well. No more than five (5)fish can be in the live well at any time.

K. Ties will be broken, if the poundage isequal, in the following manner: First criteria willbe the largest fish caught; the second criteriawill be the number of fish caught.

L. All participants must wear a coastguard approved life jacket the entire time theyare on the water. If they do not, disqualificationwill occur.

M. Participants must only use the gearthat is in the boat when the boat leaves thedock at the start of the day. They may use theirown gear or the gear of the captain in the boat.If an alternate is used in the tournament, thegear of the alternate must be secured in an areaand can be added once the alternate is pickedup.

N. Every boat must a have an adult cap-tain for driving purposes, and only that captaincan drive when the outboard motor is in use.

O. Coaching: The captain/coach of theboat may make suggestions but may not fish inany respect, including tying lures, netting fish,and handling fish or gear. The captain/coach orteam participants can operate the electricmotor. If a team has only one participant onthe boat, the captain/coach may net the fish ifasked by the participant. A boat captain mustbe an employee of the district or be a board-approved bass fishing captain.

P. All fish will be released immediatelyafter weigh-in. All fish that are put in the livewell must be kept alive. Dead fish will have a ½pound deduction and cannot count as the largefish for that boat. Dead fish may not be culled.

Q. There will be a speed limit enforced atall sectional and state final tournaments. Thespeed limit will be no faster than 35 mph, or thelake requirement will be enforced if slower than35 mph.

R. Teams of up to four participants perboat may be entered by each school. A studentmay only be listed on one roster for the stateseries. A school may enter up to two boatswhere only two of the four students entered forthat boat may fish at any one time on that boat.This means only 2 students in the boat. Thetotal weight for each of the five (5) fish limitedto that boat will count for the team total of thattournament.

S. The total weight for each of the five(5) fish limited to that boat will count for theteam total of that tournament. Individualweight will also be recorded for the top fishdesignated by each boat. The largest fishaward will be given at each tournament to allparticipants of the boat that weighs in thelargest fish of that tournament.

T. No live bait or trolling is allowed in thesectional or state final.

U. Participants must stay completely inthe boat unless they are using an authorizedrest room facility, are back at the dock switch-ing participants, or due to some other emer-gency or malfunction. If an emergency or mal-function occurs, the boat must contact thelocal manager or his/her designee prior to leav-ing the boat.

V. Any transfer of fish from one live wellto a different live well in another boat due tomalfunction must be made in the presence ofthe local manager or his/her designee.

W. On the day of competition at either thesectional or state finals tournaments, schoolswill be limited to putting into the water thenumber of boats entered, or, in the case of thestate finals, the number of boats the schoolqualified. No additional boats containingcoaches or other competitors from a schoolcan be put into the water on days of competi-tion. On the pre-fish day for the state finals,schools can only put into the water boats thatare captained by a district employee or board-approved coach/captain. For the pre-fish dayat the state finals, schools can put a maxi-mum of 1 boat for each qualified roster on thewater. Contestants may not obtain fishing pat-terns or locations from non-competitors, fol-low a non-competitor’s boat or participate inthe practice of “hole sitting”, a practice whereina non-competitor sits on a fishing spot, holdingit for a contestant. In addition, non-competi-tors may not place markers for contestants. Allof these acts are prohibited and will result inthe immediate disqualification of the boat.Three days prior to the official practice date forthe state finals tournament, no coaches, boatcaptains, or team members of any qualifyingschool may be on the water at the state finalssite.

X. School uniforms must be worn dur-ing competition. School uniforms can onlyhave the school name and/or logo and the stu-dent’s name on them. Any sponsorship theschool has secured cannot be displayed on theuniforms or on the coach/driver of the boat.Sponsorship logos may be displayed on theboats that are in the tournament.

Y. Each tournament manager shallappoint (in addition to him/herself) a tourna-ment committee of at least three (3) participat-ing coaches or school administrators.Competing schools can only bring to the tour-nament committee potential violations of theseTerms and Conditions for consideration.Potential violations must be reported prior tothe conclusion of weigh-ins on the day in ques-tion and must be made in writing. The deci-sion(s) of the tournament committee shall befinal in matters pertaining to the IHSA BassFishing Terms and Conditions. Neither theIHSA Office nor the Board of Directors willreview tournament committee decisions,whether alleged errors are due to faulty judg-ment or misinterpretation of the rules.

Z. Unsportsmanlike Conduct: Managers and officials have the strictestinstructions to disqualify any participant, coachand/or other person guilty or profane or inde-cent language or of gross unsportsmanlikeconduct. IHSA By-laws 2.040, 3.141, 6.011and 6.012 give the Board of Directors completeauthority to penalize a school for any unsports-manlike conduct on the part of the principal,the coach, athletes, or any member of the fac-ulty or Board of Education or any other officialrepresentative of any participating school. Thisauthority will definitely be exercised by theBoard of Directors.

AA. AED: Host schools must have an AEDavailable and on site at all IHSA post seasoncontests.

IX. TOURNAMENT POLICIES

A. State Final Passes: Each school willreceive passes for all qualifiers, a pass for thecoach, and a captain’s pass to drive the boat.Only people with passes will be allowed onboats.

B. Damage to Property or Equipment: If contestants or people from any schoolentered in a state series are found guilty ofcarelessness or maliciously breaking, damag-ing or destroying property or equipmentbelonging to the host site, such school shall beheld responsible for costs incurred in replacingor repairing such property or equipment.

C. Media Requirements: 1) Provide Space: Space shall be set aside to provide fornews media representatives covering the stateseries whether they are from newspapers,internet sites, radio stations, commercial televi-sion stations and/or cable television stations,according to the IHSA Policies regarding NewsMedia credentials and working assignments forIHSA state series. 2) Radio and TV: It is the responsibility of the LocalManager to accept applications, approverequests to originate, collect proper rights feespayment (where required) and make cancella-tion refund for television and/or radio play-byplay originations, according to the IHSATelevision and/or IHSA Radio Broadcast Policy. a. Television Rights Fees for alllevels of competition below the State Final levelshall be paid to the host school and shallbecome part of the revenue to be shared by themember school(s) and the Association accord-ing to the financial terms stipulated in theseTerms and Conditions. b. Radio Broadcast Rights Feesare not required for any level of competition inthis series (except State Final). Local Managersshall permit radio play-by-play originations ofthe competition.

c. Television and/or RadioStations which do not apply in advance, orwhich do not pay required rights fees prior tothe start of competition in each respective levelin this state series shall not be given creden-tials nor allowed access to the facility to origi-nate. Sponsors of the originations for televisionand radio shall be only those so stipulated inthe respective IHSA Television and Broadcastpolicies. 3) Administrative Detail:Reporting information to the news mediaand/or the IHSA Office, as stipulated in instruc-tions to Local Managers shall be the responsi-bility of each Local Manager and is required.

D. Tobacco/Liquid Nicotine Products:The use of tobacco or liquid nicotine productsin any competition area, either during a prac-tice or while a contest is in progress, or affiliat-ed property of any IHSA state series contest byany coach, player, any other person connectedwith a team, or fan shall be prohibited. Stateseries hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, tobacco/liquid nicotine free zones on thedate or dates of any IHSA event being held atthe site.

E. Use of Inhalers: A student with asth-ma may possess and use his/her medicationduring an IHSA competition, while under thesupervision of school personnel, provided theschool meets the outlined procedures of selfadministration in the Illinois School Code.

F. Alcoholic Beverages and IHSA StateSeries Events: The possession, distribution, sale and/orconsumption of alcoholic beverages are pro-hibited at the site and on any affiliated propertyof any IHSA state series contest. State serieshosts are required to make all state series con-test sites and any affiliated property, includingparking lots, fan accommodation areas, andother school or event venue property, alcoholfree zones on the date or dates of any IHSAevent being held at the site. Violation of thispolicy by an event host will subject the host toa penalty for violation of IHSA By-law 2.020.Such penalty may include but not necessarilybe limited to prohibition against subsequentevent hosting assignments. Violation of thispolicy by a non-hosting member school willsubject the school to penalty for violation ofIHSA By-law 2.020. Patrons of any IHSA stateseries contest determined to be in violation ofthis policy will be removed from the premise,and law enforcement officials will be called aswarranted. No ticket refunds will be granted insuch cases.

X. AWARDS

A. In all Sectional Tournaments, medalswill be awarded to the first, second, third andfourth place boats. A plaque will be awarded tothe school winner in the Sectional Bass FishingTournament. Individual medallions will begiven to the team participants in the boat catch-ing the largest fish.

B. In the Bass Fishing State FinalTournament, individual medallions will be givento the team participants in the boat catching thelargest fish.

C. First, second and third place trophieswill be awarded to the school boat winners inthe State Final Bass Fishing TeamTournaments. In addition, medallions will bepresented to the first, second and third place

team participants. The Coach, Superintendent,Principal, and Activities Director of the first,second and third place teams will also receivemedallions.

D. Awards Ceremonies: At all tourna-ments when participants are receiving awards,they shall wear their school’s official uniform.No extra clothing, hats, caps, signs, or otheradornment shall be worn or carried at theawards ceremony. If a contestant fails to wearhis/her official school warm-up or uniform,he/she shall not be allowed to participate in theawards ceremony.

XI. OFFICIALS

Official weigh-in supervisors will beassigned by the IHSA for all sectional tourna-ments and the state final.

Emergency Action Plan (EAP)

In accordance with By-law 2.150, a school shall have on file for each student that participates (including practice) in inter-scholastic athletics a certificate of physical fitness issued by a licensed physician, physician’s assistant or nurse practitioneras set forth in the Illinois State Statues not more than 395 days preceding any date of participation in any such practice,contest or activity. As this By-law addresses pre-participation certification only, there is not a guideline or By-law in placeto address release to interscholastic activity following an injury, with the exception of head injury/concussion. With theunderstanding that schools throughout the state have different needs and services available to them, this document wasproduced to provide guidelines on an athlete’s return to activity following an injury.

Each school should have a written Emergency Action Plan (EAP) in place to address medical emergencies among athletes,staff, officials, and spectators, regardless of severity, occurring during a practice or competition. The plan should alsoaddress sever weather, fire, electrical failure, bomb threat, criminal behavior, or other possible emergencies. This planshould be developed to address the unique needs of the individual sport and venue.

EAP’s should consist of the following components:• Personnel• Communication• Equipment• Emergency Medical Care• Player Medical Information• Game-day Responsibilities (includes appropriate sideline preparedness)• Catastrophic Incident Plan

While each school’s sports medicine/medical service needs and availability are different, guidelines should also be devel-oped to assist the coaching staff on what injuries should be allowed to return to competition without a medical release. Itis not practical to identify every situation or injury; however the following guidelines should assist the school/coaching staffon determining if the athlete should be allowed to return to activity without a release.

1. No swelling or deformity. 2. No headache, nausea, blurred vision, tingling, numbness or sensory changes. 3. Symmetrical (equal to the other side) joint range on motion and strength. 4. Ability to bear weight, without a limp, if injury occurs to the lower body. 5. Ability to complete full functional sporting activities without compensation.

Please remember that the majority of high school athletes are a minor. If there is a question as to their injury and ability toparticipate, the parents/guardian should be consulted.

Athletes that are unable to meet the above criteria should be encouraged to seek medical treatment prior to return to inter-scholastic activity. Those athletes that seek medical treatment should be required to provide a written medical release indi-cating their ability to participate. Without obtaining this release, the school may assume legal liability if the athlete is allowedto participate in activities not permitted by their medical provider.

A proper plan establishes accountability, should be comprehensive, yet flexible, practical, and easily understood. The writ-ten EAP must be revised, approved, distributed, and should be rehearsed regularly prior to every athletic season. The ath-letic department, administration, and sports medicine team share the responsibility to establish, practice, and execute theEAP.

Managing Heat and Heat IllnessThese guidelines represent minimum standards that IHSA member schools should follow for athletic competitions. Schools with morerestrictive guidelines are not expected to modify any pre-existing guidelines in order to meet this policy. These guidelines will be usedby managers or their designees at all IHSA state series events when the Wet Bulb Globe Temperature (WBGT) is above 80 degreesFahrenheit. State series tournament managers will make the decisions to suspend and resume activity in accordance with these guide-lines using those devices or systems usually used at the state series venue/site.

1. Thirty minutes prior to the start of an activity, and again 60 minutes after the start of the activity, temperature and humidityreadings will be taken at the site of the activity. Using a Wet Bulb Globe Thermometer is recommended, although a conver-sion to WBGT can be made from air temperature and relative humidity using chart 2. Record the readings in writing andmaintain the information in files of the tournament manager and/or host school administration. Tournament managers maydesignate someone other than themselves to take these readings.

Use the Table 1 (see below) with an on-site WBGT reading for appropriate exercise modifications during exercising in the heat:

c. 84.6-87.5 degrees Fi. All sports

1. Provide ample amounts of water. This means that water should always be available and athletes should be ableto take in as much water as they desire.

2. Schedule at least 4 separate 4:00 breaks within each hour, or a 10:00 break every 30:00 of training or competi-tion.

3. Coordinate breaks with assigned contest officials.4. Have cooling stations for before, during, and after exercise/training/competition.5. Watch/monitor athletes carefully for necessary action6. Reduce time of outside activity as well as indoor activity if air conditioning is unavailable.7. Consider postponing activity to later in the day or another day (with approval from IHSA Administration)8. If practicing, maximum of 2 hours of training/practice while temperature is in this range.

NOTE: While most attention will be given to outdoor sports in the fall and spring, indoor venues/facilities (gymnasiums, wrestlingrooms, and swimming/diving facilities) that are not air conditioned should not be neglected for the purposes of this policy. Additionally,sometimes conditions will vary for different aspects of the same competition. For example, one part of a cross-country course may behotter or more humid than other parts. The best course of action for managers is to take a WBGT reading at the place of the mostsevere conditions.

Cooling Methods Due to Heat Related IllnessExertional heat stroke (EHS) is relatively uncommon among exercise associated medical conditions, but is a frequent cause of exer-cise related death. The majority of evidence shows that early institution of body cooling is the most effective method of decreasingmortality in EHS. The following contains recommendations regarding the methods of body cooling, including tubs, ice bags, icedtowels (towels with water that have been frozen) water, fans, and shade. The recommendations are classified as essential (founda-tional to the implementation of treatment, should have resources and personnel directed towards implementation), and desirable(important in maximal implementation, should have resources and personnel directed towards implementation as budget andresources allow). The recommendations are only guidelines, are not intended as a standard of care, and should not be considered assuch. These guidelines should only be considered in the care of athletes who can be expected to be at risk of EHS due to the sportor the environmental situation of the activity. Sports especially at risk include football with and without equipment, soccer, and longdistance track. Other sports and activities, such as cycling, golf, baseball, tennis, track and field, and band, may also be at risk dueto long duration exposure to extreme environmental conditions.

It is essential that member schools and school administrators/officials:• Establish a written plan coordinated with local EMS for emergency treatment of EHS that includes transport to a hospital

and conduct drills in the implementation of the plan as practicable.• Know how to assess environmental conditions and determine when extreme conditions exist.• Identify a specific spot at the athletic facility that has shade.• Have immediate access to ice and bags to contain ice.• Have access to water, and provide water breaks as outlined in the IHSA Managing Heat and Humidity Policy.• Know the most effective sites for application of ice to the body.• Obtain and use, when environmental conditions are determined to be extreme, a tub or pool, filled with water and ice before

activity begins, to be used in body immersion for maximal cooling, and have personnel trained in this technique.

It is desirable that member schools and school administrators/officials:• Have a certified athletic trainer (ATC) on staff, as budget and resources allow, to develop and implement these guidelines.• Have immediate access to water.• Provide shade breaks.• Provide fans when environmental conditions are determined to be extreme.• Have close access to an air conditioned room.• Have access to and use iced towels that can be rotated to appropriate areas of the body, including the axilla, groin, and back

of the neck.

IHSA Severe Weather Safety GuidelinesTo be used during any IHSA state series contest

When thunder is heard, or a cloud–to-ground lightning bolt is seen, the thunderstorm is close enough to strike your location withlightning. Take shelter immediately.

Lightning is one of the most consistent and underrated causes of weather-related deaths or injury in the United States. Nearly alllightning-related injuries occur between the months of May and September and between the hours of 10:00 a.m. and 7:00 p.m.Therefore, the greatest concern for injuries in an outdoor contest appears to be during that time, though it can happen any time ofyear.

It is essential that local managers, competing schools, and contest officials establish dialogue in advance of contests or events toensure that all involved are aware of what the plan will be in determining whether or when to suspend play. Local managers areencouraged to share their plan with competing schools and assigned contest officials prior to the start of the tournament/event.

If competing schools have portable devices they will be bringing to a contest/event and/or have specific policy or directions fromtheir administration that they must follow, the school must communicate those to the tournament manager. Tournament managersmust know the policies of each school assigned to their tournament or event prior to its start.

PROACTIVE PLANNING1) Assign staff to monitor local weather conditions before and during practices and contests2) Develop an evacuation plan, including identification of appropriate nearby safer areas and determine the amount of time needed

to get everyone to a designated safer area: a. A designated safer place is a substantial building with plumbing and wiring where people live or work, such as a school,

gymnasium or library. An alternate safer place from the threat of lightening is a fully enclosed (not convertible or soft top)metal car or school bus.

3) Develop criteria for suspension and resumption of play: a. When thunder is heard, or lightning is seen*, the leading edge of the thunderstorm is close enough to strike your location

with lightening. Suspend play for at least 30 minutes and vacate the outdoor activity to the previously designated saferlocation immediately.

b. 30 minutes rule. Once play has been suspended, wait at least 30 minutes after the last thunder is heard or lightning is wit-nessed* prior to resuming play.

c. Any subsequent thunder or lightning* after the beginning of the 30-minute count will reset the clock and another 30-minutecount should begin.

d. When lightning-detection devices or mobile phone apps are available, this technology could be used to assist in making adecision to suspend play if a lightning strike is noted to be within 10 miles of the event location. However, you shouldnever depend on the reliability of these devices and, thus, hearing thunder or seeing lightning* should always take prece-dence over information from a mobile app or lightning-detection device.

*- At night, under certain atmospheric conditions, lightning flashes may be seen from distant storms. In these cases, itmay be safe to continue an event. If no thunder can be heard and the flashes are low on the horizon, the storm may notpose a threat. Independently verified lightning detection information would help eliminate any uncertainty.

4) Review the lightning safety policy annually with all administrators, coaches and game personnel and train all personnel.5) Inform student-athletes and their parents of the lightning policy at start of the season.

EVACUATION PLAN Safe Areas: All personnel, athletes and spectators should be clearly informed of available safe structures or shelters in theevent a thunderstorm approaches. A safe structure is any fully enclosed building frequently used by people. In absence of that– athletes and spectators should go to any vehicle with a hard metal roof. Roll up the windows and do not touch the sides of thevehicle. If no safe structure or vehicle is available, find a thick grove of small trees surrounded by taller trees or a dry ditch.Assume a crouched position on the ground with only the balls of your feet touching the ground. Wrap your arms around yourknees and lower your head. Minimize contact to the ground since lightning often travels through the ground.

Avoid: Tall trees or objects like light poles or flagpoles, individual trees, standing pools of water and open fields. Also avoid beingthe highest object on the field. Do not take shelter under trees. Avoid bathrooms if another building is available, and do not use aland-line telephone. A cellular phone or portable phone is a safe alternative if in a secure shelter or vehicle.

Resuming Activity: The NSSL (National Severe Storms Laboratory) recommends that everyone should wait at least 30 minutesafter the last flash of lightning or sound of thunder before returning to the field or activity.

Unmanned Aerial Vehicle (Drone) Policy

For IHSA Tournaments

Effective February 18, 2015

The use of unmanned aerial vehicles (“UAV”), also known as drones, is prohibited for anypurpose by any persons at IHSA tournament venues. Tournament management shallrefuse admission or entry to anyone attempting to use a UAV; and if necessary, tourna-ment management shall remove anyone attempting to use a UAV and/or confiscate theUAV until the event has been completed.

For purposes of this policy, a UAV is any aircraft without a human pilot aboard the device.

An exception to this policy may be made in specific cases for IHSA broadcast partners,provided the management of the tournament facility permits the presence of UAVs forbroadcast purposes under the control of the IHSA.

Managers Checklist 2020

1. Prepare and mail out information sheet for sectional tournament. (See attached copy) 2. Secure help for check in boat safety checks and equipment check (life jackets and protective eyewear) 3. Secure a method of tracking weather for the day in case of inclement weather. 4. Secure scales for weigh in. 5. 6. Make sure that all sponsorship signs are posted for this event. These will be provided by the IHSA. 7 Make sure that you have one boat on the lake available to help in an emergency, if necessary. 8. Contact local authorities and have numbers ready in case of an emergency arises.

9. Secure an area to present the awards for your sectional. Many sites will use outdoor shelters as the awards area.

Sectional managers will need to have one person on the shore during the tournament to supervise alternates who are waiting for their turn to fish. These alternates must be in a designated area until their team boat returns to switch partners. No alternate may fish from the bank.

11. Secure AED for your site. 12. Secure cell phone numbers from all captains on the boat. Each boat must have a cell phone. 13. Collect all rosters of the boats and make sure all the information is properly completed. 14. Review rules with all coaches and contestants.

15. Review the terms and conditions relating to when a tournament is considered completed with all schools.

16. Remind all participants that they may use nets to get the fish into the boats. 17. Remind all participants that no trolling or the use of live baits is allowed. 18. Live well additives are OK and recommended to keep fish alive.

The captain/coach of the boat may make suggestions but may not fish in any respect, including tying lures, netting fish, and handling fish or gear. The captain/coach or team participants can operate the electric motor. If a team has only one participant on the boat, the captain/coach may net the fish if asked by the participant. A boat captain must be an employee of the district or be a board-approved bass fishing captain.

20. Adults must run the outboard motor participant or adult may operate the trolling motor.

21. Remind all schools that qualify for the state final to sign into the Schools Center on the IHSA website and upload a team photo and cutline. (Instructions are on previous page.)

22. Remind all state qualifiers that the pre-fish will start immediately following your safety check on May 14.

23. A safety meeting for all state final coaches and participants will be held on May 14 at 5:30 p.m. at Carlyle High School in the gymnasium.

All sectionals will be set for at least five (5) hours of fishing and cannot exceed eight (8) hours on the water. They mighthave to be varied because of weather. It is considered a complete tournament if 2 ½ hours of fishing occurred at thesectional tournament. If the tournament is postponed until the next Monday, no fish caught on the original date(Thursday) will count towards the tournament weigh-in on the make-up date. All boats must be back in the designatedweigh in area by the appointed end of fishing time, or a boat may be penalized according to the Terms and Conditions.

Rosters: These are to be turned in at check in – (send each school a Team Roster Form); remind schools this form requires theprincipal’s signature.

Safety check: All boats must meet the safety check as designated by the DNR. (Provide this to each school in your sectional mailing.)

Equipment check: All coaches and participants must wear a coast guard approved life jacket and protective eye wear the entire time on theboat.

Lake restrictions: (List all lake restrictions that must be followed for this body of water) Motor restrictions, no fish areas, etc.

Limits: Each boat must have a bump board and no fish under 12 inches may be kept. Only five (5) fish may be in the live well at any one time in the boat. The five (5) fish limit applies to the team on that

boat. The participants may release one fish to replace it with a larger one, if they have met the five (5) fish limit. Allfish must be kept alive. Penalty will be assessed for any dead fish. (See Bass Fishing Terms and Conditions.)

Communication: All boats are required to have a cell phone and must provide the tournament manager the number of that cell phone incase of an emergency or bad weather conditions.

Uniforms: School uniforms can only have the school name and/or logo and the student’s name on them. Any sponsorship theschool has secured cannot be displayed on the student’s uniforms or on the coach/driver of the boat. Sponsorshiplogos may be displayed on the boats that are in the tournament.

License: All participants must have a current Illinois fishing license unless they are under the age of 16.

Awards: The top four boats will be provided medallions and there will be medallions for the largest bass presented to the teamboat that caught the largest bass.

A plaque will be presented to the winning team.

State Finals: The top three boats will advance to the state finals at Carlyle Lake on May 15-16, 2020. Those boats that advance canaccess state finals qualifying information on the IHSA Bass Fishing website.

In an effort to better serve our tournament sites and the suppliers of our awards, we would like to have you read this bulletincarefully and then do what you can to expedite the instructions:

1. Be advised that at Regional and Sectional Tournaments, medals and plaques may be shipped separately and may notarrive at your tournament site on the same day. Please open boxes immediately to check contents, as medals CAN bein plaque boxes. NOTE: There are no medals given at Regional and/or Sectional levels in the team sports of baseball,basketball, competitive cheerleading, football, soccer, softball and volleyball, and in the activities of Drama/GroupInterpretation and Scholastic Bowl.

Our awards supplier, A and M Products of Princeton, IL, often ships Regional and/or Sectional medals in thebox with the plaque. PLEASE CHECK THE PLAQUE BOXES CAREFULLY AND DO NOT DISCARD THEM UNTILYOU HAVE DETERMINED THE MEDALS ARE NOT THERE!!

At State Final Tournaments, medallions and trophies may be shipped separately and may not arrive at your tournamentsite on the same day. Please open boxes immediately to check contents, as medallions can be in trophy boxes.

2. Awards will be shipped to the school sites directly from A & M Products via United Parcel Service.
