MISSION AND VALUES

• Speak Arabic but may identify as Non-Arabic. Including Assyrian, Chaldean, Kurdish, Armenian, Somali and Eritrean people.

The 22 Arab countries that are members of the Arab League of Nations and the Arabic language are: Lebanon, Egypt, Syria, Iraq, Palestine, Jordan, Tunisia, Algeria, Morocco, Sudan, Yemen, Kuwait, United Arab Emirates, Saudi Arabia, Bahrain, Libya, Qatar, Oman, Somalia, Comoros, Mauritania, and Djibouti.

Key communities serviced in 2018: Arabic, Assyrian, Chaldean, Kurdish, Turkish, Armenian, Somali, Sudanese and Eritrean, Samoan, Afghani, and Persian.

Victorian Arabic Social Services (VASS) is a state-wide key service provider with specialist expertise and knowledge in working with multicultural communities, particularly Arabic Speaking Background (ASB)* communities. The work undertaken by VASS is underpinned by community development principles which aim to develop the citizenship status of disadvantaged members of targeted communities. They do so through increased access to services, decision-making and civic participation, education and employment, and enhanced community safety programs. VASS is an inclusive organisation, open to all people regardless of background, and operates on a ‘no-wrong door policy’.

VASS is a not-for-profit organisation managed by a Board of Management elected by VASS members at the Annual General Meeting each year.

VASS has a current charitable status, which includes Deductible Gift Recipient (DGR), Charity Tax Concessions, and Income Tax Concession.

WVASS SERVICES OVERVIEWGambling Harm Services• The Win Back Your Life program has continued to provide

culturally sensitive holistic support to people experiencing gambling related harm, inclusive of affected others and those experiencing legacy harm as a result of gambling related financial abuse.

• This program has been able to provide therapeutic and financial counselling support to both single session and ongoing clients. In addition, it has delivered community information sessions designed to address the stigma of seeking assistance for gambling harm and to provide information on the assistance that is available for members of the Arabic speaking community.

• The Know The Odds program is a primary prevention project that has been working to address the issue of social isolation among young people and the relationship that has in increased risks of gambling harm.

Family Services• VASS Family Services are located at both the

Broadmeadows and Hallam/Dandenong offices.

• VASS provides a range of services including intake, assessment, referrals, casework, as well as family counselling.

• VASS also provides family strengthening projects such as parenting information sessions, family support groups and playgroups.

• The program also helps families deal with a range of issues including housing, domestic violence, mental health, as well as promoting social wellbeing and parental skill-building.

Settlement Services• VASS continues to provide free in language support for

members of the community navigating both citizenship and immigration applications.

• These services are free of charge but due to the high demand making an appointment is essential.

Aged Care and Disability Support Services• VASS’s Aged Care and Disability Support programs support

people over 65 or under 65 with a disability to remain in their homes independently. VASS’s range of programs link clients with integral services and culturally-appropriate community supports.

• The programs also support carers through linking to services and social support.

• VASS also supports the provision of culturally-appropriate aged care and disability services across Victoria through education and advocacy.

Home Care Packages • The VASS Homecare packages program in 2018 has grown

and developed from in 2018 and will continue to offer the best possible service for our clients from the Arabic and Turkish community.

• We currently have 30 package clients and over 10 on waiting lists.

• The VASS Homecare packages services the Arabic community in the north and western regions of Melbourne

National Disability Insurance Scheme (NDIS)• The NDIS is a new way of accessing disability supports that

aims to give more power to participants. The NDIS is ‘rolling out’ across different locations in Victoria.

• Throughout the year, VASS has attended workshops and training sessions to prepare for adoption of the NDIS.

• VASS has undergone the registration process, and is registered to provide Group- and Community-based supports to NDIS participants.

Youth Services• VASS has received funding through the Engage! initiative to

provide support to young people in the community.

• VASS has been providing mentoring and coaching services combined with resume writing support to enhance employment opportunities.

• VASS has also sought funding to set up a coffee cart to provide training to young people in barista skills, that will open pathways to potential employment opportunities.

On behalf of VASS, I proudly present the 32nd Annual Report of the Victorian Arabic Social Services. VASS has had many great achievements over the 2017-18 Financial Year, and I am pleased to share them with you. As well as strengthening our existing programs, VASS has worked on some innovative projects, in partnership with the community and a number of other organisations and services. Some of the many exciting projects VASS has undertaken in the past year include:

• Multiple research projects: VASS works with a variety of different institutions to ensure the Arabic speaking background communities are well represented in research. Among other projects, VASS participated in research with the National Ageing Research Institute into dementia; and research into social cohesion with Deakin University and the Research Institute for Social Cohesion.

• Youth mentoring: VASS has worked closely with young people of multicultural backgrounds, empowering them through support to find employment, education, and be community leaders.

• Epping Community Services Hub: the Epping Community Services Hub is a service space shared by over twenty agencies. Through co-location at this Hub, VASS has been able to work collaboratively with these other organisations to support the Arabic speaking background community. Because of its success, the model of the Epping Community Services Hub is now being duplicated throughout Victoria.

• Multicultural Moreland Celebration: this event linked a variety of multicultural community groups with the wider Moreland community through an event that celebrated different aspects of the vibrant cultures.

VASS has once again had a productive year. VASS has seen further growth across all of our services, with some really great outcomes for clients and the community. VASS is committed to continuous improvement, and listens to feedback from clients and the community to inform service improvements. VASS undertakes a range of measures to ensure we are delivering the best possible services, from training for staff – such as training from Dementia Australia--to reviewing policies and procedures and updating these as necessary.

As well as continuously improving our existing services, VASS also uses feedback, research, and data to inform the new projects we plan to undertake. Some of the new projects planned for the near future include:

• National Disability Insurance Scheme – VASS is registered to provide NDIS services (for more details, see page 24. At present, VASS can deliver group-based social support services. VASS plans to increase the services we can provide based on demand.

• Gambling prevention and support – in addition to VASS’ existing services for those affected by gambling harm VASS has funding for a program called ‘Know the Odds’, a youth-focused prevention program. VASS is also supervising research undertaken by RMIT students into Pokies in the Northern Region, which will inform future advocacy.

• Speak My Language Program – delivered in collaboration with the Ethnic Communities’ Council of Victoria, Speak My Language aims to educate the community on different aspects of the aged care sector and heathy ageing. Information is presented in-language on community radio stations.

• Increased social support groups for isolated seniors of Arabic speaking backgrounds.

• Certificate III in Individual Support, and Certificate III in English as an Additional Language (Access) - these new courses have been added to the VASS College of Vocational Education’s class list. Based on popular demand, these courses will enable more community members to access further education and employment.

I am pleased to say that VASS College of Vocational Education has had yet another successful and busy year.

The College applied for Certificate I and Certificate IV in EAL and was able to successfully deliver 4 Certificate I in EAL (Access) courses in 2017. This year has also been the first year that the courses Certificate IV in Building and Construction, White Card Construction Induction Training Course, and Food Safety Supervisor Course have been delivered.

So far this year, 42 Certificate I in EAL (Access) students, 36 Certificate II in EAL (Access) students, 29 Certificate III in EAL (Further Study) students, 6 Certificate III in Early Childhood Education and Care students, as well as Diploma 10 of Early Childhood Education and Care students have successfully completed and graduated from their courses. A total of 96 White Card licences were also issued.

The College has recently added Certificate III in Individual Support and the Certificate III in EAL (Access) in order to meet the training needs of the community and to respond to the industries with the most growing employment opportunities.

This year has been the year for expanding our networks and establishing strong links with the industry. Throughout the year, we have consulted with many industry representatives in order to strengthen our training and assessment practices to ensure that training and assessment meets industry standard at a quality level, while also fitting the needs of the community.

Students from the English as an Additional Language Courses have expressed that they have achieved confidence in using English in their day-to-day activities, especially in filling forms, attending doctors’ appointments, and helping their children with their homework. Seeing the progress of the students has been very rewarding, and we hope to see this progress reflect back positively within the wider Australian community.

Overall, the year has been extremely successful and busy for all College staff members, and we are excited to see what the coming year has planned for us.

FAMILY SERVICES

VASS Family Services has successfully supported a vast number of Arabic Speaking families over the 2017 – 2018 Financial Year. The number of referrals to VASS has continued to grow. VASS Family Services receive referrals from Government and non-Government services, most of them from The Department of Health and Human Services. Referral sources acknowledge VASS’ expertise in providing culturally and linguistically appropriate counselling, education, and capacity-building to families of ASB.

Early intervention, prevention, and education are the focal point of Family Services at VASS. VASS works with parents in order to address their children’s needs, safety, and the transition from childhood to adolescence.

VASS Family Services have delivered a variety of activities to support families including: counselling and therapeutic sessions, advocacy, family counselling and support group sessions involving family strengthening projects, parent information sessions, parenting skills training, and playgroups. Parent information sessions delivered in-language addressed topics such as: family violence, child development stages, parenting skills training, and parenting in a new culture.

The group offers ASB families a safe environment for them and their children to meet and participate in the pre-school experience, as well as to bond as a family and with other families. The group meets once a week, and the families participate in a social outing at the end of each school term.

LIFE SAVING VICTORIA PROGRAMVASS in the South East runs a yearly activity in partnership with Life Saving Victoria. Children and their families learn about water safety on a local beach. Every year 20 children between the ages of 5 and 13 join the program. It has been a great success for the sixth year in a row.VASS South East Intake Session

VASS SOUTH EAST INTAKE SESSIONVASS in the South East has an Intake session on Friday from 10am -2.00pm, where clients are able to drop in for information and referral services. We are seeing a large increase in clients from all different backgrounds, but particularly from Iraq, Lebanon, Egypt and Syria. VASS workers provide onsite information and referral services for ASB families relevant to their needs.

VASS has received positive feedback from both other agencies and clients. Clients have reported the following benefits of the VASS Family Services program:

• Increased confidence in approaching and engaging with mainstream services

• Increased positive relationships with children and spouse

• Increased understanding of children’s needs, particularly developmental needs

• Improved social and emotional wellbeing

• Increased knowledge of family violence, how to recognise and respond to it, and its impact on the whole family

• Increased knowledge of coping strategies for stress

LIFEGAMBLING HARM SERVICESWin Back Your Life

WIN BACK YOUR LIFEThe Win Back Your Life program is a service funded by the Victorian Responsible Gambling Foundation (VRGF) to address layers of harm caused by gambling within the community. Through the VRGF’s support, VASS is able to provide in-language therapeutic and financial counselling to people impacted by gambling harm, both as a gambler themselves or as an affected other, and work to increase the community’s knowledge and understanding of gambling harm.

These counselling services operate in partnership to provide holistic care to those impacted by gambling harm, and to ensure that the full needs of clients are met. Therapeutic counselling provides support to unpack and address the contributing factors and lived experiences connected to the gambling harm. VASS’ financial counselling services works to implement practical support in dealing with the monetary impact of gambling harm, both for the person experiencing gambling harm and affected others. Services also recognize and address the experience of legacy harm due to the impacts of previous family members’ and partners’ gambling harm.

The program has also run community awareness sessions throughout the year which operate in order to educate people about the risks surrounding gambling, and to destigmatise seeking help to address gambling harm. These sessions have facilitated open conversations between community members about the lived and wide-reaching effects of gambling harm.

Win Back Your Life has also been greatly assisted by RMIT Social Work students who have undertaken research-based professional placements with VASS. These students have been working on an ongoing research project looking at the license application process for new Electronic Gaming Machine (EGMs) made by Pokie venues, and what impact members of the community effected by these venues can have on the process.

KNOW THE ODDSIn addition to Win Back Your Life VASS has received funding by the VRGF for a youth-focused primary prevention project to run until the end of 2019. This project aims to combat social isolation for young people aged between 18 and 30 in the Hume and Whittlesea areas, whilst also providing education around the risks associated with gambling. We ran a series of events around the football world cup to provide an alternative location to Pokie venues and the casino for young people to watch key matches. We have also collaborated with Melbourne Polytechnic to provide social excursions to participants of their Young Adult Migrant Education Course.

YOUTH SERVICES

VASS Youth Services has been able to secure funding through the State Government’s Engage! initiative, which has enabled us to continue and expand our current youth services.

This includes:

• Volunteering

• Community events

• Coaching

• WorkshopsYoung people are engaging in various volunteering roles within VASS, supporting the work we do whilst gaining valuable real-world work skills, and building confidence and leadership capacity. We provide a one-to-one coaching and mentoring service catered to the specific needs of individuals, supporting them in navigating career, training, education, and employment pathways. We also have been running workshops with different organisations, which are targeted towards developing some of these skills – particularly employment and educational development. We have also been running community events aimed at creating a welcoming and safe space for young people to build friendships and connect with their broader community.

Our community faces massive challenges, and our young people often suffer the most. Our programs seek to build up young people to be able to take control of their lives, overcome the marginalisation, discrimination, and stigma that are working against them, and support them to achieve their goals and dreams.

Funding for this program is ongoing until the end of December 2020. VASS hopes that over the next two years, as we develop our team and work closely with other organisations, that we will be given the opportunity to continue and expand our youth services program and build a bigger and stronger team that will be able to carry out our work into the future.

AGED CARE AND DISABILITY SERVICES

VASS has many programs and activities across the State under its Aged Care and Disability Support Services banner. In addition to the growing demand for our ongoing programs, VASS has been a part of many exciting community-support projects. Farah Abdyashoa, a VASS Aged Care and Disability Support Worker, has been working with the Ethnic Communities’ Council of Victoria on a project called ‘Speak My Language’. Speak My Language aims to educate the community on different aspects of the Aged Care sector and heathy ageing. Farah will be interviewing experts and community members in Arabic on community radio, so that Arabic seniors can better access and understand the information. VASS has also been part of a research project with the National Ageing Research Institute and Curtin University on perceptions of dementia in CALD communities. The results will be used to produce videos educating the community about dementia.

PLANNED ACTIVITY GROUP (PAG) / SOCIAL SUPPORT GROUPSVASS Planned Activity Groups (PAGs) and Social Support Groups assist people over 65 years of age, people with a disability, and carers who are socially isolated. PAGs support clients to maintain independence and connect with the community. VASS is funded to work with people of Arabic Speaking Backgrounds, inclusive of Assyrian and Chaldean communities. VASS employs trained bilingual workers and volunteers to ensure PAGs are culturally and linguistically appropriate. PAGs undertake a variety of social activities based on participants’ goals, including guest speakers, exercise classes, excursions, special events, and more. In 2017-2018, the Dallas group has had guest speakers on topics such as elder abuse, financial literacy, and diabetes. VASS PAGs across the State include a women’s group in Newport, a women’s group in Epping, women’s and men’s groups in Dallas, a group in Casey, and a women’s group in Dandenong North. Demand for VASS’ PAGs are growing, with more than 100 participants across the State.

Planned Activity Groups have a number of benefits including:

• Meeting participants’ social, cultural, emotional, and physical needs.

• Education and enhancement of physical and mental health, including healthy ageing strategies.

• Provision of respite and support for carers.

• Developing and maintaining skills for everyday living, thereby maintaining independence.

• Providing preventative individually-driven interventions to prevent admission to long-term residential care and hospital.

VASS in the South East runs two Social Support Groups: one in Berwick (Casey City) and the other in Dandenong North. The two groups are aimed at offering ASB elders, and those who are isolated, a social environment in which they can meet and participate in the wider community. This experience allows participants to learn about services available to them, and work on improving their mental health and wellbeing by participating in small projects. Some groups include, for example, strength training for older people, and cooking for a healthier diet. The two groups engage in social outings at the end of each term. The group operating in Berwick is based at Berwick Senior Hall, 112 High Street every Thursday between 11:00am and 4:00pm.

ARABIC WOMEN SENIORS GROUPThis program aims to bring isolated older women together for social interaction. The majority of the seniors have the following barriers in accessing mainstream activities:

• Language barriers (which is why they find it so beneficial to be part of the group).

• Cultural barriers: ASB communities share cultural norms related to customs and tradition

• with despite differences in religion or country of origin which are shared in the group (for

• example food, cultural games, music, and socialising norms).

• The Arabic Women Seniors Group operates from Jan Wilson Community Centre every Thursday

• between 10:30am and 1:30pm.

• The group has been involved in a range of different projects and activities, including:

• “Let’s Cook and Talk”. The project provides educational information on the link between

• cooking healthy meal and women’s health, while at the same time introduces other

• cultural groups to Arabic /Middle Eastern and Halal food. ‘Let’s Cook and Talk.’ The

• Department of Health and Human Services managed by the State Wide Resource Centre

• at ECCV funds transport for participants.

• The group has also completed a full year of a gentle exercise class at Oasis Leisure Centre.

Funding:The PAGs and Social Support Groups in the North and West are funded by the Victorian Department of Health and Human Services and the Commonwealth Department of Health respectively. VASS’ Social Support Group in the South East City of Casey is funded by the Casey Council under their Brokerage Funding Program. The group in Dandenong North is funded by the Department of Health and Human Services, Participation for CALD Seniors Grant Program 2017, Seniors Program and Participation Unit, and by the Federal Government.

Eligibility:Aged over 65 years, or under 65 years with a disability, or a carer.

Costs:A voluntary gold coin donation may be requested, however no one will be refused service due to inability to pay.

Small fees may be incurred for activities with excessive costs.

ACCESS AND SUPPORT PROGRAM/ SPECIALISED SUPPORT SERVICESThe Access and Support program (also known as Specialised Support Services) supports clients who

are over 65 years, under 65 with a disability, and carers from Arabic Speaking Backgrounds (ASB) (inclusive of Assyrian and Chaldean communities), that experience barriers to accessing HACC and aged care services. VASS’ culturally competent, multilingual Access and Support workers work intensively with clients who would otherwise miss out on vital services.

The Access and Support program is very pertinent for the ASB community as a major barrier to accessing services include cultural stigma around aged care and a lack of knowledge of what is available, which this program is dedicated to addressing. The demand for Access and Support continues to grow, as many people in the community struggle with the many changes to the aged care and disability sectors in addition to these barriers. In the 2017-18 financial year VASS’ Access and Support workers supported over 50 clients.

VASS supported people who have a disability or are aging and their carers by:

• Enriched client knowledge and awareness of the services available.

• Enhanced communication between clients and HACC and CHSP providers.

• Increased engagement with Aged Care services through support to access My Aged Care.

• Addressing the concerns of potential HACC and CHSP clients.

Eligibility:

• 65 years or over; or

• On a disability pension; or

• An unpaid carer of one of the above; and,

• Eligible for HACC or CHSP services

• Socially isolated and disadvantaged

• Experiencing barriers to accessing HACC or CHSP services

• Of ASB or Assyrian Chaldean communities/backgrounds

• Living in the regions: Hume, Moreland, Darebin, Whittlesea, Banyule, Nillumbik, Yarra,

• Hobson’s Bay (over 65 year olds only)

The Access and Support workers also work in the HACC and Aged Care systems more broadly to

provide culturally appropriate information and advice and assist generic agencies to develop

culturally appropriate service responses for ASB specific clients.

Funding:The Access and Support program/ Specialised Support Services is funded by the Victorian

Department of Health and Human Services and the Commonwealth Department of Health respectively.

Costs:Support from an Access and Support worker is confidential and free of charge.

COMMUNITY VISITORS SCHEME

VASS Community Visitors Scheme (CVS) aims to enrich the lives of senior ASB individuals who are at risk of social isolation. The program promotes the social and emotional wellbeing of the recipients of Australian Government subsidised Home Care Packages (from any provider) through matching the older person with a volunteer. At present, there are 6 pairs of volunteers and clients and this number is continuing to flourish.

The benefits of the Community Visitors Scheme for the clients are:

• Increased social and emotional wellbeing

• Decreased feeling of social isolation

• Connectedness to the ASB community

• Formation of a long-term friendship

• Occasional outings such as visits to a park as part of the volunteer-client relationship

Volunteer Recruitment:Volunteers are an important asset and crucial contributors to VASS and its community, and VASS is always looking for more. The volunteers are trained to enhance their skills and knowledge in relation to the VASS values, policies and responsibilities of CVS volunteering.

VASS relies on the generous time and dedication of volunteers for a number of activities. Volunteer Coordination (also known as Sector Support and Development for the federally funded component) is a program funded by the Victorian Department of Health and Human Services and the Commonwealth Department of Health. This program supports HACC and Commonwealth Home Support Program clients who would otherwise be socially isolated to participate in social activities. Clients of Arabic, including Assyrian and Chaldean backgrounds, are matched with volunteers that meet their cultural and linguistic needs. The volunteers take their client to a social group, but provide more than just transport – they provide encouragement and morale to the client. Many clients say arriving with someone else makes them more likely to attend. The program is vital in assisting elderly people and people living with disabilities to maintain their independence. In many cases it also provides much needed respite for carers.

The other benefit of this program to the community is the empowerment of the volunteers involved, who are members of the Arabic, Assyrian and Chaldean communities themselves. Through training and by being a source of support to other community members, volunteers reported that their self –esteem and confidence increases. Some volunteers have gone on to further volunteering, study or work in the community services sector. In 2017-18, 10 volunteers supported VASS clients.

Funding:This program is funded by the Victorian Department of Health and Human Services for people with disabilities and the Commonwealth Department of Health for people aged over 65.

Costs:All VASS programs and activities are free of charge. Small fees may be incurred in relation to activities with excessive costs.

ENATIONAL DISABILITY INSURANCE SCHEME(NDIS Provider no. 4050023580)

The National Disability Insurance Scheme (NDIS) is an insurance-based scheme that aims to improve the lives of people with disabilities. Funding is allocated to each individual based on their needs and eligibility, rather than to an organisation. Participants then choose their supports from the marketplace of providers, and are empowered to pursue their goals and aspirations.

NDIS eligibility

• Under 65 years of age (and above 6 years of age if accessing supports at VASS)

• Australian residency

• Have a disability that is lifelong or significantly impacts everyday functioning

VASS is registered to provide group and community participation activities under the NDIS. If a participant has these activities approved in their plan, they can join the VASS Social Group as part of their NDIS supports. VASS’ group program provides a sense of community and support that are linguistically and culturally appropriate. Activities based on participants’ goals teach new skills and build upon participants’ needs, empowering the individual to use these skills on their own.

Accessing the NDIS If you already receive supports from a government funded disability program, you will be contacted by the National Disability Insurance Agency (NDIA) to transition to the NDIS. Referrals to VASS for participants who are accessing the NDIS can be done through ‘Myplace’, an online portal.

HOMECAREPACKAGES

Victorian Arabic Social Services (VASS) has had great success with the home care packages this year, and has grown rapidly with the referrals of new clients and the employment of care workers. VASS is an approved Home Care Package provider that aims at providing the care, services, and case management to tailor for the individual needs of the client. The main aim of home care packages is to give flexibility and choice for living at home independently for longer.

The Home care package team has come a long way this past year and have grown and worked together at providing the best possible care and service for our growing client base. In July 2017 we introduced the fee structure which allowed us to recruit new care workers to assist our clients.

The Program assists the elderly to manage all the supports and services they receive. The kinds of services that can be received on a package include: support services (like home maintenance, home modifications, and social activities), personal care, nursing, allied health and other clinical services, and care coordination and case management. VASS’ role in the process is to work with the client, their carer and family to support them to manage all of their care needs.

Home Care Packages are for people over the age of 65 years. To be assessed as eligible for a Home Care Package, you will need to be assessed by an Aged Care Assessment Service (ACAS) after registering with the My Aged Care Contact Centre. VASS can assist in this process.

There are four levels of Home Care Packages: Level 1, 2, 3, and 4.

• Level 1 supports people with basic care needs

• Level 2 supports people with low-level care needs

• Level 3 supports people with intermediate care needs

• Level 4 supports people with high-level care needs.The Australian Government (Department of Health) funds the majority of each Package, but clients may be asked to make a small contribution towards services if they can afford to do so. You cannot be denied a Home Care Package if you cannot afford to pay. Home Care Packages do not interfere with existing caring arrangements or the Centrelink Carer Payment.

VASS' settlement services have continued to see high demand throughout the year. The goal of VASS' Settlement Support Services is to provide a multicultural service with particular expertise for the ASB community. VASS Settlement Support services offers both short-term as well as long-term settlement support to newly arrived immigrants and those wishing to reconnect with family overseas. VASS is not funded for Settlement Support and relies on the generous time and expertise of trained volunteers and students.

In addition to the current settlement services offered VASS has applied for federal grants to provide specialise settlement support for members of the Arabic speaking community who are new arrivals to Australia. VASS is hoping to be able to provide both tailored case management for new arrivals and community outreach programs. The case management will focus on providing support for new arrivals in navigating the issues relating to migration and adapting to their new lives in Australia. This will include assistance with accessing government services, help with enrolling children into local schools and ensuring clients are aware of their new rights and responsibilities as members of the community. VASS’ proposed community outreach program will include running info sessions and workshops for new arrivals to assist with adapting to their new homes. It will also include providing cross-cultural training for other service providers to help them in supporting the local community, inclusive of new arrivals.

In 2017- 2018, VASS has taken on students from a range of academic backgrounds including Social Work, Psychology, Counselling, Community Services, Sociology, English/ AMEP, VCAL and Secondary Schools (Work Experience). VASS hosts students from a range of institutions, and has a flourishing partnership with RMIT to host Social Work students.

The students and volunteers have made a real contribution to VASS in areas as diverse as direct client support to writing funding submissions and assisting with community projects. VASS is so appreciative of the contributions of students and volunteers for the vital support they give.

VASS has several specific programs which volunteers can be a part of, including Volunteer Coordination, and the Community Visitor’s Scheme, but also takes on volunteers for other roles and purposes that are not program specific. See page 23 for information about the volunteer programs, or enquire via the details below regarding general volunteer opportunities.

NEWPORT COMMUNITY CENTRE PROJECT

At a specially convened meeting at the Victorian Arabic Social Services in Broadmeadows on Tuesday 20th of March 2018, representatives from the Hobsons Bay City Council informed the VASS CEO, Board and Members, VASS Staff and Group Leaders, Arabic community leaders and activists that the 16 Oxford Street Newport Community Centre building was no longer safe and that it would be demolished. After more than 20 years of Arabic people and groups participating safely and inclusively at the centre, the Arabic community have experienced deep sadness and loss due to the centre being closed and demolished.

VASS is now actively campaigning to the Hobsons Bay City Council to rebuild the community centre at 16 Oxford Street Newport as soon as possible. VASS regards the 16 Oxford Street Newport site to be a culturally safe and socially inclusive location for providing and supporting Arabic group, social, cultural and education activities for the people of Hobsons Bay. VASS understands that the Arabic community is contributing strongly to the sustained growth and progress of the Hobsons Bay area and this is now reflected in our increased advocacy efforts with the support of key stakeholders for rebuilding the community centre.

VASS is communicating regularly with the Hobsons Bay City Council for the specific purpose of achieving a win-win outcome for all because we understand that the close-knit Arabic community requires a long-term plan to accommodate ongoing and future community-based needs in the Hobsons Bay area. In August 2018, VASS attended and actively participated in the Hobsons Bay City Council’s ‘A Fairer Hobsons Bay for all’ discussion forum workshop at the Newport Community Hub and we provided key information and feedback regarding the Arabic community’s current and future social inclusion, wellbeing, education, cultural, and health needs.

VASS is achieving increased support for this campaign from politicians, human rights advisers, business professionals and operators, Arabic community leaders and activists, group participants, and residents of the Hobsons Bay area. Supporters of VASS are providing feedback and assisting to raise awareness for the community centre to be rebuilt by council, and we sincerely acknowledge their valued efforts and contributions.

TSSPECIAL REPORT: SOCIAL COHESION PROJECTS

VASS has been working with Deakin University and the Research Institute for Social Cohesion (RIOSC) on a number of projects relating to social cohesion. During 2017, we collaborated on the project:

“Interviewing the Families of Young People who have Joined, or Attempted to Join, Violent Conflict”

The research was conducted with Professor Michele Grossman and Research Fellow Vivian Gerrand. This involved conducting a series of interviews with family members with a lived experience, which were then used to develop workshop materials to be used for community building. The research and workshop materials were published at the end of 2017, and have been used to assist in much needed community discussion around terrorism, peace and building knowledge and understanding for ordinary people.

VASS has also been a part of another research project with Deakin University with Research Associate Vanessa Barolsky early in 2018 titled:

“The role of community support in reintegrating children, women and families returning to Australia from foreign conflict zones”

Utilizing the skills and knowledge developed during our previous research, and other Living Safe Together Programs which ran in 2016, VASS staff where able to assist in developing a deeper understanding of the needs, supports and ways in which communities can be utilised to better reintegrate returning families.

VASS is proud to be part of efforts to develop understanding between communities, religious groups and supporting efforts to create a society that is peaceful and harmonious for all peoples.

VASS continues to strive to expand and improve its ability to serve and support the community and it’s needs. VASS has also continued to foster and develop new and existing relationships with other services create a strong network to provide holistic assistance to clients. This is continually reinforced by the leadership of VASS’ senior management and the Board of Management. VASS continues to adapt in response to new developments in the community services sector and the needs of funding bodies.

VASS has made several grant applications relating to providing responsive and detailed support towards the needs of people newly arrived to Australia. If successful, this funding will be used to provide both individual support as well as community outreach programs aimed at both assisting new arrivals and training other service providers in culturally appropriate approaches. This will allow VASS to expand the current settlement services provided. VASS has also been approved for the ‘Pick My Project’ community project shortlist for the proposed VASS Coffee Cart. The idea of this initiative is to seek funding for VASS to purchase a coffee cart which will then be used to train young people in coffee making and so provide skills and experience necessary for people to seek employment as a barista.

In the Aged Care and disability field VASS is adapting to changes in the aged care package system as well as changes resulting from the implementation of the National Disability Insurance Scheme (NDIS) ensuring that all new processes are fully understood and complied with. VASS staff have been continually attending workshops and information sessions from various government agencies to maintain an in depth knowledge of these changes as they are implemented. In addition, VASS has recently received funding to provide a couple of new programs aimed at supporting older members of the community. One project that is part of the Get Online Week ‘Try 1 Thing’ initiative is the “VASS Arabic Seniors Connected Through The NET” which will commence in October and seeks to provide practical IT training to older members of the community so they can acquire the skills to have greater access to online support services. VASS has also received funding for ‘The Ancillary Service’ a palliative care service that will provide culturally and religiously appropriate support and care for clients and their family members. Additionally, VASS has started participating in the “Speak My Language” Arabic Program. This program aims to provide elderly members of the community in language information about latest developments in Australian Aged Care via radio programs. VASS staff were invited to Canberra for the launch of this interstate program hosted by the federal Minister for Aged Care.FU

The VASS College of Vocational Education has continued to expand the course offered to members of the community. These new course are ‘Certificate IV in Building and Construction (Building)’, ‘White Card Construction Induction Training Course’ and the ‘Food Safety Supervisor Course (Hospitality Sector)’. These courses have had a popular response and VASS looks forward to this continuing through the new year. VASS College of Vocational Education will continue to provide high quality training that enables all students to achieve successful study outcomes and achieve their individual goals. The Gunung-Willam-Balluk were the first and original people of this land and I pay my respects to their elders, past and present’Leila gave a brief profile of the Chairperson, Ali Mustapha, before introducing him to speakLeila: Ali Mustapha is an architect with postgraduate qualifications in Architecture and Construction Management. Ali is fluent in Arabic, Farsi and English. Ali is very dedicated to the welfare of the Arabic speaking background communities in Victoria, having served on the VASS Board of Management for over 10 years, including five years as Chairperson. Ali is a very active member of the community, also dedicating his time and expertise to other social justice causes, including youth crime prevention and education.

6.25 – 6.35pm Chairperson Report and Confirmation of Previous Meeting’s MinutesAli Mustapha welcomed everyone to the AGM, and read out the VIP apologies.Apologies: refer to listAli Mustapha read out the Chairperson’s report, which can be found on page 4 of the Annual Report. Ali read out a short profile of Aziza Abouzeid, the Treasurer, before introducing her to speak.Ali: Aziza Abouzeid is a qualified accountant who works in bookkeeping and accountancy. This has been the second year Aziza has served on the VASS Board, in a Treasury role. I would like to thank Aziza for her dedication to the community and invite her to read the Treasurer’s Report.

6.35pm – 6.45pm VASS Treasurer’s Report, Ms. Aziza AbouzeidHello, I have pleasure in presenting to you today the 2016-2017 Audited Financial Report for VASS. Over the 2016-2017 Financial year VASS secured financial partnerships with a wide range of funding bodies including: the Victorian Department of Health and Human Services, the Commonwealth Department of Social Services, the Commonwealth Department of Health,the Victorian Responsible Gambling Foundation, the City of Casey and the City of Greater Dandenong, as well as other local councils and other philanthropic agencies that were vital to our operations.

At 30th June 2017 – the end of the financial year: VASS total ordinary income was $1,441589.00. The total ordinary expenditure for VASS for the period ending 30th June 2017 was $1,399,679.00For detailed information on the 2016-2017 financial report please refer to page --to -- of the VASS Annual Report 2017. Aminah introduced Martin Jones, the Returning Officer6.50pm – 6.55 pm Announcement of Elected Representatives for the 2017- 2018 VASS Board of Management: Martin Jones the Returning Officer.Martin: The VASS Constitution states that the Board consists of a maximum of 12 and a minimum of 7 Board members. This year there are 11 Nominated members, so each nominated member has been elected. Positions will not be announced tonight, only the successful candidates.The elected Candidates for 2017-2018 are:

6.55 – 7.00pmAminah: We have come to the end of the formal proceedings of the Annual General Meeting. The Honourable Kelvin Thomson was born, grew up in, and still lives in, Pascoe Vale. He was elected as a Councillor for the City of Coburg in 1981 and twice served as Deputy Mayor. He was then elected to the Victorian Parliament in 1988 as Member for Pascoe Vale, serving there until 1996, when he was elected to the Federal Parliament as Member for Wills. After a twenty year career in Federal Parliament, which included numerous roles as a Parliamentary Secretary, Shadow Minister, Committee Chair and Deputy Speaker, Kelvin retired from Parliament in July last year.In January this year Kelvin started working for the Alliance for Gambling Reform as its Campaign Organiser, and tonight he will be speaking to us about Gambling Reform

7.00pm – 7.10pm Special Guest Speaker – Kelvin Thompson, Alliance for Gambling Reform - Campaign Manager

Aminah thanked Kelvin Thompson and introduced the next guest speaker – Nino Bucci, Journalist for The Age newspaper. Nino has been a journalist with Fairfax Media for the past ten years, starting his career at The Bendigo Advertiser, before moving to The Canberra Times, and then The Age, where he has worked since 2011. He writes about justice issues, extremism, firearms and drugs trafficking, and sports corruption, and has represented the needs and feelings of the Arabic community Victoria.

7.15 – 7.25 Guest speaker – Nino Bucci, The Age, ‘A media perspective on crime and social issues within the Arabic community’

Leila introduced Kawthar from VASS College of Vocational Education, and invited her to speak. Kawthar holds a Bachelor of Social Work. She has worked for VASS since 2013, and was instrumental in the development of VASS College of Vocational Education, for which she is now the Compliance Officer. VASS College owes its success in large part to Kawthar’s hard work over the last four years.

7.25 –7.45pm VASS College of Vocational Education Graduation CeremonyKawthar gave a brief description of the VASS RTO – the VASS College of Vocational Education. Kawthar announced that we now have a graduation ceremony for some of the graduating classes for the Certificate III and Diploma of Early Childhood Education and Care Courses. Kawthar read out each graduate’s name while Ali presented the student with their certificate.

7.45 – 7.55pm VASS Staff acknowledgement; thank you to all speakers; time for questions/extra commentLeila acknowledged the hard work of staff, students and volunteers, including and particularly the Board Members who are in their positions in a voluntary capacity. Gifts were presented to the Board Members by Aminah.Leila thanked everyone for attending the Annual General Meeting. Leila asks everyone to stay for some refreshments and dinner.

SAFETYPLAN

1. If you are in immediate danger call the police on 000.

2. If you need safe emergency accommodation call Safe Steps Crisis on 1800 015 188 or (24 hour crisis line)

3. Keep your mobile telephone charged and close by.

4. Leave some money, an extra set of car keys and phone charger, spare sim card and spare phone hidden outside your house or at a neighbour’s house.

5. Keep important documents (birth certificate, visa, passport, medical docs, eftpos card) and an extra set of clothes at a friend’s house or hidden near an exit.

6. Try to develop friendship with neighbours; call those you can trust about the violence. Ask them to call police if they hear suspicious noises coming from your house or see someone acting suspiciously in the vicinity of your house.

7. Develop a code word with two friends that lets them know you need help.

8. Let your child’s teacher and principle know enough about the situation to respond supportively in crisis.

9. Decide and know where you will go next time he is violent (do this even if you think there won’t be a next time).

10. Try to avoid arguments in the bathroom, in the garage, in the kitchen, near weapons or any place that has sharp or heavy objects.

11. If the situation is escalating and you cannot safely leave, try to keep your back towards an open space, not a corner.

12. Keep a diary of incidents and dates of when any abuse took place to use as evidence.
