Important Notice:

All participants must be current USA Taekwondo members. Register here. All coaches, referees, and club

owner/instructors 18 and older are required to complete and pass the USA Taekwondo background check prior to being

a member of USA Taekwondo and registering for USA Taekwondo state sanctioned event (background checks must be

completed every two years). SAFESPORT TRAINING IS ALSO REQUIRED FOR ALL COACHES, REFEREES, and CLUB OWNERS

Athletes must hold the appropriate U.S. citizenship or residency depending on the division in which he/she participates.

All coaches must be, at minimum, AC certified within the USA Taekwondo CIDP program and complete a mandatory background check if 18 or older.

**An athlete MAY compete in the same WORLD CLASS weight (sparring) and/or age category (poomsae) in MULTIPLE STATE CHAMPIONSHIPS.

USAT requires that all competitors - regardless of rank unless otherwise noted - provide photocopies of the following

documents in order to compete in a State or National tournament:

1. Proof of U.S. Citizenship or U.S. Residency - US Birth Certificate, US Passport or Social Security Card, Green Card,

school report card/official U.S. college transcript (all belts)

Proof of U.S. Citizenship - US Birth Certificate or US Passport (black belts 12 and older)

2. Proof of black belt - Dan Certificate (black belts)

3. Valid USAT Membership Card

4. Proof of valid Medical Insurance

5. Driver's License

If an individual is not a valid Resident or U.S. Citizen he/she will not be allowed to compete at the USAT National

Championships or State Championships.

Athletes whose coaches are not present by the time their match is called will have one (1) minute for their coach to

Pre-Registration Requirements

Once you have completed your on-line registration at Hang-a-Star, you must send copies of the required documentation

to USAT in order to complete the registration process.

If USAT does not receive your documentation and your status as of April 29, 2018, is “PENDING,” you are required to

appear before the Check-in Staff on Saturday, May 5, 2018, for on-site check-in, and you must surrender photocopies of

your required documents in order to compete.

Forms and photocopies are not the responsibility of the Registration Staff. You must arrive prepared to Check-in if

you intend to compete. No exceptions or extensions. All forms can - and should - be submitted to the USAT in

advance of the competition. To ensure easy check-in and to minimize risks of identity theft, OSTA recommends

providing this information directly to USAT at least two weeks in advance of the tournament. Those with incomplete

documentation WILL NOT BE ALLOWED TO COMPETE.

Rank Equivalents USAT recognizes a five rank system for non-black belts. Individual schools may recognize more or less belts. Please use

the following chart as a representative guideline for rank equivalencies. Competitors MUST compete in their recognized

school rank. ANYONE FOUND COMPETING IN A LOWER RANK WILL BE DISQUALIFIED!

Weigh-ins

1. A competitor’s weight shall be measured the day prior to his or her competition day. All competitors must weigh-in during the designated times on the schedule. 2. A competitor’s weight may be measured twice. If a contestant does not qualify the first time, one more official weigh-in is granted within the time limit. A scale shall be provided as a test scale. 3. During the weigh-in, contestant is required to show current photo ID, USAT identification card, or birth certificate. 4. Any irregular action by the competitor or coach during the weigh-in may result in disqualification (e.g. adding extra weight to clothing/uniform, any action deemed irregular or prohibited by the weigh-in referee). 5. Weigh in, for both males and females shall be taken in the official V-neck uniform, or, if a contestant wishes, weigh-in may be done in underpants for male and underpants and bra for female contestants. Under NO circumstances may an athlete weigh-in in the nude in the United States. ______________________________________________________________________ WEIGH-IN INFORMATION FOR USATKD NATIONALS: * All Grassroots qualified participants will be allowed to move weight categories from the weight division they qualified in at a USATKD State Championship if needed. It is encouraged that athletes make the “qualified” weight. * You can change weight categories through the final athlete registration deadline at no additional fee. Any weight changes after the final registration deadline and/or at the event will incur an administrative fee. Participants may make changes directly through their registration in Hang-A-Star until they are confirmed and then will need to contact the events department in writing at [email protected] to change the weight. *Once a contestant steps on the official scale they cannot change their weight division. All changes in weight divisions must be done before you step on the official scales with a registration staff member. Referees cannot make weight changes in the weigh-in room. The weight division that is listed on your credential is the division that you must compete in once you step on the official scale with the referees. No changes can be made to the weight division once you step on the official scale. Test scales will be provided so that contestants can check their weight and make any necessary changes before stepping on the official scale. *Cadet (12-14), Junior (15-17), and Senior (17-32) World Class qualified participants WILL NOT be allowed to move weight categories or move into the Grassroots divisions. * If an athlete qualified in two different weight divisions, they must declare which weight division they will participate in at Nationals by the final athlete registration deadline. Athletes cannot switch to the other weight division after the final registration deadline.

Rules and Regulations QUALIFYING EVENTS (for Nationals): Sparring and Sport Poomsae – The current USAT rules and regulations will govern this tournament. Athletes must compete in the age category according to the age they will be as of December 31, 2018. Sparring For current Sparring rules please refer to the following link: https://www.teamusa.org/usa-taekwondo/v2-events/competition-rules Directly from the most current USAT Guidelines: “2. Contestant Uniform and Competition Equipment At USAT-sanctioned competitions, contestants’ uniforms and all competition equipment—such as, but not limited to—mats, PSS, IVR and protective equipment must be those approved by USAT. 2.1 Official Uniform (Dobok) All contestants must wear a white Taekwondo V-neck USAT/WTF uniform (dobok) in good condition. Black belts must wear black-collared uniforms. Color belts must wear white-collared uniforms; color belts cannot wear black-collared uniforms. Poom belts (black and red) will be allowed to wear black-collared uniforms. No tape will be allowed on any part of the uniform. 2.2 Protective Equipment Contestants shall wear an approved trunk protector, headgear, groin guard (male and female competitors mandatory after January 1, 2017), gloves (if required), forearm protector, shin-instep protectors, sensing socks (if using an electronic Protector and Scoring System) and a mouth guard before entering the Contest Area. The head protector must be firmly tucked under the left arm when entering the Contest Area, and shall be put on the head after bowing to the opponent before the start of the contest. The groin, forearm, and shin-instep protectors must be worn inside the Taekwondo uniform. Wearing of any other items on the head other than head protector shall not be permitted, except for religious reasons. A previously approved religious item shall be worn beneath the head protector and inside the dobok and shall not cause harm or obstruct the opposing contestant. 3. Personal Requirements All competitors shall keep their nails cut short and shall not wear any articles that may injure or endanger an opponent. Any competitor whose hair, in the opinion of the referee, is so long as to risk causing inconvenience to other competitors shall be required to tie it back securely. Pony tails must be tucked inside the headgear. 3.1 Metallic Articles Contestants are not allowed to wear any kind of metallic articles or hard objects, such as rings, eyeglasses (including prescribed safety or sport eyeglasses or eye goggles), necklaces, watches, bracelets, earrings, etc. 3.2 Personal Hygiene All competitors must maintain the highest standard of personal hygiene, keep their nails cut short, and groom their hair neatly. Pony tails must be tucked inside the headgear. Any violators of Section 1, 2, and 3 of this article will be required to correct the violation within one minute, or face disqualification. 3.3 Taping Taping on the foot and hand shall be allowed for the protection of athletes. A maximum of three (3) layers of tape are allowed, except in the case of an injury. For an injury, the minimum amount of tape that will protect the area should be

used. Taping of feet and hands will be strictly checked during the athlete inspection process; if there is a question, the inspector or referee should have the wrapping examined and approved by the Tournament Medical Staff. Under no circumstances will a hard splint or cast—no matter how small—be allowed. There will be no taping beneath the sensor socks unless it is approved by the Commission Doctor because of injury. Explanation: USA Taekwondo Equipment Standards Belt Colors: Only WTF/USAT belt colors will be allowed—black, poom (black and red), red, blue, green, yellow). Belts with stripes will be allowed. Gloves: World Class Cadet Black Belts (12-14), Junior Black Belts (15-17) and Senior Black Belts are required to wear WTF-approved Taekwondo gloves. Gloves may be red, blue, or white; white is preferred. However, red and blue are allowed. If the competitor chooses to wear red or blue gloves, they must correspond with the color of the chest protector. Gloves must be open finger style. For all other divisions, gloves are optional and must comply with the above rule. Cloth gloves or hand covers are not allowed. Properly fitting headgear: Unless electronic PSS headgears are being used, all participants must provide their own red, blue or white headgear with no markings other than corporate logos. If the competitor wears red or blue headgear, it must correspond with the color of the chest protector. Cracks or defects in the headgear will not be allowed. Mouth guard: All athletes are required to use a mouth guard. MOUTH GUARDS MUST BE EITHER WHITE OR TRANSPARENT. A mouth cover or different colored mouth guard (red is not allowed) may be used for those with braces if an orthodontist’s note is provided prior to the beginning of competition. Use of a mouth guard may be exempted upon submission of a medical doctor’s statement that its use might cause harm to the contestant. Protective cup: All male AND female athletes are REQUIRED to wear a protective cup inside the pants during competition. Groin protection is optional for female athletes; if worn, it must be inside the uniform. (NOTE: Groin protection will be mandatory for female competitors beginning in 2017). Properly fitting chest protector: Where an electronic Protection and Scoring System (PSS) is being used, all athletes will be provided a red and blue full-body WTF trunk protector. Both players must use the same size PSS. Where an electronic Protection and Scoring Systems (PSS) is not being used, all athletes must provide their own red and blue full-body WTF-approved trunk protector. The trunk protector must cover the entire valid scoring area, armpit to hip bone. All trunk protectors must wrap around and cover the back of the athlete in the valid scoring area. Shin and instep protection: Shin and instep protectors are REQUIRED, and they must be made of foam, cloth or vinyl. PSS sensor socks with built-in instep padding are also allowed. The instep protector may be red, blue, or white, but must correspond with the color of the chest protector; any color shin protector is allowed. Cloth or foam knee pads are permitted. [E-foot gear can be purchased at www.tkdscore.com prior to the tournament] Forearm guard: Forearm guards are REQUIRED and it is mandatory that athletes wear only foam, cloth, or vinyl products. Any color forearm guard will be allowed. Cloth or foam elbow pads are permitted. Please Note: USA Taekwondo reserves the right to disallow any uniform or equipment if it is found to be unsafe, offensive or degrading in any fashion.” Sport Poomsae – Designated Taegeuk or Kukkiwon poomsae ONLY The USAT Ohio State Taekwondo Championship will use the WTF cut-off format of competition. Athletes will be expected to perform designated poomsae according to their age/rank division, which will be published on the Ohio State

For current Poomsae rules please refer to the following link: https://www.teamusa.org/usa-taekwondo/v2-events/competition-rules NON-QUALIFYING EVENTS: Open Poomsae, Board Breaking, Weapons, and Demonstration Team divisions are non-qualifying events and rules may differ from those outlined by USAT. Open Poomsae Participants may perform any form of their choosing – school specific forms, multi-disciplinary forms, created forms, Kukkiwon forms, and ANY other forms will be allowed. Competitors will be evaluated on: technique, creativity, originality, and level of difficulty; rhythm and flow of routine; presentation; precision of technique; power and accuracy of strikes; and balance and focus. Music will be allowed but is not required. Open Poomsae is a non-qualifying event and this event is not part of the 2018 National Championships. Breaking Only wood may be broken. Boards will be available for sale on site. Competitors will be allowed 2 minutes to SETUP, COMPLETE BREAKING ROUTINE, and CLEAN UP. All belts will have a maximum of three attempts to break a single board. Competitors must provide their own holders. Kicking techniques will be rated higher than hand techniques. Jumping and/or spinning techniques will be rated higher than standing techniques. Multiple boards will be rated higher than single boards. Non-spaced boards will be rated higher than spaced boards. Competitors may choose up to 10 wood boards to break showcasing proficiency of taekwondo foot and/or hand techniques. Breaking is a non-qualifying event for the 2018 National Championships, and the rules and scoring differ from those set forth by USAT. Boards must be purchased through the tournament. You may not provide your own materials. Weapons Weapons competition is a Creative Form competition with demonstration weapons. Weapons will be inspected by the judges prior to competing and all weapons are to be sufficiently dulled for safety purposes. This is a non-musical, individual event. All competitors must provide their own weapon(s). The performance cannot exceed 2 minutes. Competitors will be evaluated on technique, creativity, originality, and level of difficulty; rhythm and flow of routine; presentation, attitude, and precision of technique; control of weapon, power and accuracy of strikes; balance; and focus. Weaponry is a non-qualifying event and this event is not part of the 2018 National Championships. Demonstration Team A minimum of five (5) individuals must comprise a demonstration team. Teams must be prepared to provide their own music, music operator(s), and music-playing device in the case that the tournament venue is not equipped with a music player. Teams will be evaluated on teamwork; techniques, creativity, and originality; level of difficulty, rhythm and flow of routine; presentation, attitude, and precision of techniques; power and accuracy of strikes; balance, and focus. Volunteers may hold boards and serve non-performing roles for the routines, but only performing members of the team will be awarded medals and placing for their routines. Demonstrations shall be no longer than the MAXIMUM time of

2018 USA Taekwondo National Championships Qualifications All athletes **participating in the following divisions at a sanctioned USA Taekwondo State Championship will automatically qualify to compete at the USA Taekwondo National Championships. **Participating means athletes must have officially weighed-in at the event scales (sparring) and/or participated on the competition mats in front of the event referees (poomsae) and received a place within the division.** SPARRING: All Belts – Dragon(6-7), Tiger(8-9), Youth(10-11), Junior(15-17), Senior(17-32)& Ultra(33+) & Yellow, Green, Blue & Red belts for Cadet(12-14) POOMSAE: All Belts – Dragon(6-7), Tiger(8-9), Youth(10-11), Cadet(12-14), Junior (15-17), Under 30 (18-30), Under 40 (31-40), Under 50 (41-50), Under 60 (51-60), Under 65 (61-65), Over 65 (66+) (Pairs, Teams and Freestyle) An athlete MAY compete in multiple State Championships. Athletes competing in World Class Sparring divisions (Cadet 12-14, Junior 15-17 & Senior 17-32) must compete in the same weight class at the National Championships they qualify in at the State Championships.

Athletes must compete in the age category according to the age he/she will be as of December 31, 2018.

World Class vs. Grassroots World Class and a Grassroots Division will only be offered for Cadet SPARRING black belts. Cadet World Class divisions will use adult rules and Cadet Grassroots division will use Junior Safety rules. Cadet Poomsae; Junior Poomsae and Sparring; Senior Sparring and Poomsae black belts will have World Class Divisions ONLY (no Grassroots divisions). Misc. Information If an athlete wants to compete in both Junior and Senior divisions, they must compete and qualify for both divisions.

Winner of the Cadet Grassroots divisions will no longer qualify for the World Class division because Grassroots division will use Junior Safety Rules and World Class divisions will use full head contact rules (see competition rules for full explanation of rules). Once qualified for World Class, an athlete is not eligible for Grassroots divisions.
