SkillsUSA, a national nonprofit organization, provides career and technical education students with quality experiences in leadership and skills development. Recognized by the U.S. Department of Education, SkillsUSA has been cited by the U.S. Department of Labor as a “successful model of employer-driven youth development training programs.”
The success of SkillsUSA is directly related to the involvement of students, teachers, administrators, parents, and business and industry partners. I extend my appreciation to the many volunteers, chaperones, judges, business sponsors, advisors, administrators, and student officers and competitors who will make this event a success.

Hello, my name is Isaac Boyce. I’m your 2017-2018 SkillsUSA West Virginia State President.
Welcome to the 53rd Annual SkillsUSA West Virginia State Leadership and Skills Conference.
I want to thank everyone for a great year, and it has been my honor to serve as your president.
The state officer team you elected, participated in numerous leadership training events with you, the
members, in mind. We attended these events to gain innovative ideas and the necessary skills to be
successful in today’s workplace. I hope you build a network of friends and industry partners while
attending this year’s conference.
I want to encourage each member to actively participate in all of the leadership opportunities that
SkillsUSA has to offer. I also want to challenge you to apply to be a State Officer. As a State Officer, l
have gained many leadership, communication, and networking skills. I have also had the pleasure of
representing West Virginia at the SkillsUSA National Leadership and Skills Conference in Louisville,
KY. I have also attended the SkillsUSA Washington Leadership Training Institute in which the state
officers met with our legislators on the importance of Career and Technical Education. Each of you has
something to offer to improve the image of SkillsUSA and I encourage you to use your leadership skills
beyond this conference.

Technical Education. At both the local and national level, the state
officers and I have worked to bring awareness of the importance of

Teresa Hannah
SkillsUSA West Virginia would like to congratulate Teresa Hannah as the 2018 SkillsUSA West Virginia Advisor of the Year and thank her for her dedication and service to our organization!
Mrs. Teresa Hannah is the Cosmetology instructor at Carver Career Center in Charleston, WV. Mrs. Hannah has been an active SkillsUSA Advisor for over twenty-five years. She has also been a SkillsUSA National Committee member for twenty-two years. She has had numerous student medalists at the SkillsUSA state level: fifty Cosmetology medalists, twelve Nail Care medalists, and twelve Esthetic medalists. In 2013 one of her students won Gold at the national level in Nail Care and in 2014 another student won Bronze at the national level also in Nail Care.
Teresa continually seeks out continuing education within the field of Cosmetology to help herself and her students stay up to date on the newest technology within the field. Mrs. Hannah invited licensed Estheticians, Nail Technicians, Hair Stylists, and Barbers into her classroom to enhance student learning. Teresa has shown great leadership in her career center and compassion within her community and has strived to pass those characteristics on to her students through fostering their involvement in various community service projects through the years. She and her students have been involved in free makeovers, canned food drives and clothing drives, Toys for Tots, Tiny House Project for flood victims in WV, as well as various other projects throughout the years.

SkillsUSA West Virginia Features
The State Conference Pin was created by Conner Goff. Connor is a 2nd year student in the Graphic Design Program at Mingo Central High School. Doug Martin is his instructor. His design reflects the coal mining heritage of West Virginia.
The T-shirt and Program Cover for the 2018 SkillsUSA State Leadership and Skills Conference was designed by Corbin Dickerson. Corbin is a 2nd year student in Graphic Design program at James Rumsey Technical Institute in Martinsburg. Jason Ware is his instructor. The design pays homage to Chuck Yeager who is a native West Virginian and the first man to break the sound barrier.
The State Conference Advisor bag was designed by Jarrod Zirkle. Jarrod is a 2nd year post-secondary (Adult) Graphic Design student at Cabell County Career and Technical Center. Dale Martin is his instructor. He is currently employed by Kroger as a Supervisor. He nas plans to attend Mountwest Community and Technical College in the fall.
The National Anthem will be sung by Chef Ilyana Kano Owens. She is a SkillsUSA Advisor and ProStart Restaurant Management Instructor from Boone Career and Technical Center in Foster, West Virginia.

Brandon is currently a Ph.D. Candidate in Computer Science at Clemson University. He graduated from Marshall University with his B.S. in Computer Science in 2014 and his Master’s degree in Computer Science from Clemson University in 2016. His current research interests are in the areas of cloud computing, high performance computing, and cloud bursting. In addition to being a student, he also works for Omnibond Systems LLC. and is the lead developer of CloudyCluster.
Brandon previously attended Putnam Career & Technical Center (PCTC) during his time at Winfield High School and was the Gold Medal winner at the SkillsUSA West Virginia State Internetworking Competition in 2009.

It is our HOPE that students in the state receive not only quality educations, but also opportunities to learn character-building and values-based lessons. This, we believe, is critical in shifting the energies of West Virginia and creating a pipeline of future transformational leaders.
The WV Visionary Group is led by Jim Scott and Alisha Maddox. We are a statewide 501c3 nonprofit organization based out of Martinsburg, West Virginia. We collaborate with a number of transformational leaders throughout West Virginia. We offer our talents, skills and resources to help develop and support initiatives that aid in the progress and success of the state’s kids.
The Habits of Heroes, inspired by Jeff Patnaude with The Patnaude Group, is a first-of-its-kind student mentoring program aimed at inspiring, encouraging and empowering our kids. Focused on life lessons, it’s unique in that students help other students improve their character and strengthen their values; and, together, tackle real issues in West Virginia important to them and ultimately impacting their learning.

Voting ProceduresOfficer voting will be held at the Feaster Center on Saturday, April 14, from 1 p.m. – 4 p.m. Official dress is not required for officer voting, but a school’s entire delegation must report together to vote. Delegates must wear name tags and delegate ribbons.
