an international financial center. Furthermore, the company profit tax reduction and tax breaks for research and development delivered in the Chief Executive’s 2017 Policy Address is expected to further help attract more overseas and China technology institutes to set up their operations in Hong Kong.
To pave way for digital disruption, the HKSAR Government released the Hong Kong Smart City Blueprint in December 2017. The blueprint identified six key areas for development – smart mobility, smart living, smart environment, smart people, smart government and smart economy,
with the aim to transform Hong Kong into a world-class smart city in the next five years. With concrete plans in place, we expect the big data resource sharing aided by artificial intelligence will help the HKSAR Government to enhance their overall e-services and operation efficiency, and improve Hong Kong’s competitiveness in the era of digital transformation.
Regardless, Hong Kong remains a popular destination for APAC regional hubs. With an easing commercial rental market, we expect to see more foreign and China companies set up their offices and regional headquarters in Hong Kong. Equipped with a solid infrastructure and an independent legal system, Hong Kong will continue to attract new corporates into the city, fueling demand for professional talents. Nonetheless, talent will remain tight and we foresee relatively high staff turnover in 2018.
On the other hand, we have seen employers become more open-minded and flexible, seeking workforce solutions using part-time, contract or temporary staff. We expect these hiring trends to become mainstay in the foreseeable future.
This salary guide is but a start to our commitment to you this year. We look forward to introducing to you our 2018 company initiatives, and to sharing with our data, analysis and studies to help you identify talent solutions that meet your needs.
Alan Wong Managing Director and Country Head Kelly Services Hong Kong
In this Kelly Services Hong Kong 2018 Salary Guide, we are pleased to share our views on Hong Kong’s employment outlook and salary forecast for the year. The collection of job titles and salary ranges are a reflection of actual engagements between employers and employees, and they represent an accurate picture of the marketplace.
Hong Kong’s unemployment rate has hit its two-decade low of 2.9% in Q4 2017. Given the low unemployment, vibrant stock market, robust external trade and internal demand, Financial Secretary Paul Chan expected the city’s 2017 GDP growth to be around 3.7% – an over-achievement from the 2% to 3% growth projected in early 2017.
The overall positive results in 2017 have laid foundations for 2018 to be a year of robust growth. Projections of a steady US economy and stabilized China growth further provide prospects to the city, given China and the US are important direct investors of Hong Kong and the city’s role as

Hong Kong’s banking and finance industry will likely enjoy a year of growth in 2018.
We expect wealth management and asset management segments to upkeep its strong growth momentum, with mainland Chinese companies making Hong Kong their first stop to look for global wealth management services, and mainland Chinese companies raising capital using Hong Kong as the base for their international expansion plans.
2018 is expected to be a year of change led by fintech. Apart from the SFC Regulatory Sandbox and the Fintech Supervisory Sandbox launched in 2017, the Hong Kong Innovation and Technology Bureau has declared 2018 to be a key milestone for the development of a Faster Payment System (FPS), supporting the promotion of mobile retail payments and real-time payment settlement anytime anywhere. Besides, the Hong Kong Monetary Authority will continue to focus on the development of blockchain and Distributed Ledger Technology platforms. Fintech will drive revenue generating opportunities and enable more services to be offered to an expanded segment of groups.
All in all, on the hiring front, we expect ample hiring opportunities in the domain of private equity and asset management businesses. Investment consultants, especially in fixed-income and treasury accounting will be much sought after. The hiring of risk and compliance professionals (AML / KYC) continues the trend from the last few years, and remains strong.
We expect the second and third-tier China and Asia banks to be aggressively expanding their market share in Hong Kong. Proficiency in Putonghua, English and Cantonese will remain to be the important hiring requirements. Fluency in Korean or Japanese will be considered a bonus in some roles.
We also expect an increased hiring of contract staff, especially in operations and back-office support, from compliance, finance, customer service, IT, sales and marketing, human resources to general office administration.
The average salary increment is expected to be 10 – 12% for job switchers, and 3 – 4% for those remaining in the same firm.

In 2018, we foresee more mainland Chinese companies issuing IPOs in Hong Kong, leading to a continual seeking of experienced senior accountants, CFOs and treasury professionals. Those who have successful IPO experiences for clients in the ‘Big 4’ CPA firms with regional APAC exposure and good mastery of Putonghua will continue to be of high demand. We also anticipate an increase in demand for local financial controllers to be despatched to second and third world countries along ‘Belt and Road’. HR and in-house legal hiring activities will continue to be slow and stable with replacements dominating the hiring space.
On the other hand, we expect digitization and big data to start changing the hiring landscape of finance and accounting and HR professionals in 2018. Finance and accounting professionals with strategic and influential communication skills to support business collaboration and decision-making will be highly sought-after,
while we expect the highly technical routine accounting work will be taken over by machines in time.
Apart from such big scale HR digitization buzz, we expect to see artificial intelligence (AI) and machine learning to be first used in recruitment, and compensation and benefits. AI will likely take up recruitment of junior roles from sourcing, preliminary interviews to shortlisting of candidates. There may also be digital HR bots handling staff leave and claims and basic medical and lifestyle benefits. Technology disruption may affect the routine HR work, leaving the capable professionals to focus more on the core HR initiatives.
All in all, we expect financial and HR professionals to command an average of 10 – 12% salary increment for job switches and an average of 3 – 7% for natural progressions. Meanwhile, contract staff hiring for corporate back office will continue to be active.

2017 has been a year of stable growth for FMCG.
Though Chinese retail tourism in Hong Kong has recorded a rebound in Q4 2017, FMCG sales has remained relatively stable. Online shopping backed by crowdsourcing logistics has allowed mainland Chinese to purchase even FMCG products on local and overseas online platforms. Hong Kong’s unique position as the shopping hub for genuine overseas products for Chinese mainlanders has become lacklustre. According to ‘The Future of E-commerce in FMCG’ reported by Kantar Worldpanel, China’s online FMCG sales surged 52% in the past year and is expected to account for 15% of the e-commerce market by 2025.
Going into 2018, consumer goods companies across industries will continue to undergo digital transformation and that many will increase their use of e-commerce channels; while e-commerce giants will move offline to transform the retail infrastructure. This indicates a shift in shopping habits – from relying heavily on brick-and-mortar to through-the-line
customer experience. Customers may become familiar of brands and products in store or via social media engagements. When they consider to purchase, they may check comments of the brands and their products, and compare prices on-line before they make purchases.
With the growing importance of omni-channel marketing, we expect data analysis, digital marketing and CRM professionals to be in hot demand. Those who possess a hybrid of skills to devise business and marketing strategy using data-driven analysis, generate customer demand by creating engaging content and differentiate themselves via unique brand-centric customer experience will be much sought after. We also see an emerging demand for junior digital marketing and social media specialists.
All in all, we expect an average of 5 to 15% salary increment for job switches, with hot roles commanding a few percentage more.

We expect the healthcare and life sciences industry to keep up with its stable growth.
The ageing and more affluent Hong Kong population is already creating opportunities for healthcare companies to innovate products and services to provide better health care services. With the HKSAR government encouraging innovation and technology, we see the possibility of more digital healthcare products being invented and launched in the market. The trend will lend business opportunities for new and established healthcare and life sciences companies to collaborate with enterprises in technology, telecommunications, mass retail, wellness & spa or even health-tourism to satisfy the health conscious and information-demanding consumers. These collaborations will fuel the demand for local professionals.
The Chinese Medicine Development Committee will continue with their plans to transform Hong Kong into a regional innovation development hub for Chinese medicine. We expect to continue seeing stable growth in the industry with hiring of R&D, product regulatory and quality teams in Hong Kong.
Other than the longer term plans, we continue to see a demand in sales and marketing professionals. Local professionals with China and international experience, good language skills and a willingness to travel will be the determining factors of a sought-after management candidate.
Job-switch salary increment will be between 10 to 15% and 4 to 5% for natural progressions.

1918
The industry ended on a high note in 2017 as the Purchasing Managers’ Index (PMI) hit its three-year high of 51.5 in December. PMI is an indicator of the economic health of the manufacturing sector, based on five major indicators: new orders, inventory levels, production, supplier deliveries and the employment environment. Given the expected expansion in the overall export demand of both developed and emerging markets, the Hong Kong Trade Development Council (HKTDC) estimated the manufacturing industry in Hong Kong to be enjoying a 6% increase in value, and a 4% increase in volume in 2018. The emerging technologies like cloud computing and Internet of Things (IoT) are expected to drive steady demand for semi-conductors and related components. Virtual reality applications, robotics and wearable electronics are also expected to enjoy a good year. We expect these technologies to be applied actively in educational toys, games and mobile gadgets.
On the other hand, 2018 is expected to be the golden period for digital transformation which remains more talk than action to many manufacturers to date. Those with vision are taking it seriously to avoid being phased out in the ‘4th industrial revolution. We are seeing keen companies look into digital strategies to improve their internal productivity and efficiency. Many are also exploring how technologies like IoT can add features and functionalities to service their customers better. ‘Change’ is the buzz word to many companies in the coming years.
Companies looking for transformation and change will be hiring senior positions such as Chief Innovation Officer (CIO) to lead their company. Technical expertise in cloud computing, IoT and AR/VR will also be hired for their respective needs for change. Across the board, we foresee many industries focusing on replacements.
We expect to see an average salary increment of 12% for job switches and 8% for natural progressions.

DATA ANALYSIS
The hiring market of the information technology industry has been dynamic in 2017. In view of talent shortage, we have seen employers being more accommodating and liberal with more flexible remuneration packages and faster decision-making process. We expect the trend to continue into 2018.
With digital transformation and innovation being the main drive for future growth, IT practitioners are no doubt hot sought after. However, with technology changing the future outlook of the world, there will be adjustments in skillset distribution across the industries. Fintech and insurtech will spearhead some interesting innovations in the banking and financial industries in 2018: biometrics or other cybersecurity measures, digital KYC and the emerging technology of blockchain, customer service bot advisors and contactless payment technologies, etc. Besides, the following technologies are also deemed to lead a wave of growth affecting many industries: the growth of cloud storage and security, Internet-of-Things (IoT), AR/VR, big data and artificial intelligence.
Chinese companies are still attempting to offer remuneration packages to match with that of MNCs. Even though they are weaker in their basic pays, we expect their attractive bonuses will make the overall packages more enticing. We also expect to see more mainland Chinese and Southeast Asian professionals being hired for their knowledge and experience of the new skillsets.
IT directors who have strong business acumen and entrepreneurial spirit, and can prove their ability to lead digital transformation will be sought after for positions such as Head of Innovation. As always, the more junior IT specialists of up to 8 years of experience and possess strong project managements skills are not short of hiring opportunities. The contract staffing trend of this particular group will continue to grow.
We expect the average salary increment for job switchers to be 15 to 23%. Those who stay in the same company for natural progressions will have an average salary increment of 5 to 8%.

In 2017, mergers and acquisitions activities were active in Hong Kong. The rising protectionist sentiments, brought about by the Brexit and the U.S. government, has provided opportunities for the up-and-coming mainland Chinese and Asian companies to acquire established Hong Kong and APAC insurance operations as a means to realize their global plans. The keen players, supported by policies such as Insurtech Sandbox and Fast Track, are enabled to test their new insurance technology under a controlled environment. Additionally, digital insurers can even accelerate the authorisation process to improve their time-to-market. Thus we expect insurtech to become the prima donna in 2018.
While launching their new online products by using either Internet-of-Things (IoT) to obtain customer information or expanding their online customer acquisition channels, we expect insurers to be treading on fine compliance lines.
Overall, we foresee hiring activities of life insurance companies to be more active than their general insurance counterparts. In view of the imminent insurtech boom, digital marketing expertise and customer service professionals will be in great demand, and so will it be for compliance and legal professionals.
We expect to see an average salary increment of 17 to 20% for those switching jobs and 4 to 5% for natural progressions.

A few corrections have taken place in the past years to pave way for a stable recovery expected in 2018. The retail sales YoY is expected to stand at 3.9% by the end of 2018, according to the Trading Economics global macro models and analysts.
Firstly, the used-to-be exorbitant rent has come down by one-third of its price since the market peak in 2014. Secondly, the plummeted mainland Chinese tourist numbers which dominated retail tourism in Hong Kong have seen improvement since 2017. Visitors from countries, such as Japan and Korea, are also growing. This offers an improved diversification of tourist mix, and allows Hong Kong to build on a wider retail growth base. Nonetheless, Chinese tourists’ behaviour will remain to be important trend indicators. With Alibaba and JD.com aggressively attracting the luxury retail shoppers for products which were previously only accessible in Hong Kong and other countries, we foresee the Chinese retail tourism to focus more on mid-range products with
moderate volume. Lifestyle apparel, cosmetics, beauty and skincare, and F&B are also expected to be strong segments in 2018.
Given the rise of online shopping, unique brand experience and personalized customer service are key in setting retailers apart. Going forward, we expect retailers to be more proactively synchronizing their database between online and offline channels, and analysing such data real time for enhanced and more personalized customer service delivery. Job seekers who can create enhanced retail tech experiences, such as CRM practitioners, data analysts, digital marketers, mobile app developers, AR/VR designers, AI and robotic programmers, and strong customer service professionals will be in high demand. Part-time sales and customer service individuals will continue to be called for. We expect the average salary increment for job switchers to be 10 to 20%+. Those who stay in the same company for natural progressions will have an average salary increment of 3 to 8%.

The Hong Kong telecommunications market has long been saturated – limited growth with keen competition. Yet in recent years, innovation and new technology has injected energy into the industry. Keen visionary players understand that in the near future, telecommunications players will be competing also with players of other industries, such as those in media and entertainment. Many are investing in talents with specialized skills and are developing new features and services. The high 70%+ smartphone penetration rate in Hong Kong has provided favourable conditions for these keen Telecommunications, Media and Entertainment (TME) players. Cloud and security solutions, mobility solutions, Internet-of-Things (IoT), data storage and
security, AI, etc, are hot development areas. With opportunities brought about by ‘Belt- and-Road’, we expect to see continued growth and robust hiring in 2018, with China enterprise spearheading in the gameplay.
The ideal candidate will need to have a good mastery of bi-literacy and tri-lingualism. We foresee data centre professionals (eg. facility engineers, data centre operators), mobility solution professionals in IoT, OTT, and mobile payment, to be in high demand.
We expect to see an average salary increment of 10 to 20% for job switches and up to 10% for natural progressions.
