About the Project

The ASEAN-QA project is jointly conducted by the Ger-man Academic Exchange Service (DAAD), the German Rectors‘ Conference (HRK), and the University of Pots-dam, Germany together with partners from Southeast Asia and Europe – ASEAN Quality Assurance Network (AQAN), ASEAN University Network (AUN), European Association for Quality Assurance in Higher Education (ENQA), and the SEAMEO Regional Centre for Higher Education and Development (SEAMEO RIHED) – and aims at developing capacity in the field of quality as-surance (QA) in the ASEAN region.

Since 2011, the project partners have offered different trainings for internal and external quality assurance in higher education.

ASEAN-QA is funded by the Federal Ministry for Eco-nomic Cooperation and Development (BMZ), Germa-ny.

trainIQA objectIveS The aim of the course is to build capacity in the field of internal quality assurance by training higher educa-tion professionals and to contribute to the structural development of higher education institutions (HEIs) in the field of QA.

The training is based on five interlinked modules that give comprehensive insight on the topic of quality as-surance and enhancement of teaching and learning. Each module has an accompanying course book used as preparatory reading and general resource.

The participants are further expected to implement in-stitutional projects in the field of QA that are linked to the university’s strategy and supported by higher ma-nagement. The projects are mentored by ASEAN and European experts in the field throughout the training. TrainIQA offers a good opportunity for building up nati-onal capacities and facilitates exchange and networking among institutions within ASEAN and beyond with Eu-rope. In doing so, the long-term goal is to contribute to establishing quality assurance systems in the region, which facilitate the comparability of student perfor-mance and degrees and promote the mobility of stu-dents and academics between different countries and regions.

After completion of the course, the partici-pants are expected to be able to…

understand theoretical concepts of quality, quality assurance and quality enhancement and have the ability to evaluate them according to the various visions and missions of HEIs,

design and carry out questionnaires and evaluations scientifically and to control the related processes,

apply appropriate techniques and scientific methods to reflect upon the results of quality assurance and to establish a quality loop with follow-up-processes on all levels of a HEI,

deal with the requirements of quality assuran-ce of study programmes and their revision, including the linkage to external quality assurance,

recognise cross connections between quality development, staff development and organi-sational development,

formulate ideas about how quality culture can be developed at the institutional level,

structure a project in the form of a project action plan.
