// BOARD OF DIRECTORS // STAFF
Wow! 2018 was quite a year for TART Trails! We celebrated 20 years and
received an unprecedented $2.4 million gift from the State of Michigan for the
Traverse City to Charlevoix Trail. We also worked with our City, County and
Township partners to design the final leg of the Boardman Lake Loop Trail.
Thanks to many of you, we exceeded our fundraising goal for this project which
will complete a trail connection over 20 years in the making.
20 years ago, TART Trails was created by a small group of volunteers and donors
with a vision. Today, TART is powered by nearly 400 active volunteers who
contribute over 7,200 hours and more than 1,500 donors who give almost $1.5
million annually. What an incredible testament to the importance of our work in
this region.
I’m honored to be board president of an organization with such a talented staff,
engaged board, committed partners, loyal volunteers and passionate trail users.
Our goal is to continue to connect people and places by providing safe routes
for transportation and recreation. Please join us for the next 20 years of TART!
Enjoy the trails,
Susan Vigland — TART Trails Board President

What started as a spark in Ted Okerstrom’s eye more than 20 years ago will soon be celebrated as we get ever closer to completing the Loop around Boardman Lake.
June kicked off the public launch of the campaign to raise funds to finish the Boardman Lake Loop Trail. The day-long celebration included a fun run along the lake with the Traverse City Track Club, great food and music at the Filling Station and kayak tours on the lake with Kayak, Bike and Brew. Throughout the summer, the entire community stepped up and helped raise over $150,000. Thanks to the generous support of 115 individuals, corporations and foundations, TART Trails has contributed more than $500,000 to
date to meet trail funding needs and helped secure over $1.2 million in grant funding through federal and state sources.
In addition to fundraising, the TART staff plays an important leadership role with our partners at the City, County and Garfield Township tackling easements, supporting design engineering and working to find solutions for this complex $5.5 million effort. The project is truly a community collaboration between public, private and non-profit sectors. Once completed, the 5-mile loop around Boardman Lake will be a crown jewel in our regional non-motorized trail network, supporting and improving the social, economic and environmental health of our communities. Thank you to everyone who has given their time, treasure and talent on this trail.
// TRAIL UPDATES
3
Fifteen years ago, community leaders in Elk Rapids sparked a public dialogue that ultimately led to the completion of a conceptual plan in 2015 for a 46-mile, non-motorized trail between Traverse City and Charlevoix. That concept has taken great strides over the past two years as the trail transitions from a dream into a design. In partnership with the Top of Michigan Trails Council, we began work on identifying development priorities along the corridor. Acme, Elk Rapids and Charlevoix all stepped up with strong support and financial buy-in.
In May 2018, construction was underway at Bayside Park in Acme, which will be the first trailhead for the regional trail. The Village of Elk Rapids, with support from TART Trails, kicked off preliminary design and got to work listening to and learning from the community as multiple trail routes were evaluated. A preferred alignment should be identified in 2019, which will allow engineering to get underway. To the north in Charlevoix, the Top of Michigan Trails Council worked to raise the match money needed to get trail design efforts going through Fisherman’s Island State Park.
As TART’s 20-year history proves, it takes a village to get trail on the ground — in this case, a village, 6 townships, 2 cities, 3 counties and a cadre of incredible volunteers and community leaders. With this strong system of support and a history of proving our region can deliver on dreams big and small, we were excited to celebrate with these same partners on August 2 to accept an incredible gift of support from the State of Michigan. The Michigan Department of Transportation, with support from the Department of Natural Resources and our region’s elected officials, invested $2.4 million to get the TC CHX Trail design underway and work to get some trail on the ground. We worked closely with Top of Michigan Trails Council and Networks Northwest to build the framework necessary to get this project launched and we’re taking the time to make sure we have the right structures in place to ensure its success.

When the trail war was raging in Leelanau County more than 20 years ago, it was hard for some to imagine the incredible asset this trail would come to mean to the region and state. Owned and operated by TART Trails, but open and accessible to everyone, this regional trail gem is like the fine wine that comes from the wineries it traverses – it just gets better with age.
Thanks to a generous matching gift program by the John D. and Susan K. Paul Family Endowment, nearly $200,000 has been raised over the last fiscal year. These funds helped complete significant projects that extend the life of the trail and improve the environment it navigates. Completed
projects include over 2 miles of pavement overlay and a new stream crossing for a healthier flow for happier fish and friends. In addition, our incredible all volunteer LT Crew was out on the trail all spring, summer and fall (to be supported by the all-volunteer LT winter trail grooming crew when the snow came) tackling trees, installing and replacing signage, improving landscaping and drainage, mowing, filling, clearing, striping and sealing to ensure folks enjoy their time on the trail. It is thanks to incredible donor and volunteer support for the Leelanau Trail that the trail we love today will be stronger (and maybe longer?) tomorrow.

// LEELANAU TRAIL + VASA
GETTING BETTER WITH AGE – THE LEELANAU TRAIL
It all started with a place to race. A look back at the formation of TART Trails 20 years ago found the North American Vasa Race handing over the grooming reins and putting pathway support under the TART umbrella. The trail system was developed thanks to the strong and persistent leadership of folks like George “Father of the Vasa” Lombard, Will Davison, Mac McClelland and Ross Childs and was meant to be a place for year-round recreation and home to the North American Vasa Festival of Races. Today, grooming on the Vasa Pathway is better than it has ever been, thanks to an outstanding grooming team. We were thrilled to welcome two new groomers this past year – James and Mark – who joined Jim, Glen and Roger to make the most out of Mother Nature’s moods. Head Groomer Glen Rauth kept the team focused and kept us all informed with grooming reports from the trail – whether a 3am start or 10pm finish. Thanks to the support of more than 455 Trail Badgers and Vasa K sponsors, the grooming team provided another season of world-class winter trails for all of us to enjoy.
Winter is just one of the busy seasons on the Pathway. Work continues year-round to improve the safety and user experiences for everyone who uses the Pathway. TART Trails’ Planning & Management Director Chris Kushman and a team of dedicated Ambassadors worked to provide a flatter, firmer, better-mapped and signed Pathway. Long-time groomer and TART Ambassador Jim Dombrowski came back into the woods for another summer in the labor of trail love. The work these folks did translates to better skiing in low snow conditions, a more enjoyable and safer trail surface for biking and walking/running and a much improved trail experience all year long. Support from private donations and partners enable us to secure the materials and equipment necessary to make these ongoing improvements.

When George Lombard retired in 1989, his work had only just begun: over the next several years, in partnership with many state and local entities and community volunteers, he helped construct the Vasa Pathway we know today.

Work continues on the northern leg of the Sleeping Bear Heritage Trail between County Road 669 and 651. Cleveland Township and Networks Northwest convened a study group made up of representatives from TART Trails, Friends of Sleeping Bear Dunes, MDOT, Leelanau County Road Commission, Sleeping Bear Dunes National Lakeshore staff, Little Traverse Lake Association and Cleveland and Centerville Townships. A well-attended public meeting hosted at the Cleveland Township Hall in August got folks excited about the possibilities.
Cleveland Township residents, Marnie and Tom Sutter, were at the meeting and have been watching plans progress. “As 40-year residents of Cleveland Township,” they expressed, “we are thrilled that the completion of the Heritage Trail is on the table. We chose to live and raise our family in Leelanau County because we are avid, year-round, outdoor enthusiasts. When the trail is done, residents of the township will have easy access. The proposed route will benefit all ages and provide a northern entrance to this wonderful pathway. Let’s get started!”

// RECYCLE-A-BICYCLE
R-A-B’s goal is to supply a minimum of 150 bicycles per year to people in need of alternative transportation and provide at least 50 free bicycle repairs to keep these citizens mobile. We are proud to have once again exceeded our goals for 2018.
Throughout 2018, R-A-B has helped mobilize families and individuals by giving away 170 bicycles and providing 53 free repairs to keep the momentum going.
Recycle-A-Bicycle continues to provide an amazing service to those in the community who may not otherwise be able to afford a bicycle of their own.

Don Cunkle has served as the Program Director of R-A-B since 2007. His workshop on Woodmere Ave has been home since 2011.
Thanks to the generosity of our extraordinary community, we raised funds in 2017-18 to get major trail projects underway in 2019. We took on a major capital campaign for the construction of the Boardman Lake Loop Trail. In addition, we ramped up fundraising efforts on the Boardman River Trail, Leelanau Trail and the Traverse City to Charlevoix Trail. This means we raised funds in one fiscal year to prepare for trail construction
and projects in the year ahead. This is reflected in a growth of revenue this year and will be followed by a spending down of funds next year.
