WHAT ISNCAP?

NON-PROFIT CHAPTER ASSISTANCE PROGRAM (NCAP)HOW TO START

BENEFITS

CHAPTER RESPONSIBILITY

EAF RESPONSIBILITY

• Formerly the Chapter Scholarship Endowment Fund

• Program enables chapters with NO Foundation to manage and award scholarships in your local area

• Chapters are 501(c)(7) and EAF is a 501(c)(3)

• NCAP bridges the gap between the two entities

• Chapters maintain ability to raise money for scholarships while operating within all IRS guidelines

• Chapter must maintain Silver Level or higher

• Chapter provides initial $1,000 contribution

• Chapter completes MOU and Fund Agreement

• Submit all to EAF

• Scholarship Fund grows as part of EAF’s portfolio

• Donors are clear on the charitable treatment of their donations to your fund

• Increased fundraising opportunities and resources due to favorable tax treatment

• EAF absorbs high expenses associated with forming & maintaining a foundation, including external audit costs and tax filings

• EAF provides receipts to chapters to issue to all donors & supporters of their local fundraisers

• Chapter determines criteria, reviews all applicants and selects recipients for their scholarships

• Chapter can still award local scholarships from fundraising proceeds prior to capitalization of fund

• Submit 50% of proceeds raised from fundraising activities that mention EAF or the chapter’s NCAP Scholarship Fund to EAF for the chapter’s fund.

• Capitalize to $20,000 within 10 years of fund initiation.

• Retain authority for selecting & designating scholarship awards from interest after $20,000 level is attained.

• Issue special EAF provided receipt to each individual or corporation making a contribution.

• Provide periodic statements showing the balance and all activity of the NCAP account.

• Print and issue special receipts to chapter.

• Obtain annual audits by external auditors and ensure timely completion of all IRS regulatory filings.

• Upon chapter request, provide proof of endowment relationship to potential donors, supporters & vendors of the chapter.

• Retain 5% of proceeds from fund to cover administrative cost.
