Hello Madeira Beach,

As fall is right around the corner and we give thanks for another wonderful summer, it’s great to reflect on the past few months of happenings in our great City. First of all, thank you to all that have helped and volunteered during the two tropical systems that we had encounters with this summer. Madeira was one of a few communities that had sandbag stations and was able to deliver bags to people that were less able to pick them up. It was great to see that the system worked, thank you to all that helped.

We have been able to add more beatification along Gulf Boulevard with new palm trees using grant funds, and with the cooperation with Duke Energy, the second phase of undergrounding utilities should be complete shortly. This was done with funds obtained from the county. We are also offering a new Water Taxi Service, which once again Madeira leads the way in Pinellas County. The City is starting repaving and a storm-water project on the South end of our City which equals about 20% of Madeira Beach.

Did you know that the C ity of Madeira Beach has one of the best CRS f lood insurance rates of the beach communities?

This provides a 20% premium discount to properties in our Special Flood Hazard Areas.On the financial front, once again we have been able to pass a balanced budget without raising the millage rate, keeping Madeira Beach with the lowest millage rate of any full service city in Pinellas County. Six years ago, Madeira Beach had some of the lowest property values on the beaches and this year Madeira beach had the highest increase in property values in Pinellas County. And for city’s financials, for the fifth consecutive month since April, our cash and investments continue to increase from 20.9 million to 21. 4 million. It is not a large increase, but it is continuing to move in the right direction.

Our new Rec Center continues to be continued profit center hosting a wide variety of events such as NCAA Girls Division I tournaments, NSA Girls Softball, birthdays, weddings, concerts and more! Also staff has been proactive in scheduling into the future (even as far out as 2018!) for events such as the International Baseball Conference, Fishing Tournaments, future concerts and many other events.

October, November and December will be buzzing with activity in our city with the Johns Pass Seafood Festival, Fall King of the Beach fishing tournament, 20th Anniversary Veterans Boat Parade, movies on the beach and the Holiday Lights Boat Parade. Working with the CVB and the Johns Pass Merchants association, we were able to get $75,000.00 dollars of county Bed Tax Dollars back to the event, and it is now the largest seafood festival in Florida and the third largest in the country. The Fall King of the Beach was also able to receive $50,000.00 dollars of Bed Tax Dollars and is the largest fishing event in the Country. Keep an eye on our website as there are more events coming before the end of the year and the start of the New Year. As you can see, it has become easier to find something fun to do in Madeira Beach.

Hello to the residents of Madeira Beach and our valued visitors and guests, Well, its official, I saw the first set of Christmas decorations for your yard up on display at the local Home Depot. As we start the decent of 2016 from a calendar perspective, the City is weeks away from its fiscal year end which means about 7 months ago, the City Manager, Finance Director, and Department heads started the

2016-2017 budget process. As I write this column, the budget process culminates in a week with the final approvals coming from the Board of Commissioners. I’m proud to say that despite an increase in services, projects, and amenities the City Manager’s proposed budget had a tax levy freeze from last year and the Board of Commissioners have approved that freeze. What’s even more exciting is that the City of Madeira Beach had the highest property assessment of 9.9% in Pinellas County. Congratulations goes to the Board of Commissioners for responsible spending and responsible government. We recently just experienced the strongest storm we’ve had in some years. Hurricane Hermine could have had quite a destructive impact on us and although we experienced some damage, the city went unscathed. That being said, your public works department was out in full force around the clock. When the recreation staff couldn’t access their building due to the Rex Place being flooded over and schools were closed, they spent the day filling and delivering sand bags. It’s been rumored that the reason for all the flooding was our failing stormwater system and while we continue to improve our stormwater system, it is not the sole reason the City experienced flooding. Nearly city-wide, we had water up to the top of seawalls due to the rate of the rain and incredibly high tides. When the water is up to the top of the seawall, the stormwater has nowhere to go. And although even I get sick of hearing it, it’s true that we live on an island and when it rains hard and the tides are high, we’re going to flood. As usual it’s an exciting time to live in Madeira Beach with a lot going on. With that being said, a lot of rumors and negative rhetoric is being spread and its proven to be counter-productive. Please contact your City Manager or City Commissioner if you hear something that seems somewhat outlandish because more than likely it’s not accurate. The City is doing everything it can to be transparent, informative, and cooperative. If you have any suggestions or concerns, please contact my office at your convenience.

Three Tampa Bay Ferry & Taxi boats will be operated by Hubbard’s Marina, where they will be moored, in a public-private partnership with the city of Madeira Beach.

The ferries will cover the route three days a week (Wednesday, Friday, and Saturday) during season and two days a week (Friday and Saturday) in the offseason, a schedule that could be increased to match demand, according to Mark Hubbard.

The soccer league is a great place for kids to learn the game of soccer and play the game in a fun and exciting environment. Do you love seafood and live music? Then you don’t want to miss the 35th Annual John’s Pass Seafood Festival! This year the event includes unique activities, delicious food and drink. Recently, Visit St. Pete/Clearwater named it the #1 Festival in Pinellas County, with over 145,000 visitors last year alone! It probably won’t surprise you to hear that it’s also the longest-running festival in Pinellas County.

This year, the festival will be held from Thursday, October 27th through Sunday, October 30th. Come on out and join the fun!

The winners will receive $2,500 and $1,000, respectively.The chefs amongst you may want to check out the Chef Showdown and Jr. Chef Showdown. The Jr. Chef Showdown takes place from 12 – 5 on Saturday, with the Chef Showdown starting at 5:30.Those of you with small children will definitely want to dress them up for the Children’s Halloween Contest on Saturday.

3. Live EntertainmentThere’ll be no shortage of live entertainment, either! The weekend’s concert schedule includes a number of rock and reggae bands.

The star of the show, however, may be Michael Jackson (or, at least, his music and dancing). Saturday, at 5:15, a Michael Jackson impersonator takes the stage to perform a variety of his hits. At 6:00, visitors will be treated to a show entitled “Thrill the World St. Petersburg,” put on by the Thriller Zombie Dancers from Around the World.

It doesn’t necessarily fall in any of the above categories, but on Sunday at 12:05 p.m., the St. John’s Seafood Festival will attempt to set the world record for the world’s largest Bloody Mary toast. Don’t miss out on a chance to make history!

VIP tickets include access to an air conditioned VIP tent, private seating for all concerts, backstage passes, free food and drinks (including up to 6 servings of alcohol), gift bag, and free rides on their air conditioned shuttle to and from your off-site parking spot. Crabby’s Fishing CornerThe fall air is finally starting to cut through the thick summer heat and with it comes an abundance of fishing options. As the water temperature starts to fall out of the 80’s and approaches the mid 70’s big Kingfish and Spanish Mackerel will invade the beaches, reefs, shipping channel, and Tampa Bay.

The beautiful thing about this fishery in the fall is that the hordes of baitfish are already here and that makes finding fish a little easier. When trying to locate fish there are a few crucial conditions you will need to find first. Clean water is the first. Macs do not like dirty or stained water, they are a visual predator that like to use their speed to ambush pray from underneath.

The next is structure. Structure will help hold bait in an area which will in turn keep the fish around and feeding. Big Kingfish are especially fond of structure because it holds their favorite food, Spanish Mackerel. There are many types of structures from hard bottom, reefs, wrecks, ledges, channel markers and even large container ships that have been on anchor for a few days. You can do some research on these ships before you go at marinetrafic.com. This site gives you names, locations and information on ships and will let you know how long they have been at anchor.

Most important is bait. Bait comes in all shapes and sizes but there are some that just drive big kings and Spanish crazy. Large Spanish Mackerel love 4 to 5 inch live pilchards or Spanish sardines. I like to fish them on 4000 size spinning reels loaded with 10 pound mono with 30 pound fluorocarbon leader and a long shank 2/0 hook. Using fluorocarbon leader instead of wire will greatly improve your bites and the long shank of the hook will help guard the leader from their teeth. Big Kings love big baits. If you are looking for a stud

kingfish to put you on the board at the Old Salt King of the Beach, big baits will help you key in on larger fish. Spanish mackerel, ladyfish, mullet, silver trout, bluefish, and 12” blue runners are prime baits. Mullet, ladyfish, and runners can be caught a few days ahead of time and kept in a large bait pen as long as their well-fed. Others must be caught on site and Spanish need to be caught and put back out immediately as they will quickly die in a well. Make sure to use #3 or #4 wire with a 2/0 nose (J hook) and two #4 4x strong stinger (treble) hooks that cover ¾ of the bait you are using. If you do get the big bite make sure that everyone on your boat has a job to do, clearing lines, downriggers, securing hooks and do not forget to take the safety tube off the end of the gaff. Good luck and enjoy some world class drag screaming action right in our back yard.

There is a sneaky little delectable fish skirting along the bottom that many of us have caught but usually by accident. They have some of the underwater world’s best camouflage, reactions, and a wicked set of teeth. Who is this menacing devil you ask… Mr. Flounder. Like I said anyone who has put some time into fishing in Florida has caught one or two of these menaces, but fall is the time of year when you can focus in on them and get some solid numbers.

In the fall flounder begin to migrate offshore to spawn. This journey gives them a hearty appetite and funnels large concentrations into the bay area passes, from Hurricane Pass down to Southwest Pass. Flounder will gather and migrate to the gulf only to meet back up again offshore and have a flatfish party. Tackle does not need to be heavy but I suggest braided line for sensitivity as flounder can have a subtle bite. Finger size live bait weather its whitebait, mullet, chubs or pinfish should be fished on a Carolina rig, (sliding egg sinker above the leaders swivel). Choose a sinker that will be able to keep contact with the bottom but light enough to let the

current move the bait. I like to use an 18 inch piece of 25 or 30lb mono leader and a 1/0 J hook. The key to finding schools of flounder is to find patches of sand around rocks, seawalls, grass, or docks. Once you find one fish keep fishing that spot as they will stack up this time of year and competition for food is high. When you go to clean your fish remember there are bonus fillets on the belly side.

We would like to remind you, that the catch basins and grates you see on the sides of your streets convey the stormwater runoff directly into Boca Ciega Bay. Please do not put anything into these drains that could harm the waters or wildlife that depends on these waters. If you ever see anyone introducing

something suspect into this system, please call our Code Compliance Department at (727)391-9951 ext. 235 and inform them.

It is illegal to dump toxic chemicals or waste into storm drains or anywhere else that may expose waste in the environment. To report illegal dumping, call the City’s Stormwater department at (727)399-2631 or the Florida Department of Environmental Protection’s Division of Waste Management at (813)632-7600 (Tampa).

Please remember that your yard trimmings should not be blown into the streets and consequently down the stormdrains. Sometimes your yard maintenance people overlook this in an effort to ‘speed’ their jobs up. Do not let them get you into trouble over this. Make sure they sweep or vacuum up their debris. Let’s coordinate all our activities in an effort to keep our City a beautiful place to live.

For those who choose to fertilize, the Pinellas County Fertilizer Ordinance restrictions change on October 1, 2016.

From October 1st through May 30th, the following conditions apply to fertilizer use:

tOtAl nItrOgen COntent = 50% or more must be Slow Release Nitrogen

tOtAl PHOsPHOrus COntent = zero (0) phosphorous fertilizers must be used unless a State-certified laboratory soil test indicates a deficiency. Florida soils have naturally occurring phosphorous and application of phosphorous fertilizer may not be necessary.

APPlICAtIOn • Granular fertilizers: Up to one pound

of nitrogen per 1000 square feet per application

• Liquid fertilizers: Up to one-half (0.5) pound of water soluble nitrogen per 1000 square feet per application

• Annual limit: Up to 4 pounds of nitrogen per 1000 square feet

• No nitrogen application within 30 days of newly-installed landscape

• Deflector shields must be used on fertilizer spreaders to keep granules off impervious (hard) surfaces and out of waterways

While not the only source of excess nutrients in our local waters, reducing our personal contribution to pollution is an important step in improving water quality. We don’t want our waterways to be choked with algae (like other parts of South Florida)!

The FRIENDS of the Gulf Beaches Public Library will hold its Fall Book Sale on:

Friday, november 4th from 10am to 5pm Saturday, november 5th from 10am until 4pm

The sale will be held at the Library, 200 Municipal Drive, Madeira Beach, FL 33772

Proceeds from this large book sale will benefit the non-profit FRIENDS organization that supports the Library which serves the communities of Madeira Beach, North Redington Beach, Redington Beach, Redington Shores, and Treasure Island.
