On behalf of the Pennsylvania Section of AWWA, welcome to our 68th Annual Conference at the Bethlehem Sands Hotel and Casino. As a Section, we are excited to be back in Bethlehem and look forward to sharing the events and opportunities of the

conference with you over the next couple days. We also hope you will find time to explore the many offerings of Bethlehem and the surrounding Lehigh Valley.

Our conference committee, led by chair-elect Dan Preston of the North Penn Water Authority and Manufacturer Associates Council (MAC) chair Tim Trout of Mueller Company have been hard at work since last Fall to assemble a conference that will interesting, educational, and fun. The Conference Committee continually strives to improve upon our historically successful conference and we are confident this year’s program will provide value to all attendees. We are happy to have partnered again with the Design-Build Institute of America (DBIA) to enhance the opportunities of participants.

On Tuesday, the Conference “tees off” with our annual golf outing at Whitetail Golf Club in nearby Bath, PA. Following golf, I look forward to seeing everyone at the Meet and Greet Tuesday evening in the Foundry Room of the Bethlehem Sands, which offers a unique view of the retired Bethlehem Steel Factory.

Wednesday will be a busy day, starting with the Opening General Session, featuring the Keynote Address from former Philadelphia Eagles

great, Mike Quick. We will also be fortunate to hear from AWWA Vice President Brian Steglitz, from the City of Ann Arbor, Michigan, Brian Johnson from PENNVEST, and current AWWA President, PA-Section’s Gene Koontz. Following the Opening General Session will be our annual Business Lunch and Awards Presentation.

A full day of operator training will be available on Wednesday as well as afternoon Technical Sessions. The Exhibit Hall opens Wednesday afternoon and will be host to the Vendor Powerhouse featuring food, drink, and fun! Highlights include the YP Poster Contest, 2nd Annual YP Tank Building Contest, and the Section’s Water Taste Test. Once the Exhibit Hall closes on Wednesday, be sure to head to the party next door at Visions, hosted by DBIA, with Water Hammer, a band made of members of NJ AWWA.

Thursday is full of educational opportunities with parallel technical session tracks and additional operator training. Be sure to visit the vendors in the Exhibit Hall and take part in the Monopoly game to win great prizes as well as participate in the Water For People Silent Auction through early afternoon on Thursday.

Our Conference Committee has done an excellent job of maximizing opportunities for attendees. The goal of the Conference is to meet the educational needs of our members and provide a forum where our exhibitors can meet with water industry operators, engineers, and administrators, while also providing a unique opportunity to renew and development friendships with industry peers. We feel this year’s Conference will meet and exceed these goals and invite you to be an active part of it.

Chair-Elect’s MessageAs Chair of the

Conference Planning Committee, I speak for all those who worked tirelessly to put together this outstanding program when I say I am delighted that you were able to take time from your busy schedule to make it to the 68th Annual

Conference. Use this opportunity to reconnect with old colleagues, network and make new friends, learn about innovations in our industry, check out the latest products and services in the Vendor Exhibits, attend the numerous educational/training sessions, and also to have fun!

The fun begins with the Golf Scramble at Whitetail Golf Course on Tuesday afternoon and the evening mixer and continues on Wednesday morning at our Opening Session with our keynote address from Mike Quick, the former Philadelphia Eagles wide receiver and current broadcaster for the team. As a boy, he was my favorite player and I am really looking forward to this one. But that’s just the beginning of the fun, but more on that later.

We strive to continually enhance your conference attendee experience. On that note, we ask that you provide us with feedback—what you liked, what we could do better, and what you would like to see in future conferences. Please fill out the conference feedback forms and be entered into the Raffle drawing. We take your input seriously and will use this information in planning the 2017 conference.

This year we again partnered with the Design Build Institute of America (DBIA) to develop a schedule that includes an excellent mix of training and networking opportunities. Learn the latest in the industry and obtain required DEP contact hours. Some of you may opt for the Victaulic

Pipe Foundry Tour on Wednesday morning. I also encourage you to consider attending the Operator Session or the DBIA Technical Sessions on Thursday. Finally, be sure to visit the YP Poster Session to see what our brilliant young minds are doing to address and innovate current water-related issues. You will be impressed!

Networking opportunities abound but please consider attending the mixers for the Partnership for Safe Water and the Section Committees. The success of the Section is due to the involvement of its volunteers. Learn more about what they do and consider expanding your horizons and Section involvement.

Now back to the fun stuff! The Vendor Exhibits open to attendees at 3:00 PM on Wednesday at the Event Center. This year we will be playing a Monopoly-themed game where you earn “money” for visiting vendors during the conference. The “money” can then be used to buy prizes at the store located on the Event Center Floor. Just outside the Event Center in Vision Nightclub we will be conducting the first Annual Water Taste Test contest. Please vote for your favorites and earn Monopoly money. The attendees will determine the top 5 choices which will then be judged by a celebrity panel to determine the Best of Pennsylvania. The winner is eligible to participate in the National Contest in Chicago in June.

By popular demand, we bring you the 2nd Annual YP Tank Building Contest. This event was so much fun last year that including it in this year’s conference was a no-brainer. Of course, while at the Event Center, be sure to visit the Vendors to say hello and thank them for their participation in helping to make this Conference possible. While you’re at it, take advantage of our Photo Booth to snap a fun shot with colleagues. Last but not least, the Water for People Silent Auction will be taking place Wednesday and Thursday and there are always some fantastic items to win.

The Vendor Powerhouse and Event Center closes at 7:00 PM but then the fun really kicks into high gear with the mixer at the Vision

Nightclub just outside the Event Center. There is no need to go anywhere on Wednesday evening! The mixer at Vision is in partnership with DBIA and this year we have the Water Hammer Band from the NJ Section AWWA to entertain us. This talented group of musicians is composed of water utility professionals and includes a nine-piece band and horn section. Beer, wine and food is complimentary. This is a “can’t miss” event! I hope to see everyone there.

This year’s conference, like past years, was made possible by an energetic group of member volunteers who form the Conference Planning Committee as well as the Section staff. These folks deserve an acknowledgement for all of their hard-work. Special thanks to Tim Trout, for coordinating the Exhibit Hall as head of the Manufacturing Associates Council (MAC), Suzanne Ciavola for coordinating the YP sponsored events as chair of the YP Committee, Andrew Bliss for Chairing the Taste Test Committee, Peter Lusardi for chairing the Technical Session Committee, Jeff Golding and Dan Yaw for developing the conference signage, Charlie Liu for Conference Photography, and Sharon DelSignore, John Brady, Mike Brown, Curt Fontaine, Liesel Adam, George Hart, Amy Batdorf, Charlie Liu, Doug Komandt, Erin Rapp, and George Hart, for their important contributions as part of the committee. Finally, thanks to the Section staff – Don Hershey, Nancy Dinger, Patty Chila, and Mike Snyder for all of their assistance and heavy lifting in the Conference planning and development.

As I assume the Chair this year, these are exciting times for the Pennsylvania Section. The ACE17 Local Host Committee, co-chaired by Mike Brown and me, is fully staffed and we have begun the task of preparing for the hosting of the 2017 AWWA Annual Conference to be held in Philadelphia in June 11-14, 2017. This is a joint effort with the NJ and Chesapeake Sections. It has been 26 years since the National Conference was held here so we are working hard to put our best foot forward. The Section is also busy

planning a Joint Specialty Conference on Asset Management in coordination with PMAA and PWEA in State College on November 14-15, 2016. There are numerous training opportunities available throughout this year. Be sure to check out www.paawwa.org for the most up-to-date information on training and conferences. Also, be sure to save the dates for our 69th and 70th Annual Conferences to be held in Hershey, April 25-27, 2017, and the Kalahari Resort and Convention Center to be held in the Poconos on May 8-10, 2018. Finally, the Section will begin embarking on a much needed update to our Strategic Plan to chart our future. More on that later…. I am honored to have been selected as your Section Chair and look forward to working with all of you on Section activities in the coming year. I truly look forward to meeting as many of you as possible and engaging our membership. Have a great time at the Conference!

KEYNOTE & GUEST SPEAKERS

Brian Steglitz has spent his career in the water and wastewater industries. Brian began his career as a consultant working for CH2M Hill in Herndon, VA before taking the leap into the municipal sector. Since 1997 Brian has served as Sr. Utilities Engineer and Water Treatment Services Manager for the City of Ann Arbor, MI at its Water Treatment Plant. Brian graduated from Yale University in 1990 with a B.A. in Economics and from Stanford University in 1994 with a M.S.in Civil Engineering.

Brian joined AWWA in 1997 and serves on AWWA’s Strategic Development Advisory Committee and the Capital Project Delivery Committee. He is also highly engaged in the Michigan Section, having served in various committee and Board positions including Chair from 2010-2011. Brian was honored with the Michigan Section’s Raymond J. Faust Award for Outstanding Personal Service in the Water Supply Field in 2013.

If the 1983 NFL draft was the Year of the Quarterback with Hall of Famers John Elway, Jim Kelly and Dan Marino going in the first round, the previous year was decidedly NOT

the year of the wide receiver. However,

the 1982 draft was definitely the year for one wide receiver since the 4th receiver and 20th pick that year was Mike Quick, a 6’2” 190 pounder out of NC State selected by the Philadelphia Eagles. Lynn Stiles, executive director of player personnel had scouted Quick: “We had a highlight film of him and most of it was blocking,” Stiles says. “I liked his toughness and ability to go into a crowd. On the basis of what I’d seen, I called him the most competitive and sure-handed receiver in the draft.”

Following the strike-shortened 1982 season Quick set team records in 1983 with 69 catches and 1,409 yards to go along with 13 touchdowns. While leading the league in receiving yards Quick earned his first trip to the Pro Bowl.

Michael “Mike” Anthony Quick was born in Hamlet, North Carolina. Then and now, his close-knit, spiritual family under the loving and steadfast guidance of his mother, Mary, inspired and motivated him to succeed as an athlete, community leader, businessman, friend and most important, son, brother, and father to his twin sons

Quick’s 1983 breakout was the start of 5 straight seasons in which he lead the Eagles in receiving yards and touchdowns while earning Pro Bowl honors every year. He was among the NFL’s top 10 in receiving touchdowns in each of those years as well. “He stretches the zones with his deep routes. Even when he’s not the primary receiver, he helps the others by creating more of an area for them to work in,” said Eagles Quarterback Ron Jaworski. This ability led to one of Quick’s most memorable plays. On November 10, 1985 he caught a 99-yard touchdown pass from Ron Jaworski to beat the Falcons in overtime at Veterans Stadium. The pass play stands as the longest in team history.

Quick’s 5-year run as one of the top receivers in the game ended with a broken right leg in October 1988 when he missed

eight games and finished with just 22 catches. After catching just 22 receptions in 1989 and 1990 combined, Quick retired as a result of severe patellar tendonitis.

Mike is an avid golfer. Quick also enjoys drawing – both expressions of his exceptional talent, eye-hand coordination and creativity. He also gives unselfishly of his time to the community, serving on the board of directors of Philadelphia Big Brothers Big Sisters and on the board of trustees for Archway Programs Foundation, which serves children and adults with special needs in Southern New Jersey.

Mike Quick provides color commentary on current Eagles radio broadcasts. Teamed with fellow Philly Sports Hall of Famer Merrill Reese, Quick provides a keen player’s insight to the nuances of the game, a perfect complement to Reese’s patented play-by-play calls

Mike is a member of the North Carolina Sports Hall of Fame and the Eagles Honor roll.

Mr. McDonnell also provides help identifying and implementing new system architectures for automation, security, power distribution and data acquisition with a strong emphasis on achieving operational and energy efficiencies.HENRY HUNTCertified Professional Geologist (C.P.G.) Sr. Project Manager/Hydrogeologist; Ranney Collector Wells/ Layne Christensen; Bachelor’s Degree in Geology from Lafayette College. Henry has been working in the water supply field for over 38 years. His experience includes hydrogeological investigation for water supply systems, radial collector wells, vertical wells, and siting studies for surface water intakes. He has been involved with design, installation, maintenance and rehabilitation of collector wells, vertical wells, infiltration galleries, beach wells and surface water intakes throughout the United States and in South America. He is a Life member of the American Water Works Association, a member of the American Membrane Technology Association and a 25-year member of the American Institute of Professional Geologists. Henry specializes in the evaluation and development of water supply alternatives across the country and overseas.ANDREW HOODDrew has more than 30-years of experience in the field of water and wastewater treatment for both municipal and industrial clients. In addition, he has 20-years of design-build experience. His experience includes design and construction of water and wastewater treatment plants, piping systems, pumping station, force mains, water supply systems, sludge treatment, and odor control. Drew is the Director of Engineering at Keystone Engineering Group. Graduating from Villanova University in 1985 with a degree in Civil Engineering, Drew Hood has held his professional engineering license since 1991. He is a participating member of the Pennsylvania Water Environment Association (PWEA), Water Environment Association (WEF) and The Eastern Pennsylvania Water Pollution Control Operators Association. He is active in the PWEA wastewater reuse committee and the Eastern Operators Industrial Pretreatment Committee.

WATER QUALITY/ TREATMENT

CHRISTOPHER WALKERChristopher is a registered professional engineer with 13 years of work experience specializing in the water industry. His expertise includes the design of surface water and groundwater treatment facilities, water distribution systems, water storage facilities, water system booster stations, and investigation/exploration/interpretation of hydrogeological data for groundwater well yields. Christopher has been involved in the design of more than 30 water treatment facilities utilizing such processes as manganese greensand pressure filters, granular activated carbon units, membrane filtration, arsenic removal systems, diffused aeration, conventional coagulation / flocculation / settling / filtration systems, as well as centrifuge and sand drying bed residuals management systems. While in graduate school Mr. Walker’s research evaluated, developed, and modeled control technologies capable of optimizing chemical dosing in coagulation/flocculation processes as well as dewatering applications. Mr. Walker’s research group at the University of Delaware under the guidance of Dr. Steven Dentel was renowned for their work in coagulation/flocculation control technologies. Mr. Walker’s work has been published by the Journal of Colloid Interface Science, American Water Works Research Foundation, Advances in Environmental Research, and the Chemical Engineering Journal.DOUGLAS CRAWSHAWWater Quality Manager, The York Water CompanyMr. Crawshaw has 20 years of drinking water treatment experience, including thirteen years of applied research with the Philadelphia Water Department, four years of operations with Aqua Pennsylvania, and three years with The York Water Company as the Water Quality Manager. Mr. Crawshaw has participated in and led research into enhanced coagulation for DBP control, ozone use for DBP reduction, ozone for metals control through BAF,

manganese control through filtration, advanced oxidation for control of taste and odor causing compounds, and biofilm control in the distribution system. Mr. Crawshaw has been a member of the American Water Works Association for 20 years.AMY GAOAmy is a project engineer at CH2M HILL. She has experience in planning and design projects for both water and wastewater treatment systems. She holds an M.S. in Environmental Engineering from The University of Texas at Austin and B.S. in Earth and Environmental Engineering from Columbia University.

RUSSELL FORD Dr. Ford is CH2M Hill’s Global Service leader for Drinking Water and Reuse. He has more than 28 years of experience in developing, evaluating, and designing treatment processes to remove a variety of contaminants from drinking water. Dr. Ford has been performing bench, pilot and full-scale treatability research for optimization and design of treatment processes throughout his career. His focus has always been on applied research that can be used to improve treatment plant performance and/or streamline water treatment plant designs. He has studied and designed all of the applicable unit processes used in drinking water including disinfection systems such as ozone, chlorine dioxide and UV; granular media filtration and membrane filtration; high-rate clarification processes and coagulation chemistry. He has a Bachelor’s Degree in Chemical Engineering from Syracuse University and his Masters and PhD degrees in Environmental Engineering from Stevens institute of Technology. He is a past chair of the New Jersey Section’s Research Committee as well as a past-chair of the New Jersey Section AWWA. He is currently a trustee of AWWA’s Water Science and Research Division and a member of AWWA’s Standards Council. He is a past chair of AWWA’s Plant Operations Research Committee. He is an AWWA Fuller Awardee. He is currently an appointed member of EPA’s Science Advisory Board’s Drinking Water Committee. Dr. Ford is a licensed professional engineer and a licensed water treatment operator. Randy is a member of the ASME Power Plant and Environmental Chemistry Committee of which he is currently the chairman, a member of the ASME Water Management Committee, and ASME PTC 19.11 committee on sampling, sample conditioning, and monitoring.
