greetings to you in the Holy Name of our Lord Jesus Christ.
1. Visit to France
From 12th to 26th April I was in France and Germany for afew purposes.
On 13th and 14th I was at Lourdes. On Thursday, 14th April Icelebrated the holy mass at the feet of our Lady of Lourdes atthe Grotto for our Archdiocese and prayed in a special way forthe clergy, religious and the laity of our Archdiocese.
On 15th April I met the Episcopal Vicar in Paris for themigrants under whose direction Fr. John Kennedy is workingas the national Chaplain for the Indian Tamil Community. Heis happy about the ministry of Fr. John Kennedy. The ministry

On 16th April I went to Reims and met the Archbishop of Reims.He is happy about the ministry of Fr. S. Dominic Savio andappointed him as the parish priest. His ministry contract has beenrenewed upto 2024.
On Sunday, 17th April I made a pilgrimage to Lisieux andcelebrated holy mass at the Basilica of St. Therese.
On Wednesday, 20th April I was conferred the title of "Membrehonoraire de MEP”, because of my closeness to the MEP society.Rev. Fr. R. Rossignol, Rev. Fr. C. Cornu, some priests, religious andlaity from the Indian Community were present.
On 21st April I celebrated Mass at the Cluny Generalate.
On 22nd April I went to Pontoise and met the Bishop ofPontoise. The ministry contract of Fr. Jayaraj Maguimey has beenrenewed for three more years.
On 23rd I celebrated the Mass in Tamil for the TamilCommunity in and around Paris. There were about 500 faithful.It was the 35th anniversary of the Tamil Chaplaincy in France.
On 25th April I visited Fr. S. Napoleon in Germany
I thank very much Rev. Fr. Georges COLOMB, MEP for havingelected me a membre honoraire of MEP on 19th March 2014.He has been appointed the Bishop of Rochelle-Saintes and hisEpiscopal consecration takes place on 5th May 2016. Wecongratulate him and wish him success in his Episcopal ministry.

A vous grâce, paix et joiedans le Christ ressuscité!
C’est avec une grande émotion et une profonde joie que jetiens à remercier Monseigneur Georges Colomb et la Sociétédes Missions Etrangères de Paris de me conférer le titre de‘Membre Honoraire de MEP.’ Le lien historique entre lesMissions Etrangères de Paris et Pondichéry est très profond ettrès ancien. C’est de cette chapelle de I’ Epiphanie que sontpartis tous vos prêtres missionnaires qui se sont mis à notreservice : toute une assemblée de saints prêtres nous entoureici.
Les Jésuites français avaient travaillé à Pondichéry dès 1700.En 1773, le Pape Clément XIV a supprimé l’Ordre des Jésuites.En 1776, le Pape Pie VI a donné la Mission Malabar ou MissionCarnatique à la Société des Missions Etrangères de Paris.Monseigneur Pierre Brigot, MEP, était alors nommé PremierSupérieur de la Mission Malabar le 30 Septembre 1776.
Comme nous le savons tous, les trios objectifs des MissionsEtrangères de Paris sont: D’abord, la proclamation de l’Evangile;ensuite, la formations des clergés indigènes, et puisl’établissement des Eglises locales. Vous êtes porteurs de laLumière du Christ en Asie, grâce à votre dévouement et à votreinépuisable générosité.
Pour la formation des clergés indigènes, le grand SéminaireSaint Joseph a ouvert à Pondichéry en 1778. Puis, il a ététransféré en 1934 à Bangalore à cause de son climat plusclément ; à cette occasion, il a été renommé Séminaire SaintPierre. Vous continuez encore aujourd’hui, par votrehospitalité, à former des prêtres-étudiants pour toute l’Asie etpour l’Inde en particulier, prêtres qui, à leur retour, formentnos futures prêtres. Vous accueillez aussi l’aumônier de lacommunauté tamoule en France. Merci beaucoup pour votregénérosité.
Après Monseigneur Brigot, Monseigneur Champenois etMonseigneur Hébert furent Supérieurs de la Mission dePondichéry. En 1836, Monseigneur Clément Bonnand, MEP,devint le Vicaire Apostolique de la Mission Pondichéry. C’est àcette période en 1844, que le fameux premier Synode dePondichéry eut lieu. Les Pères Synodaux ont alors décidé deséparer le Vicariat Apostolique de Pondichéry en trios régions: c’est-à-dire, la Mission de Pondichéry avec à sa têteMonseigneur Bonnand, MEP ; la Mission de Mysore avecMonseigneur Charbonnaux, MEP, et la Mission de Coimbatoreavec Monseigneur de Marion Brésillac.
Pour la formation et l’éducation des jeunes filles, et pour lapromotion des femmes, le Père Louis-Savinien Dupuis, MEP,fonda en 1844 la Congrégation du Cœur Immaculé de Marie,à Pondichéry. Le Synode avait donné comme priorité :l’Evangélisation.
En 1886, la hiérarchie ecclésiastique indienne était etabliepar le Pape Léon XIII. Monseigneur Laouënan devint le premierArchevêque de Pondichéry. De 1776 à 1956, il y eut 9 évêquesMEP à Pondichéry, 8 évêques MEP à Mysore, 7 évêques MEPà Coimbatore, 2 évêques MEP à Kumbakonam et 1 évêqueMEP à Salem. En tout, il y eut 27 évêques MEP en Inde.

Personnellement, j’ai été admis au Séminaire Sainte Agnèsà Cuddalore par le Recteur, le Père Henri Viallet, MEP. Puis,au Grand Séminaire Saint Pierre de Bangalore, ce fut le pèreRossignol, MEP qui fut alors notre recteur; le père Viallet a étémon directeur spirituel pendant 7 ans. Nous avons eu commeprofesseurs, le père Lucien Legrand, et les Pères Penven,Harou, Pennel, Mirande, Harmandon. Je suis réellement trèsreconnaissant à tous ces excellent professeurs qui, tous, étaientmembres de la Société des MEP.
Après mes études à Rome, j’ai été professeur de droit canonet de missiologie, et puis vice-recteur et recteur du SéminairePontifical Saint-Pierre à Bangalore de 1981 à 1997. C’est unegrande joie pour moi d’avoir contribué à la formation de plusde 700 prêtres, dont 8 ont été consacrés Evêques. Je continueà donner des cours aux étudiants en maitrise de droit canon.
Après avoir été évêque du diocèse d’Ooty pendant 7 ans etdemi, j’ai été nommé archevêque de Pondichéry et Cuddalore,et je le suis depuis douze ans.
Pendant Presque 300 ans, Pondichéry a été la caitale descomptoirs coloniaux français en Inde. Aujourd’hui dans larépublique indienne, Pondichéry demeure un vivant foyer dela langue et du rayonnement culturel français. C’est une ported’entrée privilégiée de la France en Inde, un espace derencontres et de partage.
Chrétiens de Pondichéry, nous le sommes par la grâce deDieu. Cette merveilleuse grâce de Dieu est arrivée Jusqu’à nouspar les 331 membres de la Société des Missions Etrangères deParis a Pondichéry. Je suis donc infiniment reconnaissant â laSociété des Missions Etrangères de Paris de nous avoir montréle chemin vers le Seigneur.
Grâce au soufflé de l’Esprit Saint, l’Eglise est missionnairepar nature. Par cette vocation native, la France a mérité le titrede ‘Fille aînée de l’Eglise'. Elle a donne à cette dernière untrès grand nombre de missionnaires, de Saints et de Saintes.Les membres de la Société des Missions Etrangères de Paris sesont engagés dans la mission du Christ en Asie dans l’OcéanIndien depuis 350 ans, pour former une Eglise locale quirecueille les fruits de vos efforts et sacrifices.
Je suis très heureux d’être associé aux Missions Etrangèresde Paris depuis ma jeunesse, et maintenant je leur suis encoreplus reconnaissant de me faire l’honneur et la joie de meconférer ce titre de ‘Membre Honoraire de la Société desMissions Etrangères de Paris.’
Une fois encore, je remercie très sincèrement MonseigneurGeorges Colomb, le très Révérend Père Gilles Reithinger,Supérieur Général, leurs associés et la Société des MissionsEtrangères de Paris, pour cette initiative particulièrementgratifiante. Pour terminer, je souhaite à Monseigneur GeorgesColomb un grand succès dans son ministère épiscopal sous laprotection maternelle de la Vierge Marie.

A brief note on Pope Francis’ Post-SynodApostolic Exhortation Amoris Laetitia or “The Joy
of Love.”
“The joy of Love experienced by families is also the joy of the
Church.”
The second Apostolic Exhortation of Pope Francis has been
published on Friday 8 April 2016. Amoris Laetitia (The Joy of
Love) is Pope Francis’ Post-Synodal Apostolic Exhortation on Love
in the Family. The document is a beautiful and challenging meditation
on the state of the family and marriage in the modern world. (The
first is Evangelii Gaudium : Apostolic Exhortation on the
Proclamation of the Gospel in Today’s World (24 November 2013)
To cut through the confusion already underway via some
media sources, you should know that this document does not
change the Church’s traditional teaching on marriage and the family.
Pope Francis is emphatic on God’s design for man and woman in
marriage.

The document is unmistakably an affirmation of the
truth of marriage, children, and the joy of the family as
understood by the Church.
The document is also completely unambiguous about the
unique status of marriage as the union of man and woman, and re-
states there are “absolutely no grounds for considering homosexual
unions to be in any way similar or even remotely analogous to God’s
plan for marriage and family” (Section 251).
Amoris Laetitia runs to 261 pages and is divided into nine
chapters as follows:
Chapter One – In the Light, The Word
Chapter 2 – The Experiences and Challenges of Families
Chapter 3 – Looking To Jesus: The Vocation of the Family
Chapter 4 – Love In Marriage
Chapter 5 – Love Made Fruitful
Chapter 6 – Some Pastoral Perspectives
Chapter 7 – Towards a Better Education of Children
Chapter 8 – Accompanying, Discerning and Integrating Weakness
Chapter 9 – The Spirituality of Marriage and the Family
The most talked about portions of the document relate to
Chapter 8, and how the Church ought to approach the pastoral
care of those in “irregular” situations, including the divorced and
remarried (who have not received an annulment). The Holy Father
issues a deep call to conversion to Catholics who ignore or seek to
justify their own objective sin (Section 297) and invites all divorced
and remarried Catholic to undertake a serious examination of
conscience accompanied by a priest and guided by the truths
proposed by the Church (Section 300).
He also calls for a greater inclusion and welcoming of those
who are sincerely striving to be open to the Church’s teaching and
to more perfectly follow those teachings. He emphasizes repeatedly
that the Church must be a beacon of mercy, a hospital for sinners,
and a source of real conversion.
He particularly calls for pastors to employ the “law of
gradualness” proposed by Saint John Paul II in appropriate cases
(Section 295), which does not imply that the law is gradual, but that
individuals should be brought by gradual steps to more fully enter
into the full life of the church, as for example, when a cohabiting
couple seeks to marry in the Church (presuming they are free to do
so).
Pope Francis speaks out frequently about his concern for
the children of divorced or separated parents (Sections 245, 246)
and for the need to support single-parent families (Section 252).
The vast majority of the document treats marriage as a
joyful and beautiful gift.
Chapter 3 examines the teachings of Jesus on the family
and God’s vision for marriage and family. Chapter 4 offers an
exposition of St Paul’s teaching on marital love in 1 Corinthians.
Chapter 5 discusses the blessings of children. Chapter 6 offers pastoral
perspectives (including preparing engaged couples for marriage,
accompanying the first years of married life, and when a spouse
dies). Chapter 7 addresses the education of children and Chapter 9
concludes with the spirituality of marriage and the family.
Finally, there is one key takeaway worth mentioning. The
Holy Father places a significant responsibility on pastors and priests.
It is the priest who is tasked with helping those struggling to
understand the truth of their circumstances, to help guide the proper
formation of conscience, and often to help discern the appropriate
path to communion with the Church.
This will be difficult in practice, and will require courageous
and holy priests. We must pray for our priests everywhere !

VATICAN CITY - Pope Francis said Friday that Catholics should
look to their own consciences rather than rely exclusively on church
rules to negotiate the complexities of sex, marriage and family life,
demanding the church shift emphasis from doctrine to mercy in
confronting some of the thorniest issues facing the faithful. In a major
church document entitled “The Joy of Love,” Francis made no explicit
change in church doctrine and upheld church teaching on the lifelong
bond of marriage between a man and a woman.
But in selectively citing his predecessors and emphasizing
his own teachings in strategically placed footnotes, Francis made
innovative openings in pastoral practice for Catholics who civilly
remarry and signaled that he wants nothing short of a revolution in
the way priests guide ordinary Catholics in their spiritual life. He
said the church must no longer sit in judgment and “throw stones”
at those who fail to live up to the Gospel’s ideals of perfection in
marriage and family life.
“I understand those who prefer a more rigorous pastoral
care which leaves no room for confusion,” he wrote. “But I sincerely
believe that Jesus wants a church attentive to the goodness which
the Holy Spirit sows in the midst of human weakness.”
On thorny issues such as contraception, Francis stressed
that a couple’s individual conscience, educated in church teaching
— and not just dogmatic rules imposed on them across the board
from above — must guide their decisions and the church’s pastoral
practice. “We have been called to form consciences, not replace to
them,” he said.
He insisted the church’s aim is to reintegrate and welcome
all its members. He called for a new language to help Catholic families
cope with today’s problems. And he said pastors must take into
account mitigating factors — fear, ignorance, habits and duress —
in counseling Catholics who simply aren’t perfect. “It can no longer
simply be said that all those in any irregular situations are living in a
state of mortal sin and are deprived of sanctifying grace,” he wrote.
Even those in an “objective situation of sin” can be in a state of
grace, and can even be more pleasing to God by trying to improve,
he said.
The document’s release marks the culmination of a divisive
two-year consultation of ordinary Catholics and the church hierarchy
that Francis initiated in hopes of understanding the problems facing
Catholic families today and providing them with better pastoral care.
Church teaching holds that unless these Catholics receive an
annulment, or a church decree that their first marriage was invalid,
they are committing adultery and cannot receive Communion.
“By thinking that everything is black and white, we
sometimes close off the way of grace and of growth and discourage
paths of sanctification which give glory to God,” he said. “Let us
remember that a small step in the midst of great human limitations
can be more pleasing to God than a life which appears outwardly
in order but moves through the day without confronting great
difficulties.” In a footnote, Francis cited his previous document “The
Joy of the Gospel” in saying that confession should not be a “torture
chamber” and that the Eucharist “is not a prize for the perfect but a
powerful medicine and nourishment for the weak.”
Gays will be disappointed by the documents’ failure to offer
anything significant beyond existing church teaching that gays are
not to be discriminated against and are to be welcomed into the
church with respect and dignity. It resoundingly rejected gay
marriage, rejected “gender theory” and repeated the church’s
position that same-sex unions can in no way be equivalent to

CDPI – National Extended Council Meeting

All the Diocesan Priests incorporated in all the Latin Dioceses of
India belong to this conference by virtue of their ordination and
incardination. Once in 4 years we conduct this National Extended
Council Meeting as per the statutes of the conference which are
permanently approved by the CCBI. The statutes, you can download

in Goa. I am giving you the statement of this conference. Kindly go

STATEMENT OF THE XIV NATIONAL MEETING OF THE
CONFERENCE OF THE DIOCESAN PRIESTS OF INDIA
- 5 eve. – 8 noon APRIL, 2016 - St. Joseph Vaz Spiritual
Renewal Centre, Old Goa
We, the 235 members of Conference of the Diocesan Priests
of India (CDPI), under the patronage of the CCBI, gathered from 62
dioceses of our beloved country at St. Joseph Vaz Spiritual Renewal
Centre, Old Goa from 5 eve. to 8 noon April, 2016, year of the
extra-ordinary jubilee of Mercy, awed by the spirit of evangelization
that blossomed in this very sacred place of both St. Francis Xavier
and St. Joseph Vaz, have studied, reflected and prayed together
under the guidance of our patron His Excellency Most. Rev. Udumala
Bala together with 11 other bishops, on the theme: Priest as Minister
of God Mirrored in the Person of Pope Francis. As the fruit of the
deliberations at the four day-conference, we find Pope Francis an
exemplary model to us pastors.
His Holiness Pope Francis is a special gift chosen and given
by the Holy Spirit to the Church to lead her courageously yet with
love and mercy in this difficult time of her history. Pope Francis has
shown to the Church the servant model of his leadership. This is
humble, joyful and merciful service. His earnest desire to have a
Church of the poor for the poor originates from the depth of his
being that is drenched in the spirit of his Master Jesus. Pope Francis
has also emerged as a pastor par-excellence after the heart of the
Good Shepherd Jesus. His communication springs forth from his
heart where he meets our Lord Jesus every day when he spends
long and intense hours in prayer. This brings about a special quality
of his profound communication: genuineness, which is noted and
appreciated even by the people of other faiths. In the short span of
three years of his pontificate, Pope Francis has emerged as a powerful
icon of mercy to a world that is torn apart by indifference,
individualism, inhuman poverty and imbalanced development that
serves only the rich and powerful.
Every Christian is one who is empowered by Christ whom one
meets in the celebration of the sacraments and is guided by the light
of faith. It is the light of faith that can lead a Christian to be a witness
of the Joy of the Risen Lord. Christian is one who rejoices always
and in every situation. “Rejoice in the Lord always. I say it again:
rejoice” (Phil 4:4). Priests are called to radiate the joy of the Gospel
in their lives and ministry. The Pope exhorts the priests to be genuine
shepherds, who have the smell of the sheep for effective and fruitful
ministry. The pedagogy of homily includes interpretation of people’s
lives in the light of the Word. Effective homily can only be given by
those priests who know their sheep. Like St. Francis of Assisi, his
patron, Pope Francis treats nature as God’s creation and his own
brothers and sisters. The Pope envisages an integral approach to
ecology in the service of the Kingdom of God seeking to establish
peace, justice, equality and thus promoting the common good of
our universe. In her mission, the Church sees Pope Francis as a ray

of hope for families, religious minorities, refugees, homeless people
and the least.
Hence we, the diocesan priests, resolve to:
1.Be another Christ in order to give Christ to others.
2.Be in close communion with the Lord through regular personal
prayer.
3.Be contemplatives of the Word before we proclaim.
4.Be nourished by the sacrament to nourish others.
5.Be joyful ministers of the Gospel.
6.Be the “Human Face of the Divine Mercy” by being merciful to all
whom we meet.
7.Be friends to the poor, the homeless, the refugees, strangers, and
the least.
8.Be defenders of the human dignity and rights of the Dalits and
Tribals.
9.Be instruments of peace and unity making constant efforts to avoid
divisions based on caste, class, language and region.
10.Be an understanding and compassionate pastor to the families
by making regular pastoral visits and accompanying them in their
struggles.
11.Be agents and facilitators of unity and fraternity among the clergy
and the people.
12.Be care-takers and promoters of “our common home” especially
by forming green teams at the parish and school level.
13.Be witnesses to the simplicity of the Gospel by adopting a simple
life style.
14.Be faith formators, constantly accompanying the faithful by
instructing them in faith through catechesis at the parish as well as
school levels

7. The human body works better when we walk. The body resists diseasesbetter when we walk, and the body heals faster when we walk.
8. We don’t have to walk a lot. Thirty minutes a day has a hugeimpact on our health. Men who walk thirty minutes a day havea significantly lower level of prostate cancer. Men who walkregularly have a 60 percent lower risk of colon cancer.
9. For men with prostate cancer, studies have shown that walkershave a 46 percent lower mortality rate.
10. Walking also helps prevent depression, and people who walkregularly are more likely to see improvements in their depression.
11. In one study, people who walked and took medication scoredtwice as well in 30 days as the women who only took themedication. Another study showed that depressed people whowalked regularly had a significantly higher level of not beingdepressed in a year compared to depressed people who did
not walk. The body generates endorphins when we walk.Endorphins help us feel good.
12. Walking strengthens the heart. Walking strengthens bones.Walking improves the circulatory system.
13. Walking generates positive neurochemicals. Healthy eating isimportant but dieting can trigger negative neurochemicals andcan be hard to do. Walking generates positive neurochemicals.People look forward to walking and enjoy walking.
14. And research shows that fit beats fat for many people. Walkinghalf an hour a day has health benefits that exceed the benefitsof losing 20 pounds.
15. When we walk every day, our bodies are healthier and stronger.A single 30 minute walk can reduce blood pressure by five pointsfor over 20 hours.
16. Walking reduces the risk of blood clots in your legs. People whowalk regularly have much lower risk of deep vein thrombosis.
17. People who walk are less likely to catch colds, and when peopleget colds, walkers have a 46 percent shorter symptom timefrom their colds.
18. Walking improves the health of our blood, as well. Walking is agood boost of high density cholesterol and people with highlevels of HDL are less likely to have heart attacks and stroke.
19. Walking significantly diminishes the risk of hip fracture and theneed for gallstone surgery is 20 to 31 percent lower for walkers.
20. Walking is the right thing to do. The best news is that the 30minutes doesn’t have to be done in one lump of time. Two 15minute walks achieve the same goals. Three 10 minute walksachieve most of those goals. We can walk 15 minutes in themorning and 15 minutes at night and achieve our walking goals.
21. Walking feels good. It helps the body heal. It keeps the body healthy.It improves our biological health, our physical health, ourpsychosocial health, and helps with our emotional health. Walkingan literally add years entire years to your life. It is good to walk.
