The Chambers of Commerce and Industry
of Paris IIe-de-France and Normandy have
taken the initiative to create an
association called "Paris Seine
Normandie®" to promote and develop a
Western Corridor from France to Eastern
Europe and a connection to the North-
South corridor by the Rhine and Danube
corridors.

LONG TERM PLANS IN A SHORT TERM SOCIETY
Starting in 2010 as a possible answer from an economic development point of view to what could seem as an impossible challenge: How to give Paris and the Paris region the dimension of a maritime powerhouse it never had in history,
We have designed a project that consists of turning the Seine Valley, a territory that stretches along two French administrative regions, hosts 1 million or so businesses and compares to the Netherlands in population and economic figures, into an efficient and sustainable Logistics and Industry-based gateway.
The territory comprised within the regions Paris Ile-de-France and Normandy is the subject of an ambitious and unprecedented economic development project.

The vision: The maritime dimension of the Grand Paris
• 15,2 million inhabitants
• 7,2 million jobs
• 1,16 million businesses
• EUR 640 Billion GDP (34% of French GDP)
• 130 million metric tons of freight transported by sea or river (2013)
• Largest concentration of Logistics-related jobs in France (500,000)
• Largest concentration of manufacturing-related jobs in France (700,000)
• Home to 10 Competitive Clusters
•30,000 acres available for development
• 700,000 Students and 40% of French R&D capacities
• 2,000 FDIs from 2004 to 2014 (5% of all FDI in Europe for the same period) and over 40,000 jobs created

The project consists of connecting the Grand Paris to the port system of the Seine estuary, building on the strengths and assets of the Seine valley in industrial, logistics, energy and environmental efficiency.

The Seine Valley development project: a national priority
A 2015/2020 EUR 1-Bn Master Plan devised and funded by the National and Regional authorities and supported by the EU
the objective: financing the multimodal infrastructure and equipment that the territory requires to fully play its part as a visible and successful economic region within the global competition
The 205/2020 Master Plan for the Seine Valley includes specific programs aligning with three priorities: land planning, urban planning, economic zoning, landscape preservation, modal shift from road freight to rail and waterborne freight transport, specific support to economic initiatives based on off-shore and inland renewable energies, circular economy, reusable materials… all industries that allow both environment preservation and job creation.

The Seine Valley development project: in line with the European Corridor Policy
The project also boasts a Pan-European dimension, since the European Commission has recognized the Seine Valley territory, from Greater Paris to Le Havre and the Normandy shoreline, as a key link of the Atlantic Corridor through which East-West connectivity within Europe is to be reinforced.
LONG TERM PLANS IN A SHORT TERM SOCIETY
A long-term project, The Seine Valley development program needs quick wins to gain recognition in a short-term society. A key-factor of success is how fast and big all economic public and private stakeholders, businesses in the first place, make the Seine Valley their own project. This is exactly what the Chambers of commerce and industry of Normandy and Paris region have been undergoing over the past three years, bringing together industrial, logistics and supply chain management leaders to build the Seine Valley Gateway.

Building a World-class gateway based on Industry, logistics, energy and environment efficient clusters
Implementing our strategy means focusing on 3 priorities:
Create an economic identity of the Seine Valley as a visible and successful territory within the global competition
Encourage better cross-industry cooperation
Design an Operating System that allows all supply chains to communicate and interoperate (the Seine Valley Community System)
In this context and in close collaboration with the national and regional governments, the association Paris Seine Normandie® plays an active part as an operational support for this development project of the Seine Valley.
Our work plan is based on a close partnership with the major economic actors:
• Haropa
• Aéroports de Paris
• Voies Navigables de France
• SNCF Réseau
and all other public and private stakeholders whose strategy uses the Seine Valley as a lever for logistics optimization and industrial competitiveness.

The economic drivers that we have identified as prerequisite to building a successful Gateway strategy along the Seine Valley are:
• cross-industry cooperation to unlock silo-shaped culture and enhance innovation capabilities
• State-of-the-art multimodal infrastructure road, rail, waterways , inland ports and sea harbours to allow flow optimization (freight, people,
energy, data, finance)
• Long-term land planning allowing to develop logistics platforms while preserving natural zones
• Co-development of Logistics and industrial technologies towards optimized supply chains management (innovation, research for efficiency)
• A shared vision of a global project in which companies and business operators, local and national authorities can play their
respective parts

PARIS SEINE NORMANDIE® 2015/2017 WORK PROGRAM
• Build an economic mapping tool of the Seine Valley
• Collect, edit and publish the Seine Valley economic Key Figures
• Set up an international benchmark of Gateways’ attractiveness
• Organize a business – innovation cluster of circular economy for ground/building materials in the Seine Valley
• Build an observatory of the economic offer related to fluvial and maritime tourism in the Seine Valley
• Design an intermodal planning tool (road, maritime, inland waterways, rail) between the Seine Valley of the Seine and its extended hinterland

The ambition: An East-West corridor within the European trade network
Our goal is to turn the Seine Valley of the Seine into a major corridor for entry and exit from the European continent, thanks to its connections with the Rhine and Danube corridors

The economic success of the Seine Valley is to be found in the construction of an East / West European axis, allowing the Seine valley to play a complementary role to the historical North / South axis.

East / West European axis
The construction of this corridor goes through a strong involvement of the rail system, so that intermodal solutions can be offered quickly enough to the economic actors (industrial shippers, logistics operators, retail professionals).
IRP project : an intermodal Route planning tool
• An "intermodal transport planner" is a tool available on the Internet for finding alternative multimodal (rail, river and sea) in road transport between two points.
• In the framework prefiguring the Seine Valley Community System, intermodal transport planner was identified as a tool that could meet short-term needs raised by the shippers regarding access to transport mass-scale and understanding of the offer.
• This tool is intended for all shippers sending or receiving flows to or from the Seine valley.
• The functional scope would minimally cover hinterland of mainland Europe.
• To answer this, we plan to file with the Commission a draft development support tool for decision on aid to the modal shift in the course of 2016.
