Welcome to the 2015 Municipal Band Season! For the past 79 years, the Municipal Band has been

filling our parks locally with the gift of music.

The Municipal Band concerts are a time honored tradition, one that I enjoyed with my parents and

siblings growing up. This band is a true treasure to our community. The Municipal Band has been

recognized globally for their talents including an invitation to the American Music Festival in Graz,

Austria in 1990.

I want to say thank you to all the musicians, past and present, for sharing your talents with us. Thank

you also to the volunteers who work tirelessly to make these concerts possible. I wish you nothing but

the highest notes this concert season.

Springfield Municipal Band Historical Highlights Written by Brian Barstead

Your Springfield Municipal Band is perhaps the longest serving musical group in Springfield. It has lasted,

primarily, due to the devotion of its audience, musicians and staff and also due to the continued support from

the City of Springfield. Here are some important years in the band’s history.

1830s - 1870s – Immigrants bring instruments. Bands form in the town of Springfield, becoming very popular after

the Civil War.

1879 - Illinois Watch Company, then the largest employer in the city, establishes a band of professional musicians as a

corporate symbol. This band becomes the “official” band of the City led by Professor Louis Lehmann.

1923 - Lehmann dies (stricken at a band rehearsal) after leading the band for 40 years with no salary.

1930s - Watch Company is sold and moved to Hamilton, IN. The Watch Factory Band continues to play.

1933 - A group of local citizens pushes a referendum to have a municipal band supported by a tax levy. It is defeated.

April 14, 1936 - Band referendum pushed again. This time, with more support, it wins handily.

1937 - Ordinance passes city council to start up the band and band commission for oversight. Mayor John “Buddy”

Kapp is the band’s first boss. Homer Mountz is selected as conductor. At the same time, Unit 2 (“Colored”) is

also established during the segregated era for African American musicians. Lewis “Happy” Evans is its director.

Both bands play in parks, parades, and civic functions.

During WWII - With many musicians serving in the military, Springfield has no municipal band. Band resumes 1946.

1954 - Mayor Nelson Howarth and band commission chair Lou Hahn work to eliminate segregated bands. Two bands

are merged together with blind auditions for available positions in 1956.

1959 - Roof is added on the Douglas Park bandstand to make a more permanent home for the band. The bandstand is

named after Lou Hahn in 1962 after his death.

1960s - 1970s - Band plays at many locations throughout the summer. Eventually, audiences at ancillary parks besides

Douglas become a harder draw. Band quits playing at Iles and Lincoln Parks and eventually at Washington Park

due to lack of audience participation and extra cost of moving equipment. Focus is on Douglas Park concerts.

1978 - Gene Haas becomes director of the band with Homer Mountz taking a supporting role for a few seasons. Mountz

eventually retires after 42 years at the podium.

1980 - Springfield Municipal Band is the first musical group to perform on the stage at Sangamon Auditorium during its

construction.

1990 - Gene Haas, Mayor Ossie Langfelder, and band tour Austria and perform at the American Music Festival at Graz.

April 2005 - Municipal Band helps kick off the weeklong opening celebration of the Abraham Lincoln Presidential

Museum with a concert on its stage.

July 2006 - Band celebrates its 70th anniversary with a Douglas Park concert inviting former band members.

June 25, 2009 - Band season ends early as economic crisis forces the city to end financial support. Many citizens tell

their elected officials they want the band to resume when things get better.

Summer 2010 - Band season resumes with reduced budget forcing the ending of Thursday concerts. Donations are

requested from audience members for the first time.

September 2011 - Gene Haas retires after 38 years at the podium.

Summer 2012 - Tom Philbrick is appointed as director. Many local businesses begin support of the band when asked to

help. Staab Funeral Home is the first Season Corporate Sponsor. American General and St John’s Hospital help

fund a concert. The band is able to play at other parks again – scheduling concerts at Comer Cox, Southwind

(for the first time), Union Square and Washington Parks. Several businesses sponsor the publication of a

program. City increases its allocation to help provide more concerts in the parks. During a record heat wave,

audience donations increase substantially to augment the band budget allowing for more performances.

Tom Philbrick earned a Bachelor of Music in Music Education from Millikin University in Decatur, Illinois.

While at Millikin, he studied tuba with Mark Nelson and Brian Kiser. In 2005, Tom studied at the University of Illi-nois in Champaign-Urbana with Mark Moore and earned a Masters in Music Education.

Tom has taught instrumental music for 16 years and currently teaches at Springfield Southeast High School. He is also the band director band at Blackburn College and is an active member of the Douglas Avenue United Methodist Church Praise Band. Tom has also performed with the Decatur Municipal Band, Capitol Area Band, Tony Barron Orchestra, Frank Parker Dixieland Band, Heart of Illinois Brass Band, New Century Orchestra, Gene Trimble Dixieland Clown Band, and is a founding member of the Brick House Brass Quintet. Tom is in his fourth year of conducting the Springfield Municipal Band. He also conducts the 1st Illinoi/2nd Iowa Volunteer Cavalry Regiment Civil War Brass Band in Springfield. His guest conducting experi-ences include the Cass County Junior High Band, Illinois Music Educators Association District 4 Junior High Band, as well as sev-eral productions for the Springfield Muni Op-era (Aida, Miss Saigon, Jeckyl and Hyde) and the Springfield Theater Center (Dessa Rose, Chess). Tom’s wife, Bekah, is band director for the Auburn School District. They have two daughters, Leotie and Aria.

DIRECTOR TOM PHILBRICK

Greg Cohill, Band Manager:

Graduate of Southern Illinois University, Edwardsville, with a Bachelor and Masters Degree in Music Education and Performance. Taught beginning band and orchestra in the elementary schools, along with jazz band, and marching band at the senior high school in the Alton School District. Played first solo clarinet with the 571st Air Force Band and tenor and alto sax in their jazz big band as well as the SIUE orchestras and bands. Eleven years as associate principal clarinet with the St. Louis Philharmonic Orchestra. Has substituted on clarinet with the St. Louis Symphony Orchestra, Belleville Philharmonic and sat in with the Chicago

Symphony Orchestra. Currently teaching private clarinet, sax, and flute in the Springfield area and is Principal clarinet with the Sangamon Valley Civic Orchestra. Also, is currently adjunct clarinet/sax instructor at Lincoln Land Community College and responsible for all LLCC students participating in band and orchestra. Founder of Quintessential Winds Woodwind Quintet and currently playing in the quintet at University of Illinois Springfield with Abigail Walsh and substitutes, when needed in UIS other string and wind ensembles. Over the years has performed in many musical shows and jazz ensembles along with playing solo first clarinet with municipal bands in Alton, Edwardsville, and Wood River. Clarinet studies with George Mellott and Robert Coleman with the St. Louis Symphony Orchestra. Auditioned for the position of solo first clarinet with the Springfield Muni Band in 2001 and holds that position to the present date. In June 2010 appointed as the Band Manager by the City of Springfield and also holds that position to date. Greg finds the Springfield area a very rich and enlightening area with many talented musicians through-out the community and continues to help develop young as well as older players in the love, re-spect, and appreciation of music. His hobbies include playing clarinet and performing, gardening/landscape designing, painting and again, more playing and performing on the clarinet.

Cindy Garretson, Band Librarian:

Plays flute/piccolo with the Springfield Municipal Band from 1968-78 and 2002-present. Has played with the Springfield Symphony, Illinois Symphony, Jacksonville Symphony and a member of the Sangamon Woodwind Consort. Retired as a band director from the Springfield Public Schools. Cindy’s goal as the Springfield Municipal Band Librarian is to keep the library organized, make music available, and always have the music ready for each rehearsal and performance.

High School Summer Internship Program

New for the 2015 Municipal Band Summer Concert Season, is the High School Summer Internship Program. All high school band directors, within the City of Springfield, were contacted and asked to nominate outstanding musicians that would then be invited to perform in the Springfield Municipal Band Summer Internship Program. The future of the band is in the hands of our youth and we are excited to offer the opportunity for outstanding high school musicians to perform at different times throughout the summer with the Springfield Municipal Band. At the time of the printing for our program, the following students have been invited to perform in the High School Summer Internship Program:

Jennifer Boyd is a student at Lanphier High School, where she plays euphonium. The band director at Lanphier is Kittie House. Charlotte Crofton is a student at Southeast High School, where she is a percussionist. The band director at Southeast is Tom Philbrick.
