DENR-EMB XII hosts the National Airshed Management Seminar Workshop

(November 13, 2015, City of Koronadal) The Environmental Management Bureau (EMB) XII hosts the 2015 National Airshed Management Seminar Workshop to assess the organization and to identify the challenges encountered in its management held at East Asia Royale Hotel, General Santos City on November 10-12, 2015. The seminar was attended by representatives from all regional officesin the country. EMBAssistant DirectorEva Ocfemia was also present in thesaid seminar and gave an inspirational message to all. She is pleased to seeall the regions together to address the issues regarding airsheds and on howthey overcome it especially the recentincident about haze. The 16 regionspresented thereportsof theupdatesandaccomplishments of their organizationandalsotheirupdatesregardingthehazeincident. Engr.JundyT.DelSocorro,Technical

StaffofAirQualityManagementSectionin EMB, lectured about the emissioninventory for airshed management. Hehighlightedthesourcesofairpollutants,ambient air quality carrying capacity,mandatesregardingairshedmanagement,publicationandapproach,datagatheringcoverage,sampleresultsandapplicationsandpolicyinformation. The airshed governing board operationalization was presented byEngr.MichiekoSibunga,TechnicalStaffof Air Quality Management Section inEMB,duringtheseminar.Shereviewedthe legal basis in the designation of airshedandthecompositionofgoverningboards, the functions, the selectioncriteriaofthemembers,sourcesoffundand the existing airshed nationwide and the airshed governing board manual ofoperation. The Chief of Air QualityManagementSection,Engr.JeanRosete,promoted the CleanAirAsia includingits mission and background and also a

study of Airshed Management in thePhilippines.The objectives of the studyare to identify the airshed system and generalstatus,identifyitschallengesandto give recommendations based on itsresult. Ambient Air Quality Monitoringand Reporting is also among the topicsdiscussedduringtheworkshop.Mr.JoelTugano, Technical Staff of Air QualityManagementSectioninEMB,discussedthe reporting schemes manual andreference method for Total SuspendedParticulates(TSP)andParticulateMattersand about the ContinuousAmbientAirMonitoringStation. OneoftheworkshopwasmoderatedbyMs.MariamSalemizadeh,TechnicalStaffofAirQualityManagementSectionin EMB, wherein the participants weretasked todraft theirworkandFinancialPlanfor2016oftheirdesignatedairsheds.(HLawagon&MBCollong)#

EMB 12 conducts Press Con for air quality monitoring (October 23, 2015) The Department of Environment and Natural Resources – Environmental Management Bureau XII hold a press conference in order to address the issues regarding haze held at Cinco Ninas Resto, City of Koronadal on October 23, 2015. EMB XII Regional Director Ma.Socorro C. Lanto said “It’s not reallycritical”.Sheaddedthat“peoplewhoaresensitivetodustmusttakeprecautionarymeasuresbywearingmasks. DOH XII Regional DirectorTeogenes Baluma added that residentsshould not worry and advise people towearmask,especiallytothechildren,old

people,pregnantandtothosewhohavelungdiseasessuchasasthmaandotherrespiratory infection. He also advisedthat“anytypeofmaskwilldobutmoreadvisablemaskisn95.” PAGASAGeneralSantosWeatherStationOfficer-in-ChargeDanteAriolaalso added that they are expectingthe haze to dissipate soon as thenortheasternmonsooncomes. RD Lanto requested the publicto pray for the rain to come and helpdissipatethehazeintheregion.Shealsopromisedtoprovideaday-to-dayupdateoftheairqualitymonitoringresultforinformationanddissemination.

EMB XII conducts ASBC for Earth Day

(April 24, 2015, Koronadal City) – The Department of Environment and Natural Resources-Environmental Management Bureau Region Twelve, being the chairman of South Cotabato Airshed (SCA), conducted an Anti-Smoke Belching Campaign (ASBC) on April 22, 2015 at Crossing Rubber, Tupi, South Cotabato. Thisisinrelationwiththecelebrationof the 2015 Earth Day with its theme,“Earth day Everyday, Everywhere forEveryone.” The vehicles apprehensionis in compliance with the RA 8749or The Philippine Clean Air Act. TheAnti-Smoke Belching Campaign is inpartnership with LTOXII, TESDAXII,DILG XII, UTODCO, South CotabatoFoundation, Inc., LGU Tacurong CityandLGUKoronadalCity. There are thirty five (35) vehiclestested and six (6) out of these failed inthe smoke belching test. The driversand/operators of the vehicles whichwere apprehended were then subjectedto the Land Transportation Officers forappropriate action. It is also decidedby the Governing Board (GB) that theASBC will be conducted every month.(JADomingo)#

(PCAPI) Region XII Chapter, conducted a Mass Oath Taking for the Newly Appointed Pollution Control Offi cers (PCOs), on November 20, 2015 at Phela Grande Convention Center, General Santos City during the PCO General Assembly. Regional Director Ma. SocorroC. Lanto stated that, “I commend theefforts of PCAPI XII in preservingthe environment. The PCOs shouldseriously do their duties as peradherencetothemandatesofEMB.” Therewere sixty seven (67)PCOoath takers. The PCOs are appointed/designatedbytheestablishments,localgovernmentunitsandothergovernmentinstitutionswhowillassessandestablishtheapplicablelegalrequirementsofthecompany's environmental compliancethatwassetbytheLaw,andtoengagein environmental protections and

environmental compliance, which themain goal is to provide and establish companies Objective, Targets andPrograms, that will help the companyandtheorganizationonthepreservationof our natural resources, reduce thegenerations of the companywaste andestablishpropermitigationonpollutionscontrols in the environment aspect andimpact on air, land, water, flora andfaunaandhumanliving.(JADomingo)#

EMB XII awards Eco-friendly Schools in the region (November 4, 2015, City of Koronadal) The Environmental Management Bureau XII (EMB XII) awarded the 2015 National Search for Sustainable and Eco-friendly School winners on November 4, 2015 at the Gaisano Grand Mall, Koronadal City

in order to pay tribute and recognition of their eco-friendly initiatives. EMB XII Regional Director Ma.Socorro C. Lanto acknowledges theeffortsoftheschools“inbuildinganeco-friendly nation and stewards of God’screation among the youth or the nextgeneration.” TheRegionalchampionsforthe2015National Search for Sustainable Eco-friendlyschoolsareMalalagElementarySchool in Maitum, Sarangani Province,Tampakan National High School inTampakan,SouthCotabatoProvinceandSouthernBaptistCollegeinM’lang,NorthCotabato for Elementary, High SchoolandCollegecategory,respectively. Thereweretwospecialawardsgivento schoolswith energy-saving initiativesfor Meralco Energy Leadership Awardand with water conservation initiativesfor the NestleWater LeadershipAward.Cotabato City Central Pilot School inCotabatoCityandBambadNationalHighSchoolinIsulan,SultanKudaratreceived

(April 27, 2015, Koronadal City) – In line with the intensification of RA 9003 or Ecological Solid Waste Management Act, the Department of Environment and Natural Resources-Environmental Management Bureau Region Twelve, turned-over financial assistance to three (3) local government units in the establishment of Materials Recovery Facilities (MRF) on April 23, 2015 held at Sarangani Highlands Garden, General Santos City. National Solid Waste ManagementCommission Secretariat ExecutiveDirector Engr. Eligio T. Ildefonso,DENR Assistant Regional Directorfor Management Services Muripaga T.Umpar andEMBXIIRegionalDirectorMa.SocorroC.Lantoledtheturn-overofcheque toLGUTampakanandSurallah,South Cotabato and Maasim, SaranganiProvincewhichwasrepresentedbyHon.MayorLeonardoV.Escobillo,Hon.Vice-Mayor Pinky U. Divinagracia and Hon.Vice-MayorUtto SalemD.Cuttan, and,respectively. During her message, RD LantoexplainedthatthethreeLGUs“werethefourthbatchrecipientofMRFassistance.These assistance aims to help LGUs inimplementing the Republic Act 9003(Ecological Solid Waste Management

Actof 2000)”.Other recipients ofMRFassistance were City of Koronadal andKabacan, North Cotabato on 2012;Aleosan, North Cotabato, Tantangan,SouthCotabatoandBagumbayan,SultanKudaraton2013; andAlabel,SaranganiProvince,LebakandKalamansig,SultanKudarat, Sto. Nino and Norala, SouthCotabatoon2014. Executive Director Ildefonsoadded that “the financial assistance is acontinuing project to provide fundingsupport to LGUs in implementingESWM.” He also hoped to provideassistancetotheremainingfour(4)citiesand33municipalities. The financial assistance wasthen accompanied by the CapacityBuilding, which highlighted the ESWMFramework,MRFSystemsandOperation,Composting Techniques and Operation,Composting Enzymes Preparationwith Environmental Entrepreneurship,AlternativeTechnologiesforRecyclablesand Residuals, and DAO 2013-22(Revised Procedures and Standards fortheManagementofHazardousWastes). Approximately, 43 employees andofficials from the LGU Tampakan andSurallah, South Cotabato Province, andMaasim,SaranganiProvinceparticipatedtheactivity.

Furthermore, A Signing ofMemorandum ofAgreement forAdopt-an-Estero Program was also conducted.ThethreenewlyadoptorswereArowanaAgriventures Corporation, BioTechFarms Incorporated and Lapanday FoodCorporation.(JADomingo/MBCollong)#

This is in line with the celebration of National Clean Air Month and National Environmental Awareness Month with the theme: “Empowering the Youth for a Green ASEAN Community”. (November 26, 2015, Koronadal City) In partnership with the National Solid Waste Management Commission (NSWMC), United Nations International Development Organization (UNIDO) and Local Government Unit (LGU) of General Santos City, the Environmental Management Bureau 12 capacitated the city government and barangay offi cials and religious leaders on the Alternative Biomass Utilization, Recycling, and Re-use of Waste at Tierra Montana Hotel, General Santos City on November 25-26, 2016. EMB 12 Chief of EnvironmentalMonitoring and EnforcementDivisionEngr. Ronie L. Salmon, representingRegionalDirectorMa.SocorroC.Lanto,encourages the Local GovernmentUnits "to comply the provisions ofRepublicAct 9003 and that the officeiswilltoextendtechnicalassistancein

helpingtheLGUsincomplying"duringtheopeningprogram. MMT Members gather for the 2015 National Multi-Partite Monitoring Team Convention

(November 18-20, 2015) The Environmental Management Bureau’s regional offices gathered their MMT members for the 2015 National Multi-Partite Monitoring Team Convention with the theme: “Miles of Smiles Together for the Environment: The Imperative Call”. The said convention is driving us to take not just strides but leaps to attain sustainability in various human and environmental aspects and to take a personal and collective stand through an ongoing and practical commitment to rebuild our relationship with nature. It was held at Waterfront Hotel, Lahug, Cebu City on November 18-20, 2015. Thisyear’sMulti-PartiteMonitoringTeam Convention was initiated by the different MMT’s and differentstakeholders fromdifferent regions.Thegoals of the convention is to addresspressing issues and concerns ofMMT’sthrough constructive participation,invigorate/reinvigorateMMTstooptimize

Riverbank (June 1, 2015, Koronadal City) – The Department of Environment and Natural Resources-Environmental Management Bureau Region XII and Cotabato Light and Power Company (CLPC) conducted a simultaneous groupwide tree planting activity on May 30, 2015 along Esteros River Bank in San Pablo Village, Cotabato City. “The office is glad that as adoptersandasaformpartoftheCSR(CorporateSocial Responsibility) of CoLight, theyhadorganizedthistreeplantingactivity”,said EMB XII Regional Director Ma.Socorro C. Lanto during her openingmessage. After the short program, the 57participants planted a total of 1,400bambooseedlings. DENR-EMB XII 2015 Division Environmental Camp (December 1, 2015, Koronadal City) – The Department of Environment and Natural Resources, through Environmental Management Bureau twelve (DENR-EMB RXII), conducted the 2015 Division Environmental Camp lecture on Ecological Solid Waste Management with the elementary pupils from grades 3 to 6, and high school students from grades 7 to 10, and their camp advisers.

DepED Twelve, Division of SouthCotabato invited the DENR-EMB RXIItobeoneof the resourcepersons in theconduct of the camp on November 28,2015,atLakeSebu,MunicipalGym. There are 2,600 total participantsfromallmunicipalitiesofSouthCotabato(Lake Sebu, T’boli, Sto. Nińo, Norala,Surallah, Banga, Tupi, Polomolok,Tampakan and Tantangan). The studentcampers came from different public

schoolsofthesaiddivision. DENR-EMB RXII through itsBureau Youth Desk Officer (BYDO),Ms. JezreelA. (KP II) conducted a Phase II of the “Adopt Kapingkong River Project” on August 27, 2015 at the eastern portion of Kenram Palm Oil Mill along the riparian zone of the Kapingkong River (Isulan side). After the short program, the 119participantsplantedatotalof100bamboograss, 3, 000 vetiver grass and 100malabagotree. DENR-EMB XII conducted Partner’s Forum for the Adopt-an-Estero/Water Bodies Program

(November 27, 2015) The Department of Environment and Natural Resources - Environmental Management Bureau XII conducted Partner’s Forum for the year 2015. Local government units and private corporations who have adopted and formed partnerships with the Department of Environment and Natural Resources (DENR), thru Environmental Management Bureau (EMB) to clean esteros and water bodies in Region XII gathered on November 27, 2015 at Mang Gorio’s Bahay Kainan, Koronadal City. The Environmental ManagementBureau Regional Director Ma. SocorroC. Lanto thanked and acknowledgedeveryone who attended and for the ongoing support that they are givingto the Adopt an Estero/Water BodiesProgram.DirectorLantohopedthatthere

would bemore agencies and companiesthatwilljoininthesaidprogram.Shealsoyearned for these partnerships to last and strengtheninthefuture.
