A Home for Liberal Activists Americans for Democratic Action 2015 Congressional Voting Record T HE 114 TH C ONGRESS , 1 ST S ESSION : ZEROES OUTPACE HEROES IN DEEPLY DIVIDED CONGRESS Americans don’t need a pollster to explain our country’s current political trends, even though most polls have concluded that the first session of the 114th United States Congress amounted to a disappointing “status quo.” Congressional votes fell along party lines with very little compromise as the Republicans continued their shift to the extreme political right while the Democrats continued to stay largely in the middle. As a result of the divisive language in Washington, the people’s faith in government continues to dwell amid historically low digits. To frame the political climate another way, the first session of the 114th Congress was so lousy that even John Boehner (R-OH) couldn’t take it. The now former Speaker of the House announced that his plans to resign the Speakership and his Congressional seat in September of 2015, one day after Pope Francis’s historic visit to Capitol Hill. Maybe Boehner capitulated when the Pope criticized the Republican response to global warming and immigration, or perhaps Francis performed a miracle and got Boehner to finally recognize that the “trickle down effect” of Reaganomics doesn’t exist. Maybe Boehner grew tired of defending repeated government shutdowns, provoked in large part by Boehner’s unmanageable caucus battling over a bill to fund the government beyond Sept. 30. Maybe the former Speaker became fed up with the “Tea Party” and the unrelenting rhetoric from similar hard- line conservatives to resign. In any case, after Boehner’s resignation, the GOP’s favorite poster boy, Rep. Paul Ryan (R- WI) was elected as the 54th Speaker of the House. Former Speaker Boehner served almost nine years as the Republican Leader in the House of Representatives, and spearheaded the GOP’s anti-Obama agenda which pushed the House Republicans further and further to the extreme right. Under his leadership, the U.S. economy suffered a $24 billion dollar loss after the GOP forced a 16- day government shutdown over their efforts to defund the Affordable Care Act -- a health care law that was approved by Congress, upheld by the Supreme Court, and reaffirmed by the American voters. Tragically, the $24 billion dollar loss was just the government shutdown, and not even the tip of the proverbial failure iceberg. Boehner’s legacy will also include making Bush-era tax cuts permanent (which disproportionately benefited the wealthiest Americans), banning spending “earmarks”, and reforming Medicare with the “doc fix” that changed the way doctors were reimbursed for Medicare patients. Boehner’s resignation also symbolizes the end of a Republican era. Boehner was known as a “country-club Republican” who enjoyed working on deals over 18-hole rounds of golf. He was also known for being able to craft some lasting relationships with Democrats like President Barack Obama. With the chaotic recruitment of Rep. Paul Ryan (R-WI) to serve as the new Speaker, it’s not yet clear what direction the House will take, but so far little has changed as the Tea Party loyalists continue to dominate the floor with tactics that prioritize throwing tantrums instead of working on tasks normally associated with governing.

Several important specific issues were at stake in 2015. With the 112th and 113th Congresses going down as some of the most unproductive Congresses in history, the 114th Congress first session did not get off to a great start. In the first 170 days alone, the Republican-led Congress voted on ZERO job bills, choosing instead to focus taxpayer money on attempting to repeal or undercut the Affordable Care Act (Obamacare), remove environmental protections, and increase taxes on the middle-class by $2,000 while giving America’s wealthiest another tax break.

2015 continued the GOP’s long-standing obsessions with repealing the Affordable Care Act, weakening Medicare, and restricting women’s rights to health care. None of this is really surprising since it’s become their standard health care posture. In October, the passage of HR 3762 in the House of Representatives showed their commitment to promoting these misguided priorities. The “Restoring American Healthcare Freedom Reconciliation Act of 2015” aimed to gut the major provisions of the President’s health-care law and essentially make it unworkable. In addition, the bill would have phased out an expansion of Medicaid, and paused federal funding of Planned Parenthood by prohibiting Medicaid reimbursements for Planned Parenthood services.

Speaking of Planned Parenthood, in September brought about unfortunate de`ja`vu, the GOP-led Congress once again tried to hold the American economy hostage by threatening a second government shutdown - this time over funding for Planned Parenthood.

It should be noted that Congress has already imposed strict regulations on the funds that go to this national women’s health organization, with none of the public funding Planned Parenthood receives going toward abortion services. Instead, the monies go toward the other 97% of the organization’s programs, including providing tests and treatments for sexually transmitted diseases, contraception education, pregnancy tests, along with cancer tests and treatments.

Luckily, with just seven hours left before the deadline, the House of Representatives passed a bipartisan bill that would fund the federal government through December 11.

Trade dominated much of the debate and continues. ADA was very vocal about the Trans-Pacific Partnership (TPP) trade deal, which was negotiated throughout the year by corporate lobbyists behind a shroud of secrecy. We are concerned about the effect this trade deal will have on American jobs, wages, safety and environmental standards. In addition, the trade deal will permit corporations to challenge any of our laws that they think might limit corporate profits before a Trade Commission dominated by corporations, not a court of law. As a result, corporations can challenge laws protecting our environment, public health and safety in a corporate-dominated body, not in US Federal Court, and this undermines American democracy.

2015 was also a big year for education policy in Washington. The Democrats fought to reform student loans, address school dropout prevention, expand access to high-quality preschools, and to make college more affordable. On the other side of the political fence, Republicans shortchanged students by proposing a budget that would have frozen federal Pell grants, aimed to cut funds for scientific research, and pull funding for early childhood and K-12 education. Sides came together

to pass the “Every Student Succeeds Act” (ESSA) in December 2015, which replaced the disastrous Bush-era “No Child Left Behind Act” (NCLB).

Also, not surprisingly, the Republican-led Congress sought to deregulate Wall Street in a wide swath of ways, from attempting to roll back Dodd-Frank regulations to relaxing environment and energy restrictions. The GOP attempted to undercut environmentalists by promoting misleadingly titled legislation like the “Federal Water Protection Act,” which would have actually undercut the Environmental Protection Agency’s (EPA) authority to prevent water pollution, and the “Ratepayer Protection Act of 2015” which would have allowed states to avoid complying with a Clean Air Act compliance rule.

2015 was also a memorable year for foreign relations in Washington. Former Speaker John Boehner invited Israeli Prime Minister Benjamin Netanyahu to address a joint session of Congress to speak about the Iran nuclear negotiations. After the address, 47 of the Senate’s 54 Republicans sent a letter to the leadership of the Islamic Republic of Iran in an attempt to cast doubt on the Obama administration’s authority. This prompted the #47traitor hashtag to trend throughout the country and left many, including those of us at Americans for Democratic Action, disturbed that they would undermine our nation’s foreign relationships in search for political gains.

While 2015 saw some important debate and political posturing it was short on substance in the handful of bills it actually passed. Right-wing Republicans regard ‘compromise,’ a keystone of effect democratic governance, to be a dirty word. With a deeply divided Congress, a Presidential race without precedent, and the balance of power up for grabs in the elections, expect 2016 to feature much of the same.

The bill prohibits until February 1, 2016 enforcement of integrated disclosure requirements for mortgage loan transactions under the Real Estate Settlement Procedures Act of 1974, the Truth in Lending Act, and regulations under those laws.
