“Safe Harbor Indirect Cost Rate”

• FHWA Pilot Program (2013 to 2016)

• Intended to remove a potential financial barrier for A&E firms from entering the State-administered, Federally-funded engineering services market.

• As of May 31, 2015 WSDOT has 77 firms in the Safe Harbor Program
