Purpose/Overview

• Contractor policies, programs and procedures are consistent with Atlas’ EHS Contractor Expectations Handbook and Corporate Values of protecting the health and safety of all personnel, including contractors, within our operations. Atlas is partnering with PEC Safety and TEAM Professionals to implement a contractor management system.

• Establish clear accountabilities, verify active engagement of contractors and provide a consistent program to reduce and/or eliminate EHS incidents throughout Atlas’ operating areas.

Purpose/Overview

• Allows the contractor to ensure their safety and health compliance on a state and federal level and to ensure they maintain a drug and alcohol free workplace.

• Gives the contractor the tools and outlets to be able to reach safety compliance.

• PEC verification is a marketing tool for the contractor to current and future companies with whom they may do business.

Program Overview

Implementation includes the following:

• On boarding packets sent (August 4, 2014) to all 915+ Contractors/Vendors on the Atlas “Approved and Pending Vendor List”:

• PEC Premier – Contractor Management System– Atlas Specific Requirements– Training Tracker– Document Uploads

• TEAM Professional Services – Contractor Drug and Alcohol Program Consortium and or verification of current program.

Implementation Timeframe

Implementation Deadlines:• Atlas has established a deadline of December 1, 2014, (120

days) for all currently approved contractors to comply with applicable elements of the program.

• After this date, contractors may not be able to provide services for or on behalf of Atlas until the contractor has satisfactorily complied with applicable program requirements.

• All new (and pending) contractor requests will have 60 days to satisfy the program requirements.

• Contractors must update their SSQ quarterly on January 1st, April 1st, July 1st, and October 1st each year. Will receive notifications.

Atlas PEC Requirements

• Standardized Safety Questionnaire (SSQ) – Before a contractor can provide services or have equipment on an Atlas location, safety records must be collected and reviewed. To facilitate this process, all contractors must complete an SSQ in PEC Safety’s database.

• Update SSQ Quarterly – Once the SSQ is completed, contractors will be required to update the SSQ quarterly:– Enter statistical data for the previous quarter– Update any other SSQ information that has changed (for example: changes to

services, training, or policies/procedures)• Atlas Energy, L.P Specific Quarterly Incident Section – Atlas is requiring

contractors to report exposure hours and recordable cases related to work performed on Atlas’ facilities on a quarterly basis. This table is located in the SSQ under the section – Atlas Specific Quarterly Incidents. If your company did not have employees on Atlas facilities during a quarter, you are still required to complete the table by recording zeros for those months/quarters.

Atlas PEC Requirements

Document Submittal – Atlas Energy, L.P PEC Safety will track and verify your company's required documents. Contractors performing work on an Atlas location must submit the following:

• Last three years of OSHA 300 and 300A forms Injury/illness summary forms• Last three years of Experience Modifier Rate (EMR) documents received from your

workers compensation insurance company• EHS Manual• PPE policy• Signed Atlas EHS Contractor Expectations Handbook acknowledgement form • Environmental program• Certificate of random drug testing enrollment• Employee Training Records and or certificates of course completion for job specific

training. (enter into PEC Training Tracker)• Incident reporting policy and reporting form (s)• DOT Motor Carrier Measurement System (BASICS) • TEAM Professionals D&A Addendum

Atlas PEC Requirements

• OSHA job specific training - Atlas requires all personnel working on Atlas’ locations to be trained to meet the OSHA standard for job specific training based on the service (s) you will be providing. We are recommending you use PEC Core Compliance and yearly refresher to help facilitate meeting this requirement.

• Training Records Reviewed – Workers who are assigned to perform services on an Atlas’ location will have their training records reviewed for compliance. To facilitate this process, please upload OSHA job specific training and certificates of completion, only for personnel who will work on Atlas’ locations, into PEC Safety's Training Tracker (included in Document Upload and Training Tracker Bundle). PEC Safety offers multiple avenues to get your existing training records into its system via data transfers and customized programming.

Atlas TEAM Requirements

Two Options to meet the Atlas Drug and Alcohol requirements.• Option 1: You can adopt Atlas’ Contractor Drug and Alcohol Free

Workplace Policy Addendum, and utilize TEAM as a 3rd party administrator of your company policy/program. TEAM will provide Atlas with the data required to establish conformance with our requirements as part of their service to the contractor. Pricing for this service will be determined between contractor company and TEAM.

• Option 2: You can adopt Atlas’ Contractor Drug and Alcohol Free Workplace Policy Addendum, and establish or continue to use existing systems to administer your policy/program and establish conformance with Atlas’ requirements by providing reports documenting compliance to TEAM. The reports will be audited by TEAM and results reported to Atlas through TEAM’s online database. A monthly fee will be charged to contractor companies by TEAM for this service.

will be required to update the SSQ at least quarterly, or at any time your organization makes or will make significant changes to statistical data, the services your organization provides or your organization’s HSE Management System.

• At the beginning of every quarter, your SSQ will become incomplete and require updating. Sections requiring attention will be highlighted and PEC will send a quarterly reminder to update your SSQ.

Step 1: SafeLandUSA Basic Awareness Orientation• It is recommended that all personnel arriving on an Atlas

Energy, L.P. location have SafeLandUSA Orientation • The SafeLandUSA curriculum has been reviewed and

accredited by multiple organizations and provides fundamental/awareness-level HSE orientation for personnel who are new to the industry.

• The orientation will be required prior to working at Atlas locations or worksites but does not have any refresher or recurring frequency requirement.

What is SafeLandUSA?• SafeLandUSA is a volunteer organization comprised

of major and independent oil companies, industry associations, and educators with the purpose of having a standardized orientation for the Onshore E&P Industry.

• SafeLandUSA is based off of the PEC Basic Orientation/SafeGulf model.

• In 2008, PEC was asked to administer the SafeLandUSA database.

About TEAM

• TEAM was founded over 18 years ago by regulatory lawyers in order to assist motor carriers in creating and administering drug and alcohol testing programs which complied with the testing mandated by the Department of Transportation (DOT)

• TEAM specializes in service for companies engaged in the discovery, production, marketing and distribution of oil and gas and about 80% of Team’s clients are oil and gas operators

• TEAM partners with many of the major laboratories and collection organizations and can provide collection sites in the most remote locations

Atlas Addendum requires of Contractors:• All new hires have a basic nationwide criminal background

check• Receive a negative 10-panel pre-employment drug test for Non-

DOT employees or 5-panel DOT pre-employment for DOT employees

• New hires and all employees eligible to work on Atlas locations must be in a random drug and alcohol testing pool from which 50% are tested for drugs and 10% are tested for alcohol each year

• Requires a post accident, reasonable suspicion, return to duty and follow up testing as prescribed by the DOT

TEAM Alert

• TEAM Alert is the TEAM Online Contractor Compliance system.

• The TEAM Alert system is designed to:– Provide status of eligibility to Atlas of contractors

working on Atlas sites– Communicate compliance steps and requirements

to contractors– Manage employee rosters and track status– Capture testing numbers for audits

TEAM Alert Options

• TEAM as your TPA: TEAM will monitor your compliance for Atlas. TEAM will provide a turnkey, complete service and oversee the collection, lab analysis, and MRO all included in the per drug test price.

• TEAM as your Auditor: If you desire to retain your current drug testing compliance program, you can meet Atlas’s requirements by signing up with TEAM Alert and your program will be audited by TEAM at the cost of $480 annually.

• Current Customer: If you already work with TEAM, your drug testing information will be reviewed per Atlas policy and compliance managed and communicated to Atlas.

• All requirements are visible at the beginning of the process to assist the contractor with preparing the correct information to complete the registration process. They may save and come back as they proceed through the process.

• The first screen, Details, will simply request information about your company including:– Certified Lab– MRO– DOT Procedures– Acceptance of the

Contractor Requirements – Sub-Contractors

• TEAM Alert requests Sub-Contractor information. If you will be using sub-contractors on Atlas sites, please include the information of these sub-contractors

Contractor Registration – Roster

• Next, you will be prompted to enter your employee roster. You may download a template for upload or input manually. Required information is:– Employee first & last name– Last 4 of SSN or Emp ID– Date of last drug test– Type of test last performed– Type of employee

Contractor Registration - Supervisors

• Atlas requires reasonable suspicion testing as part of the policy addendum. In order to be approved to do reasonable suspicion testing, you must have at least one supervisor trained to detect the signs and symptoms of drug and alcohol use. If your supervisors have not been trained, TEAM Alert offers this online at a low cost.

Contractor Registration - Reviews

• TEAM Alert will request in this step for you to enter information about your random process.

Contractor Registration – Statistical Data

• TEAM Alert requires you to enter your drug test numbers for the previous 6 month period and period to date for the current period. These numbers are used to evaluate your current testing program.

Contractor Registration – Background Checks

• TEAM Alert offers the ability sign up to perform both Non-DOT and DOT background screening. Simply select the services you need and sign off on the agreement by choosing “Yes, I agree to the above Service Agreement”.

Contractor Registration - Payment

• At the end of the process, the system will request payment for your registration fee as well as any supervisor training you requested.
