• Member must be a Spike in good standing as of Oct. 31, 2014.

• To receive the Spike’s complimentary admission ticket, every Spike, including those with 25 or more credits, must earn at least one new member credit between Jan. 1 and Oct. 7, 2014.

• To receive a guest’s complimentary admission ticket, all Spikes must earn a second new member credit between Jan. 1 and Oct. 7, 2014.

HBA wraps up Home Builders Care Build, heads into busy fall

As summer winds down, so will the Home Builders Care Build with Habitat. The house construction wraps up this month, with a house blessing ceremony coming in September. Volunteers are

working to put the finishing touches on the home. Cash donations are still needed, so if you can help, contact Jenny

Erickson at (701) 232-5846 or jenny@hbafm.com.The HBA released its 2014 second-quarter building

permit report for Dilworth, Fargo, Moorhead and West Fargo in late July. The construction industry in the Fargo-Moorhead area is off to a strong start. This is great news and we hope the pace continues to finish out the year.

As we head into the second half of 2014, I would like to encourage you to think about two things: membership recruitment and PAC:

• Membership - Your HBA needs to recruit 43 new members to reach our goal of 80 by the December board of directors meeting. We especially need new Builder members as we’ve set a goal of 30 new Builders and have recruited five as of now. I encourage you to think about businesses and people you work with each day who may be interested in membership; sometimes all it takes is a phone call or a personal visit. It is surprising how many will gladly join – they just need to be asked. If you need some pointers on recruiting, or wonder whether a company will qualify for membership within the HBA, feel free to contact the HBA at (701) 232-5846 or info@hbafm.com.

• BUILD-PAC - PAC contributions are important to the home building industry and supporting pro-housing candidates. By giving to the National Association of Home Builders’ political action committee, BUILD-PAC, you are investing in the future of your business. With even a small donation of just $20, you will personally help make home building stronger. There are many contribution levels

John Koerselman is the president and owner of Red River Drywall & Painting Services, Inc. and has been involved with the HBA of F-M for ten years.

The annual Golf Outing each June was the activity that drew him toward the Association in the beginning. He then realized that there was much more he had to offer The Association and a variety of ways to show his support.Koerselman is a member of the Public Issues Committee, Political Action Committee, a local PAC

trustee and regularly sponsors member meetings. He is also involved in legislative visits in both North Dakota and Minnesota. He currently serves as secretary on the HBA board of directors.

He took time out of his busy schedule to attend both the

National Association of Home Builders’ Spring Board of Directors meeting and the North Dakota Association of Builders Board of Directors meeting in June.

HBA of F-M Executive Vice President Bryce Johnson says, “John is fired up about helping to lead the Association and being active in our government affairs and legislative activities. He is willing to take the time to attend these important meetings and voice his opinion on matters concerning the building industry.”

the Month” to recognize volunteers who do something extra for the HBA of F-M. Each October the Extra Mile Award is given to one of those members and is awarded at the HBA’s Annual Meeting.

Weckmans welcome a daughter to the family

Marketing & Membership Coordinator Allison Weckman, her husband, Kory, and son, Nolan, welcomed a new addition to their family! Nora Marie was born June 25 and weighed in at 8 pounds 3 ounces and was 19.5 inches long. Everybody is doing great!

Weckman will be on maternity leave until September.

Second-quarter housing starts exceed 2013, permit valuations across all categories up significantlyby Roz Leighton, Public Affairs Coordinator

The HBA of F-M’s 2014 second-quarter building permit report for the F-M metro area shows the results of a busy building industry. Dampened by a long, rainy spring and summer, housing starts in the F-M area are up slightly from 2013 with total valuation up nearly $9 million. Housing start totals increased by 13 permits compared to this time last year. With 500 total permits pulled through second quarter, housing, including single-family, twin homes, row houses and duplexes, is at its highest level since 2006.

Total construction value through second quarter is just shy of $630 million, which is up over $335 million; this includes housing, multi-family, new commercial, residential and commercial remodeling, public, and miscellaneous categories. Over half of that major difference ($171 million) is accounted for in Fargo’s new commercial permit category.

HBA President Carlita Dietz, Jay Dietz Construction, Inc., says, “Housing numbers are strong. This is great news considering that we’ve been dealing with challenging weather and a labor crunch this building season, both which have delayed many projects across the area.”

On the Minnesota side of the river, with 103 total housing starts, Moorhead’s numbers are the highest since 2008. There is a 150 percent increase in housing permits pulled and a 120 percent increase in total valuation. Dilworth’s housing and valuation numbers are down a bit from 2013, but are still ahead of those in 2012.

In Fargo, single-family and twin home starts are less than 2013, however, multi-family permits are up by 55 percent with a valuation increase from $22.5 to $43.8 million, or 95 percent. In West Fargo, total housing starts are up slightly, with total valuation up $4.3 million. Single-family permits are down a bit, but twin home/row house construction is up, as is multi-family and residential remodeling projects.

“The lack of permanent flood protection for the community continues to be an issue. It is on the minds of prospective home buyers/owners as well as the building and development community,” Dietz says. “With approximately 60 percent of Clay County’s eligible resident workforce employed in Cass County, permanent flood protection is necessary to protect all, whether they are businesses, employees or home owners. With the presidential authorization of Water Resources Reform & Development Act, we remain optimistic that flood protection is in the future for the F-M area.”

Each quarter, the HBA contracts with Fiebiger, Swanson, West & Co. to compile the building permits from Dilworth, Fargo, Moorhead and West Fargo into a uniform report for the industry’s and media’s use. It includes summaries for each city, types of construction, valuations and comparisons to the past four years, as well as comparisons to five-year and 20-year averages.

Red River Valley flood protection update

With an extremely wet spring and summer, the Red River once again rose above flood stage in Fargo, highlighting the pressing need for permanent flood protection for the Fargo-Moorhead community. The Water Resources Reform and Development Act of 2014 was passed by both the U.S. House of Representatives and Senate, and signed into law by President Obama June 10.

This provided federal authorization for The U.S. Army Corps of Engineers’ F-M Diversion project. With authorization complete, the next step is to secure federal funding for the project. In late June, construction began on the ring levee around the communities of Oxbow, Hickson and Bakke. Chamber of Commerce Public Affairs Committee update

Your HBA of F-M has been actively involved in the Fargo-Moorhead- West Fargo Chamber of Commerce Public Affairs Committee meetings. Recent discussions have included presentations by Rep. Jim Kasper of the North Dakota Interim Taxation Committee and Sen. Tim Flakoll and Rep. Al Carlson on the Higher Education Ballot Measure.

Kasper provided information regarding property tax reform in the

state and discussed ideas for changes in taxation of all types in the state. The HBA of F-M is working on setting up lunch sessions in the coming months to hear updates from North Dakota’s state legislators on issues that impact the home building industry.

Economic benefits of new home construction: Jobs, jobs, jobs

Residential construction has a positive, direct impact on the United States economy. For each new single-

family home that is built, NAHB estimates that three jobs are created. Jobs are generated in the industries where lumber, concrete, lighting fixtures,

heating and cooling equipment and other products that go into a home are produced. More jobs are created when real estate agents, home inspectors, lawyers and brokers provide services to home builders and home buyers. About half of the three jobs created by building an average single-family home are in the construction industry. Other jobs are spread over other sectors, with manufacturing ranking second.

Another benefit is that housing is “Made in America.” Most of the products used in home construction and remodeling are manufactured here in the United States. It is a generator of tax revenues that build vibrant communities. A strong housing industry not only means more jobs, but more money in our communities. Home building increases the property tax base which generates revenue that supports local schools and communities. For each new single-family home that is built, NAHB estimates that it generates, on average, a total of $90,000 in government revenue -- $67,000 in federal taxes and $23,000 in state and local taxes.

And finally, housing can put America back to work. It is not something we tend to think of with North Dakota’s economy booming, but nationally in 2011, housing units started in the United States totaled only 609,000. This is well below the long-run trend of 1.7 to 1.8 million new homes that are typically necessary to accommodate population growth and replacement of older housing stock.

The gap between current national production and potential housing construction is more than 1 million homes. That represents more than 3 million untapped American jobs. In normal times, housing accounts for more than 17 percent of Gross Domestic Product.

Restoring the health of the housing industry is a crucial first step in putting America back to work. Leading by example in North Dakota is key to keeping our economy in the spotlight and to keeping our industry growing. This past June, at the NAHB Spring Board meeting in Washington D.C., on several spreadsheets North Dakota leads the country. It was great to see how well we are doing and it definitely made us proud to be North Dakotans!

Session is over, and the dust has settled. As part of your membership with the Builders Association of Minnesota you get access to a complete 2014 legislative report on what happened at the capitol and what you need to know about the laws that have changed.

The 2014 Minnesota legislative session concluded May 16, and this year’s adjournment meant the end of two years in which the legislative and executive branches were controlled by one party. That has not happened in Minnesota since 1990. This fall, the governor and house of representatives are up for election, and we may see a different political alignment starting in 2015. We hope it will be one that will help advance the interests of the residential construction industry.

“Unsession” was the buzz word this session. Coined by the governor, his website states, “The Unsession is a first-of-its-kind effort to make government faster, simpler and more efficient for the people.” BAM members will

likely benefit from the unsession repeal of the business-to-business sales taxes and some of the expedited Minnesota Pollution Control Agency and Department of Natural Resources rulemaking directives.

Introduced in the Minnesota House were some 3,396 bills along with 2,992 in the Minnesota Senate. Of those, the Governor acted on a mere 169 bills. Bills introduced during the 2013 or 2014 sessions that did not see the light of day are now dead and will need to be reintroduced in order to be viable in future years.

BAM’s 2014 Legislative Report includes information about the session in general, and how BAM and the residential construction industry fared, including an in-depth report on the sprinkler issue and industry wins. Also included is information on new laws, how your business may be impacted, and laws of interest. A detailed bill-by-bill report can be found along with links to the bills, and, for those that made it into law, links to the new laws. South pushes nationwide housing starts down 9.3 percent in JuneJuly17,2014 - Nationwide housing production fell 9.3

percent to a seasonally adjusted annual rate of 893,000 units in June, according to newly released figures from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The drop was due primarily to a nearly 30 percent decline in the South. All other regions posted monthly gains.

“A modest 2.6 percent increase in single-family permits falls in line with the general optimism that we are hearing from our builders,” said Kevin Kelly, chairman of the National Association of Home Builders and a home builder and developer from Wilmington, Del.

Single-family housing starts were down 9 percent to a seasonally adjusted annual rate of 575,000 units in June, while multi-family production fell 9.9 percent to 318,000 units.

Regionally in June, combined single- and multi-family housing production rose in the Northeast, the Midwest and the West, with respective gains of 14.1 percent, 28.1 percent and 2.6 percent. Total production fell by 29.6 percent in the South, the nation’s largest region.

“Take away the South and nationwide housing starts would have been in positive territory this month,” said NAHB Chief Economist David Crowe. “This sharp regional decline could be due in part to lots and labor shortages, which are particularly acute in that part of the country. However, the general direction of housing production is trending upward, and we expect 2014 to be a positive year.”

Issuance of building permits registered a 4.2 percent decline to a seasonally adjusted annual rate of 963,000 units in June. Multi-family permits dropped 14.9 percent to 332,000 units while single-family permits increased 2.6 percent to 631,000 units.

The Northeast, South and West registered overall permit losses of 15.5 percent, 6.3 percent and 1.8 percent, respectively, while the Midwest posted a 6.6 percent gain.

Builder confidence surpasses key benchmark in JulyJuly16,2014 - Builder confidence in the market for

newly built single-family homes reached an important milestone in July, rising four points to a reading of 53 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI) released today. Any reading over 50 indicates that more builders view sales conditions as good than poor.

“This is the first time that builder confidence has been above 50 since January and an important sign that it is strengthening as pent-up demand brings more buyers into the marketplace,” said NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del.

“An improving job market goes hand-in-hand with a rise in builder confidence,” said NAHB Chief Economist David Crowe. “As employment increases and those with jobs feel more secure about their own economic situation, they are more likely to feel comfortable about buying a home.”

Derived from a monthly survey that NAHB has been

conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor.

All three HMI components posted gains in July. The index gauging current sales conditions increased four points to 57, while the index measuring expectations for future sales rose six points to 64 and the index gauging traffic of prospective buyers increased three points to 39.

The meeting was held at the Grand Hotel and included discussions on a variety of topics:

• issues covered and reports from the National Association of Home Builders Spring Board Meeting and Hill visits in Washington, D.C.;

• election recaps and outlooks from around the state;• upcoming educational and training events and

opportunities;• and local, state and federal issue updates. The meeting also included a presentation by Nancy

Willis from the North Dakota Association of Realtors on November ballot issue, Measure 2. If passed, Measure 2 will amend the state constitution to prohibit any entity from imposing a mortgage tax or any sales or transfer taxes on the mortgage or transfer of real property. The presentation provided valuable information for the local organizations to share with their members about voting yes to no. Both NDAB and HBA of F-M have taken a position to support Measure 2.

Preceding the board meeting was NDAB’s annual Bogey with the Builders golf outing. State legislators and North Dakota Secretary of State Al Jaeger joined members from across the state for a great day of golfing and dinner at Minot’s Vardon Golf Club.

West Fargo adopts 2012 IRC, IBC code

2012 International Code requirements went into effect in West Fargo for all permits pulled on or after July 21. This adoption includes the sheet-rocked basement ceiling requirements, as well as a new building permit form. The city has not adopted the new energy code, and has retained the energy code from 2009. If you have questions regarding the new code, please contact the West Fargo Building Inspections Department at (701) 281-0597.

The inspections department also requests that, when applying for a permit, Builders specify in the description if the lower level of the home is going to be finished and check the appropriate box on the second page. If you fail to note this on the application, they will issue a permit as an unfinished lower level.

Cass County Abstract Company provides customers with top-notch service

Cass County Abstract Company dates all the way back to 1910. Before becoming the company’s first president, G. Angus Fraser was the register of deeds for Cass County. It was rumored the company began after Fraser ran out the back door during a fire with the county index books, and never looked back. Over its 104 years of business,

Cass County Abstract has had only four presidents; G. Angus Fraser, Irene Fraser, John E. Korsmo and Sue Cosgriff.

Cosgriff had extensive and diverse experience before joining the team at Cass County Abstract. She graduated from Minnesota State Community and Technical college in 1972 and worked with the FBI in Washington, D.C., before returning to Fargo. Upon return, Cosgriff worked at the IRS for six years. In 1979 she went to work at Ohnstad Twichell Law Firm as a paralegal while taking night classes to receive her accounting degree, which she earned in 1981 and her CPA certification the year after. In 1986 Cosgriff started at Cass County Abstract Company as assistant

manager. She has also been the president of the North Dakota Board of Abstract Examiners since 2010.

Over her 28 years in the industry, Cosgriff says automation has streamlined the abstracting business. Although Cass County Abstract stays up-to-date with trends, it doesn’t follow all of them.

A prominent trend is outsourcing the indexing, research and/or typing functions to large production centers overseas. Outsourcing these tasks can dramatically decrease operating expenses; however Cass County Abstract keeps all facets of operations in Fargo.

Keeping production local is to provide customers with top-notch service. Buying and selling a home or making an investment in real estate is a major event for anyone.

Focusing solely on real estate research, Cass County Abstract has always stood out amongst competitors.Specialization allows it to provide exceptional service.

Cosgriff says becoming an abstracter isn’t for everyone. You either love it or hate it. Formal training is not available to become an abstractor and this challenging task takes years to learn. Despite these challenges, Cosgriff loves her job, especially the family atmosphere at work.

One of the biggest challenges this industry faces, is the addition of more rules to protect the consumer and reduce the real estate closing costs. The ideology behind these government mandates is good; unfortunately each time the rules change, it becomes harder for consumers to qualify for a mortgage to purchase the property or to refinance their

North Dakotans for Common Sense Conservation

Aug. 6 is the deadline for the Clean Water, Wildlife and Parks supporters to collect petition signatures to add the measure to November’s ballot. The HBA of F-M, North Dakota Association of Builders and many other organizations across the state have joined the North Dakotans for Common Sense Conservation coalition opposing this amendment to dedicate 5 percent of North Dakota’s revenue from its oil extraction tax to a new conservation fund. If included on the ballot, and passed, funding for statewide infrastructure, permanent flood protection and other areas vital to the home building industry could be significantly impacted. For more

Dan Lindquist is owner and president of Dan Lindquist Construction, Inc. He has served on the HBA of F-M’s board of directors since 2003. He is a National Association of Home Builders’ Life Director, a North Dakota Association of Builders director, a past Builder of the Year for the HBA of F-M and NDAB, and an HBA past president.

Lindquist is also a member of the HBA’s Education Committee and a Gold Key contributor to BUILD-PAC. He became involved with the

board because former board members told him it would be a good learning experience.

“It gives me an understanding of how important a role the Association plays when it comes to education and representing its members,” he says. Business Leaders Flood Protection Task Force

HBA of F-M representatives attended the Business Leaders Flood Protection Task Force meeting July 9. Members of the Moorhead City Council, Diversion Board of Authority. Minnesota state legislators Sen. Eken, Rep. Marquart and Rep. Lien also attended. Business leaders from both sides of the river discussed the need for permanent flood protection for the Fargo-Moorhead community, and that flooding is not just a Fargo issue. The HBA of F-M stressed the importance of the economic impact that the Diversion will have on not only the building industry, but the community as a whole. West Fargo sales tax increase

In the June election, West Fargo voters passed a 1 percent sales tax increase for the city. This increase is set to take effect Sept. 1. Contractors need to prepare work sites for stormwater runoff or face fines from our local jurisdictions and possibly the Environmental Protection Agency!

The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling.

The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

Work continues on Habitat build, members construct handicap ramp

Our Habitat for Humanity build continues to move along. In July the drywall was hung and painting started. As the Plains Builder went to print, we are still looking for a few more items including cabinets and countertops. We will be planning a house blessing ceremony coming this fall, so stay tuned. Scholarship applications for Home Builders Care fall scholarships will be available in late August. Applications will be due Sept. 30. Scholarships are available for high school students interested in attending Minnesota State Community & Technical College, Moorhead, or North Dakota State College of Science, Wahpeton, and pursuing degrees in the construction trades. We support high school students from both Minnesota and North Dakota.

Scholarships are also available for post-secondary students attending M State Moorhead, NDSCS Wahpeton, Minnesota State University Moorhead and North Dakota State College of Science. Students must be members of the student chapters at these schools.

Home Builders Care and HBA of F-M are partnering with Fargo Public Schools and the Fargo building officials to host a student event in conjunction with the North Dakota Building Officials Association meeting in September. We will be hosting a career fair the afternoon of Sept. 11. We would like to have a wide representation of all the trades at this career fair. HBA members build handicap-accessible rampsby Jenny Erickson, Director of Development & Education

Home Builders Care of Fargo-Moorhead Foundation, Remodelers Council and HBA of F-M members came together June 25 and 26 to build two ramps for April Nelson and her children, Brooke (age 12) and Blake (age 8). April owns a home in north Fargo built in 2012 through the Home Builders Care Build with Habitat.

Blake suffers from cerebral palsy and the disease has progressed enough to require a wheelchair. Eventually, he

will be a candidate for surgery called dorsal rhizotomy to help increase elasticity in his legs; that procedure will leave him wheelchair-bound for one to two years.

The HBA worked with the city of Fargo to use Community Development Block Grant (CDBG) funds to build the two ramps. Volunteers built ramps for both the front and back entrances so Blake can enter his home from any door.

April said, “I would like to thank you and all the people that helped get a ramp for my son. You all are such wonderful people and have helped my family so much and it is greatly appreciated. If there is anything I can do to help in any way let me know. Thank you again for all you have done for us.”

The 2014 Home Builders Care Build with Lake Agassiz Habitat for Humanity is moving along. In July, work progressed to drywall and painting. In August, installation will being on flooring along with doors and trim.

What is your background?

I grew up in Napoleon, N.D. I graduated from North Dakota State University in 1990 with a bachelor of science degree in business administration and

a minor in economics. I am currently the branch manager for Graybar Electric. Prior to my current position, I held management positions at Red River Electric, Robert Gibb & Sons and Sam’s Club.Why did you decide to run for public office?

My interest to serve in public office came from watching my dad as I was growing up. He was very involved in the city and served on the city council in my home town for many years. The timing was right for me to get involved and to start giving back to the community. What issues are most important to you, and what have you done to address them?

West Fargo is growing at a very rapid pace and it is important that we manage that growth properly. As we grow, we need to continue to provide excellent services to the citizens and keep the costs under control. There are multiple challenges we face every day because of our growth and, with that, we always need to keep the big picture in mind as to what we want our city to look like as we expand within the Sheyenne Diversion boundaries. We need to continue to look at all areas of the city and make sure it continues to represent a West Fargo that makes its citizens proud.What do you see as the future issues facing West Fargo?

The HBA of F-M, along with the state and national associations, works hard to provide timely opportunities to give members information as fast as possible. On the local level, our lunch session program has been a fixture at the HBA for about eight years. Classes are offered over the lunch hour each month covering everything from codes updates to blower door tests to construction liens and OSHA standards.N.D. Professional Builder, NDAB offerings

On the state level, you can earn your North Dakota Professional Builder designation by completing seven hours of continuing education each year and paying a fee. Most of HBA’s local programs qualify. Your HBA plans to write a grant to fund free OSHA 10 Hour and 30 Hour Construction Courses to members again in 2014 and 2015, and partner with the North Dakota Association of Builders to offer free sessions on CPR/AED, OSHA record keeping, defensive driving and fall protection. As of April 22, 2010, the Environmental Protection Agency requires all renovations disturbing painted surfaces in pre-1978 homes must be done by a certified lead renovator. This includes, but is not limited to, modification, repair, sanding, scraping, removal of building component, window replacement, weatherization, etc. Certified renovators must go through eight hours of training by an EPA-certified instructor. We have many infrastructure needs that come with the growth we have experienced. The challenge is prioritizing and securing funding for the projects in a timely manner. City government needs to continue meeting needs of citizens and challenges that come with growth.What is the best part of your job?

The best part of being on the city commission is being involved in what is happening in the city of West Fargo on a daily basis as well as being a part of the future development of the city. It has given me the opportunity to meet and work with a lot of great people. I enjoy talking to the citizens of West Fargo and appreciate their input on city matters. Is there anything more you would like to see the HBA do?

The HBA is a visible force that contributes to the future of our community in many positive ways. The HBA is active in the community by educating our youth and adult citizens in the building industry, as well as a strong supporter for those in the home building industry.What advice would you give someone running for office?

Attend as many city meetings as you can ahead of time and educate yourself about the position. You must be approachable, a good listener, and willing to take action when needed.

Building Official’s Corner: Carbon monoxide, basement ceilings, permit activity

Carbon Monoxide Requirements

I thought I would share with you a topic that dominated our last training meeting: carbon monoxide alarms and alarm system; when or if they are required; what exceptions exist to their installation; and when our enforcement efforts will be brought fully to bear on their installation.

As a residential contractor you will want to familiarize yourself with these

requirements to avoid surprises and delays. The excerpt below is taken from the 2012 International Building Code which would cover apartments, condos, hotels, motels and institutional occupancies with living areas. Section R315 covers the same material in the 2012 International Residential Code for smaller-scale residential occupancies.

[F] 908.7 Carbon monoxide alarms.Group I or R occupancies located in a building

containing a fuel-burning appliance or in a building which has an attached garage shall be equipped with single-station carbon monoxide alarms. The carbon monoxide alarms shall be listed as complying with UL 2034 and be installed and maintained in accordance with NFPA 720 and the manufacturer’s instructions. An open parking garage, as defined in Chapter 2, or an enclosed parking garage ventilated in accordance with Section 404 of the International Mechanical Code shall not be considered an attached garage.

Exception: Sleeping units or dwelling units which do not themselves contain a fuel-burning appliance or have an attached garage, but which are located in a building with a fuel-burning appliance or an attached garage, need not be equipped with single-station carbon monoxide alarms provided that:

1. The sleeping unit or dwelling unit is located more than one story above or below any story which contains a fuel-burning appliance or an attached garage;

2. The sleeping unit or dwelling unit is not connected by duct work or ventilation shafts to any room containing a fuel-burning appliance or to an attached garage; and

3. The building is equipped with a common area carbon monoxide alarm system.

Basement CeilingsI’d like take a moment to compliment you all on how

you have adapted to an earlier code change dealing with installation of ceilings in residential basements which are meant to temporarily protect engineered floor systems from early failure in the event of a fire.

When we visited these requirements during the HBA of F-M’s recent seminars, there were several concerns brought up about the extent of this protection and the materials that could be used to affect it. Some of the concerns clearly resulted from misunderstandings about how this was to be done, exceptions to the requirements and the level of enforcement that could be anticipated.

Despite the “rocky” start, your adaption to this new requirement speaks very well of your commitment to building safety in Fargo. Construction Activity

Wow, do you want to talk about a busy year! This is definitely the busiest year ever in terms of values and permits that Fargo has ever experienced. As I compose this on July 16 we have issued permits with a total value of $505 million. This is at the mid-point of the year and this total would nearly double our typical year. There are still projects on our plan review tables that have a total value of $375 million. About the only category in which Fargo is not setting records is with single-family home permits which are 45 homes behind last year at this time.

The National Association of Home Builders “BEAM” (Builders Engaging Associate

Members) award is an honor bestowed on one Builder (or local entity) chosen by a committee of Associate members as the one who personifies the motto, “It’s good business to do business with a member.”The HBA of F-M names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level.The Builder member nominees will be evaluated for the business period of May 31, 2013 – June 1, 2014, on:

• Loyalty• Ethics• Trust• Communication• Consideration

Two Builder members who receive the most nominations will be notified and asked to submit their list of suppliers/trade contractors. HBA of F-M staff will compare those lists, and send common companies the Builder evaulation form. A committee of past HBA of F-M Associates of the Year reviews the evaluations and chooses a winner.

Each fall, two HBA of F-M members receive its highest honor: the Builder and Associate of the Year awards.The awards are based on work expended in the interest of fellow members, Association and community within the past year (Aug. 1, 2013 - July 31, 2014).These members are judged on:1. Member Involvement and Industry Promotion (30 points)HBA of F-M involvement and what it has meant to the nominee personally and professionally over the years. The ways he/she furthers good business practices and promotes the home building industry to the general public.2. Civic Activity (15 points)Local, state and national level participation in civic and service clubs, charitable activities, political commissions, fraternal or religious groups, etc. 3. Professional Accomplishments (20 points)For business owners, the development of his or her business from beginning to present. For employees of member companies, his/her role in the business and how he/she has developed it from the time started to the present. Also, actions taken to improve upon professionalism and or role in the trades industry.4. Local Association Activity (30 points)Association offices and committee work, special assignments, membership recruitment, etc.5. State and National Association Activities (5 points)Offices held and committee work, attendance and participation at state conventions, directors meetings, etc. Recipients of the Builder & Associate of the Year Awards will be chosen by a committee consisting of past winners, board members and HBA of F-M staff. The award will be presented at the Oct. 30 Member Meeting/Annual Meeting. Local winners go on to represent the HBA of F-M for consideration in the North Dakota Association of Builders’ Builder and Associate of the Year awards selection in November.
