Objects of the CompanyThe objects of the Company are to:

h affiliate and otherwise liaise with SAL or its successor or assign and such other bodies as may be desirable to achieve these Objects;

h conduct encourage, promote, advance, control and administer swimming activities in and throughout New South Wales;

h provide for the conduct, encouragement, promotion and administration of swimming activities through and by various Member Associations for the mutual and collective benefit of the Members;

h provide for the conduct, encouragement, promotion and administration of educational activities through and by various Member Associations and Associate Members for technical officials, coaches, athletes and learn to swim programs for the mutual and collective benefit of the Members;

h act in good faith and loyalty to ensure the maintenance and enhancement of the Company and swimming, its standards, quality and reputation for the collective and mutual benefit of the Members and swimming;

h at all times operate with and promote mutual trust and confidence between the Company and the Members in pursuit of these Objects;

h at all times to act on behalf of, in the interests of, and in conjunction, with the Members;

h promote the economic and sporting success, strength and stability of the Company, and each Member Association and to act interdependently with each Member Association in pursuit of these Objects;

h ensure compliance with the by-laws, policies and rules as amended from time to time of FINA, SAL and the Company;

h make New South Wales the leader in Australian swimming;

h apply the property and capacity of the Company towards the fulfillment and achievement of these Objects;

h use and protect the Intellectual Property;

h collect, distribute and publish information in connection with swimming;

h promote and control state meetings, competitions and championships and to the extent relevant, promote and assist in conducting national and international meetings, competitions and championships;

h strive for governmental, commercial and public recognition of the Company, the Member Associations and swimming;

h promulgate and secure uniformity in such rules as may be necessary or appropriate for the management and control of swimming and related activities in New South Wales;

h promote swimming as a spectator sport;

h through or in association with the Member Associations or other entities or of itself, promote the health and safety of all Individual Members;

h pursue through itself or others such commercial arrangements, including sponsorship and marketing opportunities as are appropriate, to further these Objects;

h formulate or adopt and implement appropriate policies, including in relation to member protection, equal opportunity, equity, drugs in sport, health, safety, junior and senior programs and such other matters as arise from time to time as issues to be addressed in swimming;

h represent the interest of its Members and of swimming generally in any appropriate forum;

h have regard to the public interest in its operation;

h do all this is reasonably necessary to enable these Objects to be achieved and to enable the Members to receive the benefits which these Objects are intended to achieve;

h encourage and promote performance-enhancing drug free competition; and

h undertake and or do all things or activities which are necessary, incidental or conducive to advance these Objects.

Patrick TroyPresident

Patrick is the current President and Life Member of Swimming NSW and past President and Life Member of Cumberland ASA (now Metro South West), Toongabbie Swimming Club and McCredie Park Aquatics. Previously Patrick was a Director of Swimming NSW for 14 years and has been involved with swimming for over 30 years.

Janelle BarnettDirector

Janelle has been a member of the Swimming NSW Technical Swimming Committee since 1997, Chairman since 2010; Hon. Secretary Sept, 2004-2007 and FINA Referee 2003-2010. Janelle was awarded Swimming Australia’s Technical Official Of The Year award in 2002, received the Swimming NSW Service Excellence Award in 2010 and has trained Technical Officials since 1987. Janelle is also a SAL qualified Presenter and Assessor and was a member of SNSW Sub-Committee for Competition Strategy Review, 2009.

Suzanne BergersenDirector

Suzanne is a Life Member of Jones ASC and Metro South East. Currently Suzanne is a Technical Official - Swimming NSW Referee Level 2 and is the Director TAFE NSW - Bradfield Senior College. Suzanne has held a number of positions with Swimming NSW Committees including Education, Open Water and the Technical Committees. Additionally Suzanne was President and member of the District Executive and holds a Masters of Educational Administration.

Lynn ElliottDirector

Lynn is the Head Coach, President and Life Member of the Sea Eagles Swimming Club. Being a Silver Licence ASCTA accredited Coach, Lynn is also a Director and Life Member of ascta NSW and Director and Vice President of ASCTA National.

Graham is a Life Member of McCredie Park Aquatics and is a Technical Official. Graham has held several positions including a member of the Education Committee, Chairperson of the Open Water Technical Committee, Chairperson of the Audit and Risk Committee and Director on the Board of NSW Aquatics Management. Graham is also the liaison Director appointed to the Technical Swimming Committee and is one of the Delegates to the NSW Olympic Committee.

Mark PayneDirector

Mark is the President of the Hills Swimming Club, Chairperson of the Audit & Risk Committee and is a Technical Official. Mark holds a Bachelor of Economics, Bachelor of Laws, Master of Laws and Graduate Diploma in Applied Finance and Investment. Mark’s professional associations include Solicitor, Supreme Court of New South Wales, Fellow, Financial Services Institute of Australasia, and a Member, Australian Institute of Management.

Christopher MyersDirector

Chris is the President and Life Member of ascta NSW, Director of ASCTA National, Head Coach of Ascham School and is a Silver Licence ASCTA accredited coach. Chris has previously coached the Australian Open Water Team and the NSW State Team.

Gloria WiegmannDirector

Gloria is a Life Member of the Metro North West area and Galston Swim Club. In the past Gloria has held several positions with Swimming NSW including past Education Director, past Metropolitan Vice Presi-dent and Member of the Education and Competitions Committee. Previously Gloria was a club night referee, past President, Race Secretary, Treasurer and is currently a Metro North West Area Vice-President.

Helen DeasDirector

Helen is a member of the AKAC Swimming Club with two daughters swimming competitively. Helen is an experienced Senior Manger in the NSW Public Sector and has experience leading a broad range of boards, committees and project teams. Helen has completed the Board of Directors Course through the Australian Institute of Company Directors and is a member of Women on Boards.

It is with much satisfaction that I present my President’s Report for the 2013 – 2014 financial year. The past year saw some hurdles, which were beyond our control, placed in our path but with a lot of hard work and commitment from our CEO, all our staff members and Committees, Swimming New South Wales is in a much stronger position that it was 12 months ago.

The items which did impact us most were; h The loss of Swimming Australia’s

major sponsorship with EnergyAustralia. This had an unexpected and significant impact to our finances.

h The disastrous effects of the loss of the Swimming Australia’s membership data-base. We will probably never be able to quantify how much revenue this has cost Swimming NSW in lost memberships and the time spent working around the many inconveniences the loss caused. Hopefully all the problems will be rectified by the end of July this year..

In spite of the above and with some prudent housekeeping we have still been able to report a surplus of just over $44,000. Fiscally we are still in a strong and secure position but we will continue to strive to consolidate our financial outcomes to ensure that we have the necessary funds to properly support our future plans and aspirations.

We are fully aware of the difficult economic environment that a lot of our members are under and even though we have had to increase our registration fees by $2.00 for a swimming member on top of Swimming Australia’s increase of $1.00, your Board is committed to keeping the expenses related to being part of our sport to a minimum.

While direct financial support from the State Government falls way short of

what most other States receive from their respective Governments, Mark Heathcote did secure a substantial grant from the “Water Safety Black Spot Fund” whose key goal is to reduce the drowning rate amongst Indigenous Australians. Kerrie-Anne Anstis is now working full time on this project and achieving some outstanding results. Please make contact with Kerrie-Anne if you feel that you can help with this most important mission.

Swimming NSW has established a High Performance Committee whose main functions include;

h To maximise the SNSW medal count at all Australian Championships.

h To oversee the delivery of the SNSW Development Pathway.

h To oversee the delivery of the SNSW Coach Development Program.

h To ensure that the camps and tours which are conducted by SNSW create and support sustainable success.

Our performance at the 2014 Australian Open and Age Championships did fall short of our expectations in some areas but there were improvements in others.

To briefly summarise; h At the Australian Open Championships

we increased the number of Gold and other medals plus there was an overall increase in the number of swimmers making finals.

h We increased our total points in the States’ Point Score.

h At the Australian Age Champion- ships there was a slight decrease in the number of Gold Medals won but overall we won the same amount of medals as last year (increase in Silver).

h There was also an increase in total points in the States’ point score.

h There were twelve (12) swimmers selected on National Youth and Junior Teams. The most for many years.

In line with the Swimming Australia Strategic High Performance Plan our

relationship with the New South Wales Institute of Sport has undergone a substantial change as we will no longer be providing a direct cash contribution to it. In future SNSW will use the Institute’s knowledge and facilities on a needs basis which will best suit our athletes.

Our Country, Metropolitan and State Championships continue to grow and produce more outstanding swimmers. The rising standards of our younger, emerging athletes is an indication of the strengths that Swimming NSW possesses in this area.

Our Long Course Open Championships continues to be the standard for State conducted swim meets and again they attracted many of our Olympic Games Team members and elite swimmers from all other States as well as overseas visitors.

We are also extremely proud that at the last NSW Sports Federation Awards Night our 2013 Open Championships received the prestigious award of “Sporting Event of the Year”.

As part of our commitment to the welfare and safety of children we recommend that all volunteers (including Technical Officials) undertake the “Working with Children Check” during 2015. For sport volunteers the check will be phased in during 2015 and while there are some exceptions Swimming NSW policy is that all volunteers should undertake the check. Please refer to the Swimming NSW website for full details of the process.

Overall I believe that Swimming NSW had a very successful year but there is still a lot that can be done to ensure that our achievements during the past are built on and that we do indeed, become “the Premier Swimming State in Australia”. We can only do this with the combined efforts of all our Clubs and Areas and all the people who belong to them.

I would like to acknowledge the dedication, loyalty and enthusiasm that Mark Heathcote and all our staff give to Swimming NSW. The huge amount of hours they contribute to ensure that the Company is efficiently run and that our members’ concerns and problems are being solved is greatly appreciated. Their involvement that they all make to the success of SNSW cannot be measured.

I would also like to thank and acknowledge the contributions of; h My fellow Directors of the Company for the support and expertise that they provide to both Swimming NSW and me.

h All the Members of the various Standing Committees for the numerous hours that they liberally and willingly provide to Swimming NSW.

h The Technical Officials and volunteers for providing their time, experience and knowledge with the running of swim meets from Club to Australian Level.

h ascta NSW for its support of our teams and development programs.

h Swimming Australia and its staff for the assistance and support that they provide to SNSW through the year.

h The management and pool staff at SOPAC for their skills in ensuring that all our State Championships are successfully conducted.

h All the Areas and Clubs for their ongoing commitment to swimming which ensures that our sport continues to perform and flourish at all levels.

I am pleased to present to you the 117th Annual Report of Swimming New South Wales Limited.

This booklet contains reports on the competition and developmental areas of the sport along with a summary submitted by each of the Chairpersons of the Board, Competitions, Technical Swimming, Projects & Membership, Technical Open Water Swimming, High Performance and Audit and Risk Committees.

It will also highlight our significant achievements and awards of the past year as well as the Company financial performance through a comprehensive audit report.

ACHIEVEMENTS

This year Swimming NSW has made excellent progress against its strategic objectives, but we have certainly faced some challenges as well. This was the second year of the new four-year Strategic Plan which outlines the direction Swimming NSW will undertake in guiding key decision making and allocation of resources against set objectives for the next quadrennium. The new plan provides a framework of both new initiatives as well as existing activities which the Company can continue to build on over the course of the plan. Despite the challenges we have faced this year, we believe we remain well placed to deliver on our vision of being the premier swimming state in Australia.

Early in the year, EnergyAustralia withdrew their sponsorship of the sport of swimming which was a key contributor to a number of key projects and development pathways for Swimming NSW and Swimming Australia’s stakeholders. Swimming Australia responded to this change and is focused on positioning the sport in such a way to attract new corporate support in the coming year. Fortunately, from a Swimming NSW point of view, the Company is in a strong financial position which has allowed us to deal with any loss in sponsorship income without greatly increasing costs or reducing the services we provide our members.

The delayed implementation of the APT system has also been a source of angst and frustration across the sport as a whole. We recognise above all else that our volunteers and parents have been affected the greatest by the delays and it is for this reason that Swimming NSW has devoted significant resources to assisting Swimming Australia with delivering the full system as soon as possible. We have been strong advocates on behalf of our members to Swimming Australia to ensure the implementation of the system remains the number one priority for the sport. Furthermore, I am pleased to report that at the time of writing, the Swimming Australia Board has also acknowledged the significance of the project and has assigned further resources to assist in its swift implementation with progress now being made on a daily basis.

Although we were unable to repeat last year’s achievement of recording another membership increase, we believe that this was primarily due to the issues with the membership system. Prior to the system closing down in November 2013, the Company was well ahead of the previous year’s membership numbers when compared to the same time in 2012. This achievement only encourages us to work particularly hard over the coming year to ensure that Swimming NSW recruits and retains its membership base for 2015. The Company recognises that our tireless volunteers at both Club and Area level will play a vital role if we are to achieve this and we will offer whatever support necessary through our Development Officer network. Our Development Officers play an important role in supporting our Clubs and Areas through the provision of various Development Days, attendance at school meets and having a presence in the local media to promote athlete achievements as well as the many benefits of joining a swimming club.

Our Indigenous Participation programs have grown from strength to strength this year and we have greatly increased the number of learn to swim and water safety programs available to indigenous children and adults. We have been able to secure additional funding through the NSW Government which has allowed us to spread our programs further across the State and create an increased number of partnerships with Aquatic Centre’s in NSW. At any given point in time we have over 100 Indigenous Australians participating in learn to swim programs which is a great achievement for Swimming NSW and further emphasises the important role we play in water safety.

Our events continue to be the showcase for our sport and this year we experienced increased levels of participation in all of our events. We work diligently to ensure that our events remain current and are appropriate to the needs of our members and we also hope to continue to evolve our events to ensure that they provide the greatest level of customer satisfaction for our entrants. This year one of our flagship events, the NSW State Open Championships was recognised by the NSW Sports Federation as NSW Sporting Event of the Year, which was a fantastic result for the Company and also the staff and volunteers who worked so hard to make the event such a success.

This year we continued with the implementation of the ascta NSW and SNSW Coach Development Framework which provided a number of new and unique development opportunities for our coaches. Swimming NSW is committed to the success of this Framework in the coming years as it provides a consistent and well resourced career pathway at all levels for our NSW coaches. Coaches that are part of the program now have access to a yearly two-day development workshop, regular guest speakers who present on a wide variety of topics. This year we also had our first group of Coaches complete Tertiary education through the Framework which was a pleasing result for each of these Coaches.

NSW athletes continue to improve at both an Open & Age level achieving excellent results at both the National Open & Age Championships. We have increased our representation on all Swimming Australia teams and these athletes are now being selected from a variety of coaching programs across the State which indicates a greater degree of depth in our coaching ranks. We understand that there is still a lot of work to do in this area to remain competitive at both a National and International level and we expect that the introduction of the Coach Development Framework and Development Squad pathways will further drive success for NSW.

Swimming NSW has continued its support of Swimming NSW Aquatic Management and both organisations this year have concentrated their efforts on ensuring that our Clubs and Coaches have the water access they require to achieve their objectives. This has been difficult in the current environment but we expect that over time we will be able to achieve greater results in this important area.

As previously mentioned, our Development Officer network continues to work diligently to support the grass roots level of our sport. This year, in consultation with each of their Areas, our Development Officers ran numerous development activities such as assisting with the continued roll out of the Junior Excellence and Youth Performance Squad programs, supporting Clubs who wished to participate in the Swimming Australia Go Swim month and also conducting school and learn to swim visits. The Development Officers also delivered numerous Coaching Accreditation Courses and Team and Meet Manager Courses in addition to APT and Website training.

We conducted a full review of the Area Development program this year in consultation with both Swimming Australia and our Areas. This review resulted in a more structured Development Program that will be implemented this year which we firmly believe will assist our swimmers at great roots level to recognise their full potential and achieve their goals. This program will also ensure that similar opportunities are being offered to our swimmers no matter where they are based in NSW. We believe that by achieving excellence in our Area Development Programs this will drive future success for NSW at both National and International levels.

Swimming NSW maintains its support to our large volunteer base through our Technical Swimming Committee. This committee has worked closely with the Area Technical Swimming Coordinators to again conduct a significant amount of training which has resulted in a further increase in the number of new Technical Official Accreditations being achieved throughout the year. A number of activities are planned for the year ahead to provide further support and recognition for our hard working officials and volunteers.

I would also like to take this opportunity to acknowledge the ongoing support of sponsors, Speedo, Courtyard by Marriott North Ryde, Office of Communities NSW – Sport & Recreation, and the Ministry for Police and Emergency Services. Without their generous support we would not be able to foster, control and develop the sport of swimming in NSW to deliver membership and development activities for the benefit of all of our members.

Swimming NSW has continued to capitalise on the changes we have made over the previous years, so as to ensure the continued improvement of our sport into the future. The Board and staff are well aware of the importance of continually evolving the administration of our sport to suit the modern day needs of our membership and this year we have aimed to achieve this through both increased and improved service to our members.

FINANCIAL PERFORMANCE

The Company recorded a profit for the financial year of $44,141 which was ahead of the original intended budget surplus of $22,795, which was a pleasing result for the Company.

The major reasons for the result are as follows:- h Increased Donations, Sponsorship and Government Grants of $57,000.

h Increased Swim Meet Revenue of $65,000 due to increased entries and attendances.

h Increased Interest received of $9,000 due to higher returns achieved on the Company’s investments.

h A saving of $11,000 on Depreciation expenses across the course of the year.

h A saving of $16,000 on Insurance Premiums due to the excellent brokerage offered by JLT Sport, who work tirelessly to ensure they get the best premiums for our sport.

This gave the Company an Operating deficit of $83,032 and this was offset by our Swim Trade and Speedo Swim Shop profits to the value of $127,173.

We did experience a significant decrease in membership registration income this year due to the registration system being offline for an extended period but the Board and staff have worked tirelessly to ensure that the impact of this was minimised and that we were still able to record a surplus for the year.

The Board remains conscious that to ensure the continued financial strength of the Company that we must endeavour to record a small budget surplus each year and it is for this reason that we have again budgeted for this outcome for 2014/15.

MEMBERSHIP

The membership figures as at year end indicate a decrease in membership of 6% or 1973 to 30,724.As noted previously, much of this decrease can be attributed to the registration system being offline for an extended period over the summer season. Now that the registration system is active, albeit in a reduced capacity, we have been able to capture some members who weren’t able to register during the last financial year.

Our number one priority is to assist Swimming Australia with getting the APT system fully operational so we are ready for the 2014/15 registration season, with the view to increasing our membership to at least a level above what we achieved during the 2012/13 year.

It is our goal to continue to support the grass roots aspects of the sport which will assist in maintaining participation levels across the State and also enable us to attract new people to our sport. We also expect that our increased focus on the servicing of members through new programs and incentives will help drive membership throughout the year.

JUNIOR SHARKS SQUADThe 2013 Junior Sharks squad participated in three development days throughout the year, which were again a success. The development days were hosted at the Sydney Olympic Park Aquatic Centre and the Knox College Aquatic Centre at Wahroonga. Each of the development days included pool sessions and presentations from coaches on dryland conditioning, athlete development, time management and preparation for events such as State and National Age Championships. The athletes were lucky enough to gain an insight into competition at the elite level, thanks to presentations from some of New South Wales’ best coaches and athletes. Swimming NSW would like to thank all presenters for their time, thoughts and experience. A thank you must also be extended to the coaches who attended the development activities throughout the year.

AGE DEVELOPMENT SQUADThe 2013 New South Wales Age Development squad took part in two development days at Knox Grammar Aquatic Centre and a competed at the SNSW Long Course qualifying meet in October. Athletes and coaches took part in education presentations at each of the Development days, including sport psychology, dryland conditioning, Nutrition at meets and the athlete pathway. The development days involved undertaking a series of aquatic tests which were compared throughout the development days to track athlete’s progression. MULTI-CLASS DEVELOPMENT SQUAD2013 saw 10 of New South Wales up and coming Multi Class swimmers take part in two development days held at SOPAC. STATE TEAMS SHORT COURSE CHAMPIONSHIPSThe 2013 State Team Short Course Championships was held at the Australian Institute of Sport in Canberra from 20th – 22nd September. Forty swimmers from New South Wales attended the meet along with nine coaches.

New South Wales athletes and coaches competed fiercely over the four sessions of competition, with the highlight being Rebecca Cross awarded the 13/14 years female swimmer of the meet award. While the Boys teams won both the 14-15 and 16-17 years age groups to take out the Male pointscore award for the meet.

Throughout the meet, athletes and coaches took part in educational presentations including Nutrition, IDIS (Illicit Drugs in Sport) and the expectations and behaviours required of an Australian swim team member.

EMERGING ATHLETE PROGRAMIn 2013, the strong partnership between the NSW Institute of Sport (NSWIS) and Swimming NSW continued in the form of the Emerging Talent Squad Program. Throughout the year NSWIS conducted a number of Emerging Talent Squad Camps for these swimmers with the highlight being the Emerging talent Squad camp held in Thredbo in December. SWIM WITH THE STARSThe 2014 NSW State Open Championships again saw an opportunity for any swimmer who received a JX Gold Star or Gold Cap to attend a Development Session under the guidance of NSWIS Coaches and Athletes the lucky swimmers were put through their paces. The swimmers not only heard from some of Australia’s best coaches but also current and future Australian Team members. The swimmers took part in a one hour fun swim session which included the use of underwater cameras, followed by an autograph and photo opportunity with the swimmers and coaches. Swimmers and their families were invited to stay and watch the finals of the 2013 NSW State Open Championships, featuring much of Australia’s top swimming talent.

GO CLUB PROGRAMThe Go Club program has once again continued in 2013, assisting and supporting clubs in the development and improvement of their operations. Swimming NSW delivered many Club and Area development activities during the period, including Meet and Team Manager courses, Go Club Forums, Website courses, registrations courses along with Club and Area development days. The Go Club PB Booklet was again well supported by clubs, assisting them in pinpointing areas of improvement in the club as well as rewarding clubs with financial assistance and equipment grants. Throughout the 2013-14 period Swimming NSW staff in conjunction with Clubs and Areas delivered over forty five development days, twenty five Go Club Forums and over twenty ‘Come & Try’ events with over 7000 attendees across the state.

JUNIOR EXCELLENCE AND YOUTH PERFORMANCE SQUADNew South Wales results again proved to be dominant in the Junior Excellence and Youth Performance Squad National participation programs. The Junior Excellence program awarded many New South Wales swimmers with Junior Excellence packs in recognition of their continued hard work and performance. While almost eight hundred New South Wales swimmers were awarded the Youth Performance Squad packs.

DISABILITY PLANNING COMMITTEEThe Disability Planning Committee has continued to work well, combining all of the NSW disability sport organisations to provide a high standard of support and competition opportunities to Multi Class swimmers. Four meets were held throughout the year, including the NSW Multi Class Championships held at SOPAC in October 2013, along with a development camp. New South Wales based Multi Class swimmers continue to excel at National and State Championship competition.

NSW COACH DEVELOPMENT FRAMEWORKThe NSW Coach Development Framework continued to develop in 2013 and 2014, with an improved number of coaches taking part in program. The Framework includes a multi faceted approach to coach development including Coaching presentations, Weekend workshops, International, National and Area scholarships along with a Tertiary education program specifically aimed at our coaches in New South Wales.

Function of the CommitteeThe High Performance Committee is established under By Law 16. It supports the Board by reviewing and making recommendations to the Board in relation to:

The development of content and ideas towards the development and implementation of the Swimming NSW High Performance Plan including;

h Contribution and agreement on the overall vision of the HP Plan;

h Contribution and agreement on the Performance Drivers, Accountabilities and KPI’s for the HP Plan;

h Contribution and agreement on the agreed Strategies and Actions of the HP Plan;

The progress made on each of the High Performance Plan’s identified Strategies and Actions on a quarterly basis to ensure that:

h The actions listed for each strategy are being implemented

h Any actions that are not being implemented are identified and appropriate strategies for remediation are implemented;

h The strategies and actions remain relevant and in the plan as required;

The focus of the Committee is:

h To maximise the Swimming NSW medal outcomes at all Australian Championships (Open, Age, MC, OWS).

h To oversee the delivery of the SNSW Development Pathway and associated programs to ensure we produce and foster athletes who can produce high performance results for NSW and Australia

h To oversee the delivery of the SNSW Coach Development Framework and ensure education programs and support systems are in place for our coaches to enable our swimmers to deliver the best performance when it matters

h To ensure SNSW has the most effective structure, people, resources and relationships to develop, lead and execute the High Performance Plan

h To ensure the daily training environment and camps/ tours conducted by SNSW create and support sustainable success

h To ensure that we offer competition pathways and opportunities to build experience and knowledge in tactical, technical and mental components of elite performance to prepare athletes to achieve podium performances; and

h To use research and innovation to identify and gain competitive advantage through knowledge, research and innovation.

The Audit and Risk Committee is responsible for providing advice on all financial reporting processing, outputs and accounting policies, provide advice regarding risk management processes, adequacy of the organisation’s system of internal controls, appointment removal and performance of the External Auditor and the protection of the entities assets.

Function of the Committee The Audit & Risk Committee has been established by the Board under Clause 30.1 of the Constitution of Swimming NSW. The charter of the Committee is set out in By-law 23. The principal functions of the Committee are to review and provide advice to the Board about –

h Financial reporting processes, outputs and application of accounting policies

h Risk management practices and the status of risk

h The adequacy of the organisation’s system of internal controls

h The appointment of the external auditor and the undertaking of the audit

h Business policies and practices

h Work health and safety policies and practices

h Protection of the organisation’s assets

Members of the Committee The Committee comprises 2 Directors appointed by the Board, up to 4 other persons appointed by the Board with appropriate financial and business sets, and the Chief Executive Officer.

Work of the Committee The main tasks undertaken by the Committee during 2013 – 2014 were as follows –

h Review of the monthly management accounts, and reporting to the Board about those accounts. The Committee uses a “dashboard’ style of reporting on the monthly management accounts to assist the Board in identifying the key issues for discussion. Pleasingly, the financial result for 2013-2014 will be ahead of budget and will be a surplus. The achievement of surpluses is important for ensuring the financial sustainability of the organisation.

h Overseeing the process for the audit of the 2013-2014 financial accounts.

h Overseeing the process of the preparation of the budget of the organisation for 2014-2015, and providing advice to the Board.

h Ongoing monitoring of the performance of the Speedo Shop at SOPAC, and providing advice to management about a new point of sale stock and accounting system. Pleasingly, the performance of the shop has improved significantly over the past 12 months.

h Receiving reports at each meeting about work health and safety and monitoring compliance with the Board’s work health and safety policies.

h Periodic review of the strategic risks and operational risks of the organisation, and the effectiveness of risk management policies and mitigation strategies.

h Review of Board policies, including conflicts of interest, delegations of authorities, emergency and evacuation, Board and staff gift policy, corporate gifts and hospitality policy, financial policies and procedures.

h Development of a new incident management strategy, to assist in ensuring that major incidents at SNSW events are effectively managed.

The Committee has an annual work plan to assist it in its work.

ConclusionThe Committee undertakes an important role in assisting the Board in its governance of the organisation. As ever, the members of the Committee have been committed and diligent in their work, and the Board is thankful for their continued willingness to serve the organisation in this important way.

2013-2014 was another constructive year for the Swimming New South Wales Technical Open Water Swimming (TOWS) Committee. Appreciation is extended to the Board of Swimming NSW for its ongoing support and encouragement of the TOWS Committee throughout the year. Special mention and thanks must go out to Pat Troy, Graham Towle and Bill Ford from the Committee and Matt Adair for their continued support and timely advice which was greatly appreciated.

Some of the major achievements for the year are:-

h Further revision and creation of information documents and checklists to assist organizers, competitors and Technical Officials involved with Open Water Swimming events.

h Ongoing development and inclusion of TOWS specific resources on the revamped Swimming NSW website, which contains excellent documents, checklists and information for Parents, Swimmers, Coaches, Clubs and Technical Officials.

h NSW Open Water Swimming Championships held in December, 2013 were again very successful with large numbers of competitors entering all events. A huge thank you must again be extended to the Technical Officials, who worked at the NSW Open Water Swimming Championships this year, without your dedication the Championships could not have gone ahead.

h The Swimming NSW Marathon Series has continued to grow with more events being offered for Open Water swimmers throughout the state.

h TOWS Committee members assisted some Clubs and Areas in the organisation and running of their particular events.

h All TOWS members continued to provide support and technical training to those officials attending Marathon Swimming Events for the first time.

h The TOWS Committee is continually looking at ways to improve the Open Water equipment and have purchased a new box trailer to transport our equipment from the container to the venue.

h The Open Water equipment owned by Swimming NSW, and looked after by the Equipment Officer Al Koh, has continued to be upgraded during the year.

h The SNSW TOWS Committee had representatives attend both the London Olympic Games (Bill Ford) and the Barcelona World Championships (Brian Hosford). I would like to congratulate both of them on their appointments.

The Technical Open Water Swimming Committee is responsible for examination of open water swimming, advise the Board on all matters relating to technical open water rules as issued by FINA, develop and implementation of programs for training, examination and accreditation of open water swimming technical officials, conduct assessments, prepare all training notes and roster open water swimming technical officials.

h Following the Barcelona World Swimming Championships and the associated Congresses, Bill Ford was appointed as one of the two Oceania representatives to the FINA TOWS Committee. This is an extremely high honor and we are proud of Bill’s achievement.

ActivitiesThe 2013 Annual Technical Officials Forum was held in July 2013 and was well attended. Topics presented included: Officiating at Open Water Meets; Career Paths for TOs and the Rules of Swimming. The response from the attendees was generally very positive, though discussion on the Rules went over time, necessitating the omission of the final planned presentation.

The Area Technical Swimming Coordinators Workshop was held 18 and 19 September 2013 with representatives from ACT, Coast and Valley, Metropolitan North West, Metropolitan South West, Mountains and Plains, North Coast, South Eastern and Southern Inland. A number of presentations were provided and well received with lots of suggestions and questions. An outcome for the Areas was development of a 2 year plan for technical officials. Many ideas were raised individually as well as valuable collaboration with other Areas.

Country Regional Meets in January 2014 were again attended by committee members. The Meets provided an opportunity for training, assessments, discussion of the new swimming rules, pool protocols and understanding the challenges faced by country areas.

Committee members attended SNSW Meets and Area Championships throughout December 2013 to March 2014. Again, assessments of Technical Officials were undertaken, as well as encouragement of new officials.

The Technical Officials Awards Dinner was rescheduled to coincide with the Annual Technical Officials Forum in July 2014. Hopefully more of our hard working technical officials will be able attend and enjoy the evening.

Development of a Technical Official Retention Strategy is progressing and has been presented to the Board for consideration.

It has again been a very busy year for all members of the committee as we continue to review existing rules, policies and procedures and train, assess and appoint technical officials to the various SNSW meets.

Presenter and Assessor courses were scheduled throughout the season, and unfortunately slowed during the year due to either a small number of participants or no participants.

The TSC thanks SNSW and SAL for continuing to support the SAL State Teams Age SC meet and Technical Officials Development Workshop in Canberra. The five officials and their mentor reported that this weekend was an excellent development opportunity.

The Officials Mentoring Program continues to be refined with reports indicating that Mentors and their Mentees are all benefitting from the support and exchange of knowledge that this program creates. Numbers involved are slowly increasing with the TSC encouraging all Technical Officials to join the program.

In closing, the Technical Swimming Committee would like to thank:

h the Technical Officials who continue to provide their time and expertise to assist at many State, National and International meets, as well as the various other meets held throughout the year,

The Swimming NSW Competitions Committee continued their approach of the ongoing review of Swimming NSW competition events to ensure further development of the NSW event structure, in line with National events. The result has again seen a marked increase in participation across Swimming NSW Championships. The Competitions Committee has continued to review the qualifying standards at NSW Championship events. The increase in participation across events is a tribute to the continued hard work of the coaches and athletes, indicating that they are well-prepared for NSW Championship events.

The event structure of the NSW Championships has remained stable for the 2013-14 season. The NSW State Age Championships was a huge success, following on from last seasons record numbers, entries again increased, further demonstrating the tremendous job our coaches are doing preparing their swimmers for success at the key NSW Championship events. The high standard of the meet was again demonstrated, attracting a Japanese youth team and swimmers from interstate. With the State Age Championship program in line with the Australian Age Championship program ensures our swimmers are receiving the best possible preparation for the Australian Age Championships.

The Annual Point Score Banner was hotly contested by all NSW clubs. The Annual Point Score Banner is a prestigious award for clubs to compete for throughout the season, with the emphasis being placed upon all club swimmers to participate and gain points to contribute to their club’s overall tally.

The NSW State Open Championships was the highlight event during the past summer season and was an outstanding success, due to the timing of the Championships, as coaches and athletes were looking for high quality racing in the lead up to the Australian Open (Commonwealth Games) trials. As a result there was a large contingent of interstate and international swimmers competing at the championships. Our swimmers can only benefit from this standard of competition, having to race hard and fast to gain places in finals. For the first time International Paralympics Classification was held during the championships, further enhancing the meet.

As in previous years, Swimming NSW awarded prize money at the NSW State Open Championships to reward swimmers, coaches and clubs for their outstanding performances over the three days of competition.

The committee responded to the request of stakeholders in instituting the NSW National Prep Meet held in March, with the aim of providing swimmers with the opportunity to qualify for and prepare for the upcoming National Open and Age championships. The meet structure allowed both coaches and athletes great flexibility in their approach, which resulted in many successful performances.

The NSW Competitions Committee continues to develop a long term Calendar in consultation with Swimming Australia and ascta NSW to ensure there is a consistent and reliable Event Calendar in place and are looking at providing high quality competition on a regular basis across the season. The calendar allows coaches and athletes to effectively plan their training programs while targeting specific Championship events.

The Swimming New South Wales Competition Strategy is aimed at continuing the development of high quality events and the sport of swimming overall in New South Wales. While providing guidance and direction to clubs and areas along with a number of very useful resources available on the Swimming NSW website for club and area use.

As always, input from Swimming NSW members and coaches is vital to ensure the Committee is providing the best programs and competitions for all swimmers.

The Competition Committee is responsible for reviewing the competitive swimming programmes of Swimming NSW at the completion of each meet, provide recommendations for alterations, submit qualifying times for summer and winter seasons and preparation of programmes.

This year the Projects and Membership Committee continued to deliver current and successful activities as well as developing new ideas and strategies.

A key focus this year was the formation of an Annual Plan for the Committee which grouped together all of the Committee’s various activities into one central document under the headings outlined in the Committee’s Charter document. This document was adopted by the Board of Directors and has allowed the Committee to clearly identify new opportunities so we can better assist Swimming NSW to achieve its long term objectives. The Committee is looking forward to presenting some of these new projects to the members in the coming months.

The annual Parent & Swimmer Seminar was held again this year with a number of keen swimmers and their parents attending the one day event at NSWIS. This activity continues to be an increasingly beneficial and constructive way for parents and swimmers to learn about themselves, each other and also the fundamentals of the sport of swimming. This year’s presentations included time management and dealing with pressure for swimmers, with Kenneth To, athlete sports psychology with Paul Penna, healthy eating with Chef Tony Crossin and time management for parents and social media skills with Olympian Angie Bainbridge OAM.

The Committee then delivered smaller scale Parent/Swimmer Breakfasts at the State Age, Metropolitan and County Championships. Various professionals presented on key topics related to progression in the sport, such as psychology and nutrition as well as dealing with external issues and pressures including drugs and alcohol.

The Committee would like to thank Swimming NSW staff member Janine Walker for her dedication and support throughout the year as well as Gloria Wiegmann and Helen Deas, Swimming NSW Directors, for their guidance and valuable insights which drove our annual plan.

Furthermore, the encouragement and leadership of the Swimming NSW Board, including President, Pat Troy, demonstrated to the committee that we have continually achieved the goals and again we thank them for their commitment. I would also like to personally thank each committee member; Paul Auglys, Marieke D’Cruz, Graham Taylor, Adam Kable, Jessica Heaslip and Peter Reinhard for their professional and passionate approach to their duties over the past year. I believe this consistency was a key factor in delivering a successful Projects and Membership committee in 2013-2014.

As noted above our focus of the year ahead will be to deliver on a number of projects outlined in our Annual Plan with view to providing additional activities for our existing members as well as driving new members to our sport. The Committee, as always welcomes new ideas and input to ensure that Swimming NSW strives to be the premier swimming state in Australia.

The Project and Memberships Committee develops and implements projects and strategies to enhance the sport of swimming and drive membership recruitment and retention, develop resources and strategies to assist clubs in the delivery of learn-to-swim programs and transition to swimming club member, arrange forums and seminars disseminating the latest information and liaise with Member Associations and school organisations to provide training and resources for the efficient operation of swimming meets.

Throughout 2013 - 2014 year Swimming NSW held over 30 Championships and Meets at the Sydney Olympic Park Aquatic Centre.

Our events continue to be the showcase for our sport and this year we experienced increased levels of participation in all of our events.

During the year, Swimming NSW was awarded the NSW Sports Federations “Sporting Event of the Year” for the 2013 State Open Championships.

The Swimming NSW Competitions Committee continues to review the Meet Calendar for both the Summer and Winter seasons to ensure there is suitable competition for both age and open level athletes. The Committee also continues to monitor the effectiveness of the meet programs and qualifying times. It is pleasing to see increased participation levels each year despite the review of the qualifying times as this demonstrates that our coaches and swimmers are rising to the challenge and continuing to improve

There also continues to be a large number of State and Meet Records broken at each meet, which indicates the quality of swimming at our meets continues to be fast and competitive. Swimming NSW is constantly looking at ways that we can improve the meet experience for our partipants and stakeholders and each year we aim to introduce new aspects to ensure that our events remain the best in Australia.

Office of Communities - Sport & Recreation

Office of Communities NSW - Sport and Recreation is a major supporter of Swimming New South Wales, providing Sport Development Grants and advice and assistance in many varied areas. The Department’s Industry and Partnerships section in particular, provide a valuable service to our sport.

Speedo

Speedo is the official supplier of swim wear and equipment to our representative teams and squads. Speedo is also the naming rights sponsor of the NSW State Age Championships, both Summer and Winter. Speedo is a strong supporter of our goal in developing and maintaining the high calibre of swimmers in NSW and exceeding the fine performances our squads and teams have achieved in the past. Speedo also supports our grass roots meet, the Speedo Sprint Series, providing a valuable introduction to the competitive area of swimming.

Courtyard by Marriott North Ryde

The Courtyard by Marriott North Ryde is the naming rights sponsor of the NSW Summer and Winter Country Championships. The Country Championships are a key event for country swimmers in their preparation for State and National Championships. The sponsorship by the Courtyard by Marriott North Ryde will ensure the continued success of these Championships.
