This document highlights site survey findings part of ESNCA-1928, Rolls-Royce (R-R) will be conducting asite survey for TransCanada (TCPL). See Scope Section 1 for objectives in support of the Rapid City toOtter Lake Compressor Package relocation.

1 SCOPE
1.1 For the purposes of this document only, the term "Rolls-Royce" shall be construed as meaning and
/ or referring to "Rolls-Royce Power Engineering plc." and "Rolls-Royce Energy Systems Inc." either jointlyor individually.
1.2 This site survey will have the following objectives in support of the Rapid City to Otter LakeCompressor Package relocation:
1.2.1 Assess the condition of all the R-R provided equipment, with respect to its suitability for the newlocation
1.2.2 Review all the R-R provided hardware with respect to obsolescence and make appropriaterecommendation for replacement
1.2.3 Review project specifications with the customer to assist in the engineering work required as partof the relocation project.
1.2.4 Provide the customer with the relevant R-R Global Engineering Methods (GEM) and GlobalEngineering Reference (GERS) pertaining, but not limited to, EC&I interfaces and cabling as wellas shipping preparation and preservation requirements.
1.2.5 TCPL will have the responsibility of disassembly, shipping preparation, transportation, andreassembly of the entire package. For instructions please refer to Operations and Maintenancemanuals. R-R has offered to provided Technical Direction and Instruction (TDI) during the teardown.
2 BACKGROUND
A detailed site survey has been performed by Rolls-Royce for the existing gas turbine packageSO-5036 Station 30E, Rapid City, Manitoba, Canada. The site survey will be performed by Mechanicaland Controls/Electrical Application Engineers. The sections below outline the R-R supplied products thathave been reviewed during the site survey.
As part of the site survey, Rolls-Royce will thoroughly review the condition of the entire gas turbinepackage and associated system, and will recommend replacement based on the condition of theequipment.
In addition an obsolescence study will be conducted by said R-R Engineers on said products. Thestudy will be focused on critical parts and will not cover piping, cabling and structural assemblies.

3 COMPRESSOR
3.1 RFA Compressor (By TCPL)
3.1.1 The existing RFA compressor will be disconnected and stored at the existing site.
3.1.2 When the coupling and power meter are removed the compressor must have the shafts securedagainst axial movement. Tooling will need to be made to secure the compressor.
3.1.3 Compressor blocking needs to be welded between the two side feet and the rear foot. The originalsupports were solid steel blocks about three inches square, however heavy three inch angle ironshould be sufficient. These supports need to be in place if the compressor is to be moved andremain until the compressor is down on the sole plates at a new location.
3.1.4 Compressor needs wood blinds to be fitted on the compressor inlet and discharge all lube oil, sealgas and vent piping openings need to be blinded. Some preservative should be pumped into thebearings before it is blanked off for storage.
3.2 RFB Compressor
3.2.1 The RFB compressor will need to have piping work made from the existing interconnecting pipingfrom the mineral lube oil system. The existing mineral lube oil system will be retained and reused.
3.2.2 RR shall provide details on the foundation to Focus (DHP) for construction of the new facility.
4 SEAL GAS SYSTEM
4.1 Seal Gas Console, Ampliflow Panel, Coalescer Panel, Compressor Gauge and Switch Panel, andSeal Gas diagram reference
4.1.1 These systems shall be replaced by a new seal gas skid that will be shipped with the new RFBcompressor.
5 COUPLING
5.1 The torque meter shall be removed from the package and control design.
5.2 Existing coupling shall be retained and reused
5.2.1 If with the new compressor a new coupling is not supplied a new set of shims for the couplingneed to be ordered and new o-rings for the coupling guard.

6 RT62 POWER TURBINE
6.1 The existing power turbine mineral lube oil connections and auxiliary pump shall be retained and
reused at the new facility
6.2 Before the RT 62 power turbine is moved the shipping bearings shall be installed per theinstructions in the operation and maintenance manual.
6.3 When the coupling and power meter is removed the turbine shall have the shafts secured againstaxial movement. The shipping bearings secure the PT.
6.4 Before the turbine is moved the second stage blade tip clearance shall be checked and recorded.
6.5 Before the turbine is moved the trunnions on the front turbine support shall be shimmed to preventside movement of the front support ring during shipment.
Verify that the locking pin has been moved from the storage position to the locking position beforethe engine is removed. There is a turnbuckle that mounts from the front support to the front supportring beside the spring support. This can be installed as a back up to the pin during shipment. Thepin is very rusty it will need to be cleaned before installed into the shipping position
6.6 A new set of engine to turbine bolts, nuts, washers and sleeves shall be ordered for reassembly.
6.7 All of the turbine openings shall be blinded off before shipment including the inlet diffuser, theexhaust hood and the rear bearing case cover. The oil inlet and oil drain piping shall be blindedalong with the seal air connection.
7 RT62 POWER TURBINE EXHAUST
7.1 Angle iron supports shall be welded into the oval end of the exhaust transition piece for supportduring shipping and to keep the flange from warping. These will be cut out when the transition isinstalled at the new plant.
7.2 Shipping supports shall be installed on the exhaust expansion joint to hold it together duringshipment; they span the joint from flange to flange. Customer, or their elected contractor, will needto supply these supports.
7.3 The joint between the exhaust hoods and the expansion joint is missing the exhaust insulation onhalf of the joint; TCPL shall replace all of the installation with the new style insulation.
8 MINERAL LUBE OIL SYSTEM
8.1 The existing rundown tank shall be retained and reused
8.2 The existing mineral lube oil cooler shall be retained and reused
8.3 The existing mineral mist eliminator shall be retained and reused
8.4 New elements shall be installed in the Mineral and GG Lube Oil Amot Valves before they are putback into service.
8.5 The mineral lube oil has changed per workorder numbers 140216-1, 140216-2, 145008-21, 190157-3, and 202900-7. See Appendix D.

9 GAS GENERATOR
9.1 The existing GG interconnecting piping shall be retained and reused
9.2 The existing GG Air Bleed Ducting shall be retained and reused
9.3 The existing DLE seal air and rim cooling shall be retained and reused
9.4 On the left side of the RB211 engine is a start up lube oil filter. This filter housing should currentlybe empty. This filter is used for about the first 100 hours of operation. After that the element is to beremoved and stored, it is then sent back with the engine when it is sent out for service. This fi lterelement shall be installed before the unit is started at the new site. If the filter element cannot befound, check to see if it was ever removed. If the element cannot be found order a new elementand install it for start up
9.5 The transition piece from the bleed pipe to the GG is the old gray cloth style; TCPL shall upgrade tothe new orange rubber wire reinforced transition
10 GG LUBE OIL SYSTEM
10.1 The existing GG Lube Oil system shall be retained and reused
10.2 The existing GS3 driver located in the GG Lube Oil junction box on skid shall be retained andreused
10.3 The existing GG Lube Oil mist eliminator shall be retained and reused
10.4 The existing GG Lube Oil cooler/Fuel Gas Heater shall be retained and reused
10.4.1 TCPL indicated that the GG Lube Oil Cooler/Fuel Gas Heater will possibility be changed for adifferent system provided by TCPL. TCPL will be required to pass this information onto RR issystem is to be changed. Engineering and cost has not been assessed by RR for this engineeringscope of work and a CV will need to be issued to the customer upon review.
10.5 New elements shall be installed in the main and GG Lube Oil Amot Valves before they are put backinto service.
10.6 The GG lube oil flush manifolds shall be sent with the unit for reassembly. The flushing manifold orthe jumper and valve assembly for the hydraulic system was not located. TCPL to purchase.
11 GG GAS STARTER
11.1 The existing Gas Starter shall be retained and reused
11.2 The engine shall be inhibited for long term storage per the instructions in the engine maintenancemanual before it is removed from the berth.
11.3 It could not be confirmed if the GG was going back to overhauled before installation at the new site.If engine is set for overhaul then no bore scope would be required; if it isn’t being overhauled then abore scope shall be performed before it is removed from the unit to determine GG condition
12 WATER WASH TANK
12.1 The existing water wash tank shall be retained and reused

13 GG “ ENCLOSURE”
13.1 The existing transmitter and switch panel shall be retained and reused – Reference drawing RT62-26-57
14 INLET COMBUSTION AIR
14.1 The combustion air inlet bell mouth and extension piece are fiberglass and shall be boxedseparately
14.2 When the unit was originally installed a spare shim was supplied with the air plenum to allow foraxial misalignment between the inlet plenum and the engine. The originally supplied shim kit shouldbe located and transported to new site.
14.3 The intake plenum and filter house are in good condition; there was minor surface rust found on the
floor of the intake plenum that needs to be removed and painted with a suitable primer and paintbefore being installed at the new location.
15 FUEL GAS SYSTEM
15.1 The Parker EMV controller shall be removed from the package and the new Moog Controllers willbe mounted inside the UCP/MCC building at the new facility.
15.2 The existing fuel gas mini skid shall be retained and reused
15.3 The existing fuel gas filter/coalesce skid shall be retained and reused
15.4 The existing DLE gas piping, along with the Fuel Metering Valves, Flow meters, shall be retainedand reused
15.5 Double Block and Bleed was present at this site and shall be present at the new site per Focus andTCPL.
15.6 When the unit is installed at the new site the DLE fuel system will need to be flushed. The fuelflushing manifolds were not found at site; a set from another DLE site will be needed or purchased.
15.7 Serial numbers for existing fuel valves:

16 FIRE AND GAS
16.1 The fire and gas system for the control building is by TCPL and was not reviewed by Rolls-Royce.

17 UNIT CONTROL PANEL
17.1 Existing programs were not obtainable for the GE or FT100 ECS. Screens captures were taken
from 3rd party HMI. (See Appendix C).
17.2 The existing UCP shall be replaced with a RR baseline panel meeting the requirements at aminimal of the existing system.

19 TOOLING
19.1 All the Compressor, PT and GG lifting tooling shall be inspected and load test before use.
19.2 The lifting lugs that are mounted to the base could not be located these are needed to lift the base.Four are required along with the hardware to attach them to the base. TCPL to purchase.
19.3 The large tooling for the compressor and the PT for removing the bundle and the rotor are locatedon the deck above the suction pipe, The flushing manifold for the GG and the small PT andCompressor tooling is located in the small gray cabinet located under the exhaust; this is where thealignment tool that should be attached between the front support and mount ring is located. Theshipping bearings for the PT and axial travel tool are located in the aluminum box located in front ofthe gas filters. The river hawk hydraulic pumps, the GG shipping bag and the shims for the bellmouth to adjust the gap if required are located in the cold storage building.
20 CROSS SITE AND INTERCONNECTING CABLING
20.1 During the removal of the unit, cross site and interconnecting cabling will be the responsibility ofTCPL. This includes the following:
20.1.1 Procedure for wire preparation and gland packing GER0018, GEM0047
20.1.2 Skid edge (client) interface requirements GER0160
20.1.3 Signal separation requirements for panels, packages, and cross site wiring. GER0198
20.1.4 Wire, Conduit, Glands and cable tray procurement. GER0018, GER0070
20.1.5 Consumables procurement such as wire ties, heat shrink, gland packing material, torque sealantetc.
20.1.6 Conduit and cables labeling
20.1.7 Grounding requirements
20.1.8 RR will provide the EMV controller and UCP. TCPL will be responsible for the cabling from theUCP to the EMV controller and the cabling from the EMV controller to the EMV. This wouldinclude Device-Net communications cable. Cabling specifications will be provided by RR throughstandard GERs.
Note: When the removal activity is initiated, Cross site wiring will need to be disconnected fromthe on skid junction boxes. Wires need to be properly bundled and labeled for re-assembly ifcustomer’s expectation is to re-use them.Current TCPL scope of work is to replace all cross-site cabling at new facility. Refer to electricalinterface drawing for junction box numbering and wiring termination points.

21 ON SKID WIRING
21.1 RR reviewed the condition of the on skid wiring, instrumentation, and all related package
components. The wiring was in proper condition, well segregated, followed protocols for shieldingand grounding.
21.2 Terminals seemed to be in good condition and will not need attention
21.3 All devices seemed to be in proper working order from the screen snapshots that were taken of theunit.
21.4 A package layout was sketched – See Appendix B
21.5 If during commissioning of the units the wiring is deemed unusable for any reason it will be theresponsibility of the customer to replace.
22 POWER REQUIREMENTS

25 SITE SURVEY FINDINGS25.1 26GGSA&B (TE-195A) causes unit to shutdown. Customer has to run fans in order for the unit to

25.2 TE214 was jumped out. TCPL said RTD was bad and never replaced due to unit running less than1 % of time.
25.3 Junction box FC was never installed. The valve command was landed in junction box L on the fuelmini skid and pressure transmitter 63JFCT (PDT-159) was a direct run back to the UCP. The directrun needs to be taken into consideration when TCPL layouts cross site cabling.

26 RECOMMENDATIONS
26.1 The customer has a Mark 3 GGLO console upgrading to the new PMP GGLO would be a
advantage to the customer from a maintenance and reliability standpoint
26.2 The customer PT and Compressor LO system has only one pump and use’s the aux drive to supplythe oil, converting this tank to a design like the new LO systems with two motors and pumps wouldupdate their system, removing the aux drive increases there power by removing all the gears andthe pump, and from a maintenance position it removes the chance for gear failure or bearings goingbad making it a more reliable unit.
26.3 Humidity and Ambient Temperature setup to be upgraded to current baseline design.
27 ACTION ITEMS
27.1 Rolls-Royce (RR)
27.1.1 RR shall provide the customer with the relevant RR Global Engineering Methods (GEM) andGlobal Engineering Reference (GERS) pertaining, but not limited to, EC&I interfaces and cablingas well as shipping preparation and preservation requirements.
27.1.2 RR shall provide details on the foundation to Focus (DHP) for construction of the new facility.
27.1.3 RR shall verify if new coupling is to be supplied.
27.1.4 RR shall implement TCPL logic: Surge, Data array for DCS comms, uncontrolled venting logic,discharge check valve monitoring, recycle valve dP logic. RR has standard logic for Clock Synch,MCC Healthy, etc…
27.1.5 RR shall evaluate the positioning the new humidity and temp probes to determine if they aremounted in the correct position or if they need to be repositioned per the base line practice. Thiswould also include evaluating the necessity of a second set of transmitters as per the baseline.
This is part of the proposal and is included.
27.1.6 RR to investigate the need and the necessity of the temp indicator and advise TCPL. 26GGSA&B(TE-195A) causes unit to shutdown. Customer has to run fans in order for the unit to run.
27.1.7 TCPL has modified the containment shield for access to the GG in 3 places. RR needs to reviewfor potential Red Top Issue
27.1.8 RR notes the building designed for the UCP, EMV Controllers, MCC, UPS Batteries, UPS BatteryCharger and Rectifier will be less than 100 meters. The distance from the fuel metering valve tothe EMV controller shall not be greater than 100 meters.
27.2 Trans Canada Pipe Lines (TCPL)
27.2.1 TCPL shall provide a new set of engine to turbine bolts, nuts, washers and sleeves forreassembly.
27.2.2 TCPL shall provide new installation with the new style insulation for the joint between the exhausthoods and the expansion joint; missing the exhaust insulation on half of the joint at the presenttime
27.2.3 TCPL shall provide a new GG L1 start up lube oil filter for reassembly. This is utilized for the initial100 hours of running and shall be removed at that interval per the RR manual.

27.2.4 TCPL shall provide new transition piece from the bleed pipe to the GG; new orange rubber wirereinforced transition, old gray cloth style.
27.2.5 TCPL shall provide new elements to be installed in the Mineral and GG Lube Oil Amot Valvesbefore they are put back into service.
27.2.6 TCPL indicated that the GG Lube Oil Cooler/Fuel Gas Heater will possibility be changed for adifferent system provided by TCPL. TCPL shall be required to pass this information onto RR ifsystem is to be changed.
27.2.7 TCPL - It could not be confirmed if the GG was going back to overhauled before installation at thenew site. If engine is set for overhaul then no bore scope would be required; if it isn’t beingoverhauled then a bore scope shall be performed before it is removed from the unit to determinethe GG condition
27.2.8 TCPL shall provide the GG Lube Oil Flush Manifolds for reassembly of the unit.
27.2.9 TCPL shall provide the Jumper and Valve Assembly for the Hydraulic System for reassembly of
the unit.
27.2.10 TCPL shall provide Shim that is supplied with the Air Plenum to allow for Axial misalignmentbetween the inlet plenum and the engine for reassembly of the unit.
27.2.11 TCPL shall provide DLE Fuel System Flushing Rails for reassembly of unit.
27.2.12 TCPL shall provide TCPL logic: Surge, Data array for DCS comms, uncontrolled venting logic,discharge check valve monitoring, recycle valve dP logic. RR has standard logic for Clock Synch,MCC Healthy, etc…
27.2.13 TCPL shall provide EMV controllers cables which includes cabling from the UCP to the Controllerand Controller to existing fuel metering valve
27.2.14 TCPL shall provide the lifting lugs needed to lift the base. Four are required along with thehardware to attach them. They were not located at the site.
27.2.15 TCPL shall inspect and load test all the Compressor, PT and GG lifting tooling before use.
27.2.16 TCPL shall provide RR with new facility fuel composition, fuel pressure and inlet temperature.
27.2.17 TCPL shall provide information on the new site MCC interface, process P&IDs, UPS BatteryCharger and Rectifier.
27.2.18 Note: Engineering and cost has not been assessed by RR for this engineering scope of work anda CV will need to be issued to the customer upon review.

28 DELIVERABLES
28.1 A detailed site survey report shall be submitted by Rolls-Royce in approximately 2 (two) weeks after
the site survey is completed including the following: 28.1.1 List of the assumptions, comments and exceptions made while completing the site survey.
28.1.2 Recommendations on replacing or reusing existing equipment based on condition
28.1.3 Recommendations and justifications from obsolescence study on which parts, sub-systems orsystems should be upgrade to the latest standard
28.1.4 Provide the customer with R-R’s procedures (GEMS & GERS) for preservation, shipping andhandling. The adherence of which is at the customers discretion.
28.2 Conclusion – All deliverables have been meant and supplied as part of this report.
