Still, whether we like it or not, the task of speeding up the decrease of the human population becomes increasingly urgent. - Havelock Ellis The Commission on Population Region I has been deeply addressing population issues and concerns, heightening the efficient policy development and execution of course of actions on Responsible Parenthood and Family Planning (RP-FP), Population and Development (POPDEV) and Adolescent Health and Youth Development (AHYD) Programs. The RP- FP program through the use of the 2.2 module has been discussed during the conduct of the Family Development Sessions/ classes, however, a great need still exists to integrate among the communities correct and accurate information transformed into actions. In school, it is vital for students, especially the adolescents, to become aware of the changes in their physical and emotional aspects as it affects their relationships with other people and their decisions and response on human and sexuality issues. While TV and radio remain consistently helpful in reaching out to them, integrating human sexuality and population and development information in their subjects like Araling Panlipunan, Values Education and MAPEH would give greater impact towards values formation among the youth. According to the 2010 census population, about 9 million teenage women in the Philippines are at risk of getting pregnant. Teenage brides may have decreased over a span of 10 years, however, teenage mothers are still in increasing trend. Almost 29% of Region I’s total population belongs to the 10– 24 age group. The existence of AHYD program is the best way to reach the youth and their families through institutionalized activities. Forging strong partnerships with the PAs, LGUs, NGOs, CSOs, media and other stakeholders, to continuously and effectively promote, implement and monitor activities, projects and programs remain to be our strength. Our present achievements are not the end but rather the beginning towards stronger and better outcomes for our succeeding tasks and goals.
In behalf of RPO I, with so much pride and privilege, I commend everyone for their commitment in pursuing our projects and advocacies to empower our population. Let us keep on bridging the gaps and creating social awareness in pursuit for responsible individuals, well- planned, prosperous, healthy and happy families and empowered communities. Mabuhay!

The implementation of new and continuing programs, projects and activities planned
and targeted within the year and the close coordination with partner agencies, local
government units and other program stakeholders were as easy and smooth as their
commitment and support continues.
I. POLICY FORMULATION and PLAN DEVELOPMENT
Policy Formulation
With the approval of the Responsible Parenthood and Reproductive Health Act of 2012
(Republic Act No. 10354), informally known as the Reproductive Health Law, a copy was
provided to all local government units for their information and perusal.
Continuous compilation and review of existing and proposed local policies is one major
activity that has yet to be conducted by the Policy and Planning and Monitoring Unit
considering its new set-up.
Likewise, a Memorandum of Agreement was
entered to by and between La Union
National High School, a public secondary
school in the City of San Fernando and
POPCOM Regional Office. The agreement
was to strengthen the AHYDP and reduce
ARH problems by improving their access to
information and other services through
advocacy, information and communication
strategies geared towards the in-school
youth by establishing an RPIC Satellite
Center lodged to the LUNHS Library and by
providing IEC materials and audio-visual equipment.
Joint Order No. 1, Series of 2013. Guidelines in the Creation of Barangay Advocacy
Committee (BAC) for Pantawid Pamilya Program
The Regional Population being a member of the Regional Advisory Committee (RAC),
provided input to the creation of Barangay Advocacy Committee through the inclusion
of Barangay Service Point Officers or BSPOs as members to compose the BAC and
defined their specific roles and functions. For BSPOs: to monitor compliance of couple
attendance for FDS Module 2.2; create FP demand among households with couples of
reproductive age; reports accomplishments/issues and gaps in Family Planning.
RAC Resolution No. 2 Series of 2013. PolicyAmendment to the Sanctions For Various
Cases Filed.
Likewise, the Regional Population Office provided input and signatory to the RAC
Resolution amending the sanctions of offenses (first offense, second and third offense)
of the non-compliant Pantawid Pamilya beneficiaries.
Executive Orders and Resolutions were updated and collected from LGUs. This includes:
Executive Order No. 173-13 of Ilocos Norte amending the Creation of the
Pantawid Pamilyang Pilipino PAC with the addition of Gender and Development
office (formerly Provincial Population Office) as a member.
Provincial Ordinance No. 039-2011 An Ordinance Abolishing the Provincial
Population Management Office and Transferring the incumbent personnel to the
technical services division in the Provincial Health Office without diminution of
salary.
Resolution No. 20111-068 Resolution Expressing Support to the Pre-Marriage
Counseling (PMC) Program as mandated by the Joint Memorandum Circular No.
01, Series of 2010 and providing funds therefore in the City of Laoag.
PMC Program
The existing Resolution No. 187-2002 on the Creation of a Pre-Marital Counseling Team
for the Province of Ilocos Norte as mandated by RA 7160 was reviewed by the Provincial
Population and Regional Office. Since the resolution does no longer adhere to the new
provisions in the Joint Memorandum Circular No. 01 Series of 2010, and AO No. 14 of the
Omnibus Guidelines in the Accreditation of Marriage Counselors, amendment was
suggested for adoption. As such a draft of the resolution was developed for discussion in
the regular session of the Sangguniang Panlalawigan.
POPDEVEd
A Grant Agreement was entered into by and between the Philippine Center for
Population and Development, Inc. (PCPD) and the Commission on Population Regional
Office I for the conduct of Training on Population and Development Education
(PopDevEd) Integration which aims to train partner advocates in the 13 DepEd Divisions
in Region I. The PCPD Foundation made available the amount of 360,000 with a
counterpart fund from Regional Population Office amounting to Php 420,000 to cover
the 4 phases of implementation from September 2013 to December 2015.
PLAN DEVELOPMENT
RPO I conducted series of planning and evaluation workshops to identify issues/
concerns/recommendations in the implementation of programs, projects and activities
for CY 2013. Based on the Regional Budget Allocation, the Regional PPMP Plan for 2014
was likewise finalized and submitted. The following plans were prepared and
submitted promptly:

II. PROGRAM COORDINATION
♣ National Management Meeting
The Officer-In-Charge of RPO I, Mrs. Erma R. Yapit represented the office in the national
and regional bodies as well as the Operations Cluster for Northern and Central Luzon
Cluster Meetings . These meetings were the review and monitoring of KP implementa
tion status including all population related projects. She also attended the Mid-Term Re
view and Strategic Planning for the Philippine Management Program (PPMP) Directional
Plan CY 2011-2016. The activity aimed to assess the gains as well as the setbacks after
the implementation of policy and program strategies identified in the PPMP DP in the
first half of the planning period.
♣ Coordinative Meetings conducted by other PAs/Committees/LGUs attended by
POPCOM
The Focal persons both from the technical and admin unit assigned to the different
Coordinative Bodies attended and provided inputs to the meetings conducted within
the year.
♣ Semestral Planning and Evaluation Workshop
The PPOs/CPOs were convened in a Semestral and Year-End Planning and Evaluation
Workshop and came up with plans and agreements in the implementation of the FDS,
PMC and PMC Team Accreditation, POPDEV Indicators Monitoring, RP-FP, AHYD and
other programs and activities regularly implemented at the LGU level.

♣ Consultation meetings of POPCOM, DSWD and members of the Regional Advisory
Committee (RAC) for the implementation of Pantawid Pamilyang Pilipino Program
A special agenda was included in the first quarter regular meeting of the RAC( Regional
Advisory Committee) particular on the Initiatives of the Population Office in the
implementation of the Pantawid Pamilya program for 2013. Initiatives include the
conduct of 4 batches TOT training for FDS Team, monitoring of CCT beneficiaries
intending to Use FP methods, reproduction of RP-FP Manual for FDS sessions, and the
inclusion of MPOs to the Municipal Advisory Committee in the expansion areas of the
Pantawid Pamilya program.
There was also a suggestion among the RAC members that while the attendance rate
of FDS session is high, there is a need to evaluate the progress of the conditionalities
particularly the impact of the FDS sessions.
In the 2nd regular meeting the issue on the couple attendance to the FDS session was
again reiterated; that for the session on Module 2. 2 or the RPFP, the husband and wife is
encouraged to attend.
It was mentioned that the Parenting Module, should be treated with importance
especially when evaluating the impact of the FDS sessions. This came out as one of the
most difficult challenge by the RP-FP Team members ensuring couple attendance as
discussed during the recent consultation dialogue with the set 1 area.

Responsible Parenting/ Family Planning
♣ Consultation Meeting with DSWD on the Omnibus Guidelines on Accreditation of
Pre Marriage Counselors.
The Regional Population Office and DSWD jointly came up with a plan/strategy to
intensify accreditation of PMC Teams and Counselors in order to comply with the
Administrative Order No. 14 or otherwise known as the Omnibus Guidelines in the
Accreditation of Marriage Counselors. Trainings on the new PMC Content and Process
Guide for those LGUs whose training requirement expires within the year were already
accomplished.
♣ RP-FP Classes during the FDS
FDS on Responsible Parenting and Family Planning were coordinated with all the
Provincial/City and Municipal Links for its simultaneous conduct for the month of August
in time for the Family Planning Week. FDS sessions were monitored through On-site
monitoring by the RAC members.
♣ PMC Trainings and Accreditation
The Regional Population Office conducted PMC Trainings for the new MPOs and
Counselors who have not been given refresher training on PMC updates and to those
whose training requirement for accreditation expired within the year.
♣ Survey of Public Hospitals on the Availability of Reproductive Health Services
The Regional Population Office formed two teams two conduct an on-site survey on the
availability of RH services particularly ligation and vasectomy. There were 38 Hospitals
surveyed throughout the region categorized as levels 1, 2 and 3. Significant findings
include: BTL is provided in all District Hospitals, however, there is lack of trained doctors
to provide the service; NSV on the other hand can be made available in some District
hospitals, however there is no demand for it.
With the forged partnerships and teams
established to conduct surveys in
hospitals, the availability of RH services promises to provide easier access with a
better disseminated data and findings
throughout the region.
♣ Seminar on Responsible Parenthood and Family Planning Program for Sociology and
Psychology Students.
The Regional Population Office conducted a seminar on Responsible Parenthood and
Family Planning Program among Sociology and Psychology Students (300 3rd year and
4rth year students) at the Don Mariano Marcos Memorial State University. Topics
discussed include: Population and Development Situation (National and Regional); The
Philippine Population Management Program, Responsible Parenting, and Family
Planning.
♣ BSPO Congress
The Regional Population Office assisted the Provincial Government of La Union as they
held its annual BSPO congress. There were about 700 participants who were oriented
and updated on several topics related to Population Program highlighting the
Responsible Parenthood Program, their role in the KP/CHT and Pantawid Pamilya
Program. Family Planning and Reproductive Health issues were likewise discussed.
AHYD
♣ 2013 World Population Day
POPCOM conducted an ARH orientation at the
La Union National High School on July 11, 2013 in
celebration of the World Population Day.
As integrated in their Araling Panlipunan subject,
two (2) 4th year classes/sections were invited to
participate in the said orientation.
Topics on Fertility and Coping with Teen Stress
were discussed to further enlighten the students
on proper behavior in dealing difficult times and
on how to adopt changes in their growing
period.
♣ ARH Laoag
POPCOM I and CPO-Laoag jointly facilitated in a number of topics and discussions on
Youth and Sexuality during the second conducted Adolescent Reproductive Health
(ARH)
Training in Laoag City on Dec. 10-12, 2013. Several activities were prepared to cater 27
youth participants (16-male and 11-female), both from high school and college.
Among the topics discussed by RPO I facilitators are: Overview of Adolescent Health
and Youth Development (AHYD), Images of Filipino Youth (the participant’s thoughts/
Adolescent Health and Youth Development
feelings towards adolescent stage and what impressions
they know that other people have about the youth),
Rediscovering journey, Sexuality, Understanding Sexual
Orientation, Exploring Sexuality, Coping with Teen Stress and
Communicating with Parents.
During the training, it was
d i s t i n g u i s h e d t h a t
communication with their
parents needs to be
strengthened more. It
reflected during one of the
activities that most of these teen participants find it
hard to open up to their parents especially in their
relationships.
♣ Parenting Teens
The Regional Population Office was invited by the Evangelical Church in their one day
seminar for parents in celebration of Mother’s Day with the theme, Parenting Teens. The
Learning Package on Parenting particularly Module 4, Building Positive Relationship with
My Adolescents was perfect material used during the day. About 15 parents/couples –
professionals and mostly Chinese attended and expressed their gratefulness of this kind
of learning opportunity.
♣ Crossroads
“CROSSROADS”is a
film produced by the Commission on population not only to identify the common issues prevailing around the adolescents but it also aims to strengthen the awareness of youth by the advocacies on Adolescent Health and Youth Development (AHYD) manifested in the movie.
This year, a series of Crossroads film showing
has been consecutively held in celebration of the
World Population Day and Population and Devel-
opment Week (POPDEV) . This year’s celebration
in both events addressed the rising percentage
of teenage pregnancies in the Philippines, mak-
ing the country one of the top among ASEAN
countries.
It was recommended that P/CPOs or LGUs
take charge of this film showing activity. Aside
from the fact that they can coordinate with the
school easier, they were also equipped with the
materials on how to conduct the film showing to
schools. CDs have
been made accessi-
ble to them, including
the guidelines which
will serve as their
guide in their conduct
of the activity. Sub-
mission of reports are
forwarded to RPO1.
♣ The Localization of the Learning Package on Parent Education and Adolescent Health
and Development (LPPED) Modules
This was initiated by the technical staff of POPCOM to help
the majority of parents in our communities, especially
those in the rural areas, guide their adolescent children
efficiently with these modules that were made simpler,
understandable and concise.
The effort of POPCOM technical staff to translate the
modules from its original English version to Filipino was
driven by the need to reach out to the most vulnerable
parents who confront real adolescent concerns and
situations. The crucial need to equip them with proper
information and guidelines in dealing with their adolescent
children establishes better family relationships and
responsible individuals.
POPCOM developed the localized booklets in a 2-day
workshop at Euro Hotel, Baguio City. Initial reviews and
revisions on the five (5) modules were deliberated. Draft
print-outs were produced for further scrutiny and
corrections.
The localized booklets were pre-tested at the municipality
of Naguilian, La Union last September 11, 2013. It was
actively attended by a number of parents, municipal
population workers and facilitated by POPCOM. The
changes, corrections and recommendations have been
incorporated in the final prototype.

2013 REGIONAL POPULATION
QUIZ SHOW AND ESSAY WRITING CONTEST
Population Quiz Show and Essay Writing Contest are activities conducted by Commission on Population and Department of Education to convey the population and development concepts and messages to the youth for them to rationally decide and become responsible and productive members of the community. Thirteen Division contestants from the elementary and high school levels competed during the Regional Finals.

the Regional Population Quiz show on March 12, 2013
held at RELC, San Vicente, City of San Fernando, LU.
♣ POPDEV ED Module Integration
This initiative of POPCOM in coordination with other implementing agencies like the PCPD,
DepEd, PPOs and CPOs developed an innovative project which aims to train teachers to
provide information that will help in-school adolescents and youth to understand their
sexuality and other risks/concerns regarding adolescent health.
With the funds granted by PCPD, POPCOM conducted series of orientations and trainings
on POPDEV ED Teaching Modules to all thirteen (13) DepEd divisions of Region I until 2015.
Roll-out trainings until 2015 are divided into batches that will cover the untrained teachers
of Araling Panlipunan or Values Secondary School Teachers in all 529 public schools and
321 private schools in Region I.

PHASE II
The TOT for the Core Trainers was conducted on November 27 to 30, 2014 in Baguio City,
where the module was now reviewed and ran through by Dr. Gultiano and Ms. Milagros
Rivera. Return demos were presented by selected participants to show how the concepts
on the module can be applied in their teaching.
Dr. Maribeth A. Magpali and Mr. Manibel Balgua presented for the elementary level and
Dr. Michael E. Rame and Mr. Lloyd A. Rosquita presented for the high school level.
One of the highlights on the last day of the training was the presentation and synthesis of
Dr. Alex Herrin, the “Father of POPDEVED”, which focused on the POPDEVED and the
Young. He discussed on making choices and living with the consequences.

♣ POPCOM Sponsored the 2nd Regular RSCC Meeting
The 2nd regular meeting of the Regional Statistical Coordination Committee was
sponsored by the Regional Population Office purposely to present the POPDEV
Indicator System monitored and updated by the office as well as the initiatives
undertaken by the region relative to POPDEV. The Committee chaired by NEDA
Regional Director was happy to know that the 27 core indicators was already
expanded to 51 core indicators being made available and utilized by the different
LGUs.
♣ POPDEV WEEK
November 23-29, 2013 – The Commission on Population celebrated the annual
Population and Development Week with the theme “ Empowering Families,
Transforming Communities.”
POPCOM has lined up series of activities like the
showing of the CROSSROADS movie to the 3rd-4th year
high school students to the (4) identified and selected
high schools of La Union namely: La Union National High
School with a total of 49 participants including the
teachers, BHC, a private high school institution with 29
participants, San Juan National High School with 32
participants and 43 participants from Sto. Rosario
National High School. A grand total of 153 students and
teachers were catered in this film showing where 57
were males and 96 were females.
A focus group discussion follows after every movie presentation to generate the
students’ learning and insights and to highlight the importance of proper behavior and
inputs on some life skills to making life choices. The students were able to depict and
illustrate the many challenges they encountered as they go through their youthful
years.
CROSSROADS has become the main highlight in celebrating the event. It aimed to
promote awakening and realization that correct/right choices have very great impact
on one’s future.
Other activities conducted were the production and distribution of promotional
materials (button pins and tumblers) designed bearing the POPDEV theme,
coordination with the different LGUs and partner agencies in hanging of streamers to
their building facades.

♣ GAD Orientation
POPCOM conducted a GAD Orientation in the Province of Ilocos Norte with the
Municipal Population Officers as participants.
♣ Women’s Month Celebration
RPO I supported this year’s celebration of Women’s Month and participated with RAGE
and other government agencies by Posting of Streamer with the celebration’s theme
and joining the Fun Walk for Women and Thanksgiving Mass.
♣ The Search for the Rafael M. Salas Awards
This gives recognition to LGUs, local chief executives,
institutions or individuals for their outstanding and
active involvement in implementing population
management programs. For this year, it is conferred
to the 4th-6th class municipalities that have been
involved in the field of population and development
in the past three years.
POPCOM, in coordination with the Provincial and
Municipal Population Offices have identified and
nominated the municipality of Pugo, La Union as its
Regional Awardee and entry for the national level.
The on-site validation was conducted on September
4, 2013 by POPCOM I together with DILG, DENR &
DOH as members of the Technical Working Group.

Endeavors of this program also include heightened public awareness, appreciation and
internalization of POPDEV concerns among the general public, couples, and youth
particularly on concepts of family formulation, adolescent reproductive health, gender
and responsible parenthood among others, through the development of a photo-video
documentary that illustrates and exhibits the various initiatives that the RPO performed
and accomplished in the implementation of the PPMP in Region.

ONLINE REPORT SYSTEM
The online reporting system has been updated for the FY 2013 with continuous encoding of
RP-FP Profiles of the Pantawid Pamilya beneficiaries who attended FDS session on RP-FP
Module.
The Regional Population Office registered to the Online Project Monitoring (e-RPMES) of
NEDA is used to record and monitor accomplishments on the different programs and
projects enrolled by the RLA SUC or LGUs in the RPMES. It contains information like name of
agency projects, period, type, sector, fund source, location, indicator and unit of measure
of the project being enrolled. It also provides information on the physical and financial
target as well as the employment generated (in man-days) by the project. All projects of
RPO I (Physical and Financial Plans for FY 2013) were already enrolled in the e-RPMES.
DATABASE
RPO I updated and maintained accurate and relevant computer-based population related data as reference for policy making, planning, monitoring, report preparation, development of IEC materials and other purposes. This contained local policies/ordinances, local plans/programs/projects/activities, regional accomplishments, directory of population officers/workers per province/city and the Regional Population Statistics disaggregated by province, city, municipality and barangay.
REGIONAL POPULATION INFORMATION CENTER (RPIC)
POPCOM established and maintained a Satellite Information Center at the La Union National
High School (LUNHS) being one among the academic institutions with increasing and large
number of enrolled populations among the youth in the City of San Fernando. The school was
provided with various printed materials in forms of
books, journals, magazines, pamphlets, leaflets
among others; and audio visual materials like CDs
which are lodged in the school libraries.
This partnership aims to strengthen the AHYDP
Program and reduce the Adolescent Reproductive
Health problems of the youth by improving their
access to information and other services through
advocacy, information and communication
strategies towards the in-school-youths.
POPCOM I has expanded its scheme on the
establishment of RPIC Satellite Centers in areas of
Ilocos Norte and Pangasinan to further strengthen the
AHYD program and other related Adolescent
Reproductive Health Issues and Concerns of the in-school-youths of the region.

The Regional Population Office continuously monitored
the implementation of projects and activities of the
provincial and city population offices along the major
program components, including the Pantawid Pamilya
Program.
Significant this year, is the monitoring of POPDEV Core

v. TECHNICAL ASSISTANCE
To further strengthen support and partnership with our partner agencies and LGUs, RPO I
staff extended technical assistance:
◊ Provided assistance as validator during the conduct 2 Onsite Monitoring covering 4
municipalities.
◊ Judge to the Regional Search for the Exemplary Children of Pantawid Pamilya 2013.
◊ Developed and presented the Evaluation and Assessment of the Exemplary Pantawid
Children of Pantawid Pamilya 2013 during the Awarding Ceremonies.
◊ Validator to the MELLPI.
◊ Acted as facilitators and resource speakers during the conduct of Orientation and
trainings;
◊ Assisted the Population Officers and City Planners in the updating and validating of
◊ Assisted the Provincial/Municipal/City RPM Teams in the preparation of Operational
plans, Project Summaries, Training Designs and local policies for the population program;
◊ Consultation meetings on RPM/FP and Pantawid Pamilya Program with LCEs/Local
Officials of LGUs in the region;
◊ Provided inputs to consultative meetings, regional bodies on RPM/FP, Pantawid Pamilya,
KP/CHT and PPMP.

♣ Training of Trainers on the
Utilization of RP/FP Resource
Manual for Family Development
Sessions
The 4 Batches of the TOT Training for the team to
conduct FDS has been completed. The Pantawid
Pamilya expansion areas will be conducting their FDS
with Module 2.2 on Responsible Parenting and Family
Planning beginning May up to the end of the year as
indicated in their plan of action. The Municipal Links,
LGU Focal Persons, Municipal Population Officers and
Municipal Health Officers were provided with the
Resource Manual as their guide in conducting the
FDS.
In the 4 batches conducted, there were a total of 63
Municipal Links, 40 Population Officers and 43 MHOs
trained, all ready and competent to discuss the RP FP
Module during the FDS sessions.
In the spirit of teamwork– the participants
were grouped together to work on given
activities during their training.
♣Training on Gender and Men’s Role in GAD(MR
GAD) for Faith-Based Organization
With the recognition that there exists an inadequate
understanding of men and women’s roles in the
society especially among religious groups, a training
was offered to the Faith - based organization.
Twenty five (25) participants came from different
evangelical churches covering 5 districts of
Pangasinan.
As an output, an action plan was developed which
captured activities like small group discussion
among church members, survey on male participation on maternal and child health, and
identification of cases of violence against women and children for referral and
counseling.
♣Basic Demography Training
The Basic Demography Training was intended
for the City and provincial population officers
and staff to enhance their capacity in the
generation and analysis as well as to
appreciate the use of demographic data in
relation program planning and development.
The training focused on the three basic
demographic processes of fertility, mortality
and migration and was conducted through
lecture-discussion and application of key
concepts on demography through exercises
using their own local data.
There were twenty (20) participants who attended the 3 days training.
V. NEW INITIATIVES/PROJECTS
♣ Research Dissemination
A research was conducted in the secondary schools of San Fernando City, La Union as
an assessment in the integration of Population Education in the overall curriculum as well
as the level of awareness of students on the various core concepts and messages on
Population Education. The salient findings, conclusions and recommendations are
deemed necessary for dissemination to the concerned agencies and division schools for
appropriate and immediate action. A such, a Thesis abstract and booklet on the Core
Messages and Key Concepts on Population Education were distributed to all DepEd
Division Offices was shared during the R1HRDC Research Dissemination Forum.
The retirees with their partners during the actual DEMO on massage therapy.
♣ Senior Citizen Advocacy Network
In response to Sec. 29 of the General Appropriation Act of FY 2013 which provides that all
government agencies shall formulate plans, programs and projects intended to address
the concerns of Senior Citizens and Differently-Abled Persons and recognizing the
importance of the SC and DAP in the promotion of a just and dynamic social order that
will ensure the prosperity and independence of the nation building, the RPO I staff felt the
significant roles of our POPCOM retirees as partners in the implementation of population-
related programs and projects.
The RPO I staff had initiated a Joint Meeting with
the POPCOM retirees/Senior Citizens with the
following outputs:
◊ organized the RPO retirees as core group for
PPMP advocacy activities and networking;
◊ elected the officers;
◊ presented and discussed the work program for
July-December 2013; and
◊ identified programs/projects/activities.
The following livelihood activities were identified:
◊ skills training on reflexology – 2 days with 20 participants
◊ hilot wellness massage – 5 days with at least 15 participants
◊ cooking
Part of the orientation shall include discussions on RH Law and other population-related
advocacy activities and Senior Citizens Laws.
The Reflexology Skills Training cum massage was attended by 26 participants (9 males
and 17 females) from among the POPCOM retirees, Senior Citizens of San Fernando, San
Juan and Bacnotan, La Union. It was conducted in Bacnotan, La Union on October 1-2,
2013 by a TESDA accredited trainor, MS. THELMA TANGANIM.
The activity was done in 3 parts: 1) Orientation on Reproductive
Health focused on the ageing population; 2) brief discussion of
Senior Citizens benefits; 3) lectures and applications of reflexology
cum massage.
This initiative is an entry point from among the POPCOM Regional
Staff, POPCOM Retirees and Senior Citizens and other program
influentials in the community that ensures the program advocacy
in the promotion of population program, delivery of services on
healthy lifestyle and other health care services from the ageing
population.
vi. ADMINISTRATIVE OPERATIONS
The admin unit facilitated logistical, accounting and budgetary needs and concerns of
all units and employees. Conducted and deliberated promotions and selection of new
positions based on the approved organizational staffing pattern.
♣ Regular Meetings
Several staff meetings and Monday convocations were undertaken . Updates on the
various CSC laws and government activities, RPO status of operations and other relevant
concerns, issues and activities were presented, discussed and resolved.
♣ Strategic Planning cum GAD Orientation
The RPO I Strategic Planning cum GAD
orientation was conducted among the RPO staff
on July 2-5, 2013 at Crown Legacy Hotel, Baguio
City. This aimed at enhancing and
strengthening the employees’ performance
through a unified understanding of the agency’s
vision and mission, discussing RPO driven
concerns in relation to the tasks, functions and
measuring the extent of achievement on the
goals and purposes of the programs and
projects. It was also a venue of mainstreaming
GAD among RPO I employees.
This three-day activity was focused on the GAD orientation which was tackled by Atty.
Dexter Padilla of POPCOM Central Office. Other activities were on the formulations and
presentations of workshop outputs per unit for the first semester accomplishment reports
and second semester work program. Orientation on the salient features of the
Performance Evaluation System was also tackled.
♣ Merit Selection Plan
The vacant positions were published in the Publication in the Bulletin of Vacant Positions in
the Government on August 2, 2013. The PSB deliberation was conducted on August 19,
2013.
As a result of the PSB deliberations, the appointment and support documents were
submitted to POPCOM central office-administrative services division for further evaluation
and approval of the appointment papers. The appointments of the Project Evaluation
Officer I and Administrative Assistant II were approved on September 5, 2013. The newly
appointed POPCOM staff had assumed their duties and responsibilities on September 16,
2013.

♣ RPO Teambuilding
In support to the 113th Anniversary of the Philippine Civil
Service Commission and as part of the Fellowship of the
RPO, a team bulding was conducted among the RPO staff
on September 23, 2013 at the PNP RO I. Initial coordination
and discussion with the CSC and the PNP staff were
undertaken for the implementation of the activity.
♣ Health and Wellness
Pursuant to RA No. 7305 and CSC Resolution No. 97-4685 and Memo Circular No. 33, s.
1977, the RPO I acknowledged the importance of health and wellness program among
the RPO I staff in the workplace. The Memorandum of Agreement with the Lorma
Medical Center and POPCOM Regional Office was entered and perfected on July 1,
2013.
This benefit was made available to 13 employees effective July until December 31, 2013.
Minimal amount out from our savings was allotted for the annual physical examination,
medical consultations, emergency treatment and hospitalization services to employees
at discounted rates.
♣ “Salamat-Paalam” Program
Three (3) employees who retired from the government service were accorded with hon
ors of their invaluable service and loyalty to POPCOM for more than 35 years through
the “Salamat-Paalam” Program
