Wayne will make a decision on whether he thinks it is worth spend-ing the money. A letter from SAOVA

Dear Friends,

Historically retail sellers of dogs, cats, and small animal such as rabbits, guinea pigs, hamsters, gerbils, do-mestic ferrets, and others for use as pets have been considered part of the “retail pet store” exemption and therefore are not required to procure federal licensing. This week APHIS posted a Notice of Rulemaking to revise the retail pet store definition. According to APHIS, the purpose is to modernize the Animal Welfare Act (AWA) and allow federal oversight for pets being sold sight unseen via the Internet. The proposed rule will change the definition of retail pet store so that it limits the exemption to only business and residences where buyers physically enter to observe the animals available for sale as pets prior to purchasing them.

Basically the new rules present breeders with few choices: Sell all dogs, cats, and listed small animals only to buyers who physically enter your premises, reduce and maintain the number of breeding females to four (4) including co-ownerships and dogs, cats, etc. shared with family members; OR obtain a license under the Ani-mal Welfare Act, build a federally compliant facility, and allow APHIS inspectors to inspect your homes and facilities. Selling even one pet off premise via shipping, at a friend's home, at a show, at a park, will result in loss of an exemption from licensing, placing limitations on both buyers and sellers. The narrow limits of the exemption restrict the ability of hobby breeders to work together remotely, sharing dog/cats from litters in order to imple-ment their breeding programs and/or increase diversity in their lines.

This is a proposed rule by an agency, not a law Congress will vote on. The comment period is only for 60 days and APHIS needs to hear how this affects you.

APHIS cannot make a realistic analysis without understanding the dynamics of conflict with existing state/local ordinances and potential impact to small scale breeders that will be created by revising the current exemption.

Attached is a transcript of the teleconference hosted by APHIS as the proposed rule was announced, which should help explain coverage and limitations presented in the proposed rule. Additional information is available at the APHIS website. http://www.aphis.usda.gov/

Spring has Sprung….so have the wood ticks! By: Theresa Goiffon

Spring has finally sprung here in Northwestern Wisconsin! Time for yard clean up and just enjoying long walks again with our dogs. It's also time to think about flea and tick preventative. Wood ticks and deer ticks are almost impossible to avoid in our part of the country. There have been years where we literally pick up to 25 or more ticks off each dog every night! Lyme's Disease is very common in our area, not only in our animals but humans as well. It can be very serious and life altering. The vaccinations for the disease are not very effective. However, ac-cording to my research, vaccination for Lyme's, has shown to reduce symptoms should your dog be infected with the Lyme’s disease. One suggestion that has helped minimize these ticks on our dogs was our fenced in yard. During peak tick season, which for us is generally in May and again in September we don't let our dogs go into the woods or in long grass. That is not possible for some breeds, such as hunting dogs. We try to use only organic products whenever possible. We have tried and with some success used concentrated lemon grass diluted with water and put in a spray bottle. This helps to keep the wood ticks off and is the ONLY thing we use on our puppies for flea and tick control. However, as much as we try to resist, sometimes a more powerful solution is necessary. What we have found works best for us is using Frontline seasonally. I don't apply it monthly, typi-cally every other month or less. We apply Frontline in April, just after the first big snow melt, than again in June, repeat again in August and generally that covers the season. NEVER EVER apply Frontline at the same time you give your dogs their Heartworm oral meds. There have been reports of serious side affects. We have not experienced any side effects from using this product on both our Australian Terriers and Australian Shepherds, but as always consult with your Veterinarian.

Peggy Ellen O’Hare

October 5, 1943 – April 24, 2012

Born in Kranzburg, South Dakota to Eunice and John O’Hare, the family moved to Sioux City, Iowa when Peggy was young. Peggy attended St Joseph Catholic Schools. When she was in the 8th grade, Peggy tested, applied and was accepted into Morningside College in Sioux City. When the college discovered

Peggy’s actual age, her enrollment was declined.

Peggy married Kenneth Dreckman in 1957 and daughter Cindy was born in June 1959. Peggy volun-teered at the center for developmentally disabled children, served in the PTA and provided a safe environ-

ment for activities for neighborhood children and animals.

Peggy moved to Minneapolis, Minnesota in 1967 where she worked at Bill Boyer Ford while attending the University of Minnesota. In 1974 Peggy graduated Magna Cum Laude with a degree in Psychology. She worked at the University of Minnesota General College as a teaching assistant and was admitted to the

University’s Law School and PhD program in Developmental Psychology. In 1977 Peggy became the first person in the history of the University of Minnesota to complete both the Juris Doctorate and a PhD pro-

gram simultaneously with honors - and in only three years.

While at the University of Minnesota, Peggy met a group of amazing women who later dubbed themselves “Las Damas”. This strong, talented group of women remained close friends for life. Their gatherings were

often the highlight of Peggy’s years.

In 1978 Peggy married Bill Truesdale. They were a fixture in the Twin Cities literary community for the next decade. The couple hosted gourmet dinner parties, book release parties for Bill’s authors, and trav-

eled through South America, Europe, Yugoslavia and throughout the United States.

Peggy continued to teach at the University of Minnesota and in 1986 began working for the Minnesota State Department of Education. She helped develop the Excellence in Education program for the state

and the Para-Legal program at the University.

In 1988 Peggy left the University and State Department to practice law full time and became a partner at

Jack Jaycox and Associates. She specialized in Family Law, Divorce and Custody Disputes.

Peggy also served on the board of directors and later as the President of a Twin Cities suburban Hu-mane Society. She helped organize and served as a director for Inter-Race – an organization to im-

prove understanding between cultures. Peggy donated her time to Mediation, which helped people re-solve disputes without going to trial. She also assisted numerous arts organizations to obtain tax ex-empt status while writing grant proposals to provide funding for arts and educational organizations.

Throughout her life, Peggy never turned away a stray animal or human. She was always generous with

her time, knowledge and resources.

In 1996 Peggy was diagnosed with severe, sudden onset Rheumatoid Arthritis. She dissolved her partnership and began to practice law on her own. The effects of the disease and drugs prescribed to

treat the disease resulted in Peggy being declared disabled.

Peggy relished her time spent with dogs. From Tanner, the Treeing Walker Coon Hound who was her constant companion as a toddler, and Tang Wu, her childhood Cocker Spaniel, Peggy developed a love

and appreciation for dogs that lasted throughout her life. In 1978 Peggy met a Chinese Shar-Pei and this encounter sowed the seeds for a devotion to the Shar-Pei breed that would last the remainder of

Peggy’s life. When she passed, there were two Shar-Pei and two Bulldogs with her.

The last 20 years of Peggy’s life were devoted largely to the sport of purebred dogs and the people in-volved in the sport. Peggy served as a board member and later as secretary of the Cambridge Minne-sota Kennel Club. She was the secretary of the Star of the North Chinese Shar-Pei club from the day the club was formed. She devoted countless hours of volunteer work to these clubs from serving on

committees and organizing shows to providing judge’s hospitality and insuring the shows were a successful and enjoyable experience for everyone involved. Her work resulted in years of well

organized and enjoyable all breed dog shows, all breed obedience trials, specialty shows, national shows, and the four day Summer Solstice Cluster Show. Peggy won awards for her newsletter publications for both clubs. She also won the AKC Outstanding Sportsmanship Award in 2008.

Peggy was loved and respected by everyone who worked with her. And the clubs depended on her for organizational skills, attention to detail, mediation skills, and her willingness to do anything and every-thing asked of her. Peggy was preparing for and anxiously awaiting the June 2012 Summer Solstice Cluster Show and the Star of the North 15th Anniversary celebration when she passed. Her enduring spirit and infectious laugh will echo through the buildings and show rings at these events. She will be

greatly missed by the dog show community and all who knew and loved her.

Oh, here's to other meetings, And merry greetings then;

And here's to those we've drunk with, But never can again.

I know for certain that we never lose the people we love, even to death. They continue to participate in every act, thought and decision we make.

Their love leaves an indelible imprint in our memories. We find comfort in knowing that our lives have been enriched by having shared their love.
