My father, Charles Loving, and I have been working in the Discovery District for 30 years in an area known as “Town Franklin.” Charles was also president of the “Town Franklin Neighborhood Association,” which preceded the Topiary Park. We have seen the District’s fortunes ebb and flow.

Recent investments by our large institutions have set new standards for the neighborhood that will have a positive impact in the future:

• Columbus State Community College is integrating its new buildings into the surrounding neighborhood.• CCAD is building extremely transparent facilities that strengthen the sense of community.• The Columbus Museum of Art completed a public garden and finished plans for an addition that will spill light and energy onto Broad Street.• The Columbus Metropolitan Library announced plans to open up its east façade and connect to Deaf School Park.

These institutions and others appreciate the importance of what happens in the space that connects them to each other. It is this connecting space that can make the Discovery District one of the greatest neighborhoods in the Midwest.

Our safety team is commited to making your neighborhood a safe and comfortable

place for everyone, day and night.

ENFORCEMENT, COMPASSION & COLLABORATION

ENFORCEMENTSafety Ambassadors• Provided more than 12,000 hours of safety services

• Provided 230 safety escorts

• Responded to more than 150 calls concerning criminal trespassing

• Removed 35 graffiti tags

• Conducted more than 1,200 security button tours of the District to ensure surveillance is provided in every portion of the neighborhood every day

• Attended more than 20 hours of specialized security training

• Logged more than 550 entries into the SID’s security website to ensure downtown’s public and private safety officials were aware of pertinent issues

• Assisted neighbors with storm clean-up post-Hurricane Isaac

Special Duty Officers• Patrolled the Discovery District neighborhood for more than 6,700 hours

• Provided “strict enforcement” in areas reporting regular drug activity, intimidating behavior and panhandling

• Partnered with SID safety ambassadors more than 1,000 times to address neighborhood issues

• Made nearly 130 arrests

COMPASSIONHomeless Outreach Specialist• Connected more than 90 people in need to social services

• Secured permanent housing for more than 25 homeless individuals

• Coordinated 6th annual donation drive to benefit area homeless shelters

COLLABORATION• Led quarterly SMINO (Security Managers Information Network of Ohio) meetings, which helped security and safety professionals share information regarding criminal activity

• Worked with the City Attorney’s Office to provide training for security professionals on criminal trespassing

• Partnered with Columbus Division of Fire to provide training for security professionals to recognize suspicious packages

• Facilitated bomb threat management training provided by the Columbus Division of Fire’s Bomb Squad Unit

• Advocated to City Attorney’s Office for appropriate sentencing of “repeat offenders” in the downtown

• Reviewed criminal and suspicious activity in the District and coordinated appropriate deployment of resources, including “strict enforcement”

• Secured $17,500 grant from the Franklin County Office of Homeland Security and Justice Programs to redesign the security website. The website provides real-time access to private and public security professionals regarding training, crime prevention and criminal activity

• Partnered with Maryhaven and Healthcare for the Homeless to provide more than 600 hours of outreach services at the Columbus Metropolitan Library

• Conducted radio drills with private and public security professionals to practice real-time communications in the event of terrorist activity or other high profile crime

• Managed crime statistics and coordinated appropriate safety services to meet District needs

ADVOCACY AND PLANNING• Worked with property owners in the southern part of the Discovery District to create a development vision for an area south of Town Street

• Engaged MKSK to develop a draft “Southeast Gateway” plan for the Discovery District

MARKETING & COLLABORATION

HIGHLIGHTS• Created a marketing committee comprised of board members, community members, and marketing professionals to develop a marketing plan for the Discovery District

• Hosted multiple community focus groups to discuss a vision for the Discovery District and marketing strategies

• Collaborated with the Discovery District Civic Association for the Discovery District December event “Holiday ShopAround”

• Sponsored a public forum on Finding Time: Columbus Public Art 2012 at the Columbus Museum of Art

• Supported DiscoveryDistrict.com with financial assistance and staff time, giving the Discovery District an online presence

• Maintained a vehicular and pedestrian sign system directing people to Discovery District attractions

• Hosted an online walking map, “Columbus Art Walks,” featuring Discovery District public art

• Sponsored the PBJ & Jazz Concert Series, which helped bring 1,500 people to Topiary Park for family programming by Jazz Arts Group, the Columbus Museum of Art, and Friends of the Library

MARKETING & COLLABORATION

BACKGROUND INFORMATIONIn 2006, more than 60 percent of property owners representing a 35-square-block area downtown petitioned Columbus City Council to levy an assessment to pay for a plan for services and improvements proposed by the owners. Four years later, owners in a 39-square-block area petitioned City Council again to approve a new plan for services and improvements for 2011 through 2015.

Annual assessments of $550,000, along with voluntary contributions of approximately $170,000 per year, fund services and provide “seed” money for improvements. The Discovery SID Plan for Services and Improvements include the following objectives:

• Safety: Reduce crime, improve perceptions of safety, and improve pedestrian safety

• Capital Improvements: Increase visual appeal and strengthen identity, including landscaping, public art, gateway features, or banners

• Promotions and Marketing: Improve and strengthen the image of the District

• Member Services: Provide information and advocacy services and improve district-wide communication among members and governmental or quasi-governmental agencies

• Environmental Maintenance: Provide services that support the District’s primary mission to provide supplemental safety services, including graffiti removal

Each year, the Discovery SID recognizes members who make a significant difference in Downtown in the following categories: Outstanding Aesthetic Contribution, Outstanding Service and Outstanding Achievement. In addition, the Ambassador of the Year receives accolades.

Ambassador of the YearNick Smith for his efforts at preventing crime in the Discovery District, effective work with the SID’s special duty police officers, outreach to people in need, and his willingness to seek new challenges.
