Jeannie Chaffin, Director of the Office of Community Services Jeannie Chaffin serves as the Director of the Office of Community Services, within the Administration for Children and Families (ACF), at the U.S. De-partment of Health and Human Services.

Ms. Chaffin brings local, state and national level experience in anti-poverty efforts to her appointment at ACF. Prior to joining ACF, Ms. Chaffin served as the Community Services Block Grant (CSBG) Senior Program and Policy Specialist at the National Association for State Community Services Pro-grams where her responsibilities included policy development and technical assistance to State CSBG Administrators. Ms. Chaffin also coordinated with existing partners and created new relationships with key national organizations, members of Congress, and the Administration that furthered the purposes of CSBG at the state and local levels.

Ms. Chaffin has worked in the CSBG Network for over twenty years, at both a State CSBG office and a local Community Action Agency. As Missouri’s State CSBG and Low Income Home Energy Assistance Program manager, Ms. Chaffin was responsible for contract management, monitoring, Federal and State reporting, in-cluding Results Oriented Management and Accountability, budget development, training, and creating new initiatives and approaches to reduce poverty. Ms. Chaffin is a gradu-ate of Drury University with a Bachelor’s of Science in Sociology and a Certified Community Action Professional.

Mark Ritchie, Minnesota Secretary of State Minnesota Secretary of State Mark Ritchie partners with township, city, and county officials to organize elections on behalf of Minnesota’s 3.7 million eligible voters. Ritchie also oversees a wide range of services for Minnesota businesses provided by the Office of Secretary of State, including the archiv-ing of official documents. He is also responsible for administering Safe at Home, Minnesota’s address confidentiality program.

Secretary Ritchie serves on the State Executive Council, the State Board of Investment, the Twin Cities Army Community Advisory Board and on the Board of the Minnesota Historical Society. He served as president of the National Association of Secretaries of State during 2011 and has been a member of the NASS executive board since 2010. He was recently appointed by Governor Dayton to co-chair the Civil War Commemoration Task Force.

Secretary Ritchie has been a faculty member for election law seminars conducted by the Minnesota Institute for Legal Education, the Minnesota and Hen-nepin County Bar Associations, the University of Minnesota and William and Mary Law School.

The 2011 Dwight David Eisenhower Excellence in Public Service Award was presented to Secretary Ritchie. This award recognizes the promotion of peace through mutual respect, understanding, and cooperation; one individual at a time, one community at a time. Secretary of State Mark Ritchie received the 2011 Distinguished Public Leadership Award from Toward Zero Deaths for his leadership in helping to motivate law enforcement officers, legislators and the public to continue to fight against drunk driving.

Jermaine M. Davis, Seminars & Workshops, Inc. Jermaine M. Davis is the son of Carolyn “Charmaine” Davis, single mother of four children. He grew up on the west side of Chicago in the Henry Horner’s housing projects. After the unfortunate loss of six family members to violent deaths, Jermaine began studying motivational principles and success strategies and enrolled at Elmhurst College to change the direction of his life.

Jermaine completed college, earning a BA in Speech Communication and continued his education to complete a MA in Speech Communication and a second Masters in Education. He began his career in corporate America as a snack food sales rep. After holding several corporate positions, he decided to honor his vocation and follow his passion of teaching individuals to communicate appropriately, competently and effectively: Jermaine became a college professor of Communication Studies.

Jermaine has been actively teaching college adults for more than 15 years, during which he received the prestigious student-nominated College Instructor of the Year Award. He has authored and co-authored 10 books in the areas of academic success, diversity, motivation, inspiration, leadership, and women’s leader-ship. Jermaine is CEO, founder and co-founder of two companies: Seminars & Workshops, Inc. and The Stand Out Leadership Company. He is currently a professor of Communication Studies at Century College and is a Doctoral Candidate studying and researching in the area of Organizational Leadership. Jer-maine is also a documentary film maker and is currently working on the release of his debut documentary Breaking the Cycle.

Poverty 101: The Trends Devon Meade, Greater Twin Cities United Way Brian Paulson, Greater Twin Cities United Way This presentation is meant to provide a basic level of information on poverty. We will review demographic trends of who is in poverty in Minnesota and how that compares with the U.S. There will be a focus on racial disparities and long term trends. Also covered will be an exploration of poverty dynamics to understand the rate at which people are moving into and out of poverty and the life events triggering these shifts. Coordinated Entry Roland Gillis, Adsystech Coordinated assessment, also known as coordinated entry, paves the way for more efficient delivery of services by: Helping people move through the system faster, by reducing the amount of time spent moving from program to program before finding the right match; Reducing new entries by consistently offering prevention and diversion resources upfront, reducing the number of people entering the system unnecessarily; and Improving data collection and quality and providing accurate information on what kind of assistance consumers need. The session will discuss this new federal/private funded initiative and its impact on the future of service delivery. Collateral Consequences, Sanctions, and Potential Remedies to Criminal Records Part 1 Emily Baxter, Council on Crime and Justice One in four Minnesotans has a criminal record, while more than 90% of employers are conducting criminal background checks. To better understand how your client's criminal record may impact future employment or licensing opportunities, and to learn how to help your client advocate for himself in spite of the record, attend this presentation. Telling Our Story Jovita Tolbert, National Alliance for Sustainable Communities We know that CSBG and Community Action are successful and vital to improving the lives of low-income families and communities. However, this doesn’t matter if we aren’t able to effectively communicate it. In this session NASC will present proven messaging techniques and showcase successful examples from Community Action. Participants will also learn to use your data to demystify CSBG and inform various constituencies on its purpose and success. Participants will leave with ideas and templates to use for CSBG education efforts, including those involving social media

Participation welcomed! Developing Financial Capability: What we know Catherine Solheim, University of Minnesota Effectively managing financial resources in today’s complex world is not easy. It takes knowledge, skills, and discipline to stay on course and achieve economic stability and long-term security. How do people develop the requisite financial capabilities? What, when, where, and from whom is that education most effective? Explore what we know from research about what works in financial education. Consider what is known about the roles of parents, schools, workplaces, and community agencies in developing financial capabilities. Learn about current financial capability efforts at local, state, and national levels.Come to learn, to share your knowledge and insights, and to get re-energized as we work together to move this important agenda forward. Steps Towards Affordable Energy Payments Program (STAEP) Shannon Bodke, Community Action of Minneapolis Presenter will speak about how the Steps Towards Affordable Energy Payments (STAEP) came to fruition and how it has been implemented in the Energy Assistance department at Community Action of Minneapolis. Presenter will speak about components of the program such as identifying customers, partnerships with the power companies, and incentives for customers. Speaker will address the educational workshops that customers attend in which they gain financial management skills, home energy conservation skills, and the awareness of reading bills and advocating for themselves. Special focus will be placed on board involvement, legal advice, staffing, presence in communities, contract transition and funding. Practical information will be provided for agency administrators and board members who are considering this type of transition Social Networking Technologies: Collaboration for Better Outcomes Roland Gillis, Adsystech Organizations that are using social networking technologies to assist in guiding their service delivery coordination activities will be far more successful than those that are operating blindly. In fact, social media analytics helps move your service efforts from strictly activity delivery to a strategy for achieving outcomes. The session goal is to explore how social networking technologies can be used to substantially improve the collaboration between all stakeholders involved in influencing family outcomes. Tax and Other Regulatory Considerations Of Revenue Enhancement Through Fee For Service Programs Richard Ruvelson, Wipfli CPAs and Consultants We will discuss the use of granted assets and assets purchased with governmental funds, issues associated with the type of entity and tax considerations, including the conduit rule, fair market value, joint venture concerns and the unrelated business income tax (UBIT), upon which we will focus. UBIT is a tax at corporate income tax rates on income unrelated to your organization's tax-exempt purposes, that is earned in a regularly carried on trade or business. AARP also reaches out to seniors about eligibility for SNAP and heating assistance and would like to partner with Community Action Agencies on how to urge eligible seniors to apply. Implementation od ASHRAE 62.2: Weatherization Program Management Implementations Benewicz Martha, Martha Benewicz Consulting ASHRAE 62.2 is a standard for ventilation in low-rise residential structures. When it comes to weatherization work there are some serious barriers to successfully meeting the 62.2 standard. Those include properly sizing and siting the ventilation systems, the interaction between ventilation and the building's combustion appliances, managing the cost of installations, and working with customers to make sure they don't short circuit your work with wire clippers. The Wisconsin Weatherization Assistance Program implemented the 62.2 standard in 2005 and after thousands of installations there are some good implementation lessons to share. Why a VITA Site can be a good connect for unbanked consumers to get their CFR card and what are the benefits of this debit card long after consumers have received their electronic refund will be discussed. As private tax preparation companies go from RAL to RAC, why is it important to be proactive in this effort. For the unbanked, what’s waiting just around the corner. Further, since money issues are often a sensitive area, feelings of inadequacy or failure, shame or defensiveness can arise unless we work to disarm those feelings. The learning circle method taps into attendees’ life experiences by having participants hare stories in a circle exercise used in very session. The exercise starts with the leader and continues around the circle until each person has shared. One of the results of the learning circle concludes that adults find it safer to challenge their old money habits after group reflection. Energy Assistance Program Improvements Using Technology Catherine Fair, CAP of Ramsey and Washington Counties Mary Heilman, Arrowhead Economic Opportunity Agency Two Energy Assistance Service Providers will show how they have each implemented Laserfiche Work Flow to improve their program efficiency and increase customer service. They will give tips on launching a "paperless office" idea to staff and management as well as go through a demonstration of how each agency has developed a customized Work Flow that meets their needs.
