WELCOME and INTRODUCTIONS

Brandon Fix, President of Lake Entiat Lodge Associated, called the meeting to order at 9:21 AM. Themeeting was held in the multi-purpose room of the Orondo Elementary School, Orondo, Washington.There were members in attendance representing 78 lots. Mr. Fi,xintroduced the Board of Directors, LakeEntiat Lodge Associated Staff and Management Company representatives to the membership.

The minutes of the April 24, 2010 annual meeting of the members were reviewed. After a motion dulymade by Kerry Potts and seconded by Don Sass,the minutes were unanimously approved as submitted.

2010 FINANCIAL REVIEW',

Kevin Kalberg, the Association's Treasurer, presented a summary of the 2010 financial position. Mr.Kalberg started by thanking the Board for submitting a budget without a dues increase for the 2011fiscal year. Mr. Kalberg then reminded those owners in attendance that the last special assessmentbilling was April 1st of this year and that the amount in the fund will be over $300,000.Mr. Kalberg also pointed out that even though the revenues were higher over the last three fiscal yearsthe expenses remained relatively the same; around $362,000. He thanked the Management Companystaff, Ken Flynn, and Alex Osenbach, our new Community Manager Jeri Fifer and the Board for

maintaining control and providing stability to the expense line on behalf of the Association during atough economic time.

Mr. Kalberg then summarized the key elements in the operating statement. He then began to review theBoards scheduled budget process. The budget process begins in October with a review by the Board inpreparation for approval. Towards the end of November the Board again reviews the proposed budgetto verify that all expenses are in line with the estimated and actual experience. The Budget is thenadopted by the Board. The Budget needs to be adopted in November so that notification of the budgetand the next year's payment coupons can be mailed to the members in December. A member budgetmeeting must be held within 60 days after the budget isi:f!n~iled to the members. The Budget isapproved unless it is rejected by a majority vote of the me;t;~i~51%) in attendance at the budgetmeeting. The best way that a member can influence the budgetli\ . . attendance and participation inthe discussion at the October and November Boetings.

Lonl Term Planninl Report- :Committee Chair; Greg Zeller reviewed with those present the PlannedCommunity Trail layout for PhaseOne of the overall proposed trail system. The cost for the constructionof phase one would be about $72,500. Mr. Zeller explained that the reason the overall cost had risenfrom what was reported at last year's annual meeting is because the Department of Ecology and theCounty added new environmental mitigation requirements for additional plantings. The cost to performthis work added an additional $28,000 to the project. He then reported on the Community Plan asdeveloped by Craig Kruger (community designer) of what might be possible for future developmentwithin Sun Cove. Mr. Zeller pointed out that the Special Capital fund would not be spent withoutmember approval. He asked those owners present if they would like to move forward with Phase one of

Social Committee Report- Don Sassreported that the goal of the social committee is to have some typeof activity each month. This year the following sponsored association activities are scheduled:Management Company sponsored Pancake breakfast is tomorrow morning at 8am, there is acommunity Golf Tournament and Putt Putt Challenge on June 25th at Desert Canyon, 4th of July, SalsaChallenge, Chili Cook Off,-.Wine Tasting, October Fest and more. sign up to help organize and pull off these events. He hopes that the events will continue with thesupport of the membership.

Communications Committee Report- Brandon Fix reported on the progress that has been made toimprove the web site and pointed out the new additions that the members will find. If anyone is havingdifficulty they should contact Brandon and he will walk them through the process. Brandon alsoexplained his vision for a Facebook page and how he will utilize Twitter as a form of communication forimpromptu alerts that could affect the community.

OTHER BUSINESS. ".-.

Golf carts Zone: Brandon Fix addressed the members regarding the current position that the council istaking on Golf Carts. All drivers of a golf cart will be required to have a valid driver's license and be 16years of age or older. Sun Cove needs to provide a petition with a majority of owner's signatures onthem in favor of establishing a Golf Cart Zone in the Sun Cove Community. Once we send it' in with therequired county fee of $300 for the signs the council will act. The BOardW!'l. have to establishcommunity regulations with regards to speed, parking, required safety equipment and registration ofthe vehicle with the Community Associatton; .,

Goose Poop Collection: The 8Oai'~ is looking intb.various sweeper/vacuum machines to help with thecollection of the goose droPPi".gs·within the grf!e~ spaces throughout the community. We are alsoapplying repellent to the grassy areas.

Temporary Dumpster: Please remember- the temporary dum-pster is for small spring cleaning type ofitems out of your house or garage not for appliances or furniture.

Speed Mfnders: The Board will look Into the purchase of another speed minder that is portable so wecan move it around to various locations.

Security: President; Brandon Fix.reminded owners that we will contract with the Sheriffs departmentfor extra patrols on the Memorial, Fourth of July and Labor Day weekends.

Water Tower: Owners were reminded that the Water Tower is not a rock climbing wall. Violators aresubject to a $500 fine by the Sherriffs office if found climbing the water tower.

Dear Lake Entiat Lodge Homeowner:

As a requirement of our small water system plan, it is necessary to notify you of the potential of

contamination to our water system from septic systems. In that regard, we are notifying you of

the protection program for the Lake Entiat Estates/Sun Cove Water System. We are hereby

informing you of the findings of our wellhead protection area delineation. This is in accordance

with the State Regulations (WAC 246-290-135).

Sun Cove has 389 service connections and serves a population of approximately 448 building

sites.

The enclosed map shows the 1, 5, and lO-year time of travel boundaries for our wellhead

protection area. Any groundwater contamination that occurs within this wellhead protection area

has a high potential to reach our well. It is therefore of utmost importance to us that all

reasonable steps be taken to ensure that activities within this area do not contaminate our

drinking water supplies. Please evaluate your septic systems and make any repair necessary to

protect our wells. In the future, should your septic system fail, please notify the undersigned

immediately. You do not need to take any other action at this time.
