Smoking ban in Philippine capital Hundreds of people were fined as a smoking ban in public places went into force last July 1, 2011 in the Philippines' sprawling capital. Manila govern-ment "environment enforcers" wearing mint-green Polo T-shirts fanned out across the city of 12 million people. Under the new ban, people caught smok-ing at schools, gyms, parks, hospitals, elevators and stairwells of all buildings, buses and bus depots, res-taurants, and government facilities will be hit with the 500-peso fine. If they fail to pay, they will be ordered to perform eight hours of community service. If they refuse the community service, they could be charged and jailed for up to seven days. The Philippines has a chaotic brand of democ-racy, with tough laws on many issues that in theory should ensure an orderly society but in reality are too often flouted. However the Manila development au-thority said it was serious about enforcing the smok-ing ban.

DOLE chief: Saudization no effect yet on 1.5M OFWs Labor Secretary Rosalinda Baldoz belied claims that 1.5 million overseas Filipino workers in Saudi Arabia will be affected by the host country's move to prioritize Saudi nationals in employment or the "Sau-dization" policy. Baldoz claimed that the Kingdom of Saudi Arabia Labor Secretary promised her that the 1.5 million OFWS in the kingdom will not be affect-ed because Filipino workers there are mostly highly skilled. Baldoz also added that the kingdom will continue to hire migrant workers as constructions of mega-cities that will start in 2014 needs thousands if not millions of migrant workers. Baldoz said the reason why Saudi Arabia opted for nationalization of their workforce (Saudization) is to avoid social unrest now being experienced by some Middle East countries such as Tunisia, Egypt, Yemen, Libya, and Bahrain. On the other hand, she said that if some OFWs there decide to return home, the Philippine Government is ready to help them by providing livelihood opportu-nities through provision of seed capital for entrepre-neurship.

Manny Pacquiao named ESPN Fighter of the Year Pound-for-pound king Manny Pacquiao has add-ed another award to his trophy room by being named the ESPN ESPY "Fighter of the Year" at the Nokia Theater in Los Angeles. Pacquiao bested the ageless Bernard Hopkins, 2010 Boxing Writers Association of America "Fighter of the Year" Sergio Martinez and UFC welterweight champion Georges Saint Pierre. This time, fans around the world demonstrated their overwhelming support for Pacquiao as the best fight-er in both boxing and mixed martial arts. Pacquiao was also named the "Fighter of the Dec-ade" by the BWAA. His trophies include the 2006, 2008 and 2009 Ring Magazine "Fighter of the Year" awards, 2006, 2008 and 2009 BWAA "Fighter of the Year," 2008 and 2009 ESPN Star Sports "Champion of Champions " and the 2008 Yahoo Sports "Fighter of the Year."

Marriage going out of fashion in Philippines Marriage is losing its lustre for many in the Phil-ippines, with an increasing number of couples start-ing families out of wedlock. The government census office said more than 37 percent of the 1.78 million babies born in Asia's Roman Catholic outpost in 2008 had unmarried mothers, citing results of the latest population census. A growing number of Filipinos now treat marriage as an option, rather than a requirement, for starting families, said Nene Baligad, a member of a unit of the National Statistics Office that licenses people who of-ficiate weddings. Eight out of 10 Filipinos are Catho-lic, however the census showed that many couples were defying the nation's powerful Catholic bishops by not only on having babies out of wedlock, but also by shunning church weddings. Just over a third of couples were married in Catholic ceremonies, while four in 10 chose civil rites officiated by a person li-censed by the census office.

Environment and Natural Resources Secretary Ramon J.P. Paje warned

the public to refrain from join-ing the bandwagon on illegal col-lection and trade of geckos, say-ing there is no scientific basis that geckos have medicinal properties. Paje likewise stressed that geckos, known locally as tuko are protected under Republic Act (RA) No. 9147, otherwise known as the Philippine Wildlife Resources Conser-vation and Protection Act, such that their collection from the wild as well as their trade are strictly regulated. “The law expressly provides that the collection, trade or trans-port of geckos without appropriate permits from the Protected Areas and Wildlife Bureau (PAWB), which is under the DENR, is punishable by imprisonment of up to four years …” Paje said. The DENR secretary issued the statement in light of reports from the Philippines and other Asian countries that geckos are being harvested and sold for their medicinal properties, particularly as aphrodisiacs and as a cures for cancer, AIDS, asthma, tu-berculosis, and impotence. With no scientific evidence to back up such claims, however, Paje cautioned the public against “jump-ing on the bandwagon for the sake of easy money,” amid reports that a 300-gram gecko has a minimum price of P50,000.

PAWB Director Theresa Mundita Lim earlier said that

the agency has not issued any permits legalizing the

sale and/or breeding of geckos for commer-cial purposes, nor for their collection from the wild. Paje also underscored the ne-cessity of “maintaining a healthy population” of geckos as they

help regulate the pest popula-tion. “Geckos feed on insects and

worms. Larger species hunt small birds and rodents, while still other

species feed on plant matter such as mosses. They play an important role in maintaining our fragile ecosystems,”

he said. Wildlife conservationists have been alarmed by the growing gecko trade. The supposedly lucrative busi-ness in other countries such as Malay-sia has caused a decline in the local gecko population, driving traders and suppliers to source the reptiles from other countries such as Thailand and the Philippines. The PAWB lists 34 spe-cies of geckos distributed throughout the country, of which 26 are endemic. Geckos (family Gekkonidae) are carnivorous, usually nocturnal, rep-tiles that can be found in tropical countries, and are known for their sticky footpads that allow them to climb vertical surfaces, including glass. They are also known to be the only reptiles to use their voice for so-cial interaction. doh.gov.ph

Two of the Philippine National Police’s choppers were used

extensively by members of the former First Family and their friends, including some lawmakers, before they were sold as brand new to the police agency in July 2009, documents fur-nished to the Department of the Interior and Local Gov-ernment said. The flight records of the two Robinson R44 Raven 1 helicopters (RP-4250 and RP-4375) indicated that both choppers were used to ferry from one point to an-other former President Gloria Maca-pagal-Arroyo, former First Gentleman Mike Arroyo, their sons, Congress-man Mikey Arroyo (Pampanga) and his family, Congressman Diosdado Arroyo (Camarines Sur), and daugh-ter Luli Arroyo. Most of the time, Mikey Arroyo, his wife Angela Montenegro Arroyo and their two children alternately used the two choppers, ferrying them from Lubao in Pampanga, to A3 Sta-tion inside the Presidential Security Group grounds in Malacañang, a cer-tain Burgundy station in Calatagan, and Lipa City in Batangas, among others. The chopper, with the identifica-tion number RP-4357 and with a re-corded flying time of 536.3 hours was used from January 9, 2008 to August 23, 2009, while the RP-4250, with a recorded flying time of 498.9 hours was used from October 5, 2007 to July 29, 2009, both virtually under

the control and use of the former First Gentleman and his son Mikey. The other one-time or frequent “riders” of the two choppers, based on their flight records, were Nueva Ecija Rep. Rodolfo Antonino, for-mer Surigao del Sur Rep. Prospero Pichay, Ilocos Sur Rep. Ronaldo Sing-son, Northern Samar Rep. Wilmar Lucero, and Romblon Rep. Eleandro Madrona. The others listed were Sen. Francisco Pangilinan and party, Sen. Juan Miguel Zubiri and party, Gov. Vic Magsasay of Zambales, Philip-pine Ambassador to New Guinea Bienvenido Tejano and party, James Gaisano of the Gaisano Malls, events organizer Talents Manila, GMA ce-lebrities, former Laguna Lake Devel-opment Authority general manager Ed Manda, MIAA general manager Alfonso Cusi, TV/movie actress Ms. Kristine Hermosa and ABS-CBN staff, a certain Rey Nadal and Bingbong, among others. Based on documents, the two choppers were previously owned by

the Asian Spirit, Inc. in 2004, leased later to the Lionair Corporation, but mysteriously sold by the Manila Aerospace Products Trading Cor-poration (MAPTRA) to the PNP as brand new in July 2009. The two choppers were deliv-ered, after inspection by a PNP inspection panel, on February 12, 2010. MAPTRA, report-

edly owned by one Hilarion “Larry” B. De Vera, used to be a single pro-prietorship firm but was incorporated under the Securities and Exchange Commission on June 15, 2009. The firm “bagged” the negotiated deal, without submitting documents on how it was able to acquire ownership of the two choppers in question, on July 9, 2009 or a month after it was incorporated.De Vera, who is facing criminal and civil liability for fraudulent delivery of the second-hand choppers contrary to what was required in the contract, was reportedly in hiding after police efforts to locate him in his given ad-dress proved negative. MAPTRA sold to the PNP one brand new and two second-hand choppers worth P104.9 million intend-ed for use by the PNP Special Action Force. It was deemed grossly disad-vantageous to the government and is now subject to a Senate investigation as initiated by Sen. Panfilo Lacson, former PNP chief.

DOH on “tuko” as a cure for AIDs or Asthma

The folkloric practice of using geckos (or “tuko”) as cure for AIDS and asthma persists to this day and is of serious concern to the Department of Health (DOH). There is no basis that this practice cures ailments like AIDS or brings relief from

symptoms of asthma. Thus, we do not recommend it as cure for any ailment. The use of geckos as cure, which is unproven and has no scientific basis, could be dan-gerous because patients might not seek the proper treatment for their diseases, like asth-ma, which could become more serious and later require hospitalization and other more complicated as well as more expensive treatments. Further, this is likely to aggravate their overall health and put them at greater risk. For diseases like asthma, there are now very effective treatments that are easily available and at affordable prices that can provide relief from asthma. With regular treat-ment, asthmatics can successfully control asthmatic symptoms and live a comfortable, healthy life. For patients with HIV, there are now available antiviral medications that can control the progress of the disease. doh.gov.ph

Senator Panfilo Lacson grilled former Philippine

Charity Sweepstakes Office (PCSO) general manager Ro-sario Uriarte why they granted funding for a non-government organization which prodded then President Gloria Maca-pagal-Arroyo to run in the 2004 presidential elections. Lacson said the PCSO gave the group Gawin Na-tin Lakas Pinoy P2 million in 2003. The Gawin Natin Lakas Pinoy foundation, less than a year old at the time, was behind several "Run, Gloria Run!" posters plastered in many parts of the country. Lacson likewise revealed that the one who requested the funding was Raul Nestor Anche-

ta, Uriarte's chief of staff and one of the incorpora-tors of the foundation. Uriarte, however, said that she could not remem-ber what the senator was talking about. Lacson likewise asked why funds requested from the PCSO for the purchase of ambulances in 2003 were used for a motorcade. He added that the PCSO even provided a medical

team for the event. Uriarte, however, also denied knowing anything about the matter. But she said that it is usual for them to provide medical teams to development work.

A recruitment industry expert considers the 600,000 job orders for Filipinos an-

nounced by the Philippine Overseas Em-ployment Administration (POEA) as “bloat-ed” and “leftovers” from previous years. In a statement, recruitment specialist Emmanuel Geslani said the 600,000 jobs have been compiled or “leftovers” from pre-vious years, and are not “new” ones as what government officials have been implying. He said the recruitment industry was able to deploy 322,198 new hires in 2010, which is only 40% of the available job or-ders accredited by POEA. This is considerably down from 326,156 and 347,000 in 2009 and 2008, respectively. He said these posts are dif-ficult to fill up because the country lacks qualified manpower. What the industry saw was a surge in re-hires, which means that fewer Filipinos are qualified to work abroad because of the lack of skills and experience, he said. There are 781,710 rehires in 2010, a jump from 600,000 in 2008 and 742,447 in 2009.

The POEA claimed the 600,000 job orders came from 120 countries. More than 50,000 household workers are needed in Hong Kong, while Taiwan is open to 40,000 factory workers, it said. It added 21,000 construction workers are also needed in Kuwait. Even with the looming Saudization policy, Saudi Arabia is still open to 16,000 Filipino nurses, it added. In Switzerland, on the other hand, companies need 411,000 health care pro-fessionals such as nurses and caregivers.“Some of those countries in Europe have complicated entry requirements and lan-guage barriers which our workers may find difficult to overcome especially with the crackdown on illegal migrants and millions of jobless EU workers,” Geslani said.He also revealed the Senate Committee on Labor and Employment will investigate these “bloated numbers,” which allegedly has been the source of human trafficking and illegal recruitment problems. –ABS-CBN News

Zaldy Ampatuan, along with Lintang Bedol, may yet get his wish to be a state witness—in a possible election

sabotage case against former President Gloria Macapagal-Arroyo, but not in the Maguindanao massacre, Justice Secre-tary Leila de Lima said. De Lima spoke to reporters a day after Bedol claimed in an interview broadcast on ABS-CBN TV four years after he went into hiding that then President Arroyo had orchestrated the rigging of the 2007 sena-torial elections in Maguindanao to favor her candidates. “That is a new case, a totally different case and we can consider them, or who-ever, if it is Zaldy Ampatuan or Lintang Bedol. It would depend on the extent of their participation,” De Lima said, referring to the alleged poll rigging. The interview with Bedol was aired after Zaldy, the suspended governor of the Auton-omous Region in Muslim Mindanao (ARMM), claimed in an unsigned affidavit that Arroyo had ordered the vote-padding for Juan Miguel Zubiri, who was elected senator. Election Commissioner Rene Sarm-iento on Thursday said that Bedol, a former poll supervisor in Maguindanao, faced immediate arrest. “We are happy that he has showed up because it’s time for him to answer the cases filed against him. The police said they could not find him. For us, it’s good if he shows up to answer these cases so that justice will prevail,” Sarmiento said at the Commission on Elections (Comelec). Zaldy has caused the release of un-signed affidavits alleging that then Presi-dent Arroyo not only ordered the rigging of elections in Maguindanao, but that she

also received P200 million in kickbacks in three road projects in the ARMM during her administration. The allegations were made amid an attempt by the former ARMM governor to turn state witness in the massacre of 58 people in 2009 and testify against his fa-ther, former Maguindanao Governor Andal Ampatuan Sr., and his brother Andal Jr.The three are among 79 people detained in connection with the murders. De Lima has rejected Zaldy’s offer to turn state’s witness in the massacre. In a meeting in Malacañang with fami-lies of victims of the massacre, President Aquino sought to give assurance that there had yet been no deal on Zaldy’s offer to turn state witness in the massacre case. “The position of the department, and this has been affirmed by the President, is that for now we’re not open for him to become a state witness,” De Lima said in a news conference after the meeting.

De Lima stressed that Zaldy did not qual-ify to be a state witness for now because he had yet to confess to any wrongdoing as a conspirator in the massacre. She added that there had been no formal offer for Zaldy to become state witness. “When it comes to the massacre case, we have to be very careful because you can-not sacrifice this trial for anything. Because this is supposed to be the trial of the century, the litmus test of the Philippine criminal jus-tice system,” De Lima said. “The President categorically said that if the prosecution has no basis (for Zaldy) to be a state witness, then so be it,” said Nena Santos, counsel for Maguindanao Gov. Esmael Mangudadatu, who led a group of 26 relatives of the massacre vic-tims to the Palace. “The President assured us the fight for the Maguindanao massacre victims will continue. Definitely, he will side with us,” said Mangudadatu, who lost his wife and sister in the 2009 carnage. De Lima said in the earlier news con-ference that the election sabotage was a

“totally different case” and that she would consider either Zaldy or Bedol as state witness depending on their participation in the crime that carries a penalty of life imprisonment. De Lima had served as counsel for lawyer Aquilino “Koko” Pimen-tel III and Sen. Alan Peter Cayetano in the Maguindanao senatorial poll rigging. Pi-mentel lost the 12th Senate slot to Zubiri by a slim margin. His election is still under litigation after a Pimentel protest. Asked if Bedol’s resurfacing was “cru-cial,” De Lima replied in the affirmative.“I know that matter very well,” she said, referring to Bedol’s admission in the TV interview of vote-shaving and -padding in the 2007 balloting. “We knew that all along. We’ve been saying that all along,” De Lima said. De Lima also vouched for Commission-er Sarmiento, who Bedol said was among the Comelec officials led by then Chair-man Benjamin Abalos and Commissioner Nicodemo Ferrer, who had authenticated during a trip to General Santos City the mu-nicipal certificates of canvass from Magu-indanao at the height of the controversy. De Lima disputed the claim of Bedol, who had said that the original certificates had gone missing, and that Sarmiento was in General Santos City at the time. Asked how trustworthy and credible Zaldy and Bedol were, De Lima said these were part of the “assessment, the plausibility” that the President had ordered on the allega-tions of corruption and electoral fraud. “Why are they speaking only now? Why did they surface only now? You ask them why,” De Lima said.

AmpatuanContinued on page 5

‘Government bloating numbers on job orders for OFWs’

Zaldy Ampatuan may yet be state witness in election fraud

AmpatuanContinued from page 4 She recalled that after the fact-finding mission in General Santos City, she and other election lawyers had to go to Magu-indanao for the recanvassing of votes from the province. Sarmiento said Bedol would be sub-ject to immediate arrest, citing a Comelec contempt order after he failed to show up in a hearing after the 2007 vote. “Any law enforcemt implement the war-rant of arrest and order of commitment,” said Sarmiento, who also denied Bedol’s claim that he was part of the team that went to General Santos. In a separate news conference, Abalos denied Bedol’s claim that he had a hand in the cheating in Maguindanao. He said that

Bedol’s allegation that the team had “au-thenticated” fake poll returns was “untrue.” Abalos said that certificates of canvas were placed in a box, sealed and shipped out immediately to the board of canvass-ers. “How could we have authenticated these documents as Bedol alleges.” Zubi-ri denied involvement in the vote-padding. “I swear to all of you that if ever fraud happened, I had nothing to do with it. I have not talked to anybody to count the votes in my favor,” Zubiri said.Speaking for his son, former Sen. Aquilino Pimentel Jr. called on Zubiri to resign.“If the foundation of your being in the Sen-ate is fraudulent, then you have no busi-ness being in the Senate whether you like it or not,” Pimentel said – Philippine Daily Inquirer

Defiant Philippine lawmakers flew to an island in the disputed Spratly chain, ignoring warnings from China that the trip would desta-bilise the region and damage ties. Five mem-bers of parliament, joined by a small party of soldiers, local officials and journalists, arrived on Thitu island aboard two private planes and raised two Philippine flags above a govern-ment building. Legislator Walden Bello said the dele-gation came to promote a peaceful solution to the territorial dispute, but stressed that Filipinos, who know the island as “Pag-asa”, are ready to defend “Philippine” territory. Thitu is the largest of the Philippine-oc-cupied islands in the Spratlys, and about 60 Filipinos live on Thitu, which is just 37 hec-tares (91 acres) in size and lies about 450 kilometres (280 miles) northwest of Palawan island, the nearest major Philippine land-mass. Southeast Asian governments voiced “serious concern” over the territorial dispute at regional security talks on the Indonesian resort island of Bali this week. Chinese forces have allegedly opened fire on Filipino fishermen, shadowed an oil exploration vessel employed by a Philippine firm and put up structures in areas claimed by the Philippines. China later expressed “strong protest” over the lawmakers’ visit, the state Xinhua news agency said, referring to the island as Zhongye Dao. The Chinese embassy in Manila said in a statement Tuesday that the trip “serves no purpose but to undermine peace and sta-bility in the region and sabotage the China-Philippines relationship”. But Bello brushed aside the criticism and said that the legis-lators would work to improve transport and communications to the Spratlys.

A man was stranded on a deserted island (ala Castaway Story). Years passed before he was finally discovered. When the rescue party came ashore, the man expressed his gratitude and told them how he had survived alone for so many years. The rescue party was suspicious. One of the party stated, “No one could live on this island alone for that long a time.” “But it’s true,” the man said, “Come and see where I lived.” When the rescue party arrived at his resi-dence, they saw three huts. “Ah Hah!” They said, “Here is evidence that you are not alone.” “No,” said the man, “let me exlpain. This first hut is where I lived all these years, and the third hut is where I attended church.” “What then is the second hut?” they inquired. “Oh,” said the man, “That’s where I used to go to church.” And let US create man in our image…..When God created man….The LORD God said, “It is not good for the man to be alone. I will make a helper suitable for him.”-(Gen.2:18).

Sa Moody’s Anecdotes, ganito ang sabi,….Show me a church where there is love, and I will show you a church that is a power in the community.

She decided to keep the baby and naging proud naman ako sa anak ko. Mahal namin yan eh. I feel deceived. This is my daughter, huwag naman. Not just my daughter, she’s Andi Eigenmann, si ‘Agua Bendita’ ... Bastos, sobra. My daughter doesn’t deserve this.” There are too much details of it that I don’t want to touch about it. Kalimutan na natin ang first issue na gulpi-gulpi, yong buntis at hindi mo aaminin at hindi mo haharapin and then palalabasin mo pa na… ‘yong playgirl This Formsping thing. Stop this. Don’t do this to my daughter, don’t do this to us.”

FPJ widow, daughter seek justice over poll cheating The family of the late movie actor and presidential candidate Fernando Poe Jr. welcomed yesterday the allegations of former Maguindanao election supervisor Lintang Bedol that there was massive fraud during the 2004 presidential election. The Poe family wants people responsible brought to justice. Sen. Francis Escudero, who served as Poe’s spokesman during his candida-cy, said he is pushing for the creation of a fact-finding body that

would determine the true winner in the controversial polls. Poe’s daughter, Movie and Television Review and Classification Board (MTRCB) chair Grace Poe-Llamanzares, said in a statement that they are hopeful but cautious on recent developments regarding Bedol’s disclosures about fraud in the 2004 and 2007 elections. “We have been saying for the past seven years that there was rampant cheating in the 2004 elections. FPJ may never be officially declared the true winner because some of the vital documents were destroyed or lost. But in my heart and in the minds of many, he (FPJ) won,” Llamanzares said. In a separate statement aired over ABS-CBN, Susan Roces, widow of the late ac-tor, said she welcomes Bedol’s reappearance and it’s now clear to her that there was really cheating in the 2004 presidential polls. Roces said that although her husband has passed away, it is important that those responsible for the cheating that resulted in the political defeat of “The King” in the presidential polls be held responsible for their crime. She said they will await the results of the ongoing investigation and the future action of President Aquino on the reported election fraud. Roces said it’s no longer important to the family if FPJ will be granted a posthumous award as winner of the 2004 elections, but what is important is that the massive fraud will be proven with the allegations of Bedol. Aniya "When she talked to me, she said na may narinig raw s'ya na excited akong makatrabaho si Dong and she requested that next time 'wag ko na lang daw po sabihin 'yun.” It was airport security. Ayon sa kanyang lawyer "Our firm is still studying the extent of the damages that our client received because of these incidents. We're getting ready to file appropriate cases if this doesn't get resolved in the soonest possible time."

We saw the Justin Bieber concert together, and by gosh, when you’re with Kris, everybody wants to have a picture with her.” At sa isang follow-up question pa-tungkol sa pagpapakasal muli ng balong alkade ay nagbigay ng isang makahulugang mensahe ang huli na ikinainis ni Kris aniya “Why do people marry? Because of lack of knowledge...Why do people separate? Because of lack of experience...Why do people remarry? Because of loss of memory.” There’s a quote attributed to him about marriage, separation & remarrying. I know he tried to be witty, but it offended me.” Dagdag pa niya “Thanks to all. May I just explain? I got so sensitive about ‘getting married because of a lack of knowledge, separation is a lack of experience, remarrying is loss of memory’- the truth is James & I have learned so much & we won’t forget the painful lessons we’ve learned.” The mayor said those words in jest. He did not intend to offend anyone especially Kris. Mayor Jun and Kris talked last night. Mayor Jun Binay told the columnist that he has no immediate plans of remarrying because his wife, whom he loved dearly, had just passed away.”

“If the certificate of marriage has no annotation that is required, then on its face, the mar-riage is still subsisting and still valid...To other persons, he is still married.” This is a very personal matter which I’ll share with everyone and have to face in the coming months.... For me, just like all the other intrigues that happen every month, I’ll focus on work, and for those who have given support, I want to say thank you and to let you know that she (Angelica) stands by me and our relationship is very strong.”

tweeter account ni Angel Locsin para sa kanyang ex “Dear ex, stop texting, stalking & fighting me if you’re over na.

Angel aniya ““With the harsh words i said earlier, im sorry, hope we let bygones be bygones, we have moved on but sorry sa sinabi ko kanina.”

Ruffa Gutierrez custody battle with ex-husband again? Ayon kay Ruffa “Just received a shocking phone call. The storm I was anticipating is coming, SOON. Please pray for me as I fight the biggest battle of my life.” To clear false reports and to pacify my loved ones who are worried: The Quezon City Regional Trial Court Branch 107 issued a decision last March 11, 2010, signed by presiding Judge Jose L. Bautista Jr. that I, Ruffa Gutierrez, won SOLE CUSTODY of my two daughters while their father, Yilmaz Bektas, was granted visitation rights.”
