CODY INTERAGENCY DISPATCH CENTER 2011 YEAR END REPORT
The 2011 fire season was an average year; the normal weather patterns that occurred were typical for this area. The high country received an abundant amount of snow….
Bighorn Mountains mid June 2011
This led to early summer flooding concerns. BLM fuels/fire personnel assisted Washakie County with sandbagging in Tensleep.
Summer weather was not out of the ordinary, typical hot and dry the last half of July into August and September. The year rounded out with a long seasonal fall extending the fire season and Rx burning into November. Snow
and cold weather came around mid-November and continued to the end of the year. The first wildfire of the season occurred January 21st with the final fire of the year occurring November 13th. Total number of fires, all agencies this season was 180, of those 120 were human caused (majority being on the Wind River Indian Reservation) and 60 lightning. Total acres all agencies was 35,079. 5 year average for number of fires and acres is 141 fires for 29,838 acres for all agencies with in the Cody Interagency Dispatch Center area. The dispatch center supported several extended attack fires, including 4 type 3 incidents, one of which changed complexity several times over the course of the season and resulted in ramping up to Type 3 several times and then back to a Type 4 (Norton Point). The dispatch center also supported 2 Type 2 incidents, Norton Point and the Hole-In-The-Wall. Richardson’s Type 2 Team was ordered for Norton Point which started 7/23 and was determined to be a candidate for a multiple objective fire. The majority of this fire burned into the Washakie Wilderness resulting in 24,232 acres of mostly bug killed timber being consumed. It was finally called out on 11/15. Lowe’s Type 2 Team was ordered for the Hole-In-The-Wall fire which started on 8/27 and burned a total of 6343 acres, 3808 of which burned into Montana onto the Custer National Forest and threatened Red Lodge, MT. Dispatching and support for this fire remained with the Cody Interagency Dispatch Center through the duration of the incident. It was called out on 11/5.

The Cody Interagency Dispatch center began mobilizing resources in early March in support of front range fires in CO and then later in the month to Oklahoma and Texas. This continued on throughout the season and impacted the dispatch center in the early season with the volume of orders that were processed. The dispatch center mobilized equipment, crews, aircraft, overhead and supplies totaling 3662 resource ordered processed in support of local incidents as well as incidents in Wyoming, Texas, Colorado, Montana, New Mexico, Florida, Arizona, Georgia, Nevada, Mississippi, South Dakota, and Idaho. Expanded Dispatch was in place for 61 days starting around mid-July. The Dispatch Center was not quite fully staffed in that all the vacancies were filled but the BIA position was cut from Permanent Full Time to a Career Seasonal, which impacted the dispatch center negatively in that it inhibited the ability to provide appropriate coverage in the off season. One FS seasonal dispatcher was hired as well as 2 FS STEP positions. Once again a “broken” fire fighter was taken in for the season which proved to be very advantageous to both the center and the employee. 538 Incident Actions were processed this past year which included wildfire appropriate management responses, prescribed fire support, public assists, all risk incidents, flight requests/following for: the USFS Regional Bug flight, USFWS Grizzly Bear Survey, USFWS Elk & Sheep Survey, USFWS Pronghorn Survey, USGS Elk Survey, USGS Elk VHF Collar Retrieval, State Forest Health Survey, and locally for Wildhorse, Wilderness, Radio Maintenance, and Sage Grouse programs. On the Horizon, the dispatch center staff continues to represent and support the dispatch community at the area and national level with personnel involved in training, ROSS Reports Management Board, Wildcad, National Dispatch Training Steering committee, D-510 Steering committee, and assisting centers across the board with reports, web pages, and computer programs. Looking towards 2012 brings a prediction from a “seasoned” operations person that states, “Every 6th year since 1910 has been a very active fire season in the Rockies”. By my calculations that will put us at the 17th 6th year in 2012. We will be ready!
