2011 Transportation Performance Scorecard
2011 TRANSPORTATION PERFORMANCE TRENDS AT A GLANCE
Summary
The sixth annual Virginia Transportation
Performance Report summarizes the
performance of five transportation departments
in 2011. It specifically measures the safety,
mobility, land use, maintenance and
preservation, economic vitality, program
delivery and environmental stewardship of
Virginia’s transportation system.
The Office of Intermodal Planning and
Investment currently has 11 performance
targets (PT) and 45 performance measures
(PM) reported in its annual performance
report. The 2011 report provides data
available at the time the report was presented.
Agencies Achieving Performance Targets
The largest benefit of the Commonwealth
measuring and reporting performance over the
past six years is the increased confidence and
funding of the Governor, the Legislature and
the citizens of Virginia in the projects and
programs of Virginia’s transportation agencies.
It is our belief that our ability to make
transportation investments in the future relies
on our ability to deliver results today.
Of the eleven performance targets that are
linked to Virginia transportation agencies,
three targets were met: The number of vehicle
crashes, the number of crash fatalities, and
DMV customer wait times were below or
reported as less than the target. Virginia did
not meet the eight other targets related to:
greenhouse gas emissions; pavement
conditions on interstate and primary roadways;
bridge conditions; SWaM expenditures;
intercity rail service on-time performance;
VDOT projects completed on-time and on-
budget; and % of state employees who
telework.
Highlights from 2011 include:
DMV customer wait times decreased
and met the 20 minutes or less target
Intercity-rail on time performance
improved
Fuel use per capita decreased
VDOT’s administrative expenses
shrank relative to its total budget
However, as the report shows, there are still
areas that need improving:
Bridge and pavement conditions did
not meet the targets set for those
measures
The Port of Virginia’s East Coast
market share remained the same as
2010
Customer satisfaction with VDOT
declined
Transit crashes increased considerably
from the historic average

Performance Measures
The performance measures are categorized
individually based on how much the measure
has changed and whether or not the measure
has improved. For all measures, 2011 data
was compared to the average of data from the
previous three years.
For those using Virginia’s transportation
system, enhancing the safety of the state roads,
buses, trains and airports, while ensuring that
travelers and commuters feel secure, is an
important goal of the Commonwealth. Nine
measures are linked to the Safety & Security
goal area, which provides insight into specific
detail on the progress of safety goal-related
performance measures, and information on
potential safety and security challenges.
In 2011, most safety and security measures
remained close to their historic average. The
only exception was transit crashes, which rose
considerably.
A significant goal of Commonwealth
leadership is to ensure that Virginia’s
transportation system supports broad-based
economic prosperity. Six measures are linked
to the Economic Vitality goal, which provides
information and insight on Virginia’s
transportation network’s ability to provide
access to markets, reduce costs, create and
attract new opportunities, and enhance
productivity.
In 2011, most Economic Vitality measures
remained close to their historic average.

2011 TRANSPORTATION PERFORMANCE TRENDS AT A GLANCE
The Commonwealth has made an enormous
investment in maintaining its transportation
system because leadership understands the
personal and economic importance of keeping
Virginia’s assets from deteriorating. Five
measures are linked to the Maintenance &
Preservation goal which provides information
and insight on how well state transportation
assets are maintained, as well as potential
maintenance and preservation challenges.
In 2011, bridges, interstate pavement, and
primary road pavement were in a similarly
good state of repair to the historic average. A
slightly lower number of secondary roads were
in fair or better condition. The average age of
transit vehicle fleets across the state was
considerably higher compared to previous
years.
The concepts of Mobility, Connectivity, and
Accessibility are interconnected and all are
focused on providing easier ways to move
people and goods, improving the connectivity
between regions and activity centers, and
offering viable transportation modes and
alternatives. Twelve measures are linked to
the Mobility, Connectivity & Accessibility
goal, which provides information and insight
on Virginia’s ability to offer effective and
efficient transportation solutions to Virginia’s
communities and business partners, while
providing information on potential challenges.
In 2011, the levels of congestion in larger
metropolitan areas were not available. Use of
HOV lanes in the Hampton Roads region
decreased considerably from previous years;
data was not available for Northern Virginia.
Pedestrian commuting remained largely the
same across the state, but fewer Virginians
biked to work. While both the amount of
transit service and the number of transit trips
taken per person declined slightly from historic
averages, the number of available park and
ride spaces changed little, and on-time
performance for intercity passenger rail
improved considerably. The portion of freight
moved by rail or on the water remained largely
the same from previous years.

Another major challenge for the
Commonwealth’s transportation agencies is to
construct, maintain and operate the
transportation system without compromising
natural, cultural or historic resources. Four
measures are linked to the Environmental
Stewardship goal which provides information
and insight on Virginia’s ability to design and
operate the transportation system in a resource-
friendly manner.
In 2011, mobile-source air pollutant data was
not available. Virginians used less fuel per
person than in previous years, but greenhouse
gas emissions were little changed. A
considerably larger amount of wetlands were
replaced in comparison to the amount used
through transportation development.
The effective coordination between
transportation and land use planning entities is
one key to fostering livable growth of
communities. When done well, such
coordination should also lead to more efficient
use of the transportation system. Four
measures are linked to the Transportation &
Land Use goal which provides information
and insight on key measurement of the
effectiveness of this coordination.
Most measures for Transportation and Land
Use were similar to their historic averages in
2011. The exception was the proportion of
state employees who were teleworking, which
increased considerably from previous years.
Transportation agencies’ ability to deliver their
core products, programs and services with a
high level of excellence and efficiency serves
Virginia’s citizens by making their
transportation dollars go further. Five
measures are linked to the Program Delivery
goal, which provides information and insight
on transportation leaders’ ability to produce
promised outcomes within expected timelines
and within allocated funding levels, based on
sound business practices and pragmatic use of
internal and external resources.
In 2011, the measures for this goal diverged.
Customer wait times at DMV service centers
and the portion of VDOT’s expenditures spent
on administration improved considerably.
However, the proportion of VDOT projects
completed on-time and on-budget declined
considerably from previous years, as did
customer satisfaction with VDOT. In addition,
the average cost per transit trip increased
considerably from the historic average.
