Vietnam has in the last decade experienced a rapid

economic growth, which has let to an increasedconsumers purchasing power. Milk consumption

in particular has a strong link with improved living

standards. High demands force Vietnam to importabout 80% of its dairy products. To reduce this

large dependency on dairy imports and to increase

income & employment opportunities for the ruralpopulation, the government of Vietnam launched

a National Dairy Development Program (NDDP) in2001. The Vietnam Belgium Dairy Project aims at

contributing to the program as well as promoting

sustainable dairy development.

At the start of the project in 2005, many dairyfarmers complained about the low protability

of dairy farming. Therefore, the Vietnam BelgiumDairy Project made a resolute decision to aimat increasing the protability by implementing

a holistic approach towards the dairy farming

business.

The project encouraged dairy farmers to

think like businessmen who invest in theright technologies to boost productivity andQuality. Once a farmer set the rst step, aprofessional team of dairy advisors was ready to

provide on-farm assistance.

The project collaborated with the private

processing companies to make sure that farmerswere paid a fair price, based on the individualmilk quality of every farm.

The project has addressed the future of

sustainable dairy production in Vietnam bysetting up a new organisation, which brings alldairy stakeholders around the table.

Higher protability results mainly from anincreased productivity per animal. The projects

starting point is Happy cows give more milk.Every farmer should make his cows happy byproviding everything the cows needs to be

happy, especially a lot of good feed and water, acomfortable environment and good care.

Two major issues for Vietnam are the limited

availability of land for forage production

and the hot and humid climate. The projectintroduced several practical innovations to createopportunities out of these challenges. All the

technical interventions are based on internationalbest practices but are adapted to the local

situation.

Silage bags: A simple but very ecient way tostore forage overproduction from the summer to

be used in the winter, when there is a shortageof forage.

Sprinkler irrigation for forage production:Even in the season will more rainfall such system

provides the essential water in a very ecientway. A major extra benet of such system is that

you can use it to provide liquid fertilizer, like

biogas euent, for the grass.Heat stress system: In this direct cooling

system, water is sprinkled on the cows back for

about 15 to 25 seconds every 5 to 10 minutes.Fans create air circulation, which help the water

to evaporate from the skin, extracting heat from

the body. Actually, we help the cows to sweat.

Good drinking systems: Milk contains almost90% water. A lack of water will directly result in

a decreased milk production. A good systemmakes sure that cows always have access to

water.

opportunities out of challenges by promoting

environmentally friendly practices that are alsoeconomically interesting! Our best example isthe green cycle: Animal manure is used to produce

Before the projects intervention, all farmers

delivering their milk to one cooling center wouldreceive the same price for their milk. So none of

the farmers was motivated to produce milk ofhigher quality. The project collaborated withprocessing companies to make sure that themilk of every single farmer is tested and that eachfarmer is paid for the quality he or she delivers.

Due to a worldwide shortage of milk in 2007,

the world market price of milk powder increased

exorbitantly from 2,300 USD to over 5,000 USD per

ton. This triggered an increase of the farm gate milk

price from an average of 3,200 vnd to over 7,500

vnd per kilo (0.31 Euro). In 2008, the melamime

scandal in China triggered a worldwide drop in

consumption and a consequent drop the world

market price. Luckily for the Vietnamese farmers,

the raw milk price in Vietnam remained among the

highest in the world. This is due to clear consumers

preference for milk produced in Vietnam, which is

triggered by excellent promotion campaign of the

leading dairy companies.

The Vietnam Belgium Dairy project was nanced by the Belgian and

Vietnamese Government and was implemented by the ministry of Agricultureand Rural development of Vietnam, with technical assistance of the Belgian

Technical Cooperation. The project was implemented from Feb 2005 until Feb

2010 in selected districts in Hanoi, Hatay, Hanam, Vinh Phuc and Bac Ninh,reaching about 500 farmers. Dairy farmers from other areas in Vietnam could

enjoy a limited number of project activities.
