Following the extraordinary success achieved by NORCECA in the year 2002,

2003 concluded as a very active and fruitful year for the North, Central American and Caribbean Volleyball Confederation NORCECA.

NORCECA Executive Committee and Board of Administration during their meetings in the month of May had the responsibility of taking decisions of many innovations, ideas and proposals presented by our Commissions. With the organization of Regional, Continental, Intercontinental and International Tournaments and Championships NORCECA took a major step forward as one of the leading Confederations of the Federation Internationale de Volleyball, FIVB. All commission meetings were developed in accordance with FIVB Regulations including in the agenda a full detailed report from each FIVB Commission in order to implement FIVB decisions efficiently.

With a total of 18 competitions programmed and

developed in our 2003 Competition Calendar, a

progressive achievement has been successfully

obtained. NORCECA’s Beach Volleyball,

Refereeing, Sport Organizing, Medical, Technical

and Coaches, Press, Finance and Marketing

Commissions meetings were held as

programmed during the month of February with

extraordinary results programming the future of

Executive Committee and Board of Administration

The Executive Committee and Board of Administration of NORCECA held their

meeting during the month of May in the city of Santo Domingo, Dominican Republic.

NORCECA’s Competition Calendar for the year 2003, 2004, 2005 and 2006 were

updated. A new strategy for the participation of NORCECA’s affiliated National Federations

in the XXIX FIVB World Congress 2004 to be held in Portugal was established, as well as a

unanimous support to FIVB decisions and to Dr. Ruben Acosta Hernandez as President of

FIVB was decided throughout a public manifest signed by all Executive Committee and

Board of Administration Members.

With the presence of all

Executive and Board Members, important

aspects were debated. Commissions’

reports were received together with their

proposals. President’s Activity and the

FIVB Regional Development Centre

Report were presented. An updated

report on the organization of the XIV Pan-

American Sport Games, Santo Domingo

Administration

Following the guidelines of FIVB’s President Dr. Ruben Acosta Hernandez, NORCECA continues to support the activities of all 35 affiliated National Federations from its main headquarter established in the city of Santo Domingo, Dominican Republic, well equipped and with professional staff in order to ensure the organization of events according to FIVB Regulations. Our Continental Press Officer contracted with the financial support of FIVB has contributed promoting our sport throughout NORCECA’s news letters within our continent and worldwide, establishing a close working relation with the media, major newspapers of our continent and international agencies creating the necessary awareness during the organization of Regional, Continental and Intercontinental events.

FIVB Constitution, Administrative,

Financial, Sport, General regulations and

Code of Conduct.

The most important decision

taken to ensure the future of the North,

Central American and Caribbean

Volleyball Confederation, NORCECA by

the Executive Committee and Board of

Administration was to adopt as our own

Statutes the Constitution, Administrative,

Financial, Sport, General Regulations and

Code of Conduct of FIVB. This

transcendental decision was also

approved and reconfirmed by the 2003

NORCECA’s Congress held in the city of

Atlanta, Georgia, USA with the presence

of Delegates from 28 countries.

II Women Volleyball Pan American Cup

Held in the city of Saltillo, Mexico from June

30 to July 5, 2003. Good organization, VIS

System implemented. Eight teams from

America disputed the II Women´s Volleyball

Pan American Cup with the top four

finishers winning berths for the 2004 FIVB

World Grand Prix.

2003 NORCECA´s Congress Atlanta, Georgia, USA

The 2003 NORCECA’s Congress held in the city of Atlanta, Georgia, USA on October 25-26, 2003 with the presence of Delegates from 28 countries confirmed the dynamic work in the new era of the North, Central American and Caribbean Volleyball Confederation, NORCECA. Organized and developed in accordance with FIVB Regulations, the 2003 NORCECA’s Congress presented an important agenda that included the Minutes of the Executive Committee and Board of Administration Meetings of the year 2002 and 2003, Report of the Guatemalan and Nicaraguan Volleyball Federations suspension, Presidential Activities, Implementation of the Decisions of the XXVIII FIVB World Congress,

PriceWaterhouseCoopers Audited Report, 2004-2005 NORCECA’s Budgets, Presentation of NORCECA’s Profile, Presentation of NORCECA’s Events for 2002-2003, FIVB Volleyball World Vision 2008, Report Presented by NORCECA’s Commission and Working Group, Final Report of the XIV Pan-American Sports Games, Santo Domingo 2003, Report on the Activities of Zonal Associations of NORCECA, as well as the Report on Future NORCECA’s Competition Organizers. The most important decision adopted by the 2003 NORCECA’s Congress was to adopt as our own Statutes the FIVB Constitution, Administrative, Financial, Sport, General Regulations and Code of Conduct.

This important step forward will

allows NORCECA, as a representative of

FIVB in our continent, to continue the

development of our sport in line with the

decisions of FIVB avoiding contradictions

and profiting all of our 35 National

Federations. This vital decision ensures a

straight line of communication between

NORCECA and FIVB as well as with all of

our affiliated National Federation.

An important system to structure our

Annual Competition Calendar has been

approved granting the hosting of our major

events up to the year 2012. This rotating

system will allow all National Federations

to plan ahead the participation of their

National Teams in NORCECA’s events,

as well as in our most important

event that is held every year, The Pan-

American Women’s Cup, classifying event

to the FIVB World Grand Prix. The

distribution of volleyball equipment

sponsored by MIKASA to all affiliated

National Federations was completed

during the year 2003 profiting 29 National

Federations that were updated with their

responsibilities with FIVB and NORCECA.

New distribution of volleyball equipment

sponsored by MIKASA was approved by

the 2003 NORCECA’s Congress for the

year 2004. An important strategy was

established for the participation of all

affiliated National Federations in the

qualifying process for the 2006 Men and

Women World Championships.

This important strategy will

involve 26 National Federations divided in

three (3) major groups, Canada, USA,

Mexico, Cuba, Puerto Rico and the

Dominican Republic as Group 1, the

Central American Countries of AFECAVOL

as Group 2 and the Caribbean Countries,

CAZOVA as Groups 3 and 4. The

objective is that must of our affiliated

National Federations take part in the

process toward the 2006 FIVB World

Championships (Men and Women) so that

NORCECA would register a major number

of National Teams participating in the finals

of the 2006 World Championships to be

held in Japan.
