GUIDELINES FOR REPORTING BENEVOLENT AND PUBLIC RELATIONS ACTIVITIES

The general rules for counting ELIGIBLE CASH, CASH VALUE, AND/OR HOURS are as follows:

1. Cash, Cash Value and/or Hours may be reported when the Drove member and/or the Drove participates in a benevolent or public relations project ONLY WHEN THE CASH, CASH VALUE AND/OR HOURS HAVE NOT BEEN REPORTED TO OR CLAIMED BY ANY OTHER ORGANIZATION, SUCH AS AN AUXILIARY OR CHURCH.

2. CASH includes ONLY ACTUAL CASH paid out of the Drove treasury. Personal cash expenditures made by members MAY NOT BE CLAIMED UNDER CASH. These expenditures may be claimed under CASH VALUE when they have not been reimbursed for expenditures and have not reported them to any other organization.

3. CASH VALUE is the monetary value of an item or items donated for benevolence or public relations. The actual CASH VALUE may be included for the Drove members when their donations of money, food, clothing and the like have not been reported to any other organization. THIS INCLUDES DONATIONS TO CHARITIES MADE BY YOUR MEMBERS, IF NOT REPORTED TO ANY OTHER ORGANIZATION.

Coupons, soup and certain food labels and/or proofs of purchase, cancelled postage stamps collected and given to your Elks, Veterans, local organizations or St. Jude’s may be calculated at 5 cents each; pop tabs are calculated at 25 cents/pound and reported under CASH VALUE. Individual members may report CASH VALUE for reimbursed vehicle mileage @ 14 cents per mile when used in connection with benevolent activities included in their report. Examples: A. assisting senior citizens or handicapped persons by taking them to medical visits, shopping, etc. B. delivering “Meals on Wheels” to senior citizens or handicapped persons C. volunteering at hospitals and other medical related facilities D. assisting with local or National charity fund drives or with Elks local, State or National projects E. assisting needy families or individuals (cannot be relative or dependent) F. providing transportation for senior citizens or handicapped persons to polls to enable them to vote in local, State and National elections. Mileage allowance for CASH VALUE for Public Relations activities is 30 cents per mile (only when you do not receive any manner of reimbursement) Examples: A. transportation to assist with local community and civic projects B. transportation associated with school activities or to assist with community youth activities C. transportation to participate in programs in retirement and nursing homes D. transportation to attend District meetings and Grand Lodge Conventions.4. HOURS-the time spent by members when working on a benevolent and/or public

relations project. When a special trip is made to and/or from working on the project, that time may also be included as hours claimed. INCLUDE ONLY THOSE HOURS NOT REPORTED TO ANY OTHER ORGANIZATION. HOURS DO NOT HAVE ANY CASH VALUE.

5. INTER-DROVE VISITATIONS AND GRAND LODGE ATTENDANCE – CREDIT FOR HOURS in attending a State/District meeting away from your home Drove or in attending Grand Lodge – actual days spent away from home

10. All name plates for the Memorial Plaque of Deceased Does will be purchased and placed on the Memorial Plaque by the Trustees, with the expenses to be absorbed by the Drove. However, if a family member(s) or friend(s) requests honoring the deceased member with a plate at their expense, this is to be allowed.

11. BUDGET: The budget will be set by the Trustees, with the President, Secretary and Treasurer present, that those officers may assist in recommendations and needs of the Drove.

12. By choice, a member may buy three chances for $1 for the jackpot drawing when registering at a meeting. One-half of the proceeds will be given to the member and one-half will be added to the Drove Treasury.

13. Members nominated for the Nominating Committee must have attended at least six (6) meeting during the year and have been a member for a least one (1) year. If this is not possible, then a vote of the members to allow members other than listed above is required.

14. DRESS CODE: All members are to be attired in appropriate street wear. The officers and/or pro-tems shall not wear pantsuits while performing ritualistic work. Attire of a male officer will be a white suit or tuxedo with white shirt, tie, shoes and socks.

15. Charter members will be honored at the formal meeting in May rather than February each year because of possible inclement weather.

16. The Friendship Night (formerly Mother/Daughter event) is to be a non-profit affair. The President will appoint a chair and co-chair. They will select the rest of the committee. (They should be outside the Ways and Means Committee.)

17. All Drove activities must be brought to a vote of the Drove for approval BEFORE being instituted.

18. All Life Members shall pay at least the per capita tax to the Drove each year.19. DROVE MUST ABIDE BY THE RULES OF ELKS LODGE #1187, AS WE ARE GUESTS OF THE LODGE AT ALL TIMES.

DROVE STANDING RULES

1. The Drove shall meet semi-monthly according to the Constitution, except by special dispensation from the Supreme Secretary to dispense with one June meeting and both July and August meetings. All formal and social meetings will be scheduled by the President and Conductor as soon as possible. If Maundy Thursday falls on a regular meeting night, the meeting may be changed ONLY with a special dispensation from the Supreme Secretary. Such dispensation should be requested at least two (2) months in advance in order to get approval back in time.

2. TRUSTEES: In the absence of two or more Trustees at Drove meetings, Past President’s pro-tem shall be named by the President to examine, approve or reject bills for expenditures, which are to be signed and dated by Trustees or pro-tems. Special purchases are to be made by the Trustees upon request and vote of the Drove.

3. When a Grand Lodge member receives her first Grand Lodge appointment, her registration fee, plus all activities listed in the Grand Lodge program book, except pre/post convention tours, will be paid by the vote of the Drove.

4. The President or Five-Year Officers receiving money from the Drove to help defray expenses of Grand Lodge shall submit, in writing, a report of their activities while attending the convention and an itemized account of expenses. Any remaining funds shall be returned to the Drove.

5. The Drove will pay registration fees for all members of Rapid City Drove #33 who attend the District meeting, subject to approval by vote of the Drove. Room charges will be paid for by each member attending.

6. Cards shall be sent to all Does and their spouses who are ill.7. Upon the death of a Drove member, three red roses will be delivered to

the mortuary, ordered by the Courtesy Chair or member of the Committee.

8. Upon the death of a spouse or dependent child of the member, three red roses will be delivered to the member at her home, ordered by a Courtesy member.

9. Upon the death of a Drove member, spouse or dependent child, the President will contact the family and make arrangements for the funeral lunch, or dinner taken to the home, for family and friends on an as needed basis. Lunch would consist of sandwiches, salads, cake and coffee. The President will then notify the Funeral Chair as to the family’s request. If the family does not request any food, etc., the Drove will donate a $25 memorial to Grand Lodge in the deceased’s name.
