PROVINCIAL TRAINING & EMPLOYMENT SERVICES OFFICE (PTESO)

MANDATE

The State’s policy to promote full employment and equal work opportunities for all is encapsulated

in Chapter 1, Article 3 and Book 1, Article 12 of the Labor Code of the Philippines.

Art. 3. Declaration of basic policy.

The State shall afford protection to labor, promote full employment, ensure equal work

opportunities regardless of sex, race or creed and regulate the relations between workers

and employers. The State shall assure the rights of workers to self-organization, collective

bargaining, security of tenure, and just and humane conditions of work.

Art. 12. Statement of objectives.

It is the policy of the State:

(a) To promote and maintain a state of full employment through improved manpower

training, allocation and utilization;

(b) To protect every citizen desiring to work locally or overseas by securing for him

the best possible terms and conditions of employment;

(c) To facilitate a free choice of available employment by persons seeking work in

conformity with the national interest;

(d) To facilitate and regulate the movement of workers in conformity with the national

interest;

(e) To regulate the employment of aliens, including the establishment of a registration

and/or work permit system;

(f) . To strengthen the network of public employment offices and rationalize the

participation of the private sector in the recruitment and placement of workers,

locally and overseas, to serve national development objectives;

(g) To insure careful selection of Filipino workers for overseas employment in order

to protect the good name of the Philippines abroad.

The same policy is also contained in Book 1, Title 1, Chapter 2, Section 16 of the Local

Government Code of the Philippines.

SECTION 16. General Welfare. –

Every local government unit shall exercise the powers expressly granted, those necessarily

implied there from, as well as powers necessary, appropriate, or incidental for its efficient

and effective governance, and those which are essential to the promotion of the general

welfare. Within their respective territorial jurisdictions, local government

units shall ensure and support, among other things, the preservation and enrichment of

culture, promote health and safety, enhance the right of the people to a balanced ecology,

encourage and support the development of appropriate and self-reliant scientific and

technological capabilities, improve public morals, enhance economic prosperity and

social justice, promote full employment among their residents, maintain peace and

order, and preserve the comfort and convenience of their inhabitants.

Enacted in 1991, the Local Government Code (Republic Act 7160) has vested on local government

powers that were previously exercised by the national government alone. The Code effectively

devolved local government administration to the LGUs guided by the State’s policy to ― provide

for a more responsive and accountable local government structure instituted through a system of

decentralization whereby local government units shall be given more powers, authority,

responsibilities, and resources. In particular, Section 17 (b) (2) (v) tasks LGUs at the municipality

level to provide basic services and facilities in job placement information systems. Section 17 (b)

(4) also requires cities to provide the same services.

Given these enabling laws, the LGU has the power to create and grant legal status to an LGU-

based PTESO. Normally, this goes through a series of processes culminating in the grant of full

legal status to the proposed PTESO by local lawmaking bodies such as Sangguniang Panlalawigan

(Provincial Council). Through such a measure, the PTESO will be ascertained of an annual budget

for staff and operations sourced from the funds of local governments which, at the very least,

would mean regularity and continuity of services pertains to manpower development and

employment.

On top of these legal mandates, Republic Act 8759 (the PESO Act of 1999) institutionalized a

National Facilitation Service Network comprised of Public Employment Service Offices (PESOs)

spread throughout the country. RA 8759 is the most comprehensive law, to date, promoting and

maintaining a public employment service network in the Philippines.

VISION

The PROVINCIAL TRAINING & EMPLOYMENT SERVICES

OFFICE (PTESO) is envisioned to be the prime catalyst in assisting the

Provincial government to alleviate poverty through lessening

unemployment and underemployment in the Province of Tarlac by

producing a highly competent, productive, remunerative, and ethical

Tarlaqueño workforce. Thus, ensuring that Job seekers’ qualifications

could match job opportunities in the job market both local and foreign.

MISSION

The PROVINCIAL TRAINING & EMPLOYMENT SERVICES

OFFICE (PTESO) is a venue where job seekers and Private Recruitment

agencies could converge and avail assistance for training and employment

opportunities. A venue where Local government units and National

Government agencies could promote various services and programs that

are always available to the people that will assist them develop skills in

different fields of specialization for much better employment

opportunities.

GENERAL OBJECTIVES

In general, the PROVINCIAL TRAINING & EMPLOYMENT SERVICES OFFICE (PTESO)

shall ensure the prompt, timely and efficient delivery of trainings, employment service and

provision of information on the other programs of the Department of Labor and Employment

(DOLE), Technical Education and Skills Development Authority (TESDA), Philippine Overseas

Employment Agency (POEA), and the Overseas Workers’ Welfare Authority (OWWA). The

PTESO shall be placed under the control and supervision of the Office of the Provincial Governor

and shall be linked with the DOLE, TESDA, POEA, OWWA, and the PCEDO and other in line

offices and government agencies for the purpose of coordination and technical assistance.

The PTESO shall operate within area of jurisdiction of the province of Tarlac which comprises of

seventeen (17) municipalities and one (1) component city in coordination with other concerned

agencies.

Generally, the PTESO shall:

1) Provide a venue where Tarlaqueños could explore simultaneously various trainings

(soft trade, modular trades, and Technical-Vocational courses) and employment options

and actually seek assistance they prefer;

2) Serve as referral and information center for the various services and programs of DOLE,

TESDA, POEA, and OWWA and other government agencies present in the area;

3) Provide clients with adequate information on available trainings, employment, and

labor market situation in the area;

4) Network with other Public Employment Service Offices (PESOs) within the region on

employment for job exchange purposes; and

5) Bring training and employment services closer to Tarlaqueños by expanding reach of

existing programs and services.

SPECIFIC OBJECTIVES OF THE PTESO.

1) The PTESO shall provide Labor Market Information (LMI) services.

For this purpose, it shall:

(a) Market and promote each services, through all forms of media, to all its labor

market clients;

(b) Regularly obtain a list of job vacancies from employers;-

(c) Generate and maintain an updated registry of skills;

(d) Gather, collate and process data or information on employment trends,

particularly labor supply and demand, and disseminate such data or information

to labor market clients; and

(e) Provide information on licensed or authorized recruitment agencies or

recruiters for local and overseas employment.

2) The PTESO shall provide referral and placement services for local and overseas

as well as private and civil service employment. In accordance with existing

policies, rules and regulations, it shall:

(a) Undertake active sourcing of vacancies - the PTESO shall encourage employers

to submit to the PTESO on a regular basis a list of job vacancies in their

respective establishments in order to facilitate the exchange of labor market

information between job seekers and employers by providing employment

information services to job seekers, both for local and overseas employment

and recruitment assistance to employers;

(b) Evaluate the qualifications of jobseekers in relation to wage employment

options;

(c) Refer jobseekers for appropriate employment assistance and monitor the result

of such referrals;

(d) Institute measures to ensure that recruitment and placement services, both for

local and overseas, are in accordance with existing laws, rules and regulations.

3) The PTESO shall provide training and vocational guidance and employment

counselling services. It shall:

(a) Conduct the following available Community Based Training (CBT) among

others upon request of a local government unit (municipal, city, or barangay):

and

iii. Modular trades (Reflexology, cellphone repair, candle repair, candle

making and other related trades),

(c) Conduct pre-employment counselling, including values development and

enhancement of work ethics, to prospective local and most especially to

overseas jobseekers;

(d) Undertake employability enhancement trainings or seminars for jobseekers as

well as those intending to change careers or enhance their employability; and

(e) Conduct orientation and training to prospective local and overseas jobseekers

regarding rules and regulations on anti-illegal recruitment.

4) The PTESO shall provide self-employment services. It shall:

(a) Maintain and provide updated directory of government and non-government

institutions with existing skills training and livelihood programs, including the

directory of lending institutions;

(b) Determine client’s potentials for entrepreneurial undertakings;

(c) Refer clients for appropriate self-employment or livelihood assistance and

monitor the results of such referrals.

5) The PTESO shall provide reintegration assistance to returning overseas Filipino

workers (OFWs). It shall:

(a) Provide a mechanism for the reintegration of OFWs;

(b) Determine or obtain information on returning OFWs and provide periodic

information of job opportunities;

(c) Undertake other appropriate programs to promote the welfare of OFWs and

assist in gathering or tapping the skills and potentials of the returning OFWs;

and

(d) Facilitation of referral of OFWs to the Overseas Worker’s Welfare

Administration (OWWA).

6) The PTESO shall provide technical assistance to City/Municipal PESOs, SUC-

PESOs, and Barangay Training and Employment Coordinators (BTECs) leaders

for the purpose to address issues and concerns including updates related to

program implementation. Likewise, the PTESO shall provide the necessary

assistance in the conduct of the regular meetings of the BTECs which is facilitated by

the city/municipal Public Employment Service Offices (PESOs). Further, field

visitations and regular coordination with Local Chief Executives form part of the

technical supervision and administration of the PTESO.

7) The PTESO shall likewise perform other functions analogous to the above

including programs or activities which is offered by TESDA pertaining Skills

Training and Manpower development, and programs or activities developed by

the DOLE to enhance provision of employment assistance to clients, particularly

for special groups of disadvantaged workers such as persons with disabilities

(PWDs) and displaced workers.

8) The PTESO shall perform such other tasks related to its functions and to

undertake pertinent assignment and duties as may be assigned and/or requested

by the Provincial Governor.

9) In addition to the foregoing, the PTESO shall undertake the following programs

and activities:

(a) Job Fair – This is being conducted periodically in the Province to bring together

in one venue the job seekers and employers for immediate matching. This

employment facilitation strategy is aimed to fast-track the meeting of job seekers

and employers in one venue at a specific date to reduce cost, time and effort on the

part of the job seekers;

(b) Special Credit Assistance for Placed Overseas Workers – this type of assistance

will enable poor but qualified applicants to avail of opportunities for overseas

employment;

(c) Special Program for the Employment of Students and Out-of-School Youth

(SPESOS) – This program provides employment to deserving students and out-of-

school-youth coming from poor families during summer and/or Christmas

vacations as provided for under Republic Act No. 7323 and amended under

Republic Act No. 9547, to enable them to pursue their education by facilitating the

employment of secondary level students, this is being implemented throughout the

year especially during summer and/or Christmas vacations and of tertiary,

vocational, and technical level students any time of the year. Under the program,

60 percent of the salaries and wages of the program beneficiaries will come from

the LGU while 40 percent from the DOLE;

(d) Work Appreciation Program (WAP) – This program aims to develop the values

of work appreciation and ethics by exposing the young to actual work situations;

(e) Livelihood and Self-Employment Bazaars – These will give clients information

on the wide array of livelihood programs they can choose to avail of by referring

them to the Provincial Cooperative and Enterprise Development Office (PCEDO)

and in coordination with other government and non-government institutions

undertaking livelihood and self-employment programs;

(f) Vocational and Career Guidance Program – This is being done through

coordination with various high schools in the city and with the Department of

Education (DEPED-Tarlac) in the conduct of vocational guidance sessions

designed to answer future demands from both local and foreign labor markets;

(g) Government Internship Program – This is a program of the Department of the

Interior and Local Governance (DILG) where the youth is given the opportunity to

be trained and exposed to government administration. A component of the

Kabataan 2000 Program, now known as the “Sikap Kabataang Pinoy Program,” as

provided for by Executive Order No. 1395. Under this program, the participating

government agency shall provide the participants with stipend of not more than 75

percent of the prevailing minimum wage;

(h) Workers Hiring for Infrastructure Projects (WHIP) – This program is in

pursuance of Republic Act No. 6685 which requires construction companies in the

province including contractors for government-funded infrastructure projects to

hire thirty-percent (30%) of skilled and fifty-percent (50%) unskilled labor

requirements from the areas where the project is constructed or located;

(i) Tulong Alalay sa Taong May Kapansanan (TULAY) – This program aims to

assist in the integration of persons with disabilities in society by providing them

access to training and employment opportunities both in the formal and informal

sectors; in close coordination with the Provincial Social Welfare and Development

Office (PSWDO).

(j) Emergency Employment - This designed to provide temporary employment for

out-of-school and out-of-work youth and disadvantage workers affected by

calamities. The program beneficiaries will be engaged in short-term community

works projects.

(k) Discovering the World of Work (D-WOW) – It aims to influence the career

decisions of graduating high school students by exposing them to actual work

situations through field trips or educational tours especially to establishments that

belong to the country’s Key Employment Generators (KEG) as identified by the

DOLE for the next ten years;

(l) Labor Education for Graduating Students (LEGS) – Graduating students of

vocational and baccalaureate course are given orientation on labor and employment

matters though the LEGS. The Program will help graduating students become

familiar with employment facilitation services of the PESO, workers protection and

security coverage for employees;

(m) Anti-Illegal Recruitment Program – This program is in support of the national

government’s campaign against illegal recruitment at the grassroots level by

providing relevant and helpful information to all Filipinos planning to migrate and

work abroad;

(n) Child-Labor Program – This program is in support of the government effort to

eliminate in the city all forms of child labor in compliance with R.A. 9231 ( An Act

providing for the elimination of the worst forms of Child Labor and affording

stronger protection for the Working Child, amending for this purpose Republic Act

No. 7610, as amended, otherwise known as the Special Protection of Children

against Child Abuse, Exploitation and Discrimination Act);

(o) Pwede Pa kami Program (PPKP) - This is an employment assistance program

being extended by the PTESO to its clients with age ranging from fourty (40) years

old and above.

(p) Mobile Passport Service – This is in coordination with the Department of Foreign

Affairs in order to facilitate processing of applications and renewal of passports of

Tarlaquenos.

(q) Mobile PRC Renewal – This is another endeavor geared toward employment

which caters to the needs of the professionals. This is in coordination with the

Professional Regulation Commission (PRC) in order to facilitate the renewal of

professional licenses.

(r) Other programs and activities designed to enhance the provision of employment

assistance to PTESO’s clients including Persons with Disabilities (PWDs),

displaced workers and working from the disadvantage sectors.
