THEORY of TRANSLATION

Several things to keep in mind when translating:1. Meanings are not restricted by the source language

patterns

2. Meaning should be conveyed accurately with no misinterpretation or misleading language

3. Be aware of the notion register!

4. Ensure to not losing certainty of meaning in the source text

5. No ‘free translation’

6. Do not use ‘everyday’ language

System of Proportional RepresentationIn 1964 the electoral system was changed to Proportional Representation. There were now 53 members in a uni-cameral House, the Senate having been abolished. However, for logistical reasons the 35 previous constituencies were retained but were now termed electoral districts. The first elections held under the new system produced the following results: People’s Progressive Party (PPP)-25 seats, People National Congress (PNC)-22 seats and the United Force (UF)-6 seats. No party emerged with a clear majority at these elections and so a coalition government between the PNC and the UF was eventually formed. The PNC leader, Mr. Forbes Burnham became the Premier and the UF leader, Mr. Peter D’Aguiar became the Deputy Premier and Finance Minister.

IndependenceIt was this Government that led British Guiana to Independence under the new name of Guyana. Mr. Burnham then became the Prime Minister and the previous Governor was called the Governor General. The first Guyanese Governor General was Sir David Rose, who was tragically killed in an accident in London.

Opportunities and Obstacles Confronting the Kim Dae Jung AdministrationThe inauguration of the Kim Administration in 1997 marked an important milestone in South Korean political history. It was the first in 50 years that the opposition party gained power. Democracy is a form of government in which the opposition party of yesterday can become the ruling party of today and the ruling party of today can become the opposition party of tomorrow. The change of the guard achieved by the election of President Kim showed that democracy in Korea was no longer something that simply existed on paper, now but had become a viable and working system.

� Source Language:The significance of the Kim Administration’s rise to power goes beyond the transition from a theoretical to a working democracy. There had been previous changes in administration, albeit change in leadership within the ruling party. It is a tendency that resulted in South Korean being able to maintain high degree continuity in government policy, regardless of periodic changes in leadership. Moreover, the government had continuously showed emphasis on anti-Communist policies and had strong emphasis on growth of chaebols(Korean conglomerates) instead of social welfare and the distribution of wealth.
