ALEXANDER D. FORGER

Alexander Forger has committed ·himself in word and deed to the ideal of ensuring equal justice for people of all races, religions and economic conditions. His career symbolizes the dual professional responsibility to public service and private practice that lawyers carry. Throughout his life, he has built a successful private practice while striving to bridge the gap between people by providing the disadvan­taged with full access to the benefits of our legal system. For over 44 years, Mr. Forger has been with the Wall Street law firm of Milbank, Tweed, Hadley & McCloy as partner, as chair and now as special counsel. A preeminent member of the bar, he concentrates in trusts and estates, domestic relations , foundations and not-for-profit corporations. Today, his most recent professional endeavor is serving as president of Legal Services Corporation, a position he assumed in 1994. This federally-funded organization has helped millions of poor individuals and families with legal advice and referrals, brief services, dispute resolution, negotiation and settlement, and litigation. With an opti­mistic attitude and aggressive agenda, Mr. Forger has been pushing to further the organization's services to improve the lives of those in need.

His appointment as president of the Corporation is a culmination of his life-long commitment to public service. For much of his career, Mr. Forger has worked with pro bono programs, serving as director of the New York Legal Aid Society for 20 years and as chairman between 1983 and 1993. New York Law School has experienced the wisdom, dedication and leadership of Alexander Forger. As a member of the Board of Trustees for many years, as chairman of the Board from 1985 through 1988, and now as a trustee emeritus , he has led this institution with quiet authority and with foresight. Were it not for his vision, New York Law School might not have committed itself so vigorously to a program of extensive capital improvements and renovations for its physical plant, which was completed in 1993. Mr. Forger also has worked tirelessly on behalf of numerous other organizations. He is a former president and current member of the New York State Bar Association. He is a member of the Board of Directors of the Lawyer's Committee for Civil Rights Under Law and chairs the Volunteer Lawyers AIDS Project. His work for the American Bar Association, including efforts to bring diversity to the organization's leadership, has made him a prominent member. He was the elected New York State Delegate to the ABA's House of Delegates between 1985 and 1994 and now chairs the Association's Commission on Legal Problems of the Elderly.

As l:l member of the Association of the Bar of the City of New York, Mr. Forger has worked to open doors for those who have struggled with discrimination . He is a member of the Association's Committee to Enhance Professional Opportunities for Minorities and its Committee on Lesbians and Gay Men in the Profession. In addition, Mr. Forger is a fellow of both the American Bar Foundation and the American College of Trusts and Estate Counsel. JOSE A. CABRANES

The life of Jose A. Cabranes reinvigorates an almost mythic model of American achievement. Transplanted at the age of five from Puerto Rico to New York's South Bronx, imbued by family life and by education with a seriousness of social, intellectual, and political purpose, Jose A. Cabranes has earned the prestige and power of a professional life in the federal judiciary. The first Puerto Rican named to the federal bench in the continental United States, he has served with distinction on the District Court for the District of Connecti­cut and is beginning what will surely be an equally distin­_guished career on the United States Court of Appeals for the Second Circuit.

Through this life of achievement there run some themes. One theme is his devotion to higher education. Having completed a B.A. at Columbia College and a J.D. at Yale Law School, Jose Cabranes extended his education and his horizons by taking a degree in International Law at the University of Cambridge, England. He was an outstanding general counsel to Yale University, outstanding because he understood and appreciated academic values as well as he did the law. Avocationally, he has given generously of his time as a member of the Boards of Trustees of Colgate University, the Twentieth Century Fund, and Yale University.

Another theme in Judge Cabranes's life is his loyalty and connectedness to his ethnic origins and to his people. ,He served for two years as special counsel to the Governor of Puerto Rico and head of the Commonwealth 's office in Washington, D.C. He has also been a leader of two major Puerto Rican civic organizations, chairing the Boards of Aspira of New York, an educational agency helping inner city Hispanic Youth to prepare for college, and the Puerto Rican Legal Defense and Education Fund, of which he was a founding member. For these and other contributions, he has been honored with the Lifetime Achievement Award of the National Puerto Rican Coalition .

But Judge Cabranes's appreciation of the importance of ethnic origins is not limited to his own. He knows - and puts to good use - more Yiddish expressions than most American Jews of his generation have ever heard. And by the thoughtfulness with which , as district court judge, he conducted naturalization ceremonies, he showed his empathy with countless people from countless places, and shared with them his confidence in their newly adopted American institutions.

Another theme of Judge Cabranes's life is his commitment to the highest standards of performance by the legal profession. In private, an astute student of politics both high and low, and a person of great wit whose ready laughter acknowledges wit in others too , from the bench Judge Cabranes gives and demand_s careful preparation, close attention, and serious dedication to making our legal system truly a system of justice. All who encounter him there -federal marshals , probations officers, law clerks, litigants and, not least, their lawyers­are called upon to do their best, and they gain respect for the process in the doing.

THE NEW YORK LAW SCHOOL: AT THE HEART OF NEW YORK'S LEGAL COMMUNITY R)R OVER 100 YEARS

FOUNDING: 1891

New York Law School was established in 1891 by faculty, students and alumni of the Columbia College School of Law who were protesting the trustees' attempts to dictate the teaching methods used by professors. Theodore Dwight, founder and dean of that law school and a major figure in the history of American legal scholarship, led the creation of New York Law School in lower Manhattan near its present location.

THE EARLY YEARS : 1891-1914

Almost immediately, New York Law School attained a formidable reputation due to the excellence of its students and faculty. One early lecturer was Woodrow Wilson, then Professor of Jurisprudence at Princeton University. Another was Charles Evans Hughes, subsequently Chief Justice of the United States. The first class included James Gerard, who went on to serve as Ambassador to Germany during World War I, and Bainbridge Colby, who became Secretary of State under President Wilson and, later, Wilson's law partner. Another early graduate was Robert F. Wagner, U.S . Senator from New York from 1927 to 1949 and a leader in developing national labor policy.

Within the first decade, the evening division was begun. By 1904, the Law School was the largest in the country, and, by 1906, it had over 1,000 students . Many of those attending during this period became founders or name partners of leading law firms , including: Henry Hurlbut Abbott of Breed, Abbott & Morgan; Edwin Sunderland of Davis, Polk, Wardwell, Sunderland & Kiendel; and Thomas Debevoise of Debevoise & Plimpton.

It was rare for minorities and recent immigrants to attend law school in those days, but from the outset New York Law School was hospitable to all races and ethnic groups. The evening division proved a special asset in providing access to legal education for those who needed to work to support their studies . Among the Black graduates of the pre-World War I era, the most prominent probably was James S . Watson, who became a power in the New York Black community and a distinguished judge. (The Judge's daughter, Barbara Watson, also attended the Law School and was the first woman to attain the rank of Assistant Secretary of State of the United States.) Later, Justice Emilio Nunez, class of 1927, was the first Hispanic to be named to the bench in New York State.

WORLD WAR AND THE GREAT DEPRESSION: 1915-1946

The School closed for one year during WW I, interrupting a steady expansion that lasted until the mid-1920s . Classes of the 1920s and 30s produced graduates who would play a leading role in the profession . Among the most notable was U .S. Supreme Court Justice John Marshall Harlan. Other prominent graduates included Albert Parker, a founding partner of Parker, Chapin , Flattau & Klimpl; Cameron F. MacRae, a former chairman of LeBoeuf, Lamb, Greene & MacRae; and Chester Carlson who invented the xerography process leading to the founding of Xerox Corporation .

The Depression hit the School very hard and enrollment dwindled. While the situation had improved by the late 1930s, the draft in 1940 dealt the institution another blow. In 1941, the School was forced to close for the duration of WW II .

REBUILDING: 1947-1980

In 1947, New York Law School reopened and began the difficult task of rebuilding . A major impetus came from alumni who formed a committee spearheaded by New York State Supreme Court Justice Albert Cohn. The new program was small, but the School made significant strides. The Law Review was reestablished, admission standards were raised, and faculty and curriculum were improved. Many alumni, now prominent at the bar, in the judiciary and in business, were students during these years, including: Judge Roger J. Miner, Second Circuit Court of Appeals; Presiding Justice Francis T. Murphy, New York Supreme Court Appellate Division; Otto L. Walter, founding partner, Walter,

Conston, Alexander & Green; Bernard H. Mendik, real estate industry leader and former Chairman of the New York Law School Board of Trustees; and Lawrence S. Huntingtpn, CEO of Fiduciary Trust International and current Chairman of the School's Board of Trustees .

Steady growth marked the next decades. With the appointment of E. Donald Shapiro as Dean in the early 1970s, the School joined the Association of American Law Schools and the trustees authorized an increase in the size of the full-time faculty. Admissions requirements were raised while enrollment climbed. Facilities were expanded, the Communications Media Center was opened, and an endowment fund grew.

GROWTH AND REVITALIZATION: 1983-1992

This period was a time of dramatic growth and revitalization. Under the leadership of James F. Simon, Dean from 1983 until 1992, a series of major facility renovations was begun, highlighted by the opening of the new Mendik Library in 1990. This was followed by the planning and construction of the new Samuel and Ethel LeFrak Moot Court Room, the Ernst Stiefel Reading Room, the Shepard and Ruth K. Broad Student Center and other extensive remodeling which completely transformed the Law School's classrooms, offices and specialty training areas. During Dean Simon's tenure, the Law School introduced an innovative Lawyering Skills Program into the curriculum.

THE PRESENT:

On July 1, 1992, Harry H. Wellington, Sterling Professor of Law emeritus and former Dean of the Yale Law School, became the 14th Dean and President of New York Law School. Dean Wellington has initiated a process of long-range planning to position New York Law School as a dynamic urban law center with an academic program that integrates the strategic and ethical perspectives of the practicing attorney. He has broadened the School curriculum to increase emphasis on professional skill development and opened the New York Law School Center for New York City Law, which focuses on the study of New York City government, provides courses and externships for students, presents seminars of public interest, and publishes the newsletter CitylAw.

The School has attracted a distinguished full-time faculty. They are productive scholars as well as skilled educators . Some of the nation's most prominent scholars from other law schools also have served on the Law School's faculty as visiting professors, while Government leaders and judges from the U.S. and abroad have been guest speakers. They include: former President Jimmy Carter; Associate Justices of the Supreme Court Harry A. Blackmun, William J. Brennan, Jr., and Sandra Day O'Connor; former New York Governor Mario Cuomo; former New York City Mayors Edward I. Koch and David N. Dinkins; current New York City Mayor Rudolph W. Giuliani; U.S. Solicitor General Drew S. Days ill; and former U.S. Ambassador to the United Nations Thomas Pickering.

With an increase in applications over the last several years, student enrollment has remained at a level of almost 1,400 students in the day and evening divisions . Minority representation has been approximately 22%. Despite a tight job market, the Office of Career Services, which has been expanded, continues to make inroads in placing graduates in law firms, corporations, government and law enforcement agencies, and public defender -and public service organizations.

Under Dean Wellington's leadership, a Second Century Capital Campaign, completed in 1994, raised $17.75 million . Last year, the number of gifts received by the School reached an all-time high. Also, a $2 million grant from the Starr fuundation will create the C. V. Starr Chair in International Trade and Finance and a Center for International Law and Trade as well as expand existing offerings in international law.

New York Law School, thus, approaches the milenium with a rigorous academic program, an impressive student body, a commited faculty and administration, fully-renovated facilities, and substantial alumni support.

TRADITION OF ACADEMIC ATTIRE

.. The caps, gowns and hoods worn at college and university functions date back to the Middle Ages . Monks and students used them to keep warm in medieval castles and halls of learning. From these

practical origins, they have developed into the accepted garb which symbolizes scholarly achievement. Baccalaureate gowns have a long, pleated front with shirring across the shoulders and back. They are

primarily distinguished by flowing sleeves, pointed at the fingertip. These gowns may be worn either open or closed.

The master's degree gown is worn open, and the sleeve is cut so that the forearm comes through a slit just above the elbow.

Gowns for the doctor's degree are also worn open. They carry broad, velvet panels down the front, and three velvet bars on the full, round sleeves. This velvet trimming may be either black or the color distinctive of the degree.

Mortar boards or caps worn with baccalaureate and master's gowns generally have black tassels. The tassel of the doctoral cap is usually made of gold bullion.

Faculty members and guests in today's procession are robed in gowns and hoods which represent the institutions from which they have received degrees.

The hood gives color and real meaning to the academic costume. Its silk lining bears the colors of the institution conferring the degree. The hood is bordered with velvet of a prescribed width and color to indicate the field of learning to which the degree pertains.
