17.0 Facilities Maintenance Element

PURPOSE The purpose of this element is to assess the existing conditions and required improvements of all existing buildings on the University campus.

(1) DATA REQUIREMENTS. The Florida Agricultural and Mechanical University (FAMU) has had several surveys prepared to assess the existing conditions and identify required improvements to existing buildings. (2) ANALYSIS REQUIREMENTS. This element shall be based, at a minimum, on the following analyses:

A Building Conditions Survey was completed in November 1994. The purpose of this assessment was to obtain an understanding of the overall academic buildings rehabilitation needs.

A visual examination was conducted by the team of each building envelope, interior space, engineering systems and code requirements. Items noted as in "fair to poor" condition were targeted for repair and replacement. Similarly, items expected to have expended their useful life in the next ten years were listed for replacement.

All buildings were evaluated for current code compliance and handicap accessibility. Elevators were recommended for buildings non-accessible to upper public levels. Existing elevators were recommended for repair or replacement based on their platform size and controls accessibility.

A shown in Table 17.3, using a coding system, the educational plant survey team made a decision on the conditions of each building. The appropriate code was used from the “Higher Education Facilities Inventory and Classifications Manual, 1973,” pages 43-44, as listed below. Table Value:

“Remodeling A” is not greater than 25 percent, but not greater than 50 percent of the estimated replacement cost of the building.

3 Remodeling – B Requires major updating and/or modernization of the building. The approximate cost of “Remodeling B” is greater than 25 percent, but not greater than 50 percent of the estimated replacement cost of the building.

4 Remodeling – C Requires major remodeling of the building. The approximate cost of “Remodeling C” is greater that 50 percent of the replacement cost of the building.

5 Demolition Should be demolished or abandoned because the building is unsafe or structurally unsound, irrespective of the need for the space or the availability of funds for a replacement. This category takes precedence over categories 1, 2, 3 and 4. If a building is scheduled for demolition, its condition is recorded as “Demolition” regardless of its condition.

6 Termination Planned termination or relinquishment of occupancy of the building for reasons other than unsafeness or structural unsoundness, such as abandonment of temporary units or vacating of leased space. This category takes precedence over categories 1, 2, 3, and 4 if a building is scheduled for termination, its condition is recorded as “Termination” regardless of its condition.
