Kyiv, 16 November 2017 1. The Meeting of the BSEC Working Group on Transport was held in Kyiv, Ukraine, on 16 November 2017. 2. The Meeting was chaired by Mr. Viktor DOVGAN, Deputy Minister of Infrastructure of Ukraine for European Integration. 3. 9. The Working Group considered, amended and agreed on the text of the Draft Kyiv Joint Declaration of the Ministers in Charge of Transport of the BSEC Member States "Development of Infrastructure in the BSEC Region and Effective Realization of Joint Projects". The Draft will be submitted for adoption during the Meeting of the Ministers in Charge of Transport of the BSEC Member States in Kyiv, Ukraine, on 17 November 2017. The text of the final draft is attached to the present Report as Annex III. AGENDA ITEM 3: DISCUSSION ON THE DRAFT REPORT OF THE MINISTERS IN CHARGE OF TRANSPORT OF THE BSEC MEMBER STATES 10. The Working Group considered, amended and agreed on the text of the Draft Report of the Meeting of the Ministers in Charge of Transport of the BSEC Member States (Kyiv, Ukraine, 17 November 2017). The text of the draft Report is attached as Annex IV. AGENDA ITEM 4: IMPLEMENTATION OF THE RESOLUTIONS, DECISIONS, RECOMMENDATIONS OF THE COUNCIL OF MINISTERS OF FOREIGN AFFAIRS AND MEETINGS OF MINISTERS IN CHARGE OF TRANSPORT: a/ State of affairs with regard to implementation of the Memorandum of Understanding for the Coordinated Development of the Black Sea Ring Highway 11. The Working Group took note of the Report of the Informal Meeting of the Steering Committee on the Development of the Black Sea Ring Highway, which was held at the BSEC Headquarters on 15 May 2017. 12. The Working Group took also note about the Conclusions of the Informal Meeting for the Implementation of the BSRH and the MoS projects, which was held in Istanbul on 9 September 2016, and welcomed the PERMIS initiatives in order to revitalize the Black Sea Ring Highway (BSRH) and the Motorways of the Sea (MoS) projects, to enable their coherent promotion and to prepare the compilation of comprehensive files for both projects, to be used, in a coordinated way, with all potentially interested entities, including, in particular, IFIs. 13. The Delegations exchanged information about activities on the development of the BSRH route at the national level. 14. Furthermore, the Working Group reiterated its call to the Parties to the Memorandum of Understanding for the Coordinated Development of the Black Sea Ring Highway to undertake concrete steps for achieving the goals of the MoU and agreed on the following: a) To raise awareness for the projects, including through BSEC participation in relevant international meetings. b) To steer discussions to issues of practical value for the implementation of the Memoranda on the Coordinated Development of the BSRH and the Development of the Motorways of the Sea at the BSEC Region. c) To encourage Member States to program the preparation of feasibility studies for the selected segments of the projects in their territory in order to form a portfolio of bankable projects and to facilitate the attraction of interest of BSTDB and other IFIs. 15. The participants agreed to further consider the form and text of a BSRH sign post that could be visibly placed on the segments of the Black Sea Ring Highway according to the internal regulations of each Member State.

16. Finally, the WG welcomed the intention of the BSEC PERMIS to organize an informal Meeting for the Implementation of the BSRH and the MoS projects.

b/ State of affairs with regard to implementation of the Memorandum of Understanding on the Development of the Motorways of the Sea in the BSEC Region 17. The Working Group took note of the Report of the Informal Meeting of the Ad Hoc Working Group on the Development of the Motorways of the Sea, which was held at the BSEC Headquarters on 15 May 2017, and reiterated its call to the Parties to the Memorandum of Understanding on the Development of the Motorways of the Sea at the BSEC Region to proceed further with achieving goals of the MoU. 18. The WG agreed to proceed with further activities on the development of the Motorways of the Sea using the pattern discussed and agreed under the previous Agenda item. c/ State of affairs with regard to implementation of the Memorandum of Understanding on the Facilitation of Road Transport of Goods in the BSEC Region 19. The National Delegations, IRU, BSEC-URTA and AsMAP of Ukraine exchanged information on the state of affairs with regard to transport facilitation at the national and regional level. 20. The Working Group took note of the Report of the Informal Twelfth Meeting of the Steering Committee on Facilitation of Road Transport of Goods in the BSEC Region, which was held at the BSEC Headquarters on 19 October 2017, and invited the Member States to consider the recommendations, mentioned in the Report, related to trade and transport facilitation. 21. The Working Group also took note of the BSEC PERMIS’ presentation, surveying the physical and non-physical barriers at the cross-border points, made at the BSEC-IRU-BSEC URTA Seminar on Trade and Transport Facilitation in the BSEC Region, which was held at the BSEC Headquarters on 18 October 2017. 22. Furthermore, the Working Group took note of information of the BSEC PERMIS on the state of affairs with regard to the Project “BSEC Permit System”, implemented with the participation of interested Member States, and on arrangements made for the usage of the BSEC Permits in 2018. AGENDA ITEM 5: CONSIDERATION OF THE EVALUATION REPORT OF ROMANIA, AS A COUNTRY-COORDINATOR, ON IMPLEMENTATION OF THE ACTION PLAN OF THE BSEC WORKING GROUP ON TRANSPORT, FOR THE PERIOD OF 1 JULY 2015 – 30 JUNE 2017 23. The Working Group took note of the Evaluation Report on implementation of the Action Plan of the BSEC Working Group on Transport, for the period of 1 July 2015 – 30 June 2017, presented by Romania, as the Country-Coordinator of the BSEC Working Group during the mentioned period. The said report is attached as Annex V. 24. The Working Group expressed appreciation to Romania for the valuable contribution to promotion of transport in the BSEC Region, as the Country-Coordinator of the BSEC WG on Transport for the period of 1 July 2015 – 30 June 2017. 25. Furthermore, the Working Group expressed also appreciation to the UNECE, IRU, BSEC-URTA, BRASS, BASPA and BINSA for the continuous support of the overall BSEC

efforts in achieving goals of the Economic Agenda towards an Enhanced BSEC Partnership, mentioned in the Evaluation Report. AGENDA ITEM 6: CONSIDERATION AND ADOPTION OF THE DRAFT ACTION PLAN OF THE BSEC WORKING GROUP ON TRANSPORT FOR THE PERIOD OF 1 JULY 2017 – 30 JUNE 2019 PRESENTED BY ROMANIA AS THE COUNTRY-COORDINATOR OF THE WORKING GROUP 26. The Working Group considered and adopted the Action Plan of the BSEC Working Group on Transport for the period of 1 July 2017 – 30 June 2019, presented by Romania as the Country-Coordinator of the Working Group. 27. The Member States and partner organizations were invited to communicate to the BSEC PERMIS their proposals to the Calendar of transport activities for 2017-2019. The said Action Plan is attached as Annex VI. AGENDA ITEM 7: CONSIDERATION OF THE DRAFT MEMORANDUM OF UNDERSTANDING ON THE DEVELOPMENT OF MULTIMODAL FERRY AND PASSENGER LINES IN THE BLACK SEA REGION 28. The Working Group took note of information of the BSEC PERMIS about proposals to the Draft Memorandum of Understanding on the Development of Multimodal Ferry and Passenger Lines in the Black Sea Region since its last meeting. 29. The participants agreed to continue consideration of the Draft Memorandum of Understanding at the next meeting of the Working Group and invited the interested Member States to convey their proposals on the MoU, if any, to the BSEC PERMIS by 31 December 2017. 30. The Working Group took note of information of the Delegation of Ukraine, presented at the meeting, about the state of affairs with regard to its cooperation on multimodal transport and success achieved in this field with its partners. AGENDA ITEM 8: CONSIDERATION OF THE BSEC PERMIS INITIATIVE ON THE “BSEC STAND PROJECT” 31. The Working Group welcomed the initiative of the BSEC PERMIS to explore ways of increasing the visibility of BSEC in the framework of the next International Transport Forum (Leipzig, 23-25 May 2018), including through the operation of a “BSEC Stand” and the scheduling, with the cooperation of the Chairmanship-in-Office, of an informal meeting of the Heads of Delegation of BSEC Member States present at the Forum. 32. Furthermore, the Working Group invited the BSEC Related Bodies concerned, the Technical Secretariats of the BSRH and the MoS as well as the BSEC partners in the field of transport to contribute to this endeavor. AGENDA ITEM 8: ANY OTHER BUSINESS 33. No issues were raised under this Agenda item. AGENDA ITEM 9: ADOPTION OF THE REPORT OF THE MEETING 34. The participants adopted the Report of the Meeting of the BSEC Working Group for its submission to the Ministers in Charge of Transport, Committee of Senior Officials and the Meeting of the Council of Ministers of Foreign Affairs.

KYIV JOINT DECLARATION ON DEVELOPMENT OF INFRASTRUCTURE IN THE BSEC REGION AND EFFECTIVE

REALIZATION OF JOINT PROJECTS

We, the Ministers in Charge of Transport (hereinafter the Ministers) of the Black Sea Economic Cooperation Organization member states (BSEC), met in Kyiv on November 17, 2017 within the framework of Ukrainian Chairmanship in the BSEC

REAFFIRMING our adherence to the principles of the United Nations Charter, the Helsinki Final Act, the Paris Charter for a New Europe, as well as the universally recognized principles and rules of international law,

GUIDED by the BSEC Charter and its principles and objectives, the Istanbul Summit Declaration on the Black Sea Economic Cooperation signed on 25 June 1992, the priorities agreed upon in the BSEC Economic Agenda: Towards an Enhanced BSEC Partnership (Belgrade, 11 June 2012), as well as the Declaration of the 25th Anniversary Summit of the Organization of the Black Sea Economic Cooperation (Istanbul, 22 May 2017),

RECOGNIZING the high potential and strategic role of the BSEC region, which imply the increased economic importance of its transport system,

CONSIDERING the necessity to implement Joint Declarations adopted at previous meetings of Ministers of in Charge of Transport of the BSEC Member States,

UNDERLINING the importance of the implementation of the Memoranda of Understanding on the Coordinated Development of the Black Sea Ring Highway, Development of the Motorways of the Sea and Facilitation of the Road Transport of Goods in the BSEC Region for trade and transport facilitation,

ENCOURAGING the elaboration of the Regional Trade Facilitation Strategy for the BSEC Region within the BSEC Working Groups on Customs Matters and on Trade and Economic Development.

TAKING NOTE of the implementation and the development of the project for issuing BSEC Permits towards the facilitation of the international transport of goods in the BSEC region by the interested Member States;

EMPHASIZING that the development of the transport industry is related to the need to strengthen cooperation between the stakeholders in promoting efficient and sustainable transport, improving

the transport infrastructure, protecting the environment and increasing the level of safety and security of transport,

CONFIRMING the priority attention to the development of the efficient transport infrastructure in the BSEC Region and the implementation of mutually beneficial initiatives and projects in the field of transport in order to eliminate physical and non-physical barriers to trade and transportation in the Region;

WELCOMING the enhanced contribution of the BSEC Sectoral Dialogue Partners and Partner Organizations to the BSEC cooperation on trade and transport facilitation,

NOTING that further progress on close cooperation between BSEC and other international organizations and institutions, will contribute to the coordinated development of regional transport systems,

CONFIRMING the NECESSITY of more effective involvement of international financial organizations and institutions and private investors to the implementation of investment projects aimed at improving transport communications in the BSEC region,

WELCOMING the efforts of the BSEC PERMIS to increase the visibility for BSEC initiatives in the field of Transport, including through its active participation to international events and through the increase of coordination with other BSEC Partners in the field of transport,

HAVE AGREED TO: CONTINUE IMPLEMENTATION OF MEASURES aimed at developing an efficient transport infrastructure and ICT for sustainable transport in the BSEC region in order to promote trade, mobility and tourism, as well as to improve the overall welfare of the population and stable economic development of the BSEC Member States,

STRENGTHEN COOPERATION on implementation of the Memoranda on the Coordinated Development of the Black Sea Ring Highway, Development of the Motorways of the Sea and Facilitation of Road Transport of Goods and other projects, which contribute to diminishing the physical and non-physical barriers and facilitate trade and transportation in the BSEC region.

ENHANCE cooperation and interaction with the BSEC Sectoral Dialogue Partners, Partner Organizations and other international organizations or institutions, in order to implement the infrastructure projects and to increase transport capacity of the Region;

PROMOTE the public-private partnerships in developing and implementing regional transport projects,

INTENSIFY the exchange of information on best practices by the BSEC Member States on the implementation of infrastructure projects and transport facilitation.

PROMOTE the use of information and communication technologies in international road transport, with particular emphasis on the digitalization of procedures, established under the UN

agreements and conventions, among other, the implementation of the e-CMR digital consignment note, and the eTIR new generation of the global customs transit system;

SUPPORT the establishment of infrastructure, facilities and equipment that promote intermodal transport.

PROVIDE all necessary support in order to achieve the above goals.

The Ministers expressed appreciation to the Government of Ukraine for the warm hospitality and successful organization of the Meeting of the Ministers of Transport of the BSEC Member States.

1. The Meeting of the Ministers in Charge of Transport of the BSEC Member States was held in Kyiv, Ukraine, on 17 November 2017. It was preceded by the Meeting of the BSEC Working Group on Transport, which was held on 16 November 2017. 2. The Meeting was chaired by H.E. Mr. Volodymyr OMELYAN, Minister of Infrastructure of Ukraine. 3. The Meeting was attended by the representatives of the following BSEC Member States:

Republic of Armenia Republic of Azerbaijan Republic of Bulgaria Hellenic Republic Republic of Moldova Romania Russian Federation Republic of Serbia Republic of Turkey Ukraine

4. The representative of the Parliamentary Assembly of the BSEC (PABSEC) participated at the

Meeting as a BSEC Related Body. 5. The representatives of the Black and Azov Sea Ports Association (BASPA) and the Union of Road Transport Associations in the BSEC Region (BSEC-URTA) participated in the Meeting as the BSEC Sectoral Dialogue Partners.

6. The Meeting was attended by the representatives of the International Road Transport Union (IRU) as Guest. The List of Participants of the Meeting is attached as Annex I.

7. H.E. Mr. Volodymyr OMELYAN, Minister of Infrastructure of Ukraine, welcomed the participants.

8. H.E. Ambassador Michael B. CHRISTIDES, Secretary General of BSEC PERMIS, also welcomed the participants. 9. The Draft Agenda of the Meeting was discussed and adopted. The Agenda, as adopted by the Heads of Delegation, is attached as Annex II. 10. The Heads of Delegation delivered their general statements and discussed the agenda items. 11. The Heads of Delegation of the BSEC Member States adopted the Kyiv Joint Declaration of the Ministers in Charge of Transport of the BSEC Member States “"Development of Infrastructure in the BSEC Region and Effective Realization of Joint Projects". The Declaration is attached as Annex III. 12. The delegations of the Republic of Azerbaijan, the Hellenic Republic and of the Russian Federation expressed their reservation on the Preamble Paragraph of the Declaration concerning the “BSEC PERMIT”, taking into account that they do not participate in this Project.

13. The Heads of Delegation encouraged the BSEC PERMIS in its initiative to operate a “BSEC stand” in the framework of the next International Transport Forum (Leipzig, 23-25 May 2018) and, in cooperation with the responsible Chairmanship-in-Office, to organize an informal meeting of the Heads of delegation of BSEC Member States present at the Forum, focused on the promotion of BSEC transport projects.

14. The representative of Ukraine made a special statement, attached as Annex IV.

15. The representative of the Russian Federation also made a special statement, attached as Annex V.

16. The Heads of Delegation invited the Working Groups on Customs Matters and Transport, with reference to the UN agreements and conventions related to the digitalization of procedures, including e-CMR and eTIR, to further promote discussion on the use of the above mechanisms. 17. The Heads of Delegation adopted the present Report and submitted it to the 37th Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States.

EVALUATION REPORT OF ROMANIA

AS COUNTRY-COORDINATOR

OF THE BSEC WORKING GROUP ON TRANSPORT (BSEC WGT)

ON IMPLEMENTATION OF THE ACTION PLAN FOR THE PERIOD

1st JULY 2015 - 30 JUNE 2017

1. The Action Plan of the Working Group on Transport for the period between 1st July 2015 – 30 June 2017 represented a general framework to promote the cooperation in the field of transport among the BSEC Member States. This Plan presented consistency with the work, which had been carried out by BSEC on transport cooperation in accordance with the previous action plans, and it was directed at promoting sustainable transport systems that meet economic, social and environmental needs in the Black Sea Region.

2. The Action Plan set the main guidelines for enhancing mutually beneficial co-operation between the BSEC Member States directed towards both the integration of the national transport networks into the regional ones and further into the Trans European Network Transport (TEN-T) and Euro-Asian Transport Links (EATL), and the development of reliable, efficient, safe, integrated and sustainable transport systems in the BSEC region.

3. The present Evaluation Report has been prepared in accordance with the Istanbul Summit Declaration signed on the occasion of the Twentieth anniversary of the Organization of the Black Sea Economic Cooperation (26 June 2012), provisions of the BSEC Economic Agenda: Towards an Enhanced BSEC Partnership (Goal 3), resolutions of the Council of Ministers of Foreign Affairs, decisions of the Ministers of Transport of the BSEC Member States and the BSEC public communication Strategy.

4. Respectively, during the said period the activity of the Working Group was guided by:

a) Resolution and decisions of the 33th (Bucharest, 11 December 2015), the 34th (Sochi, 1 July 2016), the 35th (Belgrade, 13 December 2016) and the 36th (Istanbul, 29 June 2017) meetings of the Council of Ministers of Foreign Affairs of the BSEC Member States,

b) Decisions of the Ministers of Transport of the BSEC Member States reflected in:

• Declaration of the Chairmanship-in-Office on Prospects of Cooperation in the Field of Transport in the BSEC Region “New opportunities for better transport connectivities” (Bucharest, Romania, 21 October, 2015);

• Sochi Joint Declaration on Prospects of Cooperation in the Field of Transport in the BSEC Region - through the synergy of transport and tourism to further development of the BSEC region (Sochi, 1 June 2016);

• Belgrade Joint Declaration on Prospects of Cooperation in the Field of Transport in the BSEC region - BSEC Region, Integrate to Grow, Partnership for the Future (1 November 2016, Belgrade, Republic of Serbia).

c) Decisions of the Working Group at its meetings held in the BSEC HQ on 21 September 2015 and in Sochi on 30-31 May 2016.

5. The BSEC transport cooperation during this period signified joint actions of the Turkish Chairmanship in the Steering Committee on the Development of the Black Sea Ring Highway, the Romanian Chairmanship in the ad hoc Working Group on the Development of the Motorway of the Sea, the Moldavian Chairmanship in the Steering Committee on Facilitation of Road Transport of Goods, the Romanian Chairmanship of the Task Force on Studying possibilities of cooperation in the intermodal transportation in the BSEC region, the Romanian Coordination in the BSEC Working Group on Transport, the Joint Permanent Technical Secretariat of the Black Sea Ring Highway (Egnatia Odos, Thessaloniki, Greece), the

Joint Technical Secretariat of the Motorways of the Sea (Constanta Port, Romania and Russian Federation), the BSEC Permanent International Secretariat and the BSEC Related Bodies.

6. The activities represented consistency with work, which had been carried out by BSEC Working Group on Transport in accordance with its Action Plan for 2013 - 2015 implemented under the Ukrainian Coordination.

7. The actions were directed at the further implementation of the Memorandum on the Coordinated Development of the Black Sea ring Highway, Development of the Motorways of the Sea and Facilitation of road Transport of Goods; development of the intermodal transportation, simplified procedure for transport and goods, computerization of TIR procedures, development of Multimodal Ferry Lines, development of a regional integrated maritime policy, cooperation for joint meeting on transport and tourism, undertaking new initiatives aimed at developing modern transport infrastructure and facilitating transport.

The list of the BSEC transport events for the period 1 July 2015-30 June 2017 is attached as Annex 1.

8. The BSEC countries continued the practice of exchanging information regarding the transport national strategies and investment projects being implemented in the BSEC Member States as well as on the best practices used on transport.

9. The WG encouraged the Member States and partners to initiate joint projects within the priority areas of the Project Development Fund and the newly established Project Management Unit.

10. During this period the BSEC PERMIS took the initiative in order to revitalize the Black Sea Ring Highway (BSRH) and the Motorways of the Sea (MoS) projects, and organized the Informal Meeting on Implementation of the “Black Sea Ring Highway” (BSRH) and the “Motorways of the Sea” (MoS) projects, which was held at the BSEC Headquarters on 9 September 2016. The representatives of the BSEC PERMIS (at the level of the Secretary General), the BSTDB (at the level of its President), Country-Coordinator of the WG, the governing bodies of the memoranda, the IRU and the BSEC-URTA exchanged information on the state of affairs concerning the two projects and determined the remaining actions for finalizing the preparatory phase of the projects. Furthermore, they agreed to coordinate efforts to enable the coherent promotion of the projects and to prepare the compilation of comprehensive files for both projects, to be used, in a coordinated way, in all subsequent interlocutors, including, in particular, IFIs.

11. During its meetings, the WGT continued consideration of the draft Memorandum of Understanding on the Development of Multimodal Ferry and Passenger Lines in the Black Sea.

12. The BSEC continued its fruitful cooperation with the BSEC partners on the development of the transport infrastructure, facilitation of transport and the relevant BSEC projects. Especially, UNECE, IRU, BSEC-URTA, BASPA, BINSA and BRASS contributed much to these areas by presenting their concrete proposals.

13. BSEC started fruitful cooperation with the International Union of Railways - on 3 March 2016 at the BSEC Headquarters, the Memorandum of Understanding between the Organization of the Black Sea Economic Cooperation and the International Union of Railways was signed by H.E. Michael B. CHRISTIDES, Secretary General of the BSEC PERMIS, and Mr. Jean-Pierre LOUBINOUX, Director General of the International Union of Railways (IUR).

14. Following the participation of H.E. Michael B. CHRISTIDES, Secretary General, in the Annual Summit of the International Transport Forum (ITF), which was held in Leipzig from 31 May to 2 June 2017, the PERMIS intends to organize with the relevant stakeholders a “BSEC stand” at the next edition of the ITF in 2018, in order to better present the Organization’s activities in transport sector.

15. Therefore, it depends to us all (BSEC chairmanships-in-office), the chairmanships of working groups, the BSEC PERMIS, BSRH JTS, MOS JTS, the BSEC Related Bodies, sectorial dialogue Partners) to collaborate in order to extend the activities of the BSEC in the field of transport and to develop the main common projects.

ACTION PLAN OF THE BSEC WORKING GROUP ON TRANSPORT (BSEC WGT)

1 JULY 2017 - 30 JUNE 2019 (Country-Coordinator: Romania)

I. GENERAL OBJECTIVES:

1. The present Action Plan in the field of transport sets the main guidelines for enhancing mutually beneficial co-operation between the BSEC Member States for the period 1 July 2017 - June 2019 directed towards both the integration of the national transport networks into the regional ones and further into the Trans European Network Transport (TEN-T) and Euro-Asian Transport Links (EATL), and the development of reliable, efficient, safe, integrated and sustainable transport systems in the BSEC region. Co-operation in the field of transport is vital for achieving steady, sustainable and equitable development, stability and prosperity in all the BSEC Member States.

2. The Action Plan should by no means be constructed as exclusive or precluding any other initiative to be implemented at local, national, bilateral or regional level. The activities included into the Present Action Plan will not bring prejudice to the obligations of the BSEC member states deriving from their membership in other international organizations.

3. In its work the Working Group on Transport (WGT) will be guided by the Declaration of the 25th Anniversary Summit of the Organization of the Black Sea Economic Cooperation (22 May 2017), provisions of the BSEC Economic Agenda: Towards an Enhanced BSEC Partnership (Goal 3), resolutions of the Council of Ministers of Foreign Affairs, decisions of the Ministers of Transport of the BSEC Member States and the BSEC public communication Strategy.

4. The Action Plan of the BSEC WGT is a general framework to promote the cooperation in the field of transport among the BSEC Member States. The main objectives of the Plan are: - to continue and further develop the actions implemented in the framework of the previous Action Plans, - to undertake the new initiatives which will be based on the results and conclusions of the already implemented activities, - to smooth integrate in the future actions the proposals and interests of the BSEC Member States, as these are expressed in the Meetings of the Working Group on Transport, - to implement the provisions of the previous Joint Declarations adopted by the Ministers of Transports.

5. In this regard, actions are for further implementation of projects foreseen by the Memoranda on the Coordinated Development of the Black Sea Ring Highway, Development of the Motorways of the Sea and Facilitation of Road Transport of Goods; continuation of cooperation in road safety; development of intermodal transportation; strengthening transport institutional capacity; undertaking new initiatives aimed at developing modern transport infrastructure and facilitating transportation.

6. The BSEC WGT will continue the practice of exchange of information regarding the transport national strategies and investment projects being implemented in the BSEC Member States as well as on best practices used on transport. The WGT will continue its work on better use of the BSEC Project Development Fund for initiating transport projects. II. DEVELOPMENT OF ROAD AND MARITIME INFRASTRUCTURE a/ Memorandum of Understanding for the Coordinated Development of the Black Sea Ring Highway (BSRH) 7. The Parties to the MoU will be encouraged to apply their every effort to start working on elaboration of the BSRH Master Plan. Coordination of activities with the Steering Committee on the Development of the Black Sea Ring Highway will be achieved via interaction between the BSEC PERMIS and BSRH Joint Permanent Technical Secretariat (Thessaloniki, “Egnatia Odos” State Company). b/ Memorandum of Understanding on the Development of the Motorways of the Sea (MoS) at the BSEC Region

7. Coordination of activities with the Ad Hoc Working Group on the Development of the Motorways of the Sea will be achieved via interaction of the Chairmanship, BSEC PERMIS and MoS Joint Technical Secretariat. The Parties to the MoU will be encouraged to apply their every effort for the elaboration of the MoS Master Plan. The Parties also consider that the project can benefit from the coordinated cooperation with other international organizations, for example, the European Union.

III. FACILITATION OF ROAD TRANSPORT OF GOODS Memorandum of Understanding on Facilitation of Road Transport of Goods (FRTG) in the BSEC Region 9. The FRTG Steering Committee will continue its work on the issues of gradual liberalization of transport, visa facilitation, monitoring of border waiting times, introduction of the UNECE International Vehicle Weight Certificate and adherence by the BSEC Member States to major UNECE International Agreements and Conventions in the field of transport in accordance with the Time-Table on implementation of the MoU, adopted by the Steering Committee. 10. The WGT will continue to make efforts for organizing the joint meetings of the BSEC Working Groups on Trade and Economic Development, on Customs Matters and on Transport in order to discuss the issue of developing the transit traffic in the BSEC Region. Development of intermodal transportation

11. The BSEC Member States will continue the development of the intermodal transport within the Black Sea region, an area of fundamental importance for developing competitive alternatives to road transport. The BSEC Member States support the setting up of a viable network of intermodal terminals as logistic platforms, instrumental in developing intermodality, so as are mentioned in the Thessaloniki Joint Declaration on 25 November 2014. The BSEC Member States will also encourage the activity of the Task Force on studying possibilities regarding cooperation on intermodal transportation in the Black Sea region.

IV. DRAFT MEMORANDUM OF UNDERSTANDING ON THE DEVELOPMENT OF MULTIMODAL FERRY AND PASSENGER LINES IN THE BLACK SEA REGION, PRESENTED BY THE MINISTRY OF TRANSPORT OF THE RUSSIAN FEDERATION 12. The interested BSEC Member States will be encouraged to apply their every effort to adopt the final text of the Draft Memorandum of Understanding on the Development of Multimodal Ferry Lines in the Black Sea Region, with the intention to sign this MoU. The interested Member States will be encouraged to seek signing the above Memorandum as soon as possible. 13. Facilitation of international trade among the BSEC Member States through the implementation of electronic document exchange during the clearance of goods in the seaports of the BSEC region.

V. INTEGRATED MARITIME POLICY IN THE FIELD OF MARITIME TRANSPORT, PORTS, SHIPBUILDING AND SHIP REPAIRING IN THE BSEC REGION 14. As it is foreseen by the “BSEC Economic Agenda: Towards an Enhanced BSEC Partnership”, due attention will be paid to consideration of the possibility to elaborate a regional integrated maritime policy, in the field of Maritime Transport, Ports, Shipbuilding and Ship Repairing in the BSEC Region as an important factor for sustainable economic growth in compliance with the rules of IMO. VI. UTILIZING THE BSEC PROJECT MECHANISMS 15. The WGT will encourage the BSEC Members States to utilize the BSEC project mechanisms in implementing the MoUs on the Coordinated Development of the Black Sea Ring Highway, Development of the Motorways of the Sea and the Facilitation of Road Transport of Goods in the BSEC Region. At the same time, other project proposals for the development of transport will be considered on the case-by-case basis. VII. STRENGTHENING THE BSEC INSTITUTIONAL CAPACITY 16. The WGT will engage as much as possible, in the matter of exchange of information and practical cooperation with other BSEC Working Group within the related activity areas in order to provide a better coordination and to create new synergies for the implementation of this Action Plan. 17. In order to preserve and exploit the great potential and the gained expertise as assets for national and regional development, the WGT shall continue its cooperation with other international organizations, Observers and Sectoral Dialogue Partners to BSEC. 18. Relevant international organizations, such as UN ECE, European Commission, as well as others, will be invited to attend the meetings of the WGT in order to exchange views and create synergies between the present Action Plan and the programs and financial instruments developed by the European Union or any other international organization in the field of transport. 19. In line with the “BSEC Economic Agenda: Towards the Enhanced BSEC Partnership” further actions will be undertaken for implementation of cooperation agreements signed in transport field with other international organizations, in particular: a. Cooperation Agreement between the Organization of the Black Sea Economic Cooperation (BSEC) and the United Nations Economic Commission for Europe (UN/ECE) (2 July 2001).

b. Memorandum of Understanding between the Organization of the Black Sea Economic Cooperation and the International Road Transport Union (IRU) (27 September 2006). c. Memorandum of Understanding between the Organization of the Black Sea Economic Cooperation and the International Road Federation (IRF) (24 November 2006). d. Memorandum of Understanding between the Permanent International Secretariat of the Organization of the Black Sea Economic Cooperation and the Permanent Secretariat of the Intergovernmental Commission TRACECA (13 December 2007). e. Memorandum of Understanding on Sectoral Dialogue Partnership between the Organization of the Black Sea Economic Cooperation and the Danube Commission (8 June 2010). f. Memorandum of Understanding on Cooperation between the Permanent International Secretariat of the Organization of the Black Sea Economic Cooperation and the Central European Initiative – Executive Secretariat (7 March 2011). g. Memorandum of Understanding between the Organization of the Black Sea Economic Cooperation and the International Union of Railways (3 March 2016). 19. The BSEC Member States will be encouraged to apply their every effort to adopt the final text of the Draft Memorandum of Understanding between the Black Sea Economic Cooperation and the International Union of Railways, with the intention to sign this MoU. 20. The Working Group on transport will: a. further direct transport activities at interaction and achieving synergy with the UNECE work on development of the Euro-Asian Transport linkages (EATL), in particular, within implementation of the Memoranda on the development of the Black Sea Ring Highway, Motorways of the Sea and Facilitation of Road Transport of Goods. b. collaborate with the UNECE, IRU and BSEC-URTA on measures to develop the Implementation of the International Vehicle Weight Certificate (IVWC) under Annex 8 to the International Convention on the Harmonization of Frontier Controls of Goods. c. further encourage the BSEC Member States to accede, as soon as possible, and implement Agreements and Conventions established under the auspices of the UNECE and the World Customs Organization (WCO). d. continue its cooperation with UNECE on implementing the Decade of Action on the Road Safety (2011-2020) and, in particular, on “UNECE-BSEC Pilot Project on Readiness Assessment for the Implementation of the Decade of Action for Road Safety (2011-2020) in the BSEC Region”.

e. interact with IRU and all parties involved on implementation of the Model Highway Initiative and on complex of issues related to facilitation of road transport of goods (taxation of road transport of goods in the BSEC Member States, monitoring border waiting times etc). f. utilize the valuable expertise of the BSEC Sectoral Dialogue Partners, in particular, BSEC-URTA, BASPA, BRASS and BINSA on the issues of facilitation of road transport of goods, maritime and multimodal transportation, development of cruise, Ro-Ro, Ro-La and ferry lines as well as on the possibility of elaborating a regional integrated maritime policy in the field of Maritime Transport, Ports, Shipbuilding and Ship Repairing in the BSEC Region, in compliance with the IMO rules. g. continue to provide its support to training seminars and conferences aimed at the exchange of experiences and best practices in the transport sector among experts of the BSEC Member States, other countries and international organizations. VIII. THE BSEC COMMUNICATION STRATEGY 21. The WGT will pay due attention to the issue of increasing the visibility of the BSEC transport cooperation. The WGT will also encourage its partners to contribute actively to this work. The WGT will support the activity of all BSEC partners involved in projects and their policies on promotion of trade and transport facilitation in the BSEC region, and render its support to the initiative on organization of the “BSEC stand” at the ITF Forum in Leipzig and convening, under the relevant BSEC Chairmanship, of the ad hoc meetings of Ministers of Transport of the BSEC Member States during their participation in the Forum.
