BSEC-URTA Priorities for 2017:
UNION OF ROAD TRANSPORT ASSOCIATIONS IN THE BLACK SEA ECONOMIC COOPERATION REGIONSince 2001
Increase and diversify BSEC-URTA revenues:
contacts were maintained with potential new members and observers.
AULT and BSEC-URTA agreed to make a joint project application to the IsDB in
2017.
The Working Party on Insurance continued its work together with interested
insurance companies from the BSEC region for possible development of a regional
CMR product
Preliminary consultations are held with TOBB-UND Company in order to develop a
business model for promoting its services on regional level
IRU initiatives for eCMR along a Balkan route are followed, closely.
Exploratory contacts were started with the International Istanbul Arbitration Centre
(ISTAC) for a possible free-of-charge arbitration component embedded in a future
BSEC CMR insurance product. A MoU was signed with ISTAC on 7 November
2017.

Develop further and expand BSEC Permit to Eurasia:
The system remained unchanged in 2017.
4 of the 8 participating countries, namely Romania, Ukraine, Georgia and Moldova
recognised on reciprocity basis the BSEC Permits good for 3rd country transport
operations in their territories.
ICCIMA (Iran) maintains interest for supporting participation of Iran in the system.
For 2018 the number of BSEC Permits per each country increased to 500
For 2018 Albania, Ukraine, Georgia and Moldova requested to be created a multiple
permit system

Support Working Party on Insurance developing BSEC CMR Insurance
5th Meeting of the ad hoc Working Party took place in Istanbul on 28 August 2017.
With support of the Chairperson, SWISS RE was involved to contribute to the work
of the WP for a road map for a competitive single CMR policy based upon market
data and statistics from CIS, EU and Turkey.
An inter-regional transport insurance forum is planned together with AULT

Follow eTIR Pilot Projects:
2nd stage of the e-TIR Pilot Project between Turkey and Iran is implemented with
successful results. The Project continues.
AITA, Moldovan Customs Authority, AIRCU, Ukrainian Customs Authority and IRU
held meetings on technical and organizational matters related to implementation of a
new Pilot Project between Moldova and Ukraine.
TOBB and ASMAP-UA cooperate to obtain an agreement of the Turkish and
Ukrainian Customs Authorities for an e-TIR Pilot Project between Turkey and
Ukraine.

A coordination meeting with the AULT Secretary General
was held in Istanbul on 22 March 2017.
Participated and addressed to the 104th session of the
Council of Arab Economic Union in Cairo on 25 May 2017,
where AULT and BSEC-URTA also convened to review
the BSEC-URTA/AULT Joint Action Plan 2017.
AULT – BSEC-URTA Inter-Regional Passenger Transport
Round Table on “Development of Passenger Transport in
the Black Sea and Middle East Regions” was held on 6
December 2017 in BSEC Headquarters in Istanbul, Turkey
AULT held its Meeting of Board of Directors on 7
December 2017 in Radisson Blu Bosphors Hotel in
Istanbul, Turkey. The BSEC-URTA Honorary President
Mr. Vladimir Florea, the BSEC-URTA Secretary General
Mr. Haydar Özkan, the BSEC-URTA Deputy Secretary
General Mr. Adrian Albu took part in the meeting.

VISION
Common solutions for common problems
MISSION
To work together with governments and the BSEC Organization, to enable road
transport to deliver goods in a cost efficient manner, secure, smoothly and safely in
an integrated BSEC road transport market and beyond, by interconnecting
businesses, markets and all stakeholders to the best interest of society.
STRATEGIC OBJECTIVES
Facilitation, IRU-BSEC Interaction, Re-opening of the Silk Road, Professional
Training, Combined Transportation, Lobbying and Promotion, Good Examples,
Information Sharing, Improving Organisational Strength.

GRADUAL LIBERALIZATION OF BILATERAL AND TRANSIT ROAD TRANSPORT
► bring to the attention of BSEC Ministries of Transport the deadlines concerning liberalization of transit
transport and bilateral transport established by the Steering Committee to the MoU on Facilitation of
Road Transport .
► enlargement of the geographical coverage of the BSEC Permit, extension of its usage to 3rd Country
road transport operations on voluntary and reciprocity basis and shifting its usage from single to
multiple journeys.
► encourage cooperation between BSEC PERMIS and ECO Secretariat in order to pursue ECO
Member States to consider participation in an extended BSEC Permit Project.
SIMPLIFICATION OF VISA PROCEDURES FOR PROFESSIONAL DRIVERS
► Continue promoting to the BSEC Member States the profession of international truck driver, which
should be granted facilitated conditions of mobility to be able to perform their profession freely similar
in nature with the sailors or aircraft crews.
INTERNATIONAL VEHICLE WEIGHT CERTIFICATE (IVWC)
➢ introduction of the IVWC in other participating countries of the BSEC Pilot Project, namely
Albania, Armenia, Georgia, Romania, Serbia and Ukraine.
FACILITATION

SIMPLIFICATION OF CUSTOMS FORMALITIES
➢ Follow up continuation of the e-TIR Pilot Project between Turkey and Iran, work for
the e-TIR Pilot Project between Turkey and Ukraine for Combined Transport and
Multimodal Transport of Containers and encourage development of a similar project
between Turkey Georgia, Azerbaijan and Kazakhstan as well as between Moldova
and Ukraine.
➢ Encourage implementation of Green Lanes at BSEC border crossing points with EU
Member States.
➢ Work with Member Associations and IRU to expand the experience of AsMAP
Ukraine in finding solutions to subcontracting issues related to the usage of TIR
Carnets for intermodal transport of containers
➢ Participate in the work of the BSEC Working Group on Customs (WG-C) and
promote digitalization of the TIR System as well as of other road transport
documents such as eCMR.
FACILITATION

IRU-BSEC COOPERATION
➢ Contribute to implementation of the MoU between the BSEC Organization and the
IRU if and when possible.
➢ Coordinate participation of the BSEC Secretary General or his delegates to take part
in the events organised by the IRU and BSEC-URTA and vice versa.
IRU COOPERATION WITH THE BSEC RELATED BODIES
➢ Encourage and contribute to systematic interaction and cooperation with the BSEC
Related Bodies on transport and trade facilitation in the BSEC region.
IRU-BSEC INTERACTION
UNION OF ROAD TRANSPORT ASSOCIATIONS IN THE BLACK SEA ECONOMIC COOPERATION REGIONSince 2001
Encourage national associations from neighbouring regions, notably across the ECO
rand LAS regions to join BSEC-URTA and contribute to its activities aimed at
promoting or supporting the modern inter-regional Silk Road routes across the BSEC
region.
Promote and contribute to the activities undertaken by the BSEC and its organs as
well as the ECO and LAS Organizations for implementing main principles of the
IRU's Model Highway Initiative at regional level.
RE-OPENING OF THE SILK ROAD
UNION OF ROAD TRANSPORT ASSOCIATIONS IN THE BLACK SEA ECONOMIC COOPERATION REGIONSince 2001
Work with TOBB and ASMAP-UA to determine their Customs Authorities to start an
eTIR Pilot Project for the movement of semitrailers between Turkey and Ukraine
using RO-RO vessels as well as for the intermodal transportation of containers
between the two mentioned countries.
Participate in the meetings of the Steering Committee of the Motorways of the Black
Sea and support implementation of the related BSEC MoU.
COMBINED TRANSPORT
UNION OF ROAD TRANSPORT ASSOCIATIONS IN THE BLACK SEA ECONOMIC COOPERATION REGIONSince 2001
COOPERATION BETWEEN TRANSPORT RELATED BSEC NGOs
➢ Coordinate with the BSEC transport related NGOs organization of a meeting aiming to setup
an action plan for the implementation of their concerned MoU.
COOPERATION WITH THE BSEC PERMIS AND THE BSEC RELATED BODIES
➢ Organize mutual working visits whenever necessary and make annual debriefings on activities
and policy priorities of the BSEC-URTA.
COOPERATION WITH THE AULT SECRETARIAT
➢ Work together with AULT for development of joint projects such as Inter-regional Transport
Insurance Products and Gulf Region Ro-Ro Development Project .

➢ Keep the BSEC-URTA portal updated with professional news and regional developments.

portal by sharing information on their past or future main activities as well as recent
developments and news at national level.

➢ Support implementation of the Action Plan of the ad hoc Working Party on Transport
Insurance, notably about development of a competitive regional CMR product
➢ Elaborate ways and mechanism to promote IRU’s TIR products and services,
regionally.
