1. Call to Order/Roll Call The meeting was called to order by Village President John Jeffords at 6:30 pm. A quorum of the VillageBoard was present. Present: Village President John Jeffords; Village Board of Trustees; Rock Brandner,Dan Neu, Sandy Voss, and Bill Collins.

Also present: Village Administrator Joshua Schoemann and Deputy Treasurer Donna Jackson.

2. Verification of Compliance With Open Meeting LawAdministrator Schoemann verified that the meeting was posted per statute at three local post offices andthe Village Hall.

4. PUBLIC HEARINGa. 2013 Budget

Administrator Schoemann summarized the highlights of the 2013 Village Budget. The overall spendingwill be $3,545,632 which is the second lowest in the past five years. He then went into some detailregarding the levy and tax rates.

Motion by Trustee Neu to open the public hearing, seconded by Trustee Brandner. Motion carriedunanimously.

Gil Frank of 4156 Elmwood Road, Colgate spoke about municipal sewer and water, and how he wouldlike to see more money put into roads.

Motion by Trustee Collins to close the public hearing, seconded by Trustee Voss. Motion carriedunanimously.

b. Discussion/Action regarding Resolution R2012-11-05 a resolution adopting the 2013Village of Richfield Budget

Trustee Collins commented that he agreed with Gil Frank. He would like to see the additional $7000 putinto roads. Trustee Voss agreed as well.

Motion by Trustee to Voss approve Resolution R212-11-5, a resolution adopting the 2013 Village ofRichfield Budget, seconded by Trustee Brandner. Motion carried unanimously.

5. CLOSED SESSIONa. Discussion/Action to enter into closed session pursuant to Section 19.85(1)(c) of the

President Jeffords read 5a aloud.

Motion by Trustee Voss to enter into closed session pursuant to Section 19.85(1)(c) of the WI Stats., -Considering employment, promotion, compensation or performance evaluation data of any publicemployee over which the governmental body has jurisdiction or exercises responsibility VillageAdministrator, seconded by Trustee Neu. Motion carried unanimously by roll call vote.

6. RECONVENE IN OPEN SESSIONa. Discussion/Action regarding matters addressed in closed session as outlined above.

Motion by Trustee Collins to adjust the Administrators salary and p rovide a lump sum of $2500 andadditionally to increase the Ad ministrators base pay in 2013 $1500, for an annual salary of $94,700,seconded by Trustee Voss. Motion carried unanimously.

7. ADJOURNMENTMotion by Trustee Collins to adjourn the meeting at 6:50 pm, seconded by Trustee Brandner. Motioncarried unanimously.
