COST OF PROJECT

The expansion will be carried out at existing plot in GIDC Estate, Ankleshwar Gujarat.

The expected cost of proposed expansion is Rs. 216 Crore.

FUEL CONSUMPTION

Existing Fuel Consumption

As per consent, unit is using 1400 SCM/Hr. of Natural Gas and 4.2/4.8 MT/Hr.

Coal/Biofuel.

After proposed expansion, unit will use 2100 SCM/Hr. Natural gas, 10.2/4.8 MT/Hr.

Coal/Biofuel & diesel 1500 Liter/Hr.

ELECTRICITY CONSUMPTION

The unit have electricity from Daxin Gujarat Vij Company Limited (DGVCL). The

existing electricity consumption is 5100 KVA and electricity consumption due to

proposed expansion will be 4900 KVA. Total electricity requirement after proposed

expansion will be 10000 KVA.

WATER CONSUMPTION

Existing Water Generation

The source of water is GIDC water supply system. As per consent, the unit is using

(125KLD Domestic + 3130 KLD Industrial + 100 KLD Gardening) 3355 KLD

freshwater for industrial and domestic purpose.

Total Proposed scenario after Expansion

The total water consumption after expansion, the unit will use total 5722 KLD. 200 KLD

will be used for domestic purpose & 5532 KLD will be used for industrial purpose.

A detail of water consumption & water balance diagram is attached as Annexure – 8.

WASTE WATER GENERATION, TREATMENT & DISPOSAL

Existing Waste Water Generation

The existing waste water generation from industrial activities is 2537 KLD. The sewage

generation is 125 KLD. Treated effluent is sent to FETP, Ankleshwar and the sewage of

50 KLD is sent in soak pit/septic tank.

Proposed Waste Water Generation

Due to proposed expansion, additional total industrial effluent generation will be 1615

KLD. Hence, after expansion total industrial effluent generation will be 4152 KLD (2537

KLD existing + 1615 KLD proposed).

Due to proposed expansion, additional sewage generation will be 0 KLD. Hence, after

expansion sewage generation will be 125 KLD. Sewage will be treated into STP and

treated effluent will be reused into cooling tower and gardening purpose.

Sewage treatment plant water will be reuse in gardening & cooling tower. Boiler &

cooling tower blow down will be send in RO plant. RO permeate will be reuse in cooling

tower. ETP treated water will be partially subjected to RO plant and RO permeate

(140KLD) will be reuse in process. Unit will be discharge 3000 KLD.

GASEOUS EMISSION

Flue gas emissions

As per CCA Amendment order no. AWH-73997, a common stack is attached to Boiler

(16 TPH, Bio fuel/ coal based) and Hot Oil Generator (TFH) (50 Lack K cal/hr, bio fuel/

coal based) or two stack of Boilers (10 TPH & 6 TPH, Natural gas based) and one stack

of Hot Oil Generator (TFH) (50 Lack K cal/hr, Natural gas based). A stack is attached to

Hot Oil Generator (Natural Gas Basis). Five stack is attached to Power Plant Engines

(Natural Gas based) & Waste Heat Recovery Boiler (WHRB) (Natural Gas based).

For proposed expansion, a stack will be attached to Boiler (40 TPH, coal based) and two

stack will be attached to D. G. Sets (4000 KVA & 1500 KVA).

Process Emission

As per CCA AWH- 81685, five stack are attached to spin flash dryer and three stack are

synthesis vessel in blue plant. Three stack are attached to spin flash dryer and two stack

are chlorination vessel in green plant. Two stack are attached to spin flash dryer and two

stack are purification vessel in Aluminum Hydroxide plant. To control the process

emission from stack, bag filters and scrubbers is attached to the stack as APCM.

For proposed expansion, five stack will be attached to spin flash dryer and two stack will

be synthesis vessel in blue plant. Two stack will be attached to spin flash dryer and three

stack will be chlorination vessel in green plant. Two stack will be attached to spin flash

dryer and a stack will be purification vessel in Aluminum Hydroxide plant. To control the

process emission from stack, bag filters and scrubbers is attached to the stack as APCM

HAZARDOUS WASTE MANAGEMENT

Existing Hazardous Waste

As per CCA order no. AWH-66579, the hazardous wastes generation i.e. ETP waste (30

MT/Year), Spent Oil (250 Lit/Year), discarded bags & drum (2 MT/Month & 75

nos./Month) and Copper salt (20 MT/M), Dust From Air Filteration System (2

MT/Month), Spent carbon Dust From ETP (2 MT/Month), Used Membrane (10

Kg/Year), Used Granular Activated Carbon (10 MT/Day), Gypsum (1500 MT/Month) &

Spent sulphuric Acid (30 KL/Day), Used Batteries (25 Nos./Year) & Used Insulation

Material (10 Mt/Year). Mode of disposal is given in table no. 13.

Proposed Hazardous Waste

After proposed expansion, details of total quantity of hazardous waste generation are

covered here. The unit has proposed ETP waste (70 MT/Year), Spent Oil (50 Lit/Year),

discarded bags, drum & liner (5 MT/Month & 150 nos./Month) and Copper salt

(0MT/M), Dust From Air Filteration System (2.5 MT/Month), Spent carbon Dust From

ETP (5 MT/Month), Used Membrane (12 Kg/Year), Used Batteries (30 Nos./Year), Used

Insulation Material (15 MT/Year) & Contaminated papers, plastics, cotton etc (60

MT/Month). Mode of disposal is given in table no. 13.

2. INTRODUCTION

2.1 THE PROJECT

M/s. Heubach Colour Pvt Ltd (Unit I) has obtained CCA order AWH-73997, issue on

dated 02/01/2016 for manufacturing of Organic Pigments & Preparation & inorganic

chemicals. The unit has proposed expansion for manufacturing of organic Pigments &

Pigments preparations, Inorganic chemicals and Inorganic stabilizers/fillers.

As per EIA notification 2006, the proposed expansion is falling under category 5(f).

Since the project will be established in industrial estate, it is classified as category “B”

project and will be evaluated by the State Level Expert Appraisal Committee (SEAC).

2.2 PROJECT PROPONENT

2.3 NATURE OF PROJECT

The proposed unit is for pigments & preparations, Inorganic Chemicals, Inorganic

stabilizers/fillers manufacturing unit. The project is covered under the category of 5(f) in

schedule of EIA Notification-2006. This project falls under category ‘B’.

2.4 MARKET FEASIBILITY

Proposed expansion shall bring in additional quantity for domestic/export market.

3. PROJECT DESCRIPTION

3.1 TYPE OF PROJECT

The proposed expansion project is for manufacturing of Organic Pigments &

preparations, Inorganic chemicals, Inorganic stabilizers/fillers.

3.2 PROJECT LOCATION

The proposed project site is located at plot no. 9002-9010, GIDC Estate, Ankleshwar 393

002, Gujarat. The approximate geographical positioning of the project site is at Latitude:

21°37'45.89"N, Longitude: 73° 2'50.65"E. The location of the project site can be

identified from the location map shown in Figure no.1, 2 & 3.

3.5 SIZE OF PROJECT

The unit has proposed expansion of manufacturing of synthetic organic pigments.

Environment protection and safety systems have also been considered in planning the

cost projection. The unit has proposed to set up effluent treatment plant which will be

3.6 PROCESS TECHNOLOGY

Process details like process description for each grade of products are covered separately

in Annexure-6.

3.7 RAW-MATERIALS

The expansion products are organic & inorganic pigment and the required raw materials

will be purchased from the local/ Indian/ Global market. Details of raw-material

consumption are covered in Annexure-5.

3.8 RESOURCE OPTIMIZATION/RECYCLING AND REUSE

Unit will be recovered 96 % Solvent. Sewage treatment plant water will be reuse in

gardening & cooling tower. Boiler & cooling tower blow down will be send in RO plant.

RO permeate will be reuse in cooling tower. ETP treated water will be partially subjected

to RO plant and RO permeate will be reuse in process.

3.9 RESOURCE REQUIREMENTS

3.9.1 LAND

The plot has been purchased by Heubach Colour Pvt Ltd. The total plot area is 110385.40

3.10.2.3 FUGITIVE EMISSIONS

Following steps will be taken to control fugitive emissions:

• All reactions will be taken in closed loop reactor system.

• The fugitive emissions in terms of handling losses will be reduced by proper

storage and handling. Raw-material feeding will be carried out by pumps. There

will be no manual handling.

• Regular monitoring will be done of piping and fittings for checking of any

leakages.

• Good housekeeping will be maintained in the plant.

3.10.3 HAZARDOUS/ NON-HAZARDOUS WASTE MANAGEMENT

The following type of hazardous waste will be generated from the operational activities.

All the waste will be stored separately in a designated storage area.

In addition to the provision of above, the unit will ensure proper management for

hazardous waste as below:

Transportation of hazardous waste to the TSDF Site will be governed as per the

guidelines and accompanied with Form-13. Annual returns of the disposal of wastes in

Form-4 will be uploaded online and submitted regularly to the local office of the GPCB.

3.10.4 NOISE CONTROL & ODOUR

The major noise generating installation will be the D.G. Set. However, DG Set will be

provided with Canopy for control of Noise pollution. Ear plugs will also be provided to

the operating personnel in boiler room.

The following steps will be taken for odour control.

• Raw-material feeding will be carried out by pumps.

• All reactions will be taken in closed reactor loop system.

• Roof top ventilation will be provided in the entire plant area.

• Regular monitoring will be done of piping and fittings for checking of any

leakages.

3.10.5 STORAGE, HANDLING AND TRANSPORT OF HAZARDOUS

CHEMICALS

The storage and mode of transport of chemicals will be done as per detailed MSDS and

Chemical hazards guide (NIOSH) for the hazardous chemicals.

Few chemical to be used in the proposed activities are listed as ‘Hazardous Chemicals’ as

per the Schedule-1 of the MSIHC Rules, as amended in 2000.

3.10.6 HEALTH AND SAFETY MEASURES

Physical hazards may manifest as fires, explosions, excessive temperatures, or the release

of large volumes of gas or toxic or flammable gases or vapors. According to Schedule 2

& 3 of MSIHC Rules.

Moreover transport activity will be through drums, so there will be manual loading and

unloading and no unloading through pipe at the site. Hence, the risk of static charge

generation during transfer of such chemicals is not significant.

4. SITE ANALYSIS

4.1 CONNECTIVITY

The site is located at Plot No.9002-9010, GIDC Estate, Ankleshwar, Gujarat. The land

and Infrastructure is already available and the raw materials are easily available through

the easy transport via road connectivity.

Ankleshwar Industrial Estate was set up by Gujarat Industrial Development Corporation

in early 70s. This industrial estate is spread over an area of 1600 hectares in close

proximity to National Highway No.8 and Delhi-Mumbai Railway Line. Being an ideal

location for industrialization, as on date, more than 1500 industries, consisting of

chemicals, pesticides, pharmaceuticals, bulk drugs, petroleum products, engineering,

textiles, plastics, rubber and packaging etc. are located in this industrial estate.

The town is known for its industrial township called GIDC (Gujarat Industrial

Development Corporation). Ankleshwar has an office of the ONGC (Oil and Natural Gas

Corporation Limited). GIDC is organizing Trade fare and Industrial expo occasionally to

attract large number of industries all over from India. It also helps to get customer on

large basis.

4.2 LAND USE AND LAND OWNERSHIP

The project site is located at Plot No 9002-9010, GIDC Estate, Ankleshwar Gujarat. The

plot had been purchased by M/s. Heubach Colour Pvt Ltd (Unit 1) from GIDC. The total

plot area of the unit is 110385.40 Sq.meter.

4.3 LAND USE

The proposed project site is located at Plot No 9002-9010, GIDC Estate, Ankleshwar,

Gujarat. The plot is notified by GIDC for industrial purpose.

4.4 EXISTING INFRASTRUCTURE

The plant is located in a well-developed industrial zone, which will have all essential

facilities such as internal roads, arrangement for supply of water and power to industries,

effluent disposal facilities etc.

4.5 CLIMATE DATA

Based on the meteorological data, wind rose have been prepared for the summer season

period between the October 2016 to November 2016. The wind rose diagram prepared

from same data is shown at Figure 6.

Observation: It was observed that wind is blowing mainly towards the SW direction

from NE. average wind speed was 2.38 m/s with calm winds recorded to be 10.6%.

4.6 SOCIAL INFRASTRUCTURE

Population density and sex ratio of Bharuch District was reported 238 persons/sq.km. and

920 females per 1000 males respectively in 2011 census report. Total literacy of Bharuch

District was found 81.51 %.The basic amenities like primary and secondary education

schools, community health workers, primary health sub centre, private practitioners,

primary health centre, maternity and child welfare, dispensaries, T.B clinic, family

welfare centre, hospital, drinking water, transportation facilities, electricity , telephone

etc. are available.

5.0 PLANNING BRIEF

5.1 PLANNING CONCEPT

Ankleshwar is largely an industrial area dominated by large scale industries, especially

chemical plants& Pharmaceutical plants. Now the unit has proposed for expansion

Ankleshwar in Gujarat has an industrial area with common effluent treatment plant,

common incinerator and land fill site. Govt. agencies provide many basic facilities like

uninterrupted water supply, power and road network.

5.2 POPULATION PROJECTION

As per provisional reports of Census India, Population of Bharuch District in 2011 is

1,551,019. Population of male and female are 805,707 and 713,676 respectively. The sex

ratio of Bharuch city is 920 females per 1000 males.

In education section, total literates in Vadodara District are 2,893,080 of which 1,614,087

are males while 1,278,993 are females. Average literacy rate of Vadodara district is

78.92%.

5.3 LAND USE PLANNING

Details will be covered in EIA report.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND

The M/s. Heubach Colour Pvt Ltd (Unit I) shall get water from GIDC water supply

scheme. So there will be no additional stress on ground water resources and there will be

no adverse effect on the ground water resources available in the nearby area.

The unit has total proposed 10000KVA connected load from GEB. The transportation

facilities will also expect to improve due to increase in the movement of workers and raw

material and finished products.

5.5 AMENITIES

The available basic amenities are as under:

(A) Education Facilities:

All the villages have a minimum of one primary school.

(B) Medical Facilities:

All the surrounding villages have medical facilities.

(C) Drinking water Facilities & Power Supply:

All the villages have potable water supply and in 100% area the drinking water is

supplied through taps, wells and tube wells. All the villages have power supply facilities

in the study region.

(D) Post, Telegraph & Telephone facilities

The information collected clearly indicates that the infrastructural facilities are provided

by respective government agencies for the development of this area. For communication

purpose, post office and phones are available in most of the villages.

(E) Transport Facilities:

Bus services are available in all the villages of the study region within 5 km area and are

the most preferable mode of transport in the region. Auto-rickshaw is also used as

transport facility. Villages are connected with paved roads. All the surrounding area is

covered with 108 emergency facilities.

6.0 PROPOSED INFRASTRUCTURE

6.1 PROCESSING AREA

The process area will cover plant area, raw material storage area, Hazardous waste

storage area, ETP, utilities etc. The process area covered by the unit at ground level will

be 49078 sq. m.

6.2 NON PROCESSING AREA

The non process area will green belt, office and security cabin etc. The non process area

covered by unit at ground level will be around 61307.4 sq. m.

6.3 GREEN BELT

The unit having existing green belt area 19555 sq.m within premises & 4078 outside.

6.4 SOCIAL INFRASTRUCTURE

The availability of basic amenities is covered as under:

Training & Education: All the employees will be trained and educated periodically

about the hazardous nature of chemicals used in the process. Also, training for fire

fighting, work permits system, first aid, safe handling of hazardous chemicals and

integrating safety, in all activities.

Medical facility: Pre-employment medical checkup at the time of employment. In order

to safe guard the health of the employees, all the employees undergo periodic health

checkup.

Drinking water: There will be provision of Aqua Guard/R.O. at different places to

provide purified water for drinking purpose.

Transportation: The unit will provide basic transportation facility for workers.

Telegraph & Post: There will be provision of telephone, fax & internet facility.

Power supply: At present, the unit has 5100 KVA connected load. Additional 4900

KVA connected load for proposed expansion. The unit will use total 10000 KVA

electricity connected load from GEB.

6.5 DRINKING WATER MANAGEMENT

The source of water is already availability from existing water works of GIDC and the

same is adequate and satisfactory. The unit has proposed additional 75 KL/Day water for

domestic purpose.

6.6 SEWERAGE SYSTEM

Sewage water will be sent to Sewage treatment plant.

6.7 INDUSTRIAL WASTE MANAGEMENT

The hazardous waste like Chemical Sludge from Waste Water Treatment, Discarded

Containers/barrels/Liners used for HW/Chemicals, and Used/Spent Oil will be generated

from proposed project activity. The hazardous waste management and disposal is shown

in Table No.13.

6.8 SOLID WASTE MANAGEMENT

The record of nonhazardous solid waste like paper waste, wooden waste, etc. will be

mentioned.

6.9 POWER REQUIREMENT & SUPPLY

At present, the unit has 5100 KVA connected load. Additional 4900 KVA connected load

for proposed expansion. The unit will use total 10000 KVA electricity connected load

from GEB. Unit will install captive power plant and partially power from captive power

plant will be utilized in Heubach Colours Pvt. Ltd. (Unit 1) and Heubach Colours Pvt.

Ltd. (Unit 3).

7.0 REHABILITATION AND RESETTLEMENT(R &R) PLAN

The proposed project is located in GIDC Industrial Estate Ankleshwar, Gujarat. There

will be no any human settlement affected by proposed project. So, there is no requirement

of any R & R Plan.

8.2 ESTIMATED PROJECT COST

Project cost for proposed expansion will be 216 Crore. Details for estimated project cost

are covered in Table no 5.

9. ANALYSIS OF PROPOSAL

All the manpower is utilized from local region around Ankleshwar. Company shall also

try to provide indirect employment opportunities by availing local contract services

during transportation during operational phase.

The company intends to donate 5 % of the capital cost to agencies like NGOs or social

welfare societies for projects carried out in nearby village for their welfare and

upliftment.
