The ROCKS INC.
• Mentorship and professional development of officers has
remained a principal mission and core value.• Today mentorship is a hallmark of our organization. • Members of The ROCKS, Inc. are focused on
– Effective and sustained mentorship– professional development resulting for both
the mentor and mentoree.
• Mentoring Program is executed by Chapters and Interest Groups. Command and Staff Philosophy
• Upon reaching Washington, several informal meetings followed. However, the emphasis was modified to deal with survival in the National Capitol Region and to address other issues of interest to the members. During the years which followed, many officers were reassigned in and out of the Washington area so the group continued to grow. The need for a more structured organization was also seen, so a formal meeting was held on October 9, 1974, to get the group formalized. Those present decided to call themselves the "No Name Club." hy

PURPOSE
• To provide information about the officer promotion process.
• To provide officers with information that will help them better manage: – Their careers. – Their subordinates’ careers.
• Conducted fairly and equitably by mature, experienced, senior officers.
• Consists of different members, and women and minority members are routinely appointed.
• Typical board is presided over by a general officer and consists of 18-21 officers in a grade senior to those being considered for promotion.
• Reviews the entire performance portion of the official record of every officer being considered for promotion.
• Recommends those officers who, in the collective judgment of the board, are best qualified for promotion and future service in the Army.

MYTHS vs. REALITY
• MYTH: Knowing a board member helps. REALITY: Diverse board membership (no two officers from same GO command). Board
members cannot discuss files amongst each other, separate votes.
• MYTH: Branch, Component, Source of Commission matter. REALITY: All promotion boards have a separate selection objective. AMEDD boards are further
separated by competitive categories (AN, DC, MC, MS, SP, VC) and sometimes AOC.
• MYTH: Equal opportunity “quotas”. REALITY: No special treatment/consideration.
• MYTH: Separate or “Secret” instructions exist. REALITY: Board must follow the MOI signed by the Secretary of the Army. The MOI is
released along with board results.
• MYTH: The recommended list can easily be changed. REALITY: Only the President of the United States can change the list.
AFTER ALL FILES VOTED
• Board Recess
• Results sent to Army G1
• Assistant Secretary for Manpower and Reserve Affairs reviews
• Secretary of the Army reviews
• Secretary of the Defense approves (CPT/MAJ/LTC boards)
• President of United States approves (COL board)• COL boards also requires Senate approval
• Returned to Office of Promotions or release• Depending on board, processing takes 90-150 days from recess
HOW CAN I HAVE THE BEST PROMOTION FILE POSSIBLE?
• Ensure all OERs/AERs are present (OERs must be profiled).
• Recent DA Photograph.• Does not need to be perfect. • Must be in Class A uniform or Army Service Uniform (ASU) and current
rank.• No State/Territory NG awards. No IG, GS, Cavalry Branch.
• Validate ORB (Sign and date)
• Maintain personal fitness; pass APFT on all OERs. Make Ht/Wgt.
• Documents MUST ARRIVE by the cut off date in your MILPER message.
ORB CHECKS
Check duty description under Assignment History- no “Incoming Personnel”. Duty description must also match what is on the OER.
Deployment and Combat Tours information MUST be correct - this is how decisions on upcoming assignments are made.
Military and Civilian Education must be up to date.
Always have a current photo - must be within 5 years; NLT 2 years is recommended for a board.
Check your security clearance and last physical dates and make sure they are up to date. Physicals are now required annually.
Awards need to match - ORB, Photo, and OMPF. Understand if photo is old, but once you get more awards - it’s time to update your photo.
Enlisted assignment history does not go on ORB - awards do.
