5 The first item on the agenda is to call
6 the meeting to order and then ask your members and the
7 audience to join us in the Pledge of Allegiance.
8 Mr. Muskez, would you lead us in the

22 meeting tonight has a single purpose and that purpose is
23 to appoint new members to fill vacant positions in the
24 RAB.

2 a moment and ask those RAB members who are at the able
3 to introduce themselves.
4 Gary, I'm going to ask you to start. If
5 you would, be kind enough to just speak into that mic

8 Region 6 out of Dallas, Texas.

8 take a moment to explain to you the election process we
9 have this evening.
10 Our effort tonight is to appoint four
11 members to the RAB. Three of those members will be for
12 two -- I'm sorry, three of those members will be for two
13 year terms which are to be filled. One person will be
14 elected to a one year term to fill the seat vacated by
15 Gene Lenay in his resignation, so we'll have two
16 election processes.
17 When we do hold that election process, we
18 will ask those candidates who are here and available to
19 speak to step up to the microphone. We're going to
20 limit you to three minutes just to have an opportunity
21 for folks to get a quick minute to take a look at who
22 you are and hear what your thoughts are about your
23 involvement in the RAB.
24 All RAB members have received a packet
25 that has a copy of the application therein.

1 When we move from that stage to the
2 voting process, our first vote will be an effort to fill
3 those three blank slots.
4 Community members, we'll ask you to be
5 voting. Those of you who are community members, please
6 make certain that you have a packet that has a yellow
7 dot on it. Those that have yellow dots have ballots in
8 them. If they don't have a yellow dot, you don't have a
9 ballot, and I think, Dan, you may be the only one.

11 CHAIRMAN: Okay, we'll pick you one up
12 here in just a second.
13 The requirement is that in order to be
14 appointed to the RAB, you have to receive one more than
15 half of the votes of the community members who are
16 present, and I believe we have seven community members
17 voting tonight. I'll check that count, check that to be
18 sure. We'll have to run those numbers.
19 Robin, could you give me a count on
20 community members who are here so I know what it's going
21 to take in order to get that majority?
22 There are eight. So you'll have to have
23 one more than half, which -- you're counting nine.

2 Thank you guys. That parliamentarian has come in so
3 handy in this process. So you will still need five
4 votes, and I appreciate that.
5 The first step in the process will be to
6 ask those persons who are here to make those
7 presentations, and community members, in your envelope,
8 you will find the first election ballots that lists the
9 names of all the applicants and ask you to select three
10 names by completing filling in the box next to that
11 person's name, so that's the ballots that we're working
12 with first. That's to fill those first three slots that
13 are, in fact, available.
14 The names on that list are Paul Person,
15 Adolpho Hernandez, Henry Galindo, Carol Vacara,
16 Frederick McGee and Ezmerelda Galvan. I'm not certain
17 all of those persons are here. I believe Mr. Person and
18 Carol Vacara have notified us that they're not going to
19 be available to -- I'm sorry, is that you, Carol? I
20 didn't realize you're here and we didn't know it.
21 Okay. Very good.
22 Well, let us begin to work our way
23 through the process then.
24 We're going to go in the order of names
25 as they're listed on your ballots. The first name on

1 the ballots is Paul Person, and I believe, my
2 understanding from Brittany is that Paul notified that
3 he would not be with us this evening. He's on the
4 railroad somewhere in Utah or somewhere at this point,
5 so he's not going to be able to be with us. His
6 application is full and complete and in your packet.
7 He's previously been a RAB member so some
8 of you have some connection to him.
9 The second name on the list is Adolpho
10 Hernandez. Mr. Hernandez. Apparently not here. All
11 right.
12 The next name on the list is Henry
13 Galindo.
14 Henry, would you like to speak there or
15 would you rather come over here where you would have a

17 MR. GALINDO: Good evening. My name is
18 Henry Galindo and I would like to be appointed to the
19 Kelly Restoration Advisory Board. I'm currently the
20 Director of Transportation and Maintenance Support for
21 the Harlindale Independent School District. I reside
22 near the former Kelly Air Force Base and my father was a
23 30 year civil servant and supported our family through
24 his work at Kelly Air Force Base.
25 My interest in being appointed to the

1 Restoration Advisory Board is two fold. I believe in
2 communication and I believe in partnerships that work
3 for the betterment of our community.
4 I think that a solid partnership with the
5 Air Force Real Property Agency will ensure that the
6 Kelly clean-up will be successful and productive for our
7 community.
8 I also understand that being appointed to
9 the Board means being available to communicate with
10 community members and interest groups. It means
11 reviewing documents and providing input and it means
12 that I'll be expecting to attend quarterly meetings and
13 called meetings as needed. I understand these
14 requirements and, if appointed, I will meet them.
15 The plume that shows that it extends also
16 in the Harlindale Independent School District, and this
17 is an area that's slated for remediation that's along
18 Commerce and adjacent to Flanders Elementary School.
19 The perception of the public is that our children could
20 be subject to contamination from this ground water as
21 they play in our school yards.
22 We want to gather as much factual
23 information as is available to keep our community
24 informed.

MS. VACARA: My name is Carl Vacara and
I've been in the community over 30 years. I live right
down the street on Kirk. I'm a retired data clerk
registrar. I worked at Rhodes Middle School for a 20
year stretch, from which I retired. I was the
representative of the sick leave committee for the para—
professionals for five years and I'd like to be the link
between the community and the RAB representation, so I'd
appreciate your vote. I'll make it to all the meetings
and thank you for your time.

MR. MCGEE: My name is Frederick McGee.
I'm currently retired except for community service.
I've been the President of my neighborhood association
for five years, Vice—President for two years and served
in some capacity as an officer the rest of the time in

1 the eight years it's been in existence. I live in the
2 area of Marbach and 410.
3 There are a lot of people that live in
4 that area back over on that side to the north of Kelly
5 that worked here at Kelly for many years and the word
6 needs to be put out to the people over there that know a
7 lot of the neighborhood association leaders in that area
8 and have dealt with a lot of them many times.
9 When I worked at Fort Sam Houston
10 National Cemetery, I was the gardener. I was required
11 to have a pest control license for the State of Texas,
12 which I did have. I've also attended the Army's pest
13 control school, conducted at Fort Sam Houston itself by
14 the Army.
15 I went to SAC with the primary reason to
16 get an A.A. in horticulture. I didn't finish it because
17 I needed more science than I had but I've been very
18 active in my neighborhood and I feel that I can lend to
19 the Board, and I have a lot of questions that deal with
20 Bexar Metropolitan Water Company, who I drink their
21 water also, like a lot of the people on the south side
22 of town do. Thank you.
23 CHAIRMAN: Thank you, sir. You guys are
24 doing a great job staying with that three minutes. I
25 really appreciate that so I don't have to enforce that

2 The final name on the our list is
3 Ms. Ezmerelda Galvan.
4 MS. GALVAN: Hi. Good evening. As you
5 all know, I was a member of RAB for two years. I lived
6 at 1018 Division for over 40 years. It's east Kelly
7 area. It's like three miles from the base.
8 I worked at Building 360 at Kelly during
9 1970. I saw a lot of things that I was not quite sure
10 of what they were. I'm here because I'm concerned for
11 the residents, for the children and for the elderly of
12 this area.
13 I want to see he the epidemiologists,
14 toxicologists. I want studies made in this area to
15 assure that our neighborhood is safe.
16 I spoke to the engineer of the reactive
17 wall barrier that is going to be placed on 34th Street
18 and asked him about emergency plans in case of the
19 slurry wall leaking fumes into the neighborhoods. I'm
20 concerned during the summer droughts about those soil
21 vapor fumes that come up from the ground, when we're
22 breathing and inhaling contaminants.
23 I'm concerned that there's not enough
24 clean up being done, that it cannot possibly clean all
25 the contaminants running under the neighborhoods.

I know that the base is doing the best
that it can but at the time that I knew about it, and as
long as these contaminants are running under the base,
there's no real assurance because these reactive wall
barriers are fairly new, and that's on record and on the
Internet, so the last one that was built was about ten
years ago, and so we're looking at —- That's why you all
are looking at natural attenuation taking care of it,
because there's nothing out there that can really assure
that the water will be safe, that the ground water will
be gone, that the air that they're breathing from the
ground up is going to be safe, the soil that was bought
is topsoil from Kelly many years ago that many of these
neighborhoods have is safe.
The trees, the nuts, the fruits, I'm
sorry, Ms. Cunningham, but I'm going to mention it
again, that they're safe to eat, because only certain
contaminants were tested for, so until we have more
studies made that can reassure all of us that it's safe
to live on the south side near Kelly will we be, I'll
rest in piece one day hopefully.
And that's my speech. That's why I'm
here, and I'm not here for compensation, I'm here for
our health and safety.

4 review their applications. What we're going to ask you
5 to do is to use the first election ballots and to select

8 RAB members have asked us for a pooi of alternates who
9 might be available to fill in for them should they not
10 be here.

12 to be apart of that pool, and Brittany will follow up
13 with you on that piece of it.

9 encouragement, for the RAB orientation, that's for new
10 RAB members and we're going to encourage that you come.
11 Anybody that's already a present member that would like
12 to come that day also is welcome but this is for new RAB
13 members. We're not going to turn anybody away.
14 However, the RAB member workshop is for everybody, new
15 and not so new. I hate to say old.

7 Mr. Mike Denitio did such a wonderful job as a

Question number one: What is the status
of the current permeable reactive barriers at Kelly Air
Force Base? Specifically, I'd like to see the data,
including the raw data of the testing before the PRB's
were installed and for each sampling since the
installation, including all sampling dates and the dates

1 the PRB's were installed. I would like a record of all
2 chemicals tested for, particularly POE, TOE, DOE and its
3 breakdown products and vinyl chloride.
4 I would like to know when the first
5 sampling after installation was conducted for each PRB,
6 how long after the installation date. Please provide
7 information on how this sampling scheduled was
8 determined.
9 I would like the name of the contractor
10 that did the testing and determined the testing
11 schedule.
12 Please do not send me to the information
13 repository at the public library. I've already been
14 there and the information, if it's there, cannot readily
15 be found.
16 Question number two: Since POB's and
17 chlorinated solvents are found in the skin of fish in
18 greater quantities than in other parts of the fish, this
19 has been verified with Michael Tenant, Environmental
20 Specialist, Texas Department of Health, Safety Division,
21 phone number (512) 719—0215, extension 434.
22 I would like to know if a record was kept
23 of the total level of POB's and chlorinated solvents in
24 the fish skin in the most current Leon Oreek study,
25 since this appears to give a more accurate view of the

2 And my final question, number three:
3 Regarding the PRB that is to be installed on 34th
4 Street, the community bulletin states that when the
5 water and solvents come into contact with the iron, they
6 begin to break down into dot, dot, dot. It's a number
7 of products are listed but you don't mention that the
8 DCE and vinyl chloride may be formed and build up as the
9 water and solvents come into contact with the iron. My
10 question is, why not?
11 Also, there are articles on the Internet
12 that indicate that both DCE and vinyl chloride may form
13 and build up when PRB's are installed. I would like to
14 have information on the before and after levels of PCE,
15 TCE, DCE and vinyl chloride from other Air Force bases
16 where this technology is in place.

1 the time to listen to the questions.
2 I have a question, number four, and since
3 the PRB's are now going to be installed in residential
4 neighborhoods, isn't it important to have air quality
5 emissions testing made public? Since these new PRB's
6 which are being installed involve an injection
7 technique, is it possible that the injection method may
8 volatize some of the solvents?
9 Question number five: The information
10 repository at the San Antonio Public Library appears to
11 be very incomplete and not well organized. Information
12 on the PRB's that have been installed does not appear to
13 be available. I've seen, on the Internet, that several
14 of the other air bases have their information
15 repositories available in an electronic searchable
16 format. Why isn't the San Antonio information
17 repository available in an electronic searchable
18 format? When can we expect that? It could be placed in
19 an electronic, searchable format.
20 And question number six: In the report
21 presented by Mr. Patrick Lynch at the October, 2003 RAB
22 meeting, Mr. Lynch indicated that TCE was found two to
23 four feet below the surface and that shallow ground
24 water in all of Zone 3 is contaminated.
25 Mr. Lynch also recommended using a more

presently being used by the Air Force
What measures have been taken by the Air
address this issue, as well as other issues
Mr. Lynch's report, such as the incorrect use
the PPM versus the PPB?
And my question also, number seven, is,
is anything being done yet for the residents in the
community where the contaminants have been made? Thank

mentioned that we're going to have an orientation on
February 23rd. I'd also like to extend to the new RAB
members an opportunity to come and see us at Kelly Air
Force Base We're located at 143 Billy Mitchell
Boulevard, Suite 1. That's in the same building that
the Greater Kelly Development Authority is located in.
would be happy to provide you with
briefings, tours. If you have neighborhood groups that
would like to hear about the Kelly issues and what we're
doing to clean up Kelly and the surrounding area, we'll
be glad to come out and speak with those groups. The
one thing we do ask though is if you do come and visit
us, please call beforehand. We're in a secured facility
and we've had occasions where we can't accommodate
people if we don't know ahead of time that you're
coming, so I would just ask that you call us at that
facility before you come out to visit us, but we would

7 article or an ad that appeared in the Express-News last
8 weekend. It dealt with a significant spill by Boeing
9 Aircraft of zinc, and from my understanding, it was 2.2
10 parts per billion, which was significant. I would like
11 to get a report at the next RAB meeting on that
12 particular item.
13 CHAIRMAN: You need to make that in the
14 form of a motion, please.

16 the purpose of the TRS is to receive those types of
17 reports. There's no TRS meeting so I'm making it now.

1 spill. Could you say again, it occurred last week and
2 it was zinc?
3 UNIDENTIFIED MALE: It appeared in an ad
4 in the Express-News. The ad was put in there by SAWS.
5 It!s their requirement by EPA to monitor all of these
6 industrial spills into the wastewater or water systems
7 and they do it once a year, so sometime in 2003, in one
8 or two quarters, there was a significant spill by Boeing
9 Aircraft into the wastewater system or into Leon Creek,
10 I do not know which. I do know that it was 2.2 parts
11 per billion, it was considered significant and they
12 reported it in that ad.
13 CHAIRMAN: Armando, do you have a copy of
14 that, by chance?
15 UNIDENTIFIED MALE: I reported it, I
16 believe, to Mr. Karas.
17 CHAIRMAN: Okay. Was it an advertisement
18 for a public hearing or was it a --

7 "I's" have it. It will be an action item

9 UNIDENTIFIED MALE: One more point, and
10 this is my last one. It concerns ATSDR.
11 In 1994 or 1995, we requested Congressman
12 (Inaudible) to go to ATSDR and get us a report on the
13 health of the people that were effected by the
14 contamination from Kelly Air Force Base.
15 We have received one or two reports from
16 him. Those one or two reports were incomplete. As a
17 result, there are about four or five more reports
18 coming. None of this is going to be brought into
19 closure.
20 For instance, the first report that is
21 coming is the air emission report. They still owe us a
22 report on east Kelly. They owe us one on the drinking
23 water. The workers at Kelly drank water that was
24 contaminated at one time.
25 They also are supposed to have a final

assessment for all of these studies that they have made
since 1994, '95 and come to this RAB Board and have
closure on these things with recommendations. If it's
not the contamination that is making the people sick,
something is, and we want the City Health Department,
the Department of Health and possibly the University of
Texas Health System to do something about what's wrong.
What's causing the birth defects, what's
causing the lower birth weight babies and the cancers
and ALS and all of that sort of thing, to look into it
and come up with a solution to make the people well.
What I'm suggesting, Mr. Chairman, is
that perhaps you should call ATSDR sometime this week
and ask them for, you know, the dates, specific dates
when this can be. We can't wait ten more years. We've
waited fifteen years or more for a clean up of our
neighborhoods.
The golf course apparently was going to
be cleaned up first before our neighborhoods are and
this is wrong. This is not just.
CHAIRMAN: Okay. I hear you.
UNIDENTIFIED MALE: And this is the
purpose of this RAB and that's the purpose of the TRS
and I think it behooves you and on your shoulders to
look into it and find out when can this be done.

19 instruct Mr. Antoine to call TXDOT and ask them that the
20 community members receive copies of this.
21 If they refuse to give you copies of
22 this, Mr. Antoine, I would like to know the name of the
23 person or persons at TXDOT that will not give us a copy
24 for the communities use and I'll personally take this up
25 with the Governor Perry, because we need to have these

5 I would like to support and get TXDOT to give all
6 community members copies of the Environmental Impact
7 Statement so we can see how this proposed freeway will
8 effect our work.

10 required. I've already instructed Mr. Antoine to get us
11 all copies. He's agreed to make sure that we get them
12 done, so it will get taken care of, but thank you for
