The “EMEP” database

• serves several projects related to EMEP (AMAP, OSPAR, HELCOM, CREATE and the Norwegian monitoring network).

• ~350 sites, ~40 countries

• holds data from more than 800 different components and currently contains close to 40 000 000 data values divided on 13 000 different data sets

• Continuous data records since the early 1970ies

• Integrated QA/QC procedures and “value adding” (flagging etc.)

• Directly linked to operational CTM modelling

• a Sybase ASE 12.0 relational database running on a Unix server

• Freely available, easy access through the internet (some exceptions)

Are we approaching a rational observing system to investigate hemispheric air pollution?

• ”Conventional monitoring” yes

Extensive multiple use, harmonized methodologies and procedures (GAW SAGs), QA/QC activities (complement GAW WCCs to aviod duplication), metadata definitions, some parties not able, Joint supersites being established, monitoring vs research, Ownership and acknowledgement – organisations have a need to be visible

• ”experiments” partly

Challenge to link to and utilize ”conventional monitoring”, different methodologies, access to data more limited, other protocols, national involvment of less importance

• ”new capabilities” developing

Lack of long term funding for in-situ observations, Suggestions; One stop shop…..?

“snapshot” ?

Ultimate goal, but the complexity should not be underestimated !

Irrespective of concentration levels one sampling point should be installed every 50000 km² for the indicative measurement of arsenic, cadmium, total gaseous mercury, nickel, benzo(a)pyrene and polycyclic aromatic hydrocarbons other than benzo(a)pyrene, and of the total deposition of arsenic, cadmium, mercury and polycyclic aromatic hydrocarbons.

Each Member State shall at least set up one measuring station.

DECISION 2004/XX ON the Implementation of the EMEP monitoring strategy The Executive Body, Referring to the monitoring strategy adopted at the twenty-eight session of the EMEP Steering Body, and approved by the Executive Body at its twenty second session, Noting the importance of relevant high quality observational data both for the purpose of reviewing the progress of the implementation of the parties obligations under the protocols and as a basis for scientific work to further develop abatement strategies under the Convention, A. Decision under the Convention Acting under article 9 of the 1979 Convention on Long-range Transboundary Air Pollution,

1. Calls upon parties to ensure that resources are made available for a full implementation of the strategy within the geographical scope of EMEP at a national level without undue delay;

2. Requests the CCC to support parties on a technical level in fully implementing the monitoring strategy

3. Invites the EMEP Steering Body to closely follow and review the implementation of the EMEP monitoring strategy.
