Dear Mr. Rakovsky,
Under au arrangeront X made with Mr. Krestinsky in Berlin,
my delegate in Russia, and one of hie assistante have been given by the
Russian Sovernment the right to enquire into and report on the reception
at llovoroseisk of Russian refugees (chiefly men of the Wrangel army) rith
a view to correcting false information circulated in certain newspapers
abroad. ^
As I understand that numbers of refugees whlse homes are in |
the Ukraine, are now returning through Odes s a , I t o uld ask you to be so
good as cause to be issued to my Representative Mr. Gorvin and his assistant
Mr.. Simonett mandates authorising them to act at Odessa in my name in this
matter in the same manner as in ttovorossisk.
Copies of the ram dates iesufc.1 to my representatives by

» Evacuation par ïïovorossisk. Du Ir Mara 1922 au 31
Décembre sont partis par ïïovorossisk : 102 austro-hongrois,97S ayscores,
16150 grecs,154 italiens,632 turcs, 114 allemands et 388 polonais, en tout
18512 émigrants pour 1'étranger. Pendant ce même temps sont arrivés à
ïïovorossisk 3108 soldats de liancienne armée Wrangel et 11.33 réfugiés de
la famine ont été renvoyés dans leur foyers. Au I-r Janvier il y avait
à ïïovorossisk 493 personnes désirant être rapatriés?

your letter of 10th January,Ho.45/22278/X with enclosures, also copy of your
letter dated $th January. I have talked over with Mr. Pachukanis, Chief of the
Economic and Financial Section of the Foreign Office, the matters mentioned
in your letters especially the correspondence in December and January with
Mr. B r o d o w s k i .Berlin,and in this connection I enclose copy of a letter dated
I7th February,110.1955 from Mr.Pachukanis. The statement made by Mr. Pachukanis
that all the soldiers returning from Bulgaria come under the Amnesty of
N o v e m b e r 1921 and are not affected by the Decree of I5th December,1921, is
perhaps not set out as categorically as you would have wished but it appears
to me from the practical point of view that it meets the difficulty with
which you are faced. Copies of my letters of 5th and 6th February to which
Mr. Pachukanis refers in his letter are enclosed.

Repatriation of Russian Refugees.- With reference to your letter of 10 March No 4089 following our conversation I took up with Mr Paschukanis the questions raised in the letter of 23 December 1922 addressed to M. Brodowsky and in subsequent correspondance. The results of my interview were contained in my letter of 19 February to Johnson enclosing letter of 17 February No 1955 from Mr Paschukanis. You will see that Mr Paschukanis states that the decree of 15 December 1921 does- apply to Russian soldiers returning ffom Bulgaria and that they come under the Amnesty of November 1921.
I told Johnson in my letter that I would take the matter further if the statement by Paschukanis is not precise enough for his purpose but have had no reply. Instead he has addressed a letter to you.

Letter from Mr Paschukanis to Mr Gorvin We acknowledge receipt of your letters. We note your remark regarding the necessity of regulating the question of payment for the first 250 people returning from Bulgaria^ v/e have got into touch v/ith the appropriate departments on this subject.
As regards applying the amnesty to the soldiers returning from Bulgaria, we would pant out that the decree of 35 (1ëcember 1921 to which you refer in your last letter, cannot be applied to them, as up to the present there is no official Diplomatic Representative of the RSFSR in Bulgaria, who would be able to register the men as demanded by the above cecree. On the strength of this, all the soldiers returning from Bulgaria come under the amnesty. Instructions have been given to the appropriate departments that all vessels arriving with soldiers from bulgaria need not pay the port dues.

En ce qui concerne la lettre en date du 16 février
1923 signée Paohukanis, je Voudrais attirer l'attention
sur les deux points suivants :
1) la lettre ne distingue pas suffisamment entre
le décret du 15 décembre/qui traite de la dénationalisa
tion, et les décrets de/ 3 et 10 novembre qui parlent
d'amnistie. C'est pourquoi la conclusion contenue à la
fin du dernier alinéa n'est pas très claire .

Bulgarie, c'est que ces réfugiés ne tombent pas sous

L'Union du retour h la Patrie a pour but la rentrée organisée et rapide des citoyens russes réconciliés avec lo pouvoir Soviétique.-
1Pour atteindre le but indiqué l'Union:
a)rassemblé tous les Busses so trouvant on Bulgarie, qui sont d'accord avec les fins, le caractère et les obligations de l'Union, exposés dans le Bêlement présent;
b)entre en rapports avec les gouvernements Busse et Bulgare pour obteni: d'eux une solution pratique et plus rapide e sa tûche fondamentale;
o) obtient des garanties de liberté individuelle pour ses membres.
L'Union représente une organisation éloignée de toute politique.Elle s'abstient de tout acte tendant au renversement de l'ordre établi et de la prospérité dans les endroits, oh elle fonctionne, et refuse catégoriquement toute participation aux luttes politiques des partis locaux. .
Ilote: cependant l'Union ne peut pus s'erupôcher de cumbuttre les groupes et partis ae 1*émigration russe, qui s'oppoœraient à la marche normale de sos travaux.
Tout Busse vivant en Bulgarie et souscrivant aux fins, caractère et obligatiohs de l'Union peut en êtrè membre, quels que soient son sexe, son âge et sa nationalité.
L'Union a comme organe d'administration supérieur l'Assemblée Générale des délégués de ses différents groupes, que le Bureau Central convique après la fin des travaux d'organisation de l'Union.—
VI.
L'Assemblée Générale se fait presenter les comptes rendus du Bureau Central, tranche toutes les questions de caractère général,tactique ou financier, donne ses instructions pour leS/travaux ultérieurs de l'Union, élit le bureau central et BESOUT TOOTHS LES QUESTIONS U1 LUI SONT SOUMISES PfiB LE BUBEAU CENTRAL ou des groupes isolés de l'Union.
VII.
C'est le bureau Central qui décide du temps et lieu de la convocation de l'Assemblée Générale et de l'ordre des élections.
Le bureau Central de l'Union dirige toutes les affaires de l'Union détermine le plan fondamental de ses travaux, fait parvenir à tous les* Busses, demeurant un Bulgarie la nouvelle us 1'existence ae l'Union organise partout des groupes détachés de l'Union, veille h établir un lien entre leurs Beprésentunts, donne les indications voulues répand Païiff}>,fiee membres une littérature, servant les fins et les tûchtiB .ma 1iunion se propose,donne tous les*renseignements nécessaires.-

-XII-Le Bueaau Central établit des rapports avec toutes les organisations
déjà existantes de caractère analogue, consentant h adherer au statut
présent.
Le Bureau Central rend compte de son activité b 1a Conmission de Bévision et à l'Assemblée Générale.
XVTous les Eusses désirant entrer duns 1'Union, s'organisent en groupes
sur les lieux et S'adressent au Centre pour avoir le statut et les indi
cations nécessaires.
Pour rester en communication, constante avec 1'organe central de l'Union les groupes élisent une administration.
XVIILes administrations et les membres des groupes prennent soin de recru
ter de nouveaux membres h l'Union, répandent purmi les Busses la littérature reçue, exécutent tous les ordres lu Centre et observent scrupuleusement ses indications.
XVIIIL'Union se crée des fonds des versements mensuels des membres et
d'autres rentrées.
Lu dimension des versements dépend :e la bonne volonté de chaque membre, mais ne saurait être au-uessous de 5 lews.
Les membres besogneux ou qui œnt dans la gêne peuvent être complètement ou«en partie exemptés de ces paiements par une décision de l'Assemblée Générale ou des administrations des groupes.
Les groupes isolés de l'Union mettent de clbté sur la soiane totale des versements reçus 50 pour la caisse du Bureau Central, Ces sommes sont affectées & l'élagissement de l'activité de l'Union.
L'Union a son sceau; deux mains qui se serrent, éclairées des rayons dus soleil et entourées de cette inscription circulaire; "Union du Hetuur h la Patrie".
Kes quatre premiersnarticles du présent statut ne peuvent Être révoqués durant toute 1'existence do l'Union. Ees autres articles du statut peuvent Être modifiés par l'Assemblée Générale ou bien, avant la convocation de celle-ci par le Bureau Central'.—
GUIDE pour le statut provisoire de l'Union du Retour i la Patrie.Bigles générales:
I.- L'Union du Hetour à la patrie reconnaît comme unique gouvernement légitime de la hussie le Gouvernement joivétique actuel, et considère par conséquent toute règle de proscription du Pouvoir Soviétique ou d# ses organes et représentants , lénipotentiaires sur les lieux comme obligatoire.

2.- Le but essentiel (le l'Union est le retour organisé en Russie de ses membre®.
3.— Tout citoyen Busse sincèrement et honnêtement rallié uu pouvoir Soivétique peut être membre de l ’Union.
4.- L ’organe directeur et exécutif de 1 * Union est le Bureau Centrai. Mote: La composition du Bureau Central actuel est considérée commeprovisoire.
5.— Les exécuteurs des arrêtés du BureuuCentrai sont sur les lieux, ses représentants plénipotentiaires et les administrations des groupes àe l ’Union.
G.- Les administrations des groupes sont élues par les assemblées générales des membres des groupes ou par les groupes d ’initiative èe personnes désirant entrer dans l ’Union.
7.- L ’administration du groupe doit compter minimum trois membres et les groupes qui ne comptent pas plus de 15 membres élisent un président, un secéretaie et un membre révistteur qui remplace la commission de révi sion; les fonctions de caissier sont confiées îi l ’uh des membres (mais non le membre réviseur); les groupes comptant plus de 15 élisent un personnel complet d ’administration (pas moins de 3) et de la commission de révision (pas moins de 2).—
Note: a u cas où l ’un des membres de l ’Administrâtion en sortirait et ob il y aurait impossibilité de convoquer l ’Assemblée générale pour élire un remplaçant, l ’Administration du groupe profite du droit de cooptation (embauchage d'un collaborateur à son choix sans la sanction de 1' Assemblée Générale).-
8.— Les administrations se rassemblent minimum unetafois par semaine.Les décisions de l’Administration sont considérées comme valables si les 2/3 au moins de tout le personnel ont été présents.
9.- L 'administration du groupe convoque l ’Assemblée Générale pas moins d'une fois par mois,
10.- Les Assemblées Généales sont considérées comme valables, lors que lu moitié au moins des membres du groupe de l ’endroit (village ou ville) est présente.—
Hote: Au cas oh. un nombre suffisant de membres ne se pérsenterait pas & la première assemblée, 1 ’administration du groupe en convoque une seconde qui, celle-là est valable quel que soit le nombre des arri-

31.- Un membre de l'Union doit être exclu de l'Union par une décision de l'Assemblée générale ou de l 'Administration du groupe, du consentement de l'Assemblée générale, dans les cas suivants:
a) si les actions du la conduite du membre du groupe vont contre les intérêts de l'Union et apportent dans ses rangs la discorde, ou s'ils la compromett ent,b) si le membre du groupe ne paie pas ses versements pendant 2 mois sans cause plausible (sauf les cas prévus par l'article 21 du Statut),c) si il ranque, sans cause plausible trois assemblées générales des membres du groupe,82.- Tous les cas d'exclusion de membres de l'Union sont portés à la connaissance du Bureau Central ot pour les membre qui se seraient rendus coupables d'une faute particulièrement grave ou bien auraient frauduleusement attenté à l 'honneur ule 1 'Union - l'Administration, apr^s les avoir exclus, publie leurs noms dans le journal par 1 1 entremise du Bureau Central.

I would like you to give me In general lines the sort of letter you would like to receive from Pasdhukanis. I don't think it is any use «t‘ hoping to receive a general statement as the one we had prepared in Berlin.But on special points of this general statement 1 think it could be hoped to bring Mr Paochukanis to a wording nearer the one we want for our purposes.
I have just received a telegram from Dr Uansen saying that he is going to Geneva. I regret very much not to he able to accompany him, out just the first days of the week I have to be in Berlin to see a man going for us to Bussia and to do my move. ( we are changing our house). De ceo ce façon ce texte n'aura plus qu'à être ratifié par le G o u v b *-
nement,c'est-à-dire par le Commissariat des Affaires Etrangères pour
avoir force de loi.Il est bien entendu que ce texte reproduira les
thèses fondamentales acceptées par les parties au cours des pourpar
les de Berlin.De plus,afin d'éviter toute "ambiguité,il sera rédigé
en français.

This certificate hae very obvious adventn :es for the refugee after hie arrival In Rut Bin, as It establishes the faot that he la entitled to the privileges whioh the Soviet Government has agreed to accord. One the othor hand, I Imagine possibly that It mi y be useful for the Soviet authorItlee to know by suoh a document that the refugee Is Justly entitled to the privileges whioh he may olaim under this a.rangement.
Oolllns now Informs me that the refugees belonging to the 1 st transport from Bulgaria ere relieved of this Identity certificate by the repatriation authorities In MovoroBsisk. On my request, Collins asked Koroohkov to Intervene in the matter, but he la very doubtful . hether the letter's recommendation would carry very great -eight and asked me to bring the question to your notice.

Permettez moi d'attirer votre attention à une notice publiée dans le N° 953 des "Dernières Nouvelles", sous le titre "H.H.X.* (lettres de l’alphabet russe, correspondantes aux lettres françaises "N.N.H.").
Voici la traduction de ce texte :
’ "Le journal "Buss", paraissant à Sofia, communique,que la mission bolchéviste en Bulgarie a reçu l'information suivante: La G.P.U. (organisation qui a remplacé la Tchéka) a donné l'ordre de "s'abstenir dorénavant de fusiller les émigrés rentrant en Russie" . Le motif en est - la présence du représentant de Nansen. Pourtant, cet ordre n'a en vue qu'une grace temporaire pour ceux qu'on trouve nécessaire de fusiller. Les rapatriés reçoivent à Novorossisk un "mémorandum” spécial, qu'ils doivent présenter une fois arrivés à leur lieu d'habitation; le fait que ce "mémorandum" porte la marque "H.H.X.", fait que son porteur est destiné à etre "éliminé"."
"Comme preuve de cette assertion, le journal mentionne l'assassinat dont furent victime dans leurs "stanitza" les généraux cosaques Schoumilov et Klotchkov, ainsi que,le colonel Sivo- lobov, tous trois revenus depuis peu en Russie"./
Vu que la question du rapatriement reste toujours potwe nous l'objet d'une attention toute spéciale, j'esgère que vous voudrez bien trouver nécessaire de faire une enquete au sujet de l'information pré-citée et que vbus aurez l'obligeance de nous en communiquer le résultat.

December 15,1921, I handed this letter personally to Mr. Tohitcherin on
June 2nd, having previously in the day given a copy to Mr. Sandomirsky.
Mr. Tchitcherin has promised to consider the question with his colleagues
and give me an early reply. I cannot understand why the letter of Hay 4th.
was addressed to Mr. Krestinsky in .’îoscow as Mr. Krestinsky is not in Moscow
and I assume your letter was intended for Mr. Tchitcherin.
me seemed to attach special importance to the repatriation of officers and
it looked as if this matter is giving the Government a little anxiety. I
should be glad therefore, if you would in the interest of the officers
themselves, see that officers who are being repatriated are of the type
that the Government will agree readily to accept, otherwise I fear that there
might be complications at Rostov and heavy work for me with the Government
Political Authorities (G.P.U.).

4th June, I had an interview with Sandornirsky ai the
8th. As regards the retention of the identity certifi
es tes Sandornirsky has talked to the G.P.U. who take the
line that they really require the original certificate as documentary
evidence but that they would he prepared to give the returning emigrant in
exchange a duly authorised copy of the ceutificate which the emigrant may
retain. I assume this will be satisfactory to you.
Sandornirsky also discussed your letter
of the 4th May and its-six points. Certainly the Foreign Office is not prepared
to accept the letter in its entirety and do not like the form of Para. I.
They also would li e Para. 3 omitted and do not altogether subscribe to
Para. 5 although I explained that we are not asking the Russian represent
atives to commit themselves to more then Dr. Nansen's representatives in
Russia a re committed to under the Tchitcherin - Hansen Agreement. As
Sandornirsky has promised to rediscuss the whole matter with thu Oliulimm
it is hardly worth my while going into details as you yourself will receivenV’CI'M*
thd^views of the Commissariat of Foreign Affairs as soon as they are
transmitted to me.

Sandornirsky informed me.that the
Roumanian representative in Sofia had spoken to Korechkov saying that the
Roumanians were anxious to organise^through Konstenza^ repatriation of the
Russians now in Roumanie. I should be glad if you would take this question
« up with the Roumanian Government.

repatriation work that to all Russian citizens who have been repat
riated with the assistance of the Nansen fission will be applied

Juin et je saisis cette occasion pour revenir encore une fois à
la question du rapatriement des citoyens russes qui y est traitées.
Les services rendus par l'organisation du Docteur Nansen dans ce d o
maine particulier sont si éminents et son travail philanthropique
généreux et désintéressé y a porté des fruits si heureux, que le
Gouvernement Russe ne peut que saluer avec joie et gratitude la
proposition du Docteur Nansen de ne point se dérober à une colla
boration éventuelle avec nous dans l'avenir.
Vous avez parfaitement raison d*affirmer que la question du
rapatriement n'est point encore terminée pour la Russie et que nous
aurons encore 1'occasion de nous y intéresser.
Il ne m'est point possible d'entrer ici dans les détails pré
cis, quant aux particularités que cette question présente dans dif
férents pays, dont certains ne peuvent point pour le moment entrer
pour nous en ligne de compte à cet égard. Le problème se posant
diffèrement dans chaque pays, un examen spécial sera nécessaire
pour le mettre au point dans chaque cas particulier.
La remarque générale s'impose néanmoins que les frais de
rapatriement dans la période actuelle ne pourrons être portés par
notre pays appauvri.
Une condition indispensable de tout rapatriement est aussi

pour noua la faculté qui doit être donnée à des représentants
mandatés par une de nos Institutions pour contrôler la réémi
gration et écarter les éléments indésirables. Les liens qui se
sont établis entre le Docteur Nansen et la Russie sont si in
times et sincères que toutes les questions à régler entre nous
seront sans aucun doute résolues sans la moindre difficulté.
Notre Gouvernement salue avec satisfaction la possi
bilité de continuer avec le Docteur Nansen, dans ce domaine dans
des conditions à établir pour chaque cas particulier, m e colla
boration qui a déjà été si féconde en heureux résultats.

Comme il a été convenu entre nous avant mon départ pour la Bussie, j'ai repris dès mon arrivée à Moscou la discussion de jjos
difféaartes lettres à M. Krestinsky et l ’établissement d ’une méthode générale de travail. Après avoir discuté la chose oralement avec M. ~'1* George Tchitchérine, M.~Litwinoff et M. Sandomirsky, j'ai adressé à M. Tchitchérine une longue lettre dont vous avez sans doute déjà reçu copie et Qui résumait la situation actuelle de la question du rapatriemen- dans les pays d'Europe oh. elle semble prendre de 1'importancezen mGme temps que notre point de vue. J'ai terminé ma lettre en demandant au Gouvernement Busse de bien vouloir me répondre sur deux points:
1) d'abord sur la question de principe : Je désirais avoir un document émanant du Gouvernement Eusse lui-même., indiquantsu décision de principe de continuer %, collaborer avec" nous h l'oeuvre^ du rapatriement.
2) 1*établissement définitif des principes essentiels contenus dans nos lettres h M. Krestinsky et que j'appelle notre méthode de travail en commun.
La lettre ci-jointe de M. Tchitchérine est considérée ' par le Gouvernement Busse corne une réponse à la première de mes questions.
Quant à la seconde, une réponse détaillée est préparée ;f§ en ce moment-ci par M. Sandomirsky stfcyios ordres de MM.Tchitchérine, Litwinoff etc. Elle contiendra :

June 20th, it is to be assumed that Govvin refers
to the type of officer-whioh the Soviet Government
will readily agree to aooept as being those who are
above suspicion of White Russian sympathies either
as regards their past or future tendencies.
This would doubtless be the primary oause
for anxiety in the eyes of the Soviet authorities.

My dear Johnson,
I acknowledge receipt of your letters of 26th July
Mo. 45/22278 x/22278 12th July Ho. 45/H2278/N 2278, 11th
July No. 45/23318 x/22278 and of 14th July enclosing letter
of 15th June from Mr. Poincaré.
The letter of 15th June from Mr. Poinoar< leads me
to hope that in the future we shall receive through the Hansen
Repatriation Representative lists of the names of all the
refugees leaving France for Russia with their places of
destination. As I have repeatedly pointed out without these
lists we are in a hopeless position to track down people who
are notified abroad as having been imprisoned or summarily
dealt with. This applies not only to France but to each
country from which Russians are being repatriated.
The contents of your letter of 11th July Ho. 45/23318
x/22278 I duly passed on verbally to the Commissariat for
Foreign Affairs who were already as you know in process of
appointing Volkoff for Bulgaria in place of Koretzky.
Unfortunately the position in Bulgaria did not
improve and the attached telegram from Mr. Tchetcherine to
Dr. Hansen shews that the Russian Authorities have no
immediate intention of appointing anyone to Sofia. The
feeling here is very strong against Collins and Baker, but
perhaps matters may be regulated by my again going to Sofia
for a few days (during the leave I shall take almost
immediately) with a mandate from Dr. Hansen to act temporarily
for him and the High Commission in asking the Bulgarian
Government to adopt a reasonable attitude towards the Russian
official Representatives and the emigrants. I had already
in a telegram of 16th July urged Dr. Hansen that you should

go but I assume there were reasons against. In any oaae
perhaps you may see certain advantages in my going as the
Moscow people know me and they have the feeling that I go
directly for Hansen personally - certain quarters here
unfortunately are still oppositions regarding the League -
I hope this attitude will change in the near future.
As regards the Bulgarian Authorities, I am sure that sane
of the people I know on the Reparations Commission would help
me along. I have suggested this course also to Dr. Hansen
and if you are all of one mind, perhaps you will let me
know through Prick.
As regards your letter of 12th July, I am afraid
the satisfactory reply to the letter of 4th May is postponed
indefinitely owing to the Bulgarian position. The
Commissariat now takes the line that it will not tie itself
up to any formulae also that in faot it has accepted certain
principles of action including the right of our supervision
here. They refuse to see any value from the point of view
of counter-propaganda in sending back delegations and
consider that Dr. Hansen’s right of inspection is sufficient.
Perhaps you hardly realise that the whole outlook of the
Russian Authorities has changed and that with the bettering
of the Russian economic position - renewal of grain export,
etc. - they are beginning to feel their own strength and
are jealous of their sovereign rights and independence. I
will speak to you of this when I see you shortly. What is
the date of the League Assembly? I should have preferred
to postpone the general report until I get back from leave
when I intended to visit the stanizas and take a general
survey on the spot of the condition of the returned emigrants.
Certainly the Soviet Authorities have in general played the
game in the question of the emigrants. All the arrests
that have been brought to my notice by people in Russia
have been satisfactorily accounted for by the Authorities.
Almost without exception they were the result of a wrong
filling up of Enquiry Forms. As regarda allegations made
outside Russia and in particular in respect of the fate of
officers auoh as those mentioned in your letter of 2 6th July
there is naturally more suspicion of this class from the
side of the Authorities and I have repeatedly asked the
representatives of the High Commission to exercise the very
greatest discretion in the selection of officers for return
to Russia and never, at present in any case, to encourage them
to return. This suspicion extends to emigrants of any
education.
The oases of Klotohkoff, Deringer, Turane and Gouzik
I have already taken up with Unschlicht, Chief of the State
Political Authority, who is the man who can help us in this
question, and with the Commissariat for Foreign Affairs.
Certainly the answer regarding Sivoloboff was not comforting
but having already, in common with other delegates been
attacked by bandits in Russia, fortunately not seriously, and
knowing their prevalence in many parts of Russia, e.g. the
Crimea, the Caucasus, the Odessa-Kieff, Kieff-Moaoow railway
lines, etc., I am prepared to give credence to the statement
that Sivoloboff was killed by them.
I appreciate the reasons for the delay in the
departure of the refugees from Varna and have taken up
personally in Odessa with Ivanoff, the Head of the Odessa
Gouvernment, and with the local representative of the
Commissariat for Foreign Affairs the possibility of Hahn
receiving a Mandate to act as Repatriation Representative at
Odessa and reporting on the arrival there of the emigrants.
I encountered no opposition and have asked Quisling to fix
the matter up in Harkoff, as the IJandate must be from the
Ukraine and not the Russian Government. However, I am
strongly of the opition, knowing Odessa, that control would
not he an easy matter there and would infinitely prefer the
delay at Varna and the continued concentration of refugees
through Novorossisk. Hahn has taken the post of Commercial
Adviser to the German Consulate as from 15th August and
ceases to work for the Nansen Relief Action as from that
date (the date of the liquidation of the relief work) but I
am sure ho will for an honorarium assist us in this matter.
I have asked our representatives to cooperate in
the exchange at the Russian ports of the Document given by
the Varna representative for a certified copy. If the local
Foreign Affairs Commissariat Official resents this I will at
once take the question up in Moscow.

1Dear Monsieur Tchitcherine,
My attention has been drawn to a letter whioh M, Kopp addressed
towards the end of September to Mr. Gorvin's assistant in Moscow, from
which it might appear that the formal agreement entered into between
the Russian Governaent and myself relative to the repatriation of
Russian Refugees has been brought to an end. I hope that this is not
the intention of your Government for the following reasons, whioh I
communicated to M. Rakowsky this afternoon
It will doubtless be remembered that from the very inception of
the repatriation work, opponents of the Soviet Governtoent have chal
lenged its good faith in regard to the practical value of the repat
riation agreement, on the ground that I should not be afforded the
necessary facilities to report effectively on the reception and settle
ment of the refugees. Up to the present moment, thanks to the loyal
co-operation of your Government, I have always been in the fortunate
position of being able to refute these criticisms. If, however, the
repatriation agreement is cancelled, the opponents of repatriation
will not, I am sure, fail to seize immediately the opportunity of
proving that their contentions were accurate, and of exploiting it to
the fullest possible extent. ^
I also invited M. Rakowsky to recall the fact that it has always
been my desire to help Russia in times of distress and to further its
relations with the rest of the world, and I shall continue this policy,
always providing that the requisite support is forthcoming from your
I am ,1ust embarking on a somewhat extensive speaking tour in
Great Britain, the United States of America and Canada, during the
course of whioh my opinion regarding Russia will most certainly be in
vited by people of importance, and my intention is to use what little
influence I may have in order to bring about a better understanding
of Russia, There are many indications that American opinion, in
particular, is anxious to be acquainted with the situation in Russia,
and especially with the prospects of an extension of the repatriation
movement. It would he idle for me to attempt to disguise the fact
that the cancellation of the existing agreement would produce a pain
ful impression on the public opinion in question.
I realise, of course, that the recent unfortunate incidents in
Bulgaria involved a temporary suspension of repatriation from that
country, but I informed M. Rakowsky that in order to facilitate a
resumption of this work, I had invited Mr. Quisling, whom you will
remember as my representative in Kharkov, to act as my chief repatri
ation delegate f®r the Balkans. Moreover, I have reason to believe,
as indicated in my recent telegrams to you, that the Bulgarian Govern
ment would be willing to participate in a conference with a view to
the settlement of all the questions in connection with the refugees
in Bulgaria, and understand that a communication is being made to you
direct to this effect.
In these circumstances I venture to express the hope that you will
help me in my efforts by confirming immediately by telegram that it
is not the intention of the Russian Government to cancel in principle
the existing repatriation agreement, and that it is willing to arrange
with Mr. Gorvin, on his return to Moscow, the question of the general
application and extension of the present arrangement.
It is also of importance that I receive such a telegram in order
that I may give effect to the recommendations which I understand M.
Rakowsky has made to you that the repatriation of the Russian Jewish
Refugees in Roumania be brought under my agreement with your
Government.
