Overview
City of Tea Tree Gully is seeking expressions of interest from South Australian artists and /or
artist teams to produce outdoor murals and install artwork on fences in the Modbury area.
Expressions of interest are due 5pm Monday 2 May
The artworks must be installed during June and completed by 30 June
Projects
5 sites have been in Modbury for short term public art initiatives. You can find the details for
each project further on in this brief. The projects are:
1. $4000 - Mural on the Linear Park pedestrian laneway off Reservoir Road (pg. 4)
2. $5000 - Artwork on opposing Fences on Reservoir Road above O-Bahn line (pg. 5)
3. $5000 - Mural under the O-Bahn track near the Tea Tree Plaza Bus Interchange (pg. 7)
4. $2000 - Artwork on Fence in Linear Park – Seymour and Meadow Vale Reserve (pg. 8)
5. $4000 - Mural on Toilet Block wall facing North East Road at Civic Park (pg. 10)
Background
This project is just one small part of Council’s plans to activate Modbury as a place for
people to know and love. To achieve this, we have developed the Modbury Precinct
Activation Strategy, with clear objectives and outcomes:
Objective 1 - Vibrancy To facilitate a Modbury Precinct that is a centre of activity, diversity and culture. Objective 2 - Prosperity To cultivate a local economy that attracts new investment in retail, hospitality, entertainment, commerce, health, education and housing. Objective 3 - Liveability To ensure the Modbury Precinct includes high quality venues, public spaces and a range of quality housing/residential options.

Project costs
All costs for each project must be kept within the available budget. This includes: materials,
artist fees, meetings, design development and installation of artwork. Council will cover
anti-graffiti and priming costs for murals.

Duty of care
As the artist and /or artist team, you must exercise a duty of care in the design of the
artwork. Your artwork and installation must consider personal, equipment, material and
public risks, environmental impact and working in a public space.
Practical considerations
As the artist or team, you will ensure:
Artworks will not interfere with or prevent the existing use of the street or local
environment.
Artworks will not endanger or injure anyone, either directly or indirectly.
Fence artwork is temporary and can be installed and removed completely without
footings or damage to the fence or surrounding surfaces.
Fence artwork will allow for wind to travel through the fence to avoid wind loadings
damaging fence integrity.
Installation of fences will occur between 10am-3pm to avoid peak traffic.
Artworks are durable and sufficiently strong and secure to last until dismantled.

Design considerations
When designing your artwork, you will:
Creatively respond to place and be site specific
Create a piece that is of high quality, appealing and original
Create an artwork that is not offensive, racist, sexist or incites extremist views or
responses
Create your own original artwork and not breach defamation, privacy or intellectual
property and copyright laws.

$5000 – Artwork on opposing fences on Reservoir Road above the O-Bahn line.
Artwork can be displayed on one or both fences opposing each other on Reservoir Road.

$5000 - Mural under the O-Bahn track near the Tea Tree Plaza Bus Interchange. Includes
wall and triangular side wall (one one side).
Council will provide priming paint and anti-graffiti coating on murals.

Council will relocate civic information signs and provide priming paint and anti –graffiti
coating.

Timeline:
Call for expressions of interest Wednesday 6 April
Deadline for expressions of interest Monday 2 May
Selection of projects occurring 2 May - 13 May
Artists notified Monday 16 May
Site visit & planning discussion occurring 16 May - 27 May
Commissioning agreement signed by 27 May
Production and installation of artworks by 30 June
Expressions of interest must include:
Artist CV/Resume (no more than 2 pages) including:
name, phone, email, ABN, Public Liability Insurance, Police clearance, past projects
etc
A cover letter (no more than 2 pages) outlining: why you want this project, your
experience in this area and your ability to meet project timelines
Artwork description - clearly state your selected project, describe your intended
artwork and include site specifications & timeline
Project budget - including: materials, artist fees, transport, delivery and installation,
clean-up and contingencies (weather)
Images of your related work and details regarding location/commissions (jpg and no
larger than 2MB)
Name and contact details of 2 referees

The successful artists will be required to:
Visit the site to discuss project with relevant council officers
Sign a commissioning agreement with the City of Tea Tree Gully
Act in a professional manner
Have an ABN and Public Liability Insurance to a minimum of $10M
Payment schedule
Payment of fees will occur in 2 payments:
50% of commission fee after the commissioning agreement is finalised and a tax
invoice is received from the artist or team.
The remaining 50% upon completion of the project.
