To achieve increased mobility, lethality, and survivability, Army forces will have -- in real time -- dominant situational awareness and networked weapons systems.

To execute preemption and crisis response over strategic and operational distances, Army forces must have lighter, more air- and sea- transportable platforms and operate with less accompanying support and sustainment.

Advanced automotive, engineering and systems technologies will enable Army forces to operate with a reduced logistics footprint and reachback for critical capabilities.

To both counter and/or rapidly adapt to enemy asymmetries in combat power, regardless of the nature, location or intensity of the conflict, Army forces must provide the broadest possible array of capabilities to the combatant commander.

Operational Maneuver from Strategic Distances

• Objective Force deployments:

• Use multiple unimproved entry points to overcome anti-access measures, achieve operational surprise or preemption, and conduct sequential and simultaneous joint operations distributed throughout the battlespace

• Use multiple, parallel routes to increase force throughput and close gaps between decision, early entry forces and campaign forces

• Rapidly deployable and tailored force capability packages to meet the JFC’s requirements for any contingency

• Units capable of beginning operations immediately upon arrival (no RSOI)

• Reduced logistics footprint means faster force closure

• Objective Force units capable of conducting forcible entry against critical objectives at any point in the campaign to assure access and set conditions for decisive operations

Operational Maneuver from Strategic Distances

• Strategic lift capabilities require the use of improved APODs and SPODs, limiting access and creating patterns of operations that are easy to interdict

• Deployment system not responsive to forward commander’s requirements:

• Combatant Commanders presented with limited options since current strategic lift capabilities can deploy only light forces in a timely manner

• Incorrect sequencing of force flow during deployment provides incorrect mix of forces and materiel at the time and place required

• Requirement to optimize strategic lift space outweighs need for unit tactical integrity resulting in extended RSOI periods

• Requirement to transload aircraft at an ISB creates intransit visibility problems for personnel and equipment flow and extends RSOI

• Current force structure and lift capabilities provide limited ability to conduct operational maneuver (primarily dismounted forces)
